1 Southwest Power Pool REGIONAL TARIFF WORKING GROUP MEETING January 21, 2016 AEP Office Dallas, TX Summary of Motions Agenda Item 3 Consent Agenda Robert Pick (NPPD) motioned and Bernie Liu (Xcel) seconded to approve the Consent Agenda. Motion passed with no opposition and no abstentions. Agenda Item 5 MOPC Action Item Z2 Payment Plan Robert Pennybaker (AEP) motioned and Natasha Brown (WFEC) seconded to approve the Staggered Billing Option to be presented at the MOPC April, 2016 meeting. Motion did not pass with five oppositions (Xcel), (SEPC), (TPS), (NPPD), (City Utilities) and three abstentions (BEPC), (MJMEUC), and (OPPD). Agenda Item 9 RR125 Removal of Day-Ahead Limited Must Offer - John Varnell (TPS) motioned and Neil Rowland (KME) seconded to approve the Tariff revisions in RR 125 Removal of Day-Ahead Limited Must Offer as implementing the Marketplace Protocols. Motion passed with six abstentions (NPPD), (Xcel), (Midwest Energy), (BEPC) and (AECC) and one opposition (OPPD). Page 1 of 8
2 MINUTES Agenda Item 1 Call to Order, Proxies, Agenda Discussion Chair David Kays (OG&E) called the meeting to order at 9:03 a.m. and asked for a round of introductions. The attendance (Attachment 1 RTWG Attendance and Proxies January 21, 2016) was recorded and one proxy was announced. Tom Christensen (BEPC) assigned his proxy to Blaine Erhardt (BEPC) Agenda Item 2 Review of Agenda and Additional Agenda Items The group reviewed the agenda (Attachment 2 RTWG Agenda January 21, 2016). Due to a timing conflict, Agenda Item 11 Business Practice Network Load Presentation was moved to follow Agenda Item 8 RR Process Review. Agenda Item 3 Future Vice-Chair Discussion David Kays (OG&E) asked the group for nominations for the open RTWG Vice- Chair position. David requested interested parties and/or nominations be ed to Brenda Fricano (SPP) and David Kays (OG&E). The group will vote at the February 25, 2016 meeting to elect the RTWG Vice-Chair. Agenda Item 4 Consent Agenda David Kays (OG&E) asked for feedback on the items listed on the Consent Agenda. There were no changes. Robert Pick (NPPD) motioned and Bernie Liu (Xcel) Page 2 of 8
3 seconded to approve the Consent Agenda. Motion passed with no opposition and no abstentions. Agenda Item 5 MOPC Action Item RTWG/Z2PPTF David Kays (OG&E) noted the MOPC has requested a Z2 Payment Plan educational session before the MOPC April 12 13, 2016 meeting. SPP Staff has been tasked to provide examples of the Staggered Payment Plan and the Z2 Payment Plan. The meeting materials will be posted two weeks prior to the meeting. Agenda Item 6 Review of Action Items Brenda Fricano (SPP) presented an update to the following RTWG Action Items: Action Item 81 Additional language was added to Action Item 81 Business Practice addressing network load and the impact of behind the meter generation. Action Item 82 SPP s Website Project SPP is currently working with the website vendor to add a feature that will allow website users delegate a proxy to register him/her for meeting events. The feature should be in production during the first quarter Agenda Item 7 RRR Update Nicole Wagner (SPP) provided an update to the RRR File noting the file contains information for Transmission billing effective January 1, The revisions include the Formula Rate annual update of revenue requirements and rates for Zones 6a, 7a, 9a, 9b, 11a, 12, 14a, 15a, 15b, 15c, 17a, 17c, 19a, 19b, 19c, 192 and 19j. Two new Transmission Owners have been added to Zones 17 and 19 Tri- Page 3 of 8
