Update on the Metro East Program: Mike Feldmann gave a presentation about the Metro East Program. A copy of that presentation is attached. 2. Corps Funding Increase Currently in Congress: Although there have been reports in the media about increased funding for the Corps, there is nothing definitive that has been resolved at this point. 3. Any Regulatory Issue Updates? Everything presented by Danny McClendon is still on track to be published as stated. 4. New Topics Suggested for Discussion: Discussion was held about levee inspections. No new programs have been announced. A question was asked about internal staffing at the Corps. The Corps reported that they believe that they have balanced employment in their engineering group. Regular retirements continue, and recent graduates are being hired. 5. Next Meeting & Location: The next meeting is scheduled for Thursday, 1 September 2016 at Geotechnology s offices in St. Louis, Missouri. Stephanie Hall of the KC District is scheduled to attend to speak about the NGA project.

5 Metro East Levee Systems Overview The Metro East Levee System consists of five levee projects located in Madison, St. Clair, and Monroe Counties. Wood River Levee, Chain of Rock Levee, East St. Louis Levee Prairie du Pont/ Fish Lake Levees The Metro East Levee System protects 280,000 residents and workers, navigation and transportation, and minimizes job loss Total value of industrial, commercial, and residential property protected is $7.2 Billion 4
6 Project Background Flood of 1993 Equivalent to a 380-year flood event 86.3 percent of levee height inundated Underseepage required extensive flood fighting to maintain protection. The levee system is authorized to protect against stresses greater than those experienced in the 1993 flood. August 2007, FEMA announced levees would be de-accredited as a result of underseepage. July 2009, Southwestern Illinois Flood Prevention District Council was formed to finance, manage and oversee the repair and restoration of the levee systems , USACE completed and approved studies on WR, ESTL, Mel Price, PdP. February 2015, FPD approved Resolution to restore to the Federally Authorized LOP. Underseepage deficiencies on the Metro East Projects are incomplete to date. 5
7 FPD Objectives Short Term Goals Mandate Corps use of PLAs for construction contracts In process of constructing modifications (9 contracts) to attain 100-year level of protection to meet FEMA accreditation. Long Term Goals Restore Authorized Level of Protection Use WRRDA 2014 Authorities to provide cost share funds as WIK Restored levees returned to local levee district to O&M Funding Capability Locally-funded with $160M in tax revenues Sponsor s bonding capacity is insufficient to completely restore the authorized level of protection 6
8 Corps Role in Project Provide engineering solutions that improve safety, energize the economy, sustain the environment and enhance the quality of life for those we serve through expertise, innovation and partnerships Documented and Developed solutions to address underseepage problems Obtained report approval between Design work Ongoing Inform FPD of what features to design, where to place them and required design standards- Ongoing Completed Construction on Chain of Rocks Design Deficencies Provide Section 408 Review, Permission, and observation on initial 9 FPD Contracts- Ongoing Conduct a National Flood Insurance Program (NFIP) