2 Unfinished Business Revise Working Priorities and Working Goal schedule New information has come to light that may impact the suitability of our current working priorities and goal schedule. The body may re-divide the Constitution revision workload, re-prioritize different workload components and, set a new schedule for when each workload component should be completed. 5 PREAMBLE We, the students of Mt. San Jacinto Community College, in order to establish an effective student government, recognize the inherent rights and responsibilities of self-government, represent student interests, rights, and concerns; do hereby establish this constitution of the Student Government Association of Mt. San Jacinto College Student Government Association (SGA). NAME The name of this organization shall be the Mt. San Jacinto College Student Government Association from now on referred to abbreviated as SGA. [Submitted by Anthony R.] PURPOSE STATEMENT The purpose of the Student Government Association is to; a. Voice student concerns, represent student interests and exercise student rights; b. Stimulate student awareness and involvement in the academic, cultural, social, and community opportunities available at MSJC; c. Promote student appreciation of the values and traditions of Mt. San Jacinto College; d. Encourage communication and collaboration across the entire college; e. Organize student activities and programs, while appropriately budgeting student funds through a fair representative and transparent process; f. Practice democratic actions and promote personal and civic growth; g. Offer leadership and personal growth opportunities to its members. NON-DISCRIMINATION POLICY SGA shall not discriminate on the basis of ethnicity, race, age, religion, gender, sexual orientation/preference, color, national origin, religious creed, medical condition, or disability. SGA shall not affiliate with any organization that engages in such discriminatory practices. NON-DISCRIMINATION Protected Groups SGA will not discriminate on the basis of ethnicity, race, age, religion, gender, sexual orientation/preference, color, national origin, religious creed, medical condition, or disability. 6 ARTICLE V. DEFINITIONS (WIP) The will be defined as follows in all SGA Governing Documents: 1. Academic School Year = Fall Academic Session (including the preceding summer intercession) and spring Academic Session (including the preceding winter break) of the same academic year. 2. Advisory Opinion = An opinion issued by the Institutional Effectiveness Committee that does not have the effect of adjudicating a specific Student Grievance or Student Complaint but merely advises the SGA Legislature on the constitutionality or interpretation of a law. 3. Appoint = To send Sending a Written Notice containing the name of a student nominee for a position to all SGA Affiliates, for consideration as an action item at the next SGA Legislature meeting. 2/3 Approval of the Legislature is required to confirm all appointments. 4. Approve = A Vote in the affirmative of at least ½ (or another ratio if stated) of the Voting Members present in a particular meeting of an SGA Body. (Approved Approval) Approve(d) = by an SGA Body with at least ½ of the Voting Members present voting in the affirmative unless a different affirmative voting ratio is stated. 5. Academic Session = Either the period between the last day of spring semester and the first day winter break (to be known as the fall Academic Session) or the period between the last day of fall semester all and the first day of summer intersession (to be known as the spring Academic Session.) 6. Assignee Assignment Assign = 7. Designate(d) or Designate(s) = Specifying a person to fill a specific role for a given amount of time via Written Notice sent to the Voting Membership of the SGA Legislature. (Designated or Designates) 8. Even weeks = All even numbered weeks, Monday through Sunday, starting the first day each Semester, counting only weeks that contain at least one School Day. 9. Mandated SGA Event = Any Event or gathering to which the SGA Legislature has made attendance by SGA Officers mandatory, and absence at which will be counted as an unexcused absence under ARTX SECX. 13. Odd weeks = All odd numbered weeks, Monday through Sunday, starting the first day of each Semester, counting only weeks that contain at least one School Day. 16. Official SGA Business = Voting or deciding upon actions on behalf or as a part of any SGA Body. 17. Publish = To publicize a document or other archive of information by sending it at least once in a Written Notice to all SGA Affiliates and uploading up to date versions to an easily accessible and publicly available location on the MSJC or SGA website. 18. Presiding Officer = Any elected official formally and directly responsible for or in charge of facilitating or directing the activities or discussions in across any Student Organization(s) including but not limited to Presidents, Chairs or Facilitators. 7 19. Purchase Requests = 20. Remove - Removal = 21. School Day(s) = Days marked as part of Fall Semester, Spring Semester or Summer Sessions on the annual MSJC Academic Calendar, not to include any Saturdays or Sundays. 22. Seated = 23. Semester = All weeks including at least one day marked as part of either Fall Semester, or Spring Semester on the annual MSJC Academic Calendar, not to include any Saturdays or Sundays. A semester is either the period between the last day of spring semester and the first day winter break (to be known as fall semester) or the period between the last day of fall semester all and the first day of summer intersession (to be known as spring semester.) 24. SGA Affiliates = All SGA Officers and all Committee Members at Large. 25. SGA Body(s) = Each of the following will be considered an SGA body: the SGA Legislature, SGA Executive Council, Inter-Club Council, all SGA Standing Committees and any active Legislature Approved special/ad-hoc committees. 26. SGA Office(s) = The Any legal personality held by any SGA Officer(s) listed in ARTX SECX. 27. SGA Officer = Any officer listed in ARTX SECX. 28. SJC = San Jacinto Campus 29. Student Complaint = 30. Student Grievance = 31. Student Organization(s) = Any club or group of MSJC students chartered under the SGA Constitution. 32. Submit = to send written notice and request item be added as an action item. 33. Vacant Vacancy = A SGA Office that is not held by any student. 34. Voting Member(s) = Students listed in ARTX SECX through ARTX SECX and present at a specific meeting that have been stated to be part of that body s the Voting Membership in a specific SGA Body. 35. Voting Membership = Seated students listed in ARTX SECX through ARTX SECX that are able to vote listed as Voting Members in a specific SGA Body whether present at a specific meeting or not. 36. Written Notice = A notice sent via to recipient(s) in which the SGA President, Commissioner of Institutional Effectiveness and SGA advisor(s) are each CC ed. [Support staff?] ARTICLE VI. MEMBERSHIP Types of SGA Membership a. Active Membership: MSJC students currently enrolled in classes, who purchase an SGA sticker, are accorded Active Membership during for the Semester Biannual Session in which they purchased an SGA Sticker. b. Associate Membership: Other MSJC students currently enrolled in classes, who do not purchase an SGA sticker, are accorded Associate Membership. c. 8 Section 2 Section 3 Section 4 Section 5 Privileges of Active and Associate Membership Active Membership and Associate Membership both entitle individuals to: a. Vote in all SGA and Mt. San Jacinto College District regular and special elections; b. Be represented by SGA officers; c. Participate in SGA Student Organizations or college clubs, events, programs, and activities. Privileges of Active Membership Active Membership entitles individuals to: a. Hold a SGA Office if eligible; b. Discounts established by the SGA Vendor Discount Program, c. Eligibility for scholarships and awards given by SGA, d. Other rights, privileges, and benefits established by SGA, bills, resolutions, and recommendations. Privileges of Honorary Memberships Honorary memberships may be granted to any person by at least a 2/3 Approval vote in the affirmative of the SGA Legislature, Honorary membership carries no formal privileges. Membership Revocation SGA membership and privileges may be revoked with a ¾ Approval vote of the SGA Legislature for violations of the MSJC Student Code of Conduct as stated in Mt. San Jacinto College District Policy, SGA Constitution and or its By-Laws or Standing Rules. ARTICLE VII. Section 2 OFFICERS AND TERMS OF OFFICE Elected or Appointable Offices a. One - President b. Two - Senators of Public Relations l. Three - Senators of College Organizations Term of Office The term of office for all SGA Officers will be 1 Academic School Year. Section 2 Section 3 Section 4 Student Service Limit No student may hold SGA Office for more than 5 Semesters Biannual Sessions or have a total service (Biannual Sessions where SGA Office was held plus any Biannual Sessions where the student served as a Student Assignee of any SGA committee) of greater than 10 Biannual Sessions starting, counting only Biannual sessions after spring Holding Multiple SGA Offices No student may hold more than 1 SGA Office at a time. Holding Offices in Multiple Organizations No student may serve as a Presiding Officer of any Student Organization(s) or college club(s) and serve as a Voting Member of the SGA Executive Council, at the same time. OFFICE QUALIFICATIONS Qualifications for Candidacy or Appointment All election candidates and appointees for SGA office must meet the following requirements: a. Be an Active Member of SGA; b. Be enrolled in at least 3 units at MSJC; c. Have a grade point average (GPA) of at least 2.5 for the previous Semester or intersession; d. Has not held the SGA Office sought for 2 