MEMBERS OF PUBLIC PRESENT One member of the public attended the meeting. MINUTES 1. Call to Order: Commissioner Wesen called the meeting to order at 1:46 PM. Roll Call: Roll was taken with a quorum present. 2. Public Comment: There were no public comments. 3. Chair s Report: Commissioner Wesen reported that he had attended the Washington State Association of Counties Convention and heard from several other counties that they are facing similar transportation challenges as Skagit County. 4. Executive Director s Report: Kevin Murphy reported, that he had recently attended a Guemes Ferry replacement meeting and would be participating in a road-rail advisory committee meeting in the near future. Mr. Murphy also mentioned that the draft List of Regional High Priority Projects would be coming to the Transportation Policy Board (Board) at their August meeting, with a final draft for consideration in September. 5. Consent Agenda a. Approve June 20, 2018 Transportation Policy Board Meeting Minutes 6. Discussion Items Mayor Boudreau moved approval of the June meeting minutes and Commissioner Dahlstedt seconded the motion. The motion carried unanimously. a. Public Involvement Plan for Coordinated Public Transit-Human Services Transportation Planning Process: Mark Hamilton presented the Public Involvement Plan (PIP) prepared by KFH Group, a consultant under contract with SCOG to assist with this planning process. 1

The motion was then withdrawn as this item was identified as a Discussion Item on the agenda and not an Action Item. Mayor Johnson moved to make this agenda item an Action Item. Commissioner Dahlstedt seconded the motion. The motion carried unanimously. Mayor Boudreau again moved approval of the PIP as presented and Commissioner Dahlstedt seconded the motion. The motion carried unanimously. b. Obligation Authority Update: Mr. Hamilton said that SCOG, as a region, has a target of $1.73 million in federal Surface Transportation Block Grant Program funds to obligate by August 1, The region missed the target last year, which puts the region at risk of losing funds if the target is again missed this year. Mr. Hamilton explained that the state policy on obligation authority allows the region to obligate up to two years of obligation authority ($3.46 million). Any amount obligated over the one year target would amount to less funding available to obligate next year. Mr. Hamilton gave an update on the projects expected to obligate before August 1 and a summary of the actions the Board has taken over the past few months to ensure the target is hit. Based on the latest available information, it appears that the region will meet the target and will not be sanctioned. Mr. Hamilton said he would provide a final update at the August Board meeting. 7. Roundtable and Open Topic Discussion: Jay Drye gave project updates for WSDOT projects from around the region including the Sharpe s Corner and Francis Road roundabouts. Commissioner Wesen asked Mr. Drye about the impact of the Culvert Case on future transportation funding and Mr. Drye responded that the Washington state legislature will soon need to make funding decisions to address the results of the case. 8. DISCUSSION PROPOSED RTIP AMENDMENTS Skagit Transit o o Operating Funds: This amendment would deprogram Federal Transit Administration (FTA) 5307 operating funds and local match from The $1,764,771 in deprogrammed 5307 funds are proposed for programming in the following project. Maintenance, Operations and Administration Facility Phase 1: This amendment would add a new project to the RTIP. As noted above $1,764,771 of FTA 5307 funds would be programmed to this project from the Operating Funds project. Additionally, FTA 5339 funds would be programmed for this project totaling $1,497,607. APPROVE REVISIONS TO TECHNICAL ADVISORY COMMITTEE BYLAWS Document History MEETING DATE TYPE OF ITEM STAFF CONTACT PHONE Technical Advisory Committee Transportation Policy Board 8/2/2018 Recommendation Mark Hamilton (360) /15/2018 Discussion Mark Hamilton (360) RECOMMENDED ACTION The Skagit Council of Governments (SCOG) Technical Advisory Committee (TAC) and SCOG staff recommend Transportation Policy Board approval of proposed revisions to the TAC bylaws. DISCUSSION The TAC bylaws were adopted on July 14, 2014 by the TPB. This year, SCOG staff reviewed the TAC bylaws and noticed several areas that could be revised. The review was necessitated by a move of SCOG offices and a TAC recommendation to formalize the way TAC meetings are cancelled. Bullets summarizing proposed revisions to the TAC bylaws follow: Changes to the letterhead reflecting SCOG s new office address and change in TAC meeting location to the new conference room; Addition of language describing the process for TAC meeting cancellation; Elimination of elected officials potentially serving on the TAC this change is consistent with the Non-Motorized Advisory Committee (NMAC) bylaws and reflects the direction from the TPB when the NMAC bylaws were being created in 2015 & 2016; Clarifying the quorum language; and Adding a proposed amendment date.
