PETERS BOARD OF ALDERMEN WORK SESSION MINUTES JULY 26, 2018 BOARD OF ALDERMEN ITEMS FOR DISCUSSION The Work Session was called to order at approximately 5:00 p.m. on Thursday, July 26, 2018 at the St. Peters Justice Center located at 1020 Grand Teton Drive. Patty Smith, City Clerk, called the roll. The following were present: Mayor Pagano; Alderman Aytes, Alderman Barclay; Alderman Bateman; Alderman Hollingsworth; Alderman Reitmeyer; Alderman Violet; Board President Shea; Jeff Finkelstein, Chief of Police; Burt Benesek, Transportation and Development Services Manager; Rick Oloteo, Recreation and Cultural Services Manager; Jeff Hutsler, Parks and Golf Services Manager; Bill Malach, Water Environment Services Manager; Cathy Pratt, Staff Support Services Manager; Russ Batzel, City Administrator; Randy Weber, Special Counsel; Patty Smith, City Clerk. Dave Kuppler, Health and Environmental Services Manager were absent. Alderman Thomas arrived at 5:24 p.m. COMMUNICATIONS FROM BOARD MEMBERS/ALDERMANIC REPRESENTATIVES Committee reports were given during this time. BOARD OF ALDERMEN ITEMS FOR DISCUSSION Alderman Hollingsworth moved and Alderman Reitmeyer seconded the motion to remove Homeowners Association Seminar/Workshop Discussion from the agenda for discussion. The motion was approved. HOMEOWNERS ASSOCIATION SEMINAR/WORKSHOP DISCUSSION SHEA/BATEMAN Alderman Shea spoke about an idea to enhance and improve City relationships and education with Home Owners Associations (HOA). He suggested developing a seminar/workshop for directors and trustees and mentioned a proposed seminar scheduled on Monday, October 15 th from 6:30 8:30 p.m. in the Cultural Arts/Performing Arts Centre at City Hall. The seminar is intended to have speakers who will address various topics and field questions from attendees that may be helpful to the HOAs. Intended speakers such as St. Peters Managers, various staff, legal counsel, insurance and management companies will speak. A pre-seminar meeting to establish an agenda is anticipated to be held mid-august for a select group of current directors and trustees from each ward having several years of experience. Alderman Bateman informed that several subdivisions without HOAs may also benefit from this seminar/workshop. Mr. Batzel addressed questions concerning staff and legal counsel involvement, stating that with staff, it would be similar to when employees attend HOA meetings to address issues and answer questions, which is not outside the duties of normal activities with most of our groups. Legal Counsel attendance remains to be determined. Further discussion was held regarding handing out informational fliers at
4 City of St. Peters: Board of Aldermen Work Session Minutes July 26, 2018 Page 2 of 5 subdivision meetings, use of City Hall for the seminar, budget impact and costs involved, and money already set aside for subdivision meeting costs. With no further comments or questions from the Board, Alderman Hollingsworth moved and Alderman Reitmeyer seconded the motion to move forward with the HOA seminar. All in favor, the motion was approved. MAYOR/CITY ADMINISTRATOR ITEM Alderman Shea stepped out of meeting in progress at 5:36 p.m. and returned at 5:38 p.m. NEW BUSINESS ITEMS: Alderman Hollingsworth moved and Alderman Bateman seconded the motion to remove Bid Recommendation/Cured-In-Place-Pipe (CIPP) lining from the agenda for discussion. The motion was approved. BID RECOMMENDATION/CURED-IN-PLACE-PIPE (CIPP) LINING MALACH Mr. Malach stated this item is a bid recommendation for FY18 CIPP Lining Project for sanitary sewers. On June 26, 2018 the City received three (3) quotes. Staff is recommending awarding the project to the lowest qualified bidder, Insituform Technologies, in the amount of $133,400. Insituform Technologies has successfully performed sewer projects for several years in the City of St. Peters. With Board approval, a draft ordinance will be placed on the August 9, 2018 Board of Aldermen agenda for consideration. No comments or questions from the Board of Aldermen. Alderman Hollingsworth moved and Alderman Reitmeyer seconded the motion to place this item on the August 9, 2018 Board of Aldermen meeting agenda. The motion was approved. Alderman Barclay moved and Alderman Violet seconded the motion to remove Bid Recommendation/Park Street Sanitary Pump Station & Force Main Replacement Project from the agenda for discussion. The motion was approved. BID RECOMMENDATION/PARK STREET SANITARY PUMP STATION & FORCE MAIN REPLACEMENT PROJECT MALACH Mr. Malach explained that on Tuesday, July 10, 2018, the City received seven (7) bids for the Park Street Sanitary Pump Station & Force Main Replacement Project. Staff is recommending awarding the lowest qualified bid, Unnerstall Contracting Company, in the initial amount of $773, Unnerstall successfully completed a prior project for the City and is currently the contractor for the Jungermann Road utility relocation project and received favorable references. With Board approval, a draft ordinance will be placed on the August 9, 2018 Board of Aldermen agenda for consideration. No comments or questions from the Board of Aldermen. 5 City of St. Peters: Board of Aldermen Work Session Minutes July 26, 2018 Page 3 of 5 Alderman Hollingsworth moved and Alderman Violet seconded the motion to remove Professional Services Agreement/Old Town Sanitary Sewer Evaluation Study (SSES) from the agenda for discussion. The motion was approved. PROFESSIONAL SERVICES AGREEMENT/OLD TOWN SANITARY SEWER EVALUATION STUDY (SSES) MALACH Mr. Malach recounted that in July 2017, the City advertised for consulting firms to submit qualification based proposals to provide professional services for Sanitary Sewer Flow Monitoring Services. RJN was selected to conduct a comprehensive system wide sanitary sewer system evaluation and successfully completed this work and submitted a comprehensive report, recommendations, and a five-year plan with associated costs. This comprehensive study divided the service area into fifteen sub-watersheds. Based on the flow metering and rain gage data collected, the Old Town service area has significant inflow and infiltration (I/I) and is recommended for the next phase of work. Staff is recommending RJN Group, Inc. for providing engineering services for the Old Town Sanitary Sewer Evaluation Study (SSES) for a unit price and lump sum basis of $45, Funding will be provided by the Water/Sewer Operations Fund and Old Town TIF. This work will provide the City a strategic plan for sewer rehabilitation in the Old Town area to remove excess inflow and infiltration from the sanitary sewer system. With Board approval, a draft ordinance will be placed on the August 9, 2018 Board of Aldermen agenda for consideration. Board questions were addressed. Alderman Barclay moved and Alderman Violet seconded the motion to remove Bid Recommendation/P-31 Red Mill Court Storm Water Improvement Project from the agenda for discussion. The motion was approved. BID RECOMMENDATION/P-31 RED MILL COURT STORM WATER IMPROVEMENT PROJECT BENESEK Mr. Benesek stated on July 20, 2018, nine (9) bids were received for the P-31 Red Mill Court Storm Water Improvement Project. An aerial photo was displayed of the project area and explained the storm sewer project that will address storm water drainage concerns. Staff is recommending awarding the low, responsive bid of $121,000 from Pace Construction Company, LLC, of St. Louis. The bid was 51.7% lower than the second lowest bid received and 65.7% lower than the average of the bids received. The project is funded by the proceeds from Proposition P storm water bond sales. With Board approval, a draft ordinance will be placed on the August 9, 2018 Board of Aldermen agenda for consideration. No further comments or questions from the Board of Aldermen. The motion was approved. RECOMMENDATION FOR THIRD PARTY CLAIMS ADMINISTRATIVE SERVICES PRATT Ms. Pratt stated that the City s insurance broker, Arthur J. Gallagher & Co. solicited proposals on behalf of the City from qualified firms to assist with Property, Casualty and Workers Compensation Claims Administration Services and five (5) qualified proposals were received. She explained the criteria for selecting a third party administrator for these services and the factors involved. After reviewing and evaluating the proposals against the mentioned criteria, the City selected two (2) to interview. Based on the interviews and the initial written proposals, staff recommends that the City contract with Brentwood Services Administrators, Inc. Their fee schedule was competitive and on a three (3) year projected basis was the second lowest at $170,250, a 2% difference from the lowest bidder. No comments or questions from the Board of Aldermen. This is business item I-05 on this evening s Board of Aldermen meeting agenda for consideration. Alderman Reitmeyer moved and Alderman Shea seconded the motion to remove Cooperative Agreement with SCC & Dardenne Creek Drainage District #3/Dardenne Creek from the agenda for discussion. The motion was approved. COOPERATIVE AGREEMENT WITH SCC & DARDENNE CREEK DRAINAGE DISTRICT #3/DARDENNE CREEK HUTSLER Mr. Hutsler stated in an effort to evaluate the feasibility of opening a recreational waterway or blueway on Dardenne Creek from 370 Lakeside Park to Riverside Landing, trash and log jams along this section of Dardenne Creek must be removed. A Cooperative Agreement for Maintenance of Dardenne Creek between St. Charles County, St. Peters and the Dardenne Creek Drainage District #3 has been prepared to share in the cost of this effort. Mr. Hutsler advised this agreement is for a one time clearing of debris. The cost for this effort is expected to not exceed $15,000. The County will be responsible for 83% of the cost with St. Peters responsible for 17%. No further comments or questions from the Board of Aldermen. Alderman Violet moved and Alderman Shea seconded the motion to remove January 2019 Regular Meeting Dates Change from the agenda for discussion. The motion was approved. JANUARY 2019 REGULAR MEETING DATES CHANGE SMITH Ms. Smith stated that included in the meeting packet is a recommendation to change the January 2019 regular Board of Aldermen meetings from the second and fourth Thursday of the month to the third and fifth Thursday of January to accommodate the final certification and filing of Declaration of Candidacy. Since the Statute requirement falls between the City s two Board of Aldermen Regular meeting dates in January, a date change is necessary. No

MISCELLANEOUS UPDATES BATZEL Ms. Pratt gave an update on the second Duke Spec building at Premier 370 Business Park. She stated that Business Item I-1 on tonight s agenda is the bill authorizing the City to issue its Taxable Industrial Revenue Bonds. This will provide for sales tax exemption for the purchase of construction materials with the State and City. No comments or questions from the Board of Aldermen. Staff presented a video which explained Proposition U, a local use tax on the purchase of goods from out-of-state vendors, which is on the August 7, 2018 ballot. No comments or questions from the Board of Aldermen. PETERS, MISSOURI TO ENTER INTO A CONTRACT WITH INSITUFORM TECHNOLOGIES FOR CURED- IN-PLACE PIPE (CIPP) LINING OF CERTAIN SANITARY SEWER LINES WHEREAS, the City of St. Peters encompasses a land area of approximately 22 square miles and contains more than 249 miles of sanitary sewer pipe as part of the sanitary sewer collection system; and WHEREAS, the City solicited bids for the Cured-In-Place Pipe (CIPP) lining of various sanitary sewer lines; and WHEREAS, competitive bids were received from three (3) firms, and WHEREAS, it is recommended that the bid be awarded to Insituform Technologies. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF ST. PETERS, MISSOURI, AS FOLLOWS: SECTION 1. That the City Administrator of the City of St. Peters, Missouri be and he is hereby authorized to enter into a contract with Insituform Technologies in the initial amount of $133, for the base bid for cured-in-place lining (CIPP) for various sanitary sewer lines. PETERS, MISSOURI TO ENTER INTO AN AGREEMENT FOR ENGINEERING SERVICES PROVIDING FOR THE OLD TOWN SANITARY SEWER EVALUATION SURVEY WHEREAS, the City of St. Peters owns and operates a sanitary sewer system; and WHEREAS, the City of St. Peters has successfully completed a comprehensive flow monitoring program within the City s 263-mile sanitary sewer collection system; and WHEREAS, the comprehensive flow monitoring program results indicated significant inflow and infiltration in the Old Town Sanitary Sewer service area; and WHEREAS, significant inflow and infiltration is costly to convey and treat and may cause sewer backups and sanitary sewer overflows; and WHEREAS, it is recommended that an Agreement for Engineering Services be executed with RJN Group, Inc. for a Sanitary Sewer Evaluation Survey to determine the locations and volume of inflow and infiltration and recommended sanitary sewer rehabilitation strategies. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF ST. PETERS, MISSOURI, AS FOLLOWS: SECTION 1. That the City Administrator of the City of St. Peters, Missouri, be and he is hereby authorized to enter into an Agreement for Professional Services with RJN Group, Inc. in an initial unit price and lump sum amount of Forty-Five Thousand Thirty Nine and 50/100 ($45,039.50) dollars, for the Old Town Sanitary Sewer Evaluation Survey.
