To be approved at the July Meeting. President Report Jim Diehl Amy had given Jim her report from the AARC Conference in Texas. See attachment 1. 2 A Chartered Affiliate of The American Association for April 2013 Treasurers Report: Cindy Klocke briefly discussed the fact that the cost for PayPal for the conference was $ Costs for the vendor registration were higher due to the PayPal fees. 33 Non-member, including students signed up through PayPal. Julie Jackson discussed possibly looking into another provider for our online transactions. District Director Reports: District 1 Janet Lohafer-None District 2 Monica Christensen-None District 3 Kathy Steuck-None District 4 Devan Rhum-None District 5 Mary Tyrrel-None District 6 Cindy Murray-None Director at Large Reports (2)- Cindy Duncan-None House of Delegates (2)- Gary Smith informed the committee that the Polysomnography Bill that failed this year will most likely be back in January 2014 for the second half of the legislative session. Mary Tyrell and Gary Smith discussed that the Iowa Licensure does not sunset as it does in some other states, like Illinois, Nebraska etc. Committee Reports: PACT LuAnne Heemstra Discussed what the PACT is and its purpose for the benefit of the students attending the meeting. See Attachment 2. Conference Committee-Julie Jackson informed the committee that the AARC Opening Speaker had to cancel due to health issues. Dr. Strickland from the AARC was introduced to the committee as the replacement speaker. Julie informed the committee that there would be 31 vendors with 32 booths. Discussed the possibility of opening up the conference to other professionals needing CEUs. It was recommended that we all attempt to contact/market our conference to see
3 A Chartered Affiliate of The American Association for what the level of interest is from the other professionals, but it is very difficult to get approval for just a few individuals outside the profession. There will be 13 Sputum Bowl Teams competing this year. ALA Report- Christy Hillman Not Present-Provided materials for the Conference Packets. Lobbyist Report-Gary Smith (AARC House of Delegates) - Informed the committee that the Polysomnography Bill that failed this year will most likely be back in January 2014 for the second half of the legislative session. Licensure Board Representative- Mary Tyrrel No Report Old Business COPD Crew Chief- Still awaiting volunteers. Will attempt to recruit at the conference. Other business/adjournment Attempted to discuss the insurance proposals that were brought up last meeting. President Pro-tem Diehl asked that any action be postponed until our July Meeting so that the President could be there. The request was unanimously approved to postpone action. Mary Tyrell and Gary Smith felt that an ad-hoc committee could help the President decide on the policies. Next Meeting date to be determined by President Weiford. 4 A Chartered Affiliate of The American Association for Attachment 1 President s Report I attended the AARC Leadership Conference in Dallas, Texas on April As always, I came back overwhelmed with information. I tried to highlight most of the information pertaining to the IaSRC below 1. Reminder, students get a $50 AARC membership voucher after graduation. It is good for one year. We should send reminders!! 2. Discounted membership vouchers are going away. We should get ours used up 3. COPD Crew Chief- Will recruit at the conference. 4. Social Media is an excellent way to reach non-members. We should seriously think about doing this Mica Spicer requested feedback and none was received. 5. Do the Directors at Large have the new description of duties for each position to include on the nomination forms? Will need to revisit the job descriptions and clarify/update duties. 6. Save evaluation forms from the conference for one year. The AARC will be asking for 1% of the CE evaluations in a given year to be audited. 7. There is a new royalty agreement. IaSRC will get $5 for every IaSRC member that goes to Congress. 8. RRT as minimum credential for licensure is now exists in Ohio. 9. Should we have an Orientation/Presidential Induction ideas? This is something that we should probably be doing. Can induct as we have in the past and have a formal Induction at the IaSRC Conference. 10. We really need to focus on students! More student-focused sessions at the conference because we don t have a separate student conference. 11. IaSRC membership is dismal at best. What should we do to get this up? I have asked VP and district directors to start a campaign in Iowa, with no response or action. Other ideas? 12. Legislative question: When is our sunset provision up? I guess this is in licensure bills and usually due about every 5-7 years. Michigan and Indiana are fighting deregulation of the RT license. Indiana was able to stop it, but Michigan s is on hold. We need to be prepared and proactive when our sunset provision is up Iowa is not a sunset state, thank goodness. 13. Sounds like CDC is changing cleaning of nebulizers to not rinse SVN with sterile water and air dry rather than the sterilization or throw away after each use. 14. It is HIGHLY recommended we carry insurance. Based on our session, Tony strongly recommends Directors and Officers Coverage as well as general liability. Will discuss at next full meeting in July?
5 A Chartered Affiliate of The American Association for *Other not related to the AAR Leadership Conference Gary and I would like to draft a letter on behalf of the IaSRC to Kate and her superiors for the hard work and success we had this year with the sleep bill. All agree? All agree that this would be a great idea.
6 A Chartered Affiliate of The American Association for Attachment 2 PACT DC Hill Days: A Great Success! March 12 and March 13, 2013 Anne Stark and LuAnne Heemstra the Iowa representatives of the AARC Political Advocacy Contact Team (PACT) have returned from their successful day. They joined 117 other respiratory therapists from 46 states and the District of Columbia to deliver our profession s message to Capitol: Support The Medicare Respiratory Therapist Access Act. The bill was revised this year from previous versions in response to the unsupportable cost estimate from the Congressional Budget Office that the previous bill received last year. The AARC recognized that to be successful in getting new legislation introduced in 2013 we needed to make changes that would yield a lower and more realistic score. The new bill has limited covered services, specified patient s respiratory conditions, revised the RT qualifications for those that could provide the services, changed the general physician supervision requirements to direct supervision and revised the physician payment methodology. The legislation is still focused on the physician office/practice setting and access to respiratory therapist for the patients who can benefit the most.
7 A Chartered Affiliate of The American Association for Anne and LuAnne had meetings with Iowa s four Congressional offices and two Senate offices. Since the bill has not been introduced, they were looking for support for the bill when it is introduced. They received overwhelming support at each office. Your AARC PACT representatives had a total of over 300 scheduled meetings with members of Congress. Joining other respiratory therapists on the Hill visits were a dozen pulmonary patient advocates from our long time patient partner the COPD Foundation. In addition, over 30 respiratory therapy students from the Maryland, DC and Virginia area RT education programs came to the Hill meetings. They got to see firsthand just how dedicated Frank Salvatore, AARC Federal Government Affairs Committee Chair, is about passing this legislation. Salvatore reported at day s end that over 20,000 messages had been sent to Congress in the past week by AARC members and our supporters. The outpouring of support to the members of Congress before the RTs and patients Hit the Hill provided an assurance that the folks and voters back home really support the Medicare Respiratory Therapist Access Act. Stark and Heemstra have one more message for all Iowa members: Keep writing let our House Members and Senators from Iowa know you are serious about wanting their support for our RT Initiative.