4 State G&T and Central Power. The rates became effective for service on and after January 1, 2016 for transmission service under the Southwest Power Pool OATT. Agenda Item 8 RR Process Review Erin Casey (SPP) provided a review of the Revisions Request Process. The Revision Request Process allows stakeholders to have input in decision making. The RR Process defines how RRs are submitted, reviewed and approved by SPP stakeholders. The governing documents impacted by the RR process are the OATT, Market Protocols, Business Practices, Operating Criteria and Planning Criteria. Erin stated Revision Requests may be submitted by a Qualified Entity that include a Market Participant, Transmission Customer, SPP member or staff, SPP MMU, SPP Working Groups and any staff of governmental authority with jurisdiction over SPP or member company. Erin also stated the roles of the Primary Working Group and the Secondary Working Group noting there may be shared primary responsibility and multiple secondary groups involved. Agenda Item 9 RR125 Removal of Day-Ahead Limited Must-Offer Jared Greenwalt presented RR125 Removal of Day-Ahead Limited Must-Offer. The MWG voted to remove the limited Day-Ahead must offer language at the November, 2014 meeting. The MMU indicated the Day-Ahead must offer Page 4 of 8
5 requirement does not appear to be necessary. The Day-Ahead must-offer is not necessary in the Integrated Marketplace and removing it will reduce SPP s workload. John Varnell (TPS) motioned and Neil Rowland (KME) seconded to approve the Tariff revisions in RR 125 Removal of Day-Ahead Limited Must Offer as implementing the Marketplace Protocols. Motion passed with six abstentions (NPPD), (Xcel), (Midwest Energy), (BEPC) and (AECC) and one opposition (OPPD). Agenda Item 10 Z2 Crediting Project Update Chuck Jennings (SPP) presented an update to the Z2 Crediting Project. Chuck noted the schedule has been extended due to 1) complexity of system components greater than expected and 2) additional testing has been required to cover more complex processes. The development staff has extended working hours and additional development resources will be added where appropriate. Delivery of historical credit data delayed beyond original estimate which will have the following impacts: Delays in delivery of the final system System run times are estimates Some manual procedures necessary Multiple data formats for prior years data Delays in receiving entity data for upgrade costs and payments The project next steps include completing technical design; coding and testing of Module 3; obtain final costs from TOs and the payment information from upgrade sponsors; and continue building business processes and audit controls. 6 Chuck reviewed the new Z2 Project Schedule Key Dates noting SPP will provide historical data to Members and MOPC on September 16, MOPC will review the historical values and provide guidance to SPP. SPP will begin invoicing Z2 Credits on November 4, David Kays (OG&E) added MOPC has requested a list of Upgrade Sponsors that have not provided the requested information to SPP. This list will be included in the MOPC April 12 13, 2016 Meeting Materials. Action Item: SPP Staff will provide information if the decision is made to use Upgrade Sponsor estimates for those entities that have not submitted final costs in order to complete the calculations. Agenda Item 11 Business Practice Addressing Behind the Meter Generation Heather Starnes (MJMEUC) presented revisions to a new Business Practice that will set minimum guidelines addressing behind the meter generation calculation. The guidelines will ensure all entities will include behind the meter generation in their network load amount. Heather stated if members have feedback or concerns to her or join the next BDTF meeting scheduled on January 22, The Business Practice will be presented at the RTWG February 25, 2016 meeting for voting purposes. Agenda Item 12 RTWG 2015 Survey Results David (OG&E) reviewed the RTWG 2015 Survey Results noting the overall effectiveness at 4.5% The negative comments were addressing meeting materials posted late resulting in less time for members to review the documents. 7 RTWG Task Force Updates BDTF Heather Starnes (MJMEUC) informed the group the BDTF will be working on Tariff revisions to determine how costs from an upgrade sponsor that is not a TO are allocated to the impacted zones. PITTF David Kays (OG&E) provided an update for the PITTF. AEP is currently working on Tariff revisions addressing the LRE definition and responsibilities.
