Approval of Minuets November 25, 2014 Motion to Approve the Minutes: Legislator Holst Second: Legislator Lockwood December 11, 2014 Motion to Approve the Minutes: Legislator Holst Second: Legislator Lockwood 2. Bid/RFP Results Bid #43-14 Filter Bags for RA-S Daniel Stevens, Purchasing Director explained that the Highway Department needs (830) filter bags for the Roto-Aire Baghouse in use at the asphalt mix plant. (The Baghouse is used of dust particle removal). During its November meeting, this committee voted to make an award to BCE, LLC, the apparent low bidder. Upon receiving a purchase order, BCE, LLC said that they had made a computational error and would not honor their bid price. Having consulted with the County Attorney, Purchasing learned that the sole remedy under GML 103 is to withdraw the original award and award the contract to the Infrastructure & Facilities Committee Minutes January 27,

2 next lowest responsible bidder, Hot Mix Parts of Louisville, Kentucky in the amount of $22.95 price per bag. Motion to rescind the original bid and accept Hot Mix: Legislator Holst Second: Legislator Walpole Bid #47-14 EPDM Roofing Mr. Stevens explained that in order to complete repairs to the Parish Highway Garage, the Highway Department requires various EPDM roofing materials. He explained that this is part of Capital Project #124. Oswego County solicited Bid #47-14 by direct mail, legal advertising, the Syracuse Builders Exchange and the Purchasing Website. On Wednesday, December 10, 2014 Purchasing opened two bids in response to the advertisement. Purchasing requests an award to the lowest bidder ABC Supply Company, Syracuse, NY in the amount of $31, Motion to accept: Legislator Lockwood Second: Legislator Potter Bid #4-15 CR2A Bridge Superstructure Mr. Stevens explained that the Highway Department needs to replace the superstructure on the County 2A Bridge over the Salmon River. Oswego County solicited Bid #4-15 by direct mail, legal advertising, the Syracuse Builders Exchange and the Purchasing website. On Friday, January 16, 2015 Purchasing opened six bids in response to the advertisement. The lowest bidder was Vector from Cicero, NY in the amount of $1,227, Motion to accept: Legislator Potter 3. Solid Waste A. Bag Sale Option in Lieu of Punch Cards Committee Chair Hayes pointed out that under the suggestion of Legislator Schadt, he and Solid Waste Director Frank Visser have been discussing the sale of colored garbage bags as opposed to punch cards. Mr. Visser explained that there are a couple of options to consider. One is to sell 30 gallon bags at $3.00 each or 13 gallon bags for $2.00. He said that Senior Citizens are the targeted buyer for this concept, so he is suggesting a 13 gallon bag for $2.00. He continued to say that the implementation of bag sales would require establishing a chain of custody and the purchase of lockable storage at each transfer station. Three quotes will need to be obtained prior to issuing a purchase order for the bags; the lead time for the first order of bags will be six weeks. Total implementation time could take about two-three months. Legislator Schadt said that in Binghamton they sell the bags in local stores. She added that people can then buy the amount they need at whatever time they need them. Legislator Walpole suggested a senior scale fee. Legislator Potter suggested the larger bag at $3.50. There was discussion as to whether the small bags or large bags would make the most sense and whether more than one size should be offered. Mr. Visser would rather start with one size and then eventually offer a different size at a later time. Motion to sell 13 gallon bags at $2.00 a bag in bright yellow: Legislator Schadt Discussion: Legislator Lockwood asked if the bags could be sold in stores. Mr. Visser explained that the company that the county will purchase the bags from would market them to the stores. However for now the bags will be sold from the transfer stations. Infrastructure & Facilities Committee Minutes January 27,

Court Renovation Update County Administrator Philip Church explained that with the addition of the second Family Court Judge, James Eby, departments have been moved in order to make room for his accommodations. To date the cost with labor and materials is over $31, He explained that the bulk of the cost was due to the bench that needed rebuilding; a bench that Buildings and Grounds built that didn t meet the exact specifications of the Fifth Judicial Court. Now everything will go through the Fifth Judicial Court prior to being completed in order to meet their specifications. 5. Facilities Needs Planning Mr. Church explained that a facilities needs assessment should be done for the county. He explained that in addition to the changes to Family Court there are several departments that are running out of room so it is essential to review the space the county has available and the location of each department. He asked the committee to approve an RFP to determine the most efficient options, hard data and any associated costs. This would not commit the county to any money, it gives the county an idea of what is needed and the costs associated. Mr. Church explained that there are two areas that need to be considered, records storage and space. There was discussion as to whether a hard copy based solution or electronic based solution is the best option for the county. Mr. Stevens said the electronic based solution is the most cost efficient. Record storage for each department varies. Rick Hogan, Central Services Director pointed out that with the fiber optics the electronic storage will be cost effective and fast. Mr. Stevens said that an RFP has been sent out for records retention. The deadline for proposals is this Friday. Legislator Broadwell asked that each department head do a space analysis for their department. Mr. Church pointed out that Buildings and Grounds has measured and evaluated the space of each department. David Turner, Director of Community Development Planning and Tourism pointed out that some counties use a regional approach where the towns, villages and county store all their records in one location. There is some grant money available for this. Resolution Modifying Solar City Contract Mr. Turner explained that this is to authorize the Chairman to enter into agreements with NYSERDA and Solar City for the development of two solar farms on County property. Mr. Turner explained that since the passage of Resolution 187 in 2014 it became advantageous for the county to relocate the proposed Hannibal project to the property at Schaad Dive in the Town of Scriba. He said that they have been negotiating the terms and conditions for the Power Purchase Agreements and are close to mutually acceptable language. In order to protect the county from unknown expenses in the last five years of the contract, the department has encouraged Solar City to pursue a PILOT agreement for these sites. NYSERDA requires that the county be under contract with Solar City by 2/16/15 but unfortunately the PILOT process takes much longer than that. Mr. Turner is proposing the county sign a contract that is conditioned on the final approval of a mutually acceptable PILOT. Failure to reach those terms by a predefined date can be grounds for either party to cancel the contract. New Business Motion to take the snowmobile issue off the table regarding the Faver Road portion of the lease for the Mexico Trail Riders: Legislator Potter Second: Legislator Lockwood Mr. Church pointed out that in November 2014 this issue was tabled. The County Attorney s office reviewed the Faver Road section of the lease and discovered that it has been a part of the lease. Motion to use the existing lease, which includes Faver Road: Legislator Weatherup 8. Highway A. Highway Superintendent Kurt Ospelt distributed information regarding the 2A Bridge over Salmon River. The contractor will work out details and permits to enter the water. B. Mr. Ospelt said that the state asked the county to take over some state roads due to the storm along the coast. They will be helping out until the end of the week. They department is getting reimbursed for its work. 9. New Business Committee Chair Hayes explained that he would like to have a work session to do goal setting. He asked the committee to contact him as far as whether a day of night meeting is best. 10.