or more previous Semesters Biannual Sessions; e. Be eligible for enroll into or have completed a college level English class (applies only to if a candidate(s) or appointee(s) to an office(s) that is are listed as part of the Voting Membership of the Executive Council.) f. Comply with all standards, rules, and regulations of the SGA Election Code, Administrative Regulations, and Board of Trustees/District polices. Qualifications for Holding Office Any Student Government Association officer who does not maintain the following requirements will be Immediately Removed from office: a. Be an Active Member of SGA; b. Be enrolled in at least 6 units at MSJC; 3 units for Members at Large c. Has not held the SGA Office he or she is holding for 2 or more previous semesters Biannual Sessions; d. Have grade point average (GPA) of at least 2.5 for the previous semester or intersession; e. Must not be placed on any type of probation at MSJC. Academic Probation A student who has been placed on any type of probation at MSJC will be eligible for candidacy or appointment until 1 semester after he/she is reinstated as being in good standing. First Semester MSJC Students Any first Semester MSJC student, who does not have completed course work on their MSJC transcript is exempt from all grade point average (GPA) qualifications in this article. 10 ARTICLE IX. Section 2 Section 3 LEGISLATURE Authority Legislative authority in the Student Government Association will be vested in the SGA Legislature. Voting membership The Voting Membership of the SGA Legislature will be limited to: a. The SGA President; b. The 2 SGA Vice Presidents; c. The 4 SGA Commissioners; d. The 13 SGA Senators; e. The MSJC Student Trustee. Duties and Powers The duties and powers of the SGA Legislators will be to: a. Meet at least once a week during the spring and fall Semesters; b. Approve all SGA expenses, funds and appropriations; c. Approve then publish during the first two weeks of each Semester a set of SGA goals for that each Semester during the first two weeks of that each Semester; d. Approve legislation, bills, resolutions, and recommendations; e. Approve amendments to the SGA Constitution by a 2/3 vote for later consideration by the student body through a referendum. f. Hold an SGA retreat during each summer intercession and winter break in preparation for the coming following Semester. g. Compel all SGA officers to attend any SGA related event, retreat or gathering by declaring that event a Mandated SGA Event; h. Create special/ad-hoc committees that foster student life and promote the Purpose Statement of SGA but do not duplicate any of the functions of an existing SGA Standing Committee(s) or special/ad-hoc committee(s); i. Propose amendments to SGA Codes, and SGA Bylaws; j. Elect a new SGA President from among the Voting Membership of the SGA Executive Council, if the Presidency is Vacant. k. Appoint Approve new Committee Member at Large nominations/assignments MSJC students to serve on SGA Standing Committees as Voting Members; l. Appoint SGA Senators to serve on a SGA Standing Committees as a Voting Member in addition to being listed as a part of the Voting Membership of their Corresponding Standing Committees; m. Remove specific Committee Assignees from a committee by 2/3 Approval of the body; n. Approve or reject all SGA Executive Council appointment recommendations from the SGA Executive Council for all Vacant SGA Office(s) and shared governance committee positions; o. 11 q. Uphold the laws of the Student Government Association as prescribed in the SGA Constitution, SGA Bylaws, SGA Election Code, SGA Finance Code, and Inter-Club Council (ICC) Bylaws. ARTICLE X Section 2 Section 3 Section 4 EXECUTIVE COUNCIL Authority Executive Authority or the authority to carry out Legislature Approved directives or bills in the Student Government Association will be vested in the Executive Council. Voting Membership Voting Membership in the SGA Executive Council will be limited to: a. The SGA President; b. The 2 SGA Vice Presidents; c. The 4 SGA Commissioners; d. The MSJC Student Trustee. Duties and Powers The duties and powers the membership of the SGA Executive Council will be to: a. Meet at least twice a month during the spring and fall Semesters, and meet at least twice a month during winter break and the summer intersession; b. Select, Approve and then Submit appointment(s) recommendations to the Legislature regarding any Vacant SGA office(s) or shared governance committee position(s), after having interviewed all candidates during an Executive Council meeting, in a group interview whenever possible; c. Advise the Legislature on changes to the SGA Constitution, SGA Bylaws, SGA Election Code, SGA Finance Code, and Inter-Club Council (ICC) Bylaws; d. Prepare during each winter break and summer intersession and submit a list of recommended SGA goals and priorities for then submit them to consideration by the SGA Legislature before on its first meeting each Semester; e. Delegate additional duties, obligations or tasks to any SGA Vice President(s), SGA Commissioner(s) or Standing Committee(s) when necessary for carrying out a Legislature approved directive or bill; f. Encourage and facilitate cooperation and coordination between the five SGA Standing Committees. Legislative Authority The SGA Executive Council will have the authority to conduct all Official SGA business during the winter and summer intersession and when the SGA Legislature is not in session. However, the Executive Council cannot, without the Approval of the SGA Legislature, make any changes to the SGA Constitution, SGA Bylaws, SGA Election Code, SGA Finance Code, and Inter-Club Council (ICC) Bylaws. 12 ARTICLE XI Section 2 Section 3 INTER-CLUB COUNCIL (ICC) [Work in Progress] Authority The Inter-Club Council, hereafter referred to as the ICC, will have authority to oversee SGA Student Organizations/clubs and their activities. Voting Membership The Voting Membership of ICC will be limited to: a. The 2 SGA Vice Presidents; b. The 2 SGA Senators of Student Organizations; c. Any Students or Senators Assigned to the Student Organizations Committee. d. 1 student representative from each active SGA Student Organization or club. Duties and Powers The duties and powers the membership of the SGA Inter-Club Council will be to: a. Meet at least once a week during the spring and fall Semesters; b. Hold at least one leadership seminars each Semester; c. Hold an ICC retreat during each summer intercession and winter break in preparation for the coming following Semester; d. Develop, Approve and maintain a Student Organizations/clubs activities calendar, then submit this calendar to the Public Relations Committee for inclusion in the SGA master activities calendar and work with the Public Relations Committee to keep the master calendar updated with the latest Inter-Club Council and Student Organizations/club activities; e. Approve new Student Organization(s) or college clubs when they meet. when said Student Organization(s) are consistent with the purpose statement of SGA, unless approval of such a Student Organization or club would present a clear and present danger to the College or its students; f. Approve the activities of Student Organization(s) or college clubs when such activities are consistent with the purpose of SGA, unless approval of such activities would present a clear and present danger the college or its students; g. Promote cooperation, communication and coordination among and Student Organizations or college clubs; h. Promote greater membership in college clubs and Student Organizations; i. Approve in within the first 3 2 weeks of each Semester and maintain a set of ICC goals for each academic year and for each that semester; [Approve in the first 2 weeks of semester] j. Encourage Student Organizations and college clubs to submit a set of semester goals for the semester to the ICC during the first 3 weeks of each semester; k. Approve, resolutions, and recommendations that voice the concerns of Student Organizations or college clubs; l. Section 2 Section 3 Section 5 Club Contracts The SGA and all officially chartered clubs/organizations may enter into a written contract with performers, caterers, vendors, and any other type of commercial and business service providers only with regard to an activity that directly benefits the student body aligns with the SGA s Purpose Statement and with the following specifications a. All contracts must be in writing and are final upon approval and authorization from all parties involved. b. All contracts must be approved by the following: the service provider, the applicable club/organization Advisor, one club/organization student representative, the SGA Advisor(s), and the MSJC Vice President of Student Services. Active Club(s) [This definition is a work in progress] STANDING COMMITTEES Authority Each standing committee will exercise authority over matters directly related to duties and responsibilities listed in ARTX SECX and further duties or tasks delegated to it by the Legislature, or the Executive Council. Students are encouraged to bring matters to the most appropriate SGA Standing Committee for review and development prior to submitting the matter Written Notice to the for consideration by the to the SGA Legislature. Voting Membership Voting Membership in each Standing Committee will be limited to: a. Its chairing SGA Commissioner; b. The Corresponding SGA Senators; c. 2 or 3 other MSJC students for a total maximum Voting Membership of 7. Standing Committee Listing The Legislature will have and maintain the following Standing Committees: a. (IEC) Institutional Effectiveness Committee; b. (FAC) Financial Affairs Committee; c. (CAC) College Activities Committee; d. (PRC) Public Relations Committee; e. (SOC) Student Organizations Committee. Student Standing Committee Appointments Assignees An MSJC Students or Senators may be Assigned to a SGA Standing Committee as a Voting Member (These additional voting Members will be known as Committee Members at Large) S G A D R A F T C O N S T I T U T I O N ( A ) 12 30

14 and In all respects will be treated regarded as full members of SGA of a Standing Committees if the following conditions are met: a. That student is nominated by the SGA Commissioner or Interim Commissioner chairing the affected committee and; b. The Then nomination is Approved by an affirmative simple majority vote in the SGA Legislature. c. If there are more nominees than open seats on a committee then the nominee(s) with the most votes in the affirmative get the open seat(s). Section 6 Section 7 Section 8 Section 9 0 ARTICLE XIII. Removal of Student Assignee Appointee Removal Students or Senators that have been Assigned to a Standing Committee Appointed as a Voting Member of a Standing Committees may be removed from that Standing Committee by at least a 2/3 vote in the affirmative of ¾ Approval vote in the affirmative of the Voting Membership of the affected Standing Committee. Senator Committee Senator Appointments As new senators are appointed all Standing Committees must have at least 2 senator seats filled before a third Senator seat on any Standing Committee may be filled. [what about Student assignees] Term of Committee Assignments Each committee Assignment will remain in effect for the remainder of the Academic School Year in which that committee Assignment was made or until such an Assignee is Removed. Commissioner Vacancies If the SGA Office that Chairs a specific Standing Committee is Vacant, that Standing Committee will elect from among its membership an Interim Commissioner, that will carry the duties and powers of the corresponding Commissioner of the affected Standing Committee until the Vacancy is filled or until the last day of the semester in which he or she was elected, whichever occurs first. [what about Student assignees] Un-Chaired Committees If a Standing Committee finds its Commissioner/Chair position Vacant and is without an internally elected Interim Commissioner, that Standing Committee will be prohibited from conducting any business other than electing to elect an Interim Commissioner from among its Voting Membership. DUTIES AND RESPOSIBILITIES OF OFFICERS All Officers All Officers of the SGA will be individually responsible for the following in addition to the items listed below in their respective section: a. Serve on at least one MSJC shared governance committee; b. Vote in any SGA body(s) in which they are a Voting Member, unless otherwise stated; c. 15 d. Uphold the laws of the Student Government as prescribed in the SGA Constitution, SGA Bylaws, SGA Election Code, SGA Finance Code, and Inter-Club Council (ICC) Bylaws. Section 2 President The highest officer in the Student Government will be the SGA President. The duties and responsibilities of the SGA President will be limited to: a. Call to order and preside over all SGA Legislature meetings; b. Call to order and preside over all SGA Executive Council meetings; c. Prepare, distribute, SGA Legislature and SGA Executive Council meeting agendas; d. Veto any measure Approved by the SGA Legislature only when such a measure is Approved with less than 2/3 of Voting Members voting in the affirmative; e. Vote only when it would affect an outcome at SGA Legislature or Executive Council meetings 1 ; f. Serve as the official spokesperson of the SGA; g. Oversee the annual SGA legacy project; h. Act as liaison to statewide and national student organizations as needed or Appoint a designee(s); i. Meet with MSJC s Vice President of Business Services during the first four weeks of each semester and with an accountant he or she Designates at least once a month during the spring and fall semesters. Commissioner of College Activities The duties and responsibilities of the SGA Commissioner of College Activities will be limited to: a. Call to order and preside over all College Activities Committee meetings; b. Prepare, maintain, and distribute College Activities Committee, agendas, as needed; c. Develop and oversee the Student Activities Calendar for every academic year; d. Maintain a monthly calendar of all SGA events for use in the SGA newsletter; e. Serve as Master of Ceremonies at Preside over SGA sponsored MSJC graduation activities; f. Serve as Master of Ceremonies at Preside over all SGA events; g. Serve as historian for the SGA; h. Carry or delegate to other Voting member(s) of the College Activities Committee any items listed in ARTX SECX. i. Commissioner of Public Relations The duties and responsibilities of the SGA Commissioner of Public Relations will be limited to: a. Call to order and preside over all SGA Public Relations Committee meetings; b. Prepare, maintain, and distribute Public Relations Committee, agendas, as needed; c. Act as a liaison to the Athletic Department, Fine Arts Department, MSJC Talon, Child Development