11 204 W Montgomery315 South Third Street, Suite #100 Mount Vernon WA SKAGIT SCOG TAC BYLAWS The Skagit Council of Governments (SCOG) Technical Advisory Committee (TAC) serves as an advisory committee to the Skagit Council of Governments (SCOG) Transportation Policy Board (TPB). Its primary function is to provide technical recommendations regarding Transportation Policy BoardTPB action items. MEETINGS TAC meetings generally occur on the first Thursday of every month at 1:30 PM. They will generally be in the basement meetingconference room at the SCOG offices. Meeting dates, times, and locations can be changed to better suit the needs of the TAC. SCOG will inform the TAC of any meeting changes in a timely manner. Meeting agendas and packets will be distributed to TAC members one week prior to TAC meetings via . SCOG staff will notify the TAC about the potential for any TAC meeting cancellation via one day prior to when any meeting agenda and packet would have been distributed. TAC members have 24 hours after the potential meeting cancellation notice is sent by SCOG staff to register their objection by phone or to SCOG staff. If any TAC member objects to meeting cancellation, the meeting will not be cancelled and will commence as planned. The TAC will be notified of any meeting cancellation one week prior to the scheduled meeting. MEMBERSHIP The TAC membership shall consist of representatives from SCOG member agencies and TPB voting member agencies. TAC representatives can be any elected official or full-time employee of the TAC member agency or another non-elected representative designated by the member agency. Tie votes within the representatives of the entity group will be counted as a null vote. QUORUM A quorum of the TAC shall consist of half of its consists of half of the total weighted votes (5), with Skagit County counting as one seat towards the quorum calculation. When a quorum is present, formal recommendations can be made to the TPB. When a quorum is not present, the issue may still go before the TPB without formal TAC recommendation. OBLIGATION AUTHORITY UPDATE Document History MEETING DATE TYPE OF ITEM STAFF CONTACT PHONE Transportation Policy Board 07/18/2018 Discussion Mark Hamilton (360) Transportation Policy Board 08/15/2018 Discussion Mark Hamilton (360) DISCUSSION Skagit Council of Governments (SCOG) staff has worked closely with project sponsors over the past few months in order for the region to hit the obligation authority target for SCOG s 2018 regional target is $1.73 million and the deadline to hit the target was August 1, On July 23, 2018 SCOG staff was notified by Washington State Department of Transportation (WSDOT) Local Programs staff that funding for Mount Vernon s College Way (SR I-5 project was authorized in July, meaning SCOG surpassed our obligation authority target for The total federal funds obligated by August 1 st in the region is not yet available. SCOG may obligate up to two-years of the target ($3.46 million). The target only applies to the funds that SCOG has award authority over, from the federal Surface Transportation Block Grant Program (STBGP). Because the region surpassed the $1.73 million target by August 1 st, federal funds will not be sanctioned, which they would have been had the region not hit the target. Since the region went over the target, the overage will be subtracted from the funds available for obligation next year. SCOG staff has continued coordination with WSDOT Local Programs to ascertain how projects are proceeding through the WSDOT funding authorization process. As of August 8 th, information is not yet available to determine precisely which projects obligated by the August 1 st deadline. The request for this information has been submitted to Local Programs. Every month, WSDOT Local Programs prepares a year-to-date report on total obligations for the region. The July report on obligations had not been received from WSDOT Local Programs as of August 8 th. These reports are typically received by SCOG between the 9 th and 17 th each month. NEXT STEPS SCOG staff will provide an update on obligations at the August 15 th Transportation Policy Board meeting with additional information available from WSDOT Local Programs.

MINUTES The meeting was called to order at 10:03 a.m. 1. Introductions: Skagit Special Needs Transportation Committee (Committee) members introduced themselves and summarized the populations served and services offered by their organizations. 2. SCOG Introduction and Process Overview: Mark Hamilton introduced the Skagit Council of Governments (SCOG), its planning activities and its organization under multiple statutes. Mr. Hamilton explained how SCOG used to be part of the Skagit-Island Regional Transportation Planning Organization (SIRTPO), and how the physical planning boundary changed to include the area within Skagit County after SIRTPO dissolved. Mr. Hamilton also explained that SCOG is a membership organization composed of tribes, ports, cities, towns and Skagit County. Mr. Hamilton explained that SCOG s Transportation Policy Board (Board) created the Committee to advise the Board on the special needs planning process. The Committee will dissolve after offering recommendations to the Board on a coordinated public transit-human services transportation plan and regional list of prioritized projects later this year. Mr. Hamilton outlined the two responsibilities SCOG has under state law that apply to this planning process: Prepare the coordinated public transit human services transportation plan (CPT- HSTP) Prepare a prioritized list of regional human services transportation projects Mr. Hamilton explained that the Committee has 14 different organizations as members, and some organizations have both representatives and alternates. Mr. Hamilton requested that committee members attend every meeting and thanked them for their participation.

Mr. Hamilton explained that SCOG staff and consultants will conduct public outreach and engagement throughout the summer, and the first draft of the CPT-HSTP will be finished in October. Mr. Hamilton stated staff expects the final draft of the CPT-HSTP to be complete in November, before it is due to WSDOT in December. 3. KFH Group Introduction and CPT-HSTP Overview: Beth Hamby introduced the KFH Group, the consultant team under contract with SCOG to update the CPT-HSTP. Ms. Hamby explained KFH Group is a small consulting firm with 23 years of experience. KFH has led the development of 165 coordinated transportation plans since the federal legislation requiring them was enacted. Ms. Hamby explained the firm is based in Maryland and has offices in Austin, Texas and Seattle. Ms. Hamby reported that her coworkers, Dan Dalton and Bennett Powell, could not participate today but will call-in during future meetings. Ms. Hamby explained the CPT-HSTP identifies activities and projects eligible for funding under WSDOT s Consolidated Grant Program. Ms. Hamby also stated the CPT-HSTP can serve as a blueprint for streamlining and coordination services for people dependent on specialized transportation. Ms. Hamby distributed a handout explaining what is included in the CPT-HSTP. Explaining the handout, Ms. Hamby outlined the following inputs for the CPT-HSTP: Input from Stakeholders Common Origins / Destinations and Demographics Existing Transportation Services Unmet Transportation Needs Identification of Technology-Based Solutions Coordination with Emergency Management Agencies Development of Strategies to Meet Public Transportation Needs When discussing the demographic analysis to be included in the plan, Ms. Hamby asked committee members if there were additional transit-dependent populations in Skagit County that her team should consider in their analysis. Committee members replied the analysis should consider Spanish speakers, Skagit County s Ukrainian population and needs that cross county boundaries. 4. WSDOT Consolidated Grant Program Overview: Stacy Clauson thanked committee members for their work on special needs transportation issues. Ms. Clauson stated the CPT-HSTP process is an opportunity for committee members to coordinate and address the challenges their organizations face. Ms. Clauson explained the process allows the region to examine how the transportation system works for people with special transportation needs, and connects with the mobility goals found in SCOG s Regional Transportation Plan. During the CPT-HSTP process, Ms. Clauson explained that committee members and their clients have a major role in providing firsthand knowledge of special needs transportation gaps as well as strategies that may effectively close those gaps. SCOG will coordinate the process and collect data, with help from the KFH Group. Ms. Clauson stated, in her role with WSDOT, she will provide technical assistance and promote coordination. Ms. Clauson explained that themes from regional CPT-HSTPs feed into the statewide plan and that WSDOT manages the Consolidated Grant Program. Ms. Clauson explained a number of federal and state programs come together to fund the Consolidated Grant Program, which is a grant process under which many different types of

