Council Attendance: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Abbarno, Councilor Barnes, Councilor McGee, Councilor Staebler and Councilor Luond. Mayor Coumbs adjourned the Workshop at 6:43 pm. 3 CITY OF CENTRALIA RECORD OF COUNCIL PROCEEDINGS Tuesday - January 9, :00 pm City Clerk Deena Bilodeau called the meeting to order at 7:00 pm. Pledge of Allegiance Councilor Vogt led the pledge of allegiance. Attendance Present: Absent: Councilor Coumbs, Councilor Vogt, Councilor Staebler, Councilor McGee, Councilor Barnes, Councilor Abbarno and Councilor Luond. None. 1. Approval of Agenda - As Presented COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED Swearing in of new and re-elected City Council Members Ms. Bilodeau swore in Max Vogt, Rebecca Staebler, Susan Luond and Cameron McGee. 3. Election of Mayor and Mayor Pro-Tem Ms. Bilodeau called for nominations for the office of Mayor. Councilor abbarno nominated Lee Coumbs for Mayor. Councilor Staebler nominated Max Vogt for Mayor. There being no further nominations, Ms. Bilodeau called for a vote for those in favor of Lee Coumbs for Mayor. Lee Coumbs was elected to the office of Mayor by a 5-2 vote (Councilor Staebler and Council Luond opposed). Ms. Bilodeau called for nomination for the office of Mayor Pro-Tem. Councilor Barnes nominated Max Vogt for Mayor Pro-Tem. Councilor Luond nominated Peter Abbarno for Mayor Pro-Tem. There being no further nominations, Ms. Bilodeau called for a vote for those in favor of Max Vogt for Mayor Pro-Tem. Max Vogt was elected to the office of Mayor Pro-Tem by a vote of 4-3 (Councilor Luond, Councilor Staebler and Councilor Staebler opposed). 4. Comments by the Public on Non Agenda Items Muriel Wheatley, library, addressed the Council and spoke on library events. 3

Lewis County Update - Commissioner Fund Commissioner Fund addressed the Council and spoke on Lewis County issues. b. Office of Chehalis Basin Update - Jay Vander Stoep Mr. Vander Stoep and Commissioner Fund addressed the Council and gave an update on the Chehalis Basin. 6. Reports Councilor Abbarno - highlighted the successes of 2017 and stated he was looking forward to Councilor Barnes - reported she attended a Save the Outdoor Veteran s Pool meeting. Councilor Luond - stated that she wanted the citizens of Centralia know that they could call her anytime. Councilor McGee - stated he was excited to serve on the City Council. Councilor Staebler - stated she was excited to serve on the City Council and spoke on the Downtown Merchant meetings. Mayor Pro-Tem Vogt - stated he was looking forward to Mayor Coumbs - spoke on the Borst Park lights and noted that $19,000 was raised to help finance the continuation of the event. Emil Pierson - spoke on the Shoreline Management Plan. Chief Nielsen - introduced Pax, the new Canine Officer. Rob Hill - updated the Council on the PFD. 7. Consent Agenda a. Brodersen Department: Finance Subject: Consideration of Hotel/Motel Lodging Tax Fund Grant Allocations Background: The City of Centralia s Hotel/Motel Lodging Tax Advisory Committee received ten (10) proposals totaling $350,500 for tourism-related services to be provided in 2018 grants. The amount projected available in 2018 is $239,100 plus the $28,000 in funding from 2017 that the city had requested an extension on use of the funds. The following is a list of the applicants, their request and the recommendation for allocation from the committee. The committee met on October 9, 2017 to evaluate the applications and presentations. These recommendations were presented to the City Council on November 28, 2017 for consideration. The Council returned the recommendations back to the Lodging Tax Advisory Committee for reconsideration of their recommended allocations for the Chamber of Commerce and Discover Lewis County. The committee met on January 10, After discussing the allocations the committee returned their recommendations without changes to the Council. 53 DATE: October 11, 2017 FROM: 2017 Lodging Tax Committee TO: City Council Members Rob Hill, City Manager SUBJECT: Recommended 2018 Tourism Grant Recipients The 2017 Lodging Tax Committee met on Monday, October 9, We reviewed the applicable laws which guided our recommendation decisions. We examined the nine (9) applications submitted, as well as letter requesting a time extension of funding. All applicants made presentations to the committee and responded to interview questions. The attached table lists the organizations which requested tourism grants, the amounts they requested and the grant amount recommended by the committee. Our recommendation continues the grant for the bonded debt obligation of $93,000 for the Event Center and allocates the $146,100 expected to be available in 2018 lodging tax revenues above the debt payment. We also recommend approval of extending the 2017 award for the City of Centralia Sign Project to December 31, 2018 of $28,000. We submit this recommendation, totaling $267,100, for the City Council s review and action. Committee members express their appreciation for the opportunity to participate in this advisory process and thus serve the community and its tourism efforts. Summary of Applicant Projects: The Historic Fox Theatre recommended funding will be used to increase advertising the Historic Fox Theatre and Centralia with the by-line Shop Dine Stay Play as a weekend or overnight destination by using promotions strategically targeting the film series in Seattle, Portland, Tacoma, Longview, Aberdeen and Olympia. Discover Lewis County recommended funding will be used to add the promotion of Centralia as an emphasis in the social media and other adverting campaigns through Discover Lewis County including the printing of trail maps in collaboration with trail groups for printed and online maps. ARTrails of Southwest Washington recommended funding will be used to promote art tourism within Centralia, to visitors from locations fifty miles or more from Centralia. Marketing will include magazines, newspapers, studio guides and websites. Centralia Chehalis Chamber of Commerce recommended funding will provide funding for community events, tourism materials at the visitor center, and on the web. 53
54 Centralia Downtown Association recommended funding for downtown welcome center including monitored public restrooms with information on downtown shopping, sales, events local lodging and events. Serve as a resource for regional tourism centers like Discover Lewis County and Chamber of Commerce, George Washington and Centralia history including a rotating collection of Centralia s history and Meet me in Centralia marketing campaign. Lewis County Historical Society recommended funding will be used by the primary historical and heritage organization of Lewis County to advertise historical sites throughout Centralia. These sites drive traffic to Centralia from outside the region and the museum assists these visitors with their stay in Centralia to visit the sites. Southwest Washington Fair Interim Events Marketing recommended funding will be used to provide promotional outreach of the Southwest Washington Fair interim events like Garlic Festival, the Bulletfest, and approximately 80 events a year. Southwest Wasington Fair Fair Marketing funding is not recommended at this time. S.T.O.P. and Swim funding is not recommended at this time funding would not increase overnight stays in City of Centralia recommended continuing 2017 funding for New signage at freeway off ramp to create inviting environment for visitors to Centralia and create a gateway image for visitors, and funding for a bus route from Borst Park to Downtown with stops at the Factory Outlets, encouraging visitors to visit different areas of the community.