Center, Disabled Students, Health Center, Outreach, Veterans, and other College departments where a continuing relationship is essential to a maximized college experience; d. Represent and speak on behalf of the SGA in recruiting programs; e. Prepare and present to the Legislature a SGA recruitment plan within the first 30 days of each semester. f. Carry or delegate to other Voting member(s) of the Public Relations Committee any items listed in ARTX SECX. g. Report to the SGA President and the Executive Council on the progress and actions of any the Senators or Committee Members at Large on in the SGA Public Relations Committee; h. Fulfill other related duties and obligations as directed by either SGA Vice President or the Executive Council; i. Vote in Public Relations Committee meetings if and only if his or her vote would affect the outcome and there are 3 or less Voting Members present; j. Meet with MSJC s Director of Public Information and Marketing at least twice a semester. Senators The duties and responsibilities of all SGA Senators will be limited to: a. Conduct duties as requested by the SGA Commissioner of any Standing Committee(s) he or she is a Voting Member of; b. Prepare SGA Committee minutes and/or reports as requested. DUTIES AND RESPONSIBILITIES OF STANDING COMMITEES All Standing Committees All Each of the SGA Standing Committees will: a. Meet at least twice a month during the spring and fall semesters unless stated otherwise below; b. Prepare, maintain, and distribute committee minutes, and other records of their committee as needed and required by the Brown Act; c. Keep an up to date copy of the agendas, minutes and any necessary supplementary documents corresponding to their committee posted in a place accessible to all students; d. Approve and publicize by Written Notice to the Voting Membership of the SGA Legislature all SGA Affiliates a list of committee Approved goals for itself within 2 weeks of the date the Legislature Approves the SGA Semester goals. The Semester Committee goals will support the purposes listed for itself in ARTX, the Legislature s most recently Approved Semester SGA goals and the SGA Purpose Statement; S G A D R A F T C O N S T I T U T I O N ( A ) 18 30

20 e. Submit a Semester goals checkup report to the SGA Legislature on either the 8 th or 9 th week of each Semester for public discussion; f. Hold an internal monthly Semester goal checkup during one of its public meetings; g. Submit a Semester goals report to the SGA Legislature on either the 15 th or 16 th week of each Semester for public discussion; h. Report to the SGA Legislature on matters discussed in their committee; i. Other duties as directed by the SGA President, or Executive Council or Legislature. Section 2 Institutional Effectiveness Committee (IEC) The Institutional Effectiveness Committee will be chaired by the SGA Commissioner of Institutional Effectiveness. All Student Grievances or Complaints will be adjudicated processed by the Institutional Effectiveness Committee; the primary purposes of this committee will be to: a. Recommend revisions to the SGA Legislature regarding the SGA Constitution, SGA Bylaws, and SGA Election Code; b. Meet in response to complaints or Student Grievances that are submitted to this committee and fall within the jurisdiction of SGA, within 7 school days of having received them. The Institutional Effectiveness Committee will not hear or adjudicate complaints or Student Grievances if the Voting Membership of the Institutional Effectiveness committee is less than 3; c. Prepare resolutions representing the concerns and opinions of the MSJC student body for consideration locally, at statewide or national student associations then submit those resolutions to the Legislature for; d. May Issue and publish Advisory Opinions regarding complaints or student grievances brought before the Institutional Effectiveness Committee within 15 school days of having received them, only when the Institutional Effectiveness committee has 3 or more seated Voting Members; e. Adjudicate of Neglect of Duty and Improper Conduct Complaints or Student Grievances; f. Hold at least 2 open forums each semester, to solicit student feedback and encourage student debate about issues relevant to the college community; g. Collect and maintain records describing or measuring the prevalence of specific viewpoints and concerns regarding student issues at MSJC, when appropriate or when requested by the SGA Legislature or Executive Council; h. Work with the college administration and Student Organizations to address the concerns of the student body; i. Collect, maintain and publish up to date records of the goals of each SGA Body; j. Facilitate a SGA wide semester goal checkup in the SGA Legislature on the 9 th week of each semester; k. Maintain and publish an up to date record of all effective Standing Rules for each SGA body; l. 21 m. Maintain and publish up to date records outlining all SGA shared