Ms. Clauson stated that cities, towns, counties, tribes, port authorities, transit agencies, non-profits, and other organizations can apply for grant funding for a variety of activities from operating transit routes to planning efforts and buying coordinationsupporting technology. Ms. Clauson discussed the four projects from the Skagit region funded by WSDOT s Consolidated Grant Program during the last biennium: Sauk-Suiattle: Darrington Concrete Direct Shuttle Bus Service Skagit Transit: Mobility Management Specialist Skagit Transit: Improvements to Route 40x Skagit Transit: Replacement of Paratransit Vehicles Ms. Clauson also explained other projects from around the state as examples of successful projects and special needs transportation coordination activities. For instance, the Mount Si Senior Center used Consolidated Grant funding to replace demand-response buses and the Puget Sound Educational Service District used funding to operate their School Bus Connects Program, which uses off-duty school buses to serve special needs populations. Ms. Clauson concluded by summarizing the schedule for the Consolidated Grant Program. The graphic, below, summarizes important dates. Ms. Clauson reported the application deadline remains the same this year, but WSDOT is releasing the Notice of Funding Opportunity earlier. Committee members filled out the forms, and Mr. Hamilton collected the forms when members were finished. 6. Input for Public Involvement: Beth Hamby led an exercise where committee members generated ideas about how best to illicit and collect feedback and comments from the public for the CPT-HSTP process. MINUTES The meeting was called to order at 10:03 a.m. 1. Welcome and Introductions: Skagit Special Needs Transportation Committee (Committee) members introduced themselves. 2. Meeting Minutes from June 27, 2018 Meeting: Mark Hamilton opened discussion regarding meeting minutes from the Committee s previous meeting on June 27. Committee member Cody Hart noted that the Disabled Americans Veterans group had been omitted from the Input for Public Involvement table under Strategy #1 and needed to be added. Mr. Hamilton confirmed he will make the addition. 3. Update on Inventory and Public Involvement: Beth Hamby shared KFH Group s recent work under the coordinated public transit-human services transportation plan (CPT-HSTP) conducting public involvement activities. KFH Group is currently in the process of interviewing Committee members individually over the phone to discuss existing transportation needs and services. KFH Group has sent out an survey to a contact list of human service providers developed by SCOG and strongly based on Skagit Transit s stakeholder contact list. Included in the is an invitation to the community stakeholder workshop scheduled for the afternoon of August 16, 2018 at Skagit Station. Ms. Hamby shared that KFH Group is approximately one-third finished with the scheduling process for outreach activities with stakeholder groups in the community, and has also begun the demographic needs analysis.
20 315 South Third Street, Suite 100 Mount Vernon WA Needs heard from Committee members through phone interviews so far include: Skagit Transit service meets many transportation needs, but earlier and later hours of operation would be helpful; Access to the Didgʷálič Wellness Center in Anacortes is a challenge on Saturdays in particular; Affordability continues to be a barrier for riders. Many riders take advantage of current ride pass programs; Regional cross-county transportation services continue to be a need. These services allow riders to access jobs, education, and treatment in counties outside of Skagit such as Whatcom County (Bellingham and the Northwest Indian College), and also allow riders in outside counties such as San Juan to access services in Skagit County and elsewhere Skagit County is a crossroads; Medical transportation for non-medicaid members is needed; Sunday service to Anacortes is limited; South Fidalgo Island transportation access is limited; Migrant farmworker populations have unique transportation needs; and Lack of housing affordability in Mount Vernon and Burlington causes residents to move to more rural areas where transportation options are limited. Committee member Cody Hart expressed that he would like to know which agencies identified which needs, and if multiple agencies had identified the same needs. Mr. Hart requested that a table be created outlining a list of needs, along with information on whether needs were identified by a single group or over multiple separate interviews. Ms. Hamby agreed that a table could be formed of identified needs, and interviewees would be given a chance to review their statements before the table was shared. 4. Regional Project Evaluation Process and Timeline: Mark Hamilton shared with the Committee a timeline developed by SCOG to reflect action items and deadlines for regional project evaluation and selection. Questions were raised regarding notification of the public during the two existing public comment periods. Mark Hamilton explained that SCOG is required to hold public comment periods before the SCOG Transportation Policy Board can make an action on projects or on the evaluation process. Public comment periods are advertised on the SCOG website and also advertised in the Skagit Valley Herald during longer comment periods. Mr. Hamilton said the timeline would be modified based on input from the Committee at the meeting. 5. Proposed Regional Project Evaluation Criteria: Ms. Hamby went over the criteria proposed for project evaluation by KFH Group. She noted a correction, where one criterion should be moved to a different category. Emergency Management and Cooperation and Coordination were suggested by Committee members as criteria that should be added. 6. Input from Committee on Regional Project Evaluation Process: Mr. Hamilton posed several questions to the Committee about the regional project evaluation process. He noted that SCOG staff will

Feedback from the Committee included: Committee members were in support of having project presentations by Committee members prior to scoring applications; Committee members were in support of adding an extra meeting in early October for project presentations; Committee members were in support of SCOG producing a supplementary application focused on regional criteria, in addition to the application required by WSDOT through the Consolidated Grant Program; Committee members supported the practice of continuing to evaluate applications submitted through the regional process, without evaluating any application submitted by their own organization; and Committee members supported continuing the practice of evaluating each project separately with two projects by an organization potentially receiving a different letter grade even if two projects are envisioned as one service (capital acquisition and operating requests were provided by Mr. Hamilton as an example that occurred in 2016 during project evaluations). The Committee discussed past SCOG project selection/prioritization processes and following a similar method of normalizing scores submitted by evaluators to account for inconsistencies with how each evaluator scores. The Committee and Mr. Hamilton discussed how project evaluation had been done in the past two regional evaluation cycles for the Consolidated Grant Program. 7. WSDOT Consolidated Grant Program Discussion: The Committee had several questions for Stacy Clauson about the Consolidated Grant Program. Ms. Clauson and Mr. Hamilton confirmed they will coordinate so Mr. Hamilton knows what projects in our region were submitted to WSDOT by the September 14 deadline. 8. Next Steps: Mr. Hamilton repeated that he will adjust the timeline presented at the meeting based on the input received. He also asked that Committee members review the documents handed out at the meeting and provide any additional feedback by to him by August 15. TPB approval is necessary to make any changes to the TAC Bylaws. Mr. Hart moved to recommended changes to the TAC Bylaws as presented and Mr. Lang seconded the motion. The motion carried unanimously. 5. List of Regional High Priority Projects: Mr. Murphy presented the draft List of Regional High Priority Projects. Mr. Murphy explained that two Skagit Transit projects were added to the list after the TAC packet was distributed the week prior to the meeting. The TAC discussed how to calculate maintenance and preservation and provide that information to SCOG for the list. Mr. Murphy 1

The TAC discussed other potential project additions including a project for State Route 530 near the Sauk-Suiattle Indian Reservation, the Secondary Access project in Concrete and a project on Commercial Avenue in Anacortes. Mr. Murphy said that any project that is on a WSDOT facility would be sent to WSDOT to ensure project concurrence prior to finalizing the list Regional Transportation Improvement Program: Mr. Hamilton again asked TAC members to get any proposed projects for the next Regional Transportation Improvement Program (RTIP) to him by August 10. He said he would begin compiling the RTIP after that and plans to have a draft ready to send out to the TAC prior to their September meeting. Mr. Hamilton confirmed that projects receiving federal funding or that are regionally significant need to be programmed in the RTIP before they can obligate project funds. The TAC discussed tribal projects and Mr. Hamilton confirmed that when tribes produce their own tribal TIPS, using funds from the Bureau of Indian Affairs for example, they do not also need to have those projects on the RTIP. 7. Obligation Authority Target: Mr. Hamilton reported that SCOG met the regional target for obligation prior to the August 1 deadline. Mr. Hamilton said that he did not receive an exact figure for how much the region obligated, but has received confirmation that federal funds obligated for projects exceed the $1.73 million target. Mr. Hamilton said that he expects to get final obligation figures probably late the following week. 8. Roundtable and Open Topic Discussion: TAC members gave updates on their current projects. 9.