governance appointments; n. Collect and maintain Legislature, Executive Council and shared governance meeting attendance records for each SGA officer; o. Organize and hold a SGA Constitutional Convention during each fall Semester; p. Interpret the SGA Constitution, SGA Finance Code, SGA Elections Code or SGA Bylaws when required to do so by a complaint or a Student Grievance; q. Submit a line item to the SGA Legislature concerning the removal of any SGA Officer found to be in violation of the SGA Attendance policy; Section 3 Section 4 Section 5 Financial Affairs Committee (FAC) The Financial Affairs Committee will be chaired by the SGA Commissioner of Financial Affairs. All budget recommendations must originate from the Financial Affairs Committee; the primary purposes of this body will be to: a. Manage SGA finances, budgets, Purchase Requests, Funding Proposals and financial records in accordance with the SGA Finance Code; b. Advise the SGA Legislature and the Executive Council on financial matters, including but not limited to changes to the SGA sticker fee or changes to the MSJC Student Activities Fee; c. Recommend to the SGA Legislature revisions to the Finance Code; d. Prepare and submit the annual Budget to the SGA Legislature for review, amendment, and/or Approval and publication; e. Receive, review, archive and appropriately respond to Purchase Requests and Funding Proposals within 15 school days of having received them. College Activities Committee (CAC) The College Activities Committee will be chaired by the SGA Commissioner of College Activities. All SGA activities calendar recommendations must originate from the College Activities Committee, the primary purposes of this body will be to: a. Set, publish Develop and maintain with Legislature approval a an up to date SGA activities calendar, submit this calendar to the Public Relations Committee for inclusion in the SGA master activities calendar and work with the Public Relations Committee to keep the master calendar updated with the most up to date SGA activities; b. Organize, and oversee all SGA Events and activities; c. Organize, and oversee MSJC graduation activities sponsored by the SGA; d. Collect and maintain an archive of SGA event photos and student contact information collected at events; and share this information with other SGA committees when appropriate necessary for carrying out SGA business; e. Maintain and publish an accurate record of student participation at SGA events. f. Organize, and oversee the SGA Student Recognition Banquet(s); Public Relations Committee (PRC) Chaired by the Commissioner of Public Relations, the primary purposes of this body will be to: a. Create, publish, and distribute the SGA newsletter in printed or form; S G A D R A F T C O N S T I T U T I O N ( A ) 20 30

22 b. Coordinate and administer SGA Social Media accounts. c. Coordinate SGA branding and marketing across all SGA Bodies committees; d. Coordinate and disseminate all SGA press releases; e. Publish and maintain a SGA Master Activities Calendar and a SGA Master Meetings Calendar; f. Maintain the official SGA website, if it exists; g. Update and maintain all SGA bulletin boards at MVC and SJC; h. Provide public relations/advertising services through the newsletter social media accounts and bulletin boards on an as needed basis to all SGA Bodies and Student Organizations or clubs; i. Submit a SGA marketing and recruitment plan to the SGA Legislature at least once a Semester. Section 6 Student Organizations Committee (SOC) Chair-ship held by the SGA Vice President of SJC on odd weeks, and the SGA Vice President of MVC on even weeks. The primary purposes of this body will be to: a. Meet on an as needed basis; b. Set, Publish and maintain an up to date Student Organizations/clubs activities calendar; c. Maintain and publish an accurate and up to date list of active Student Organizations/clubs that includes at minimum, a description, contact information and meeting dates times/locations; d. Develop and maintain the new Student Organization or club application process and any necessary policy documents with the Approval of the Legislature. e. Receive, review, archive and appropriately respond to new Student Organization/Club applications and within 15 school days of having received them; f. Maintain and publish an accurate record of student participation in college clubs and college club events, then use such information to promote Student Organization and college club participation and activity; [Club Point System] [Service Hours System] g. Keep accurate minutes of all ICC meetings; h. Keep accurate minutes of all Student Organizations Committee meetings; i. Keep an updated copy of ICC agendas and minutes posted in a place accessible to all students; j. Plan and coordinate leadership seminars and retreats for the ICC; k. Submit a Student Organizations and college clubs promotion/recruitment plan to the SGA Legislature at least once a semester. l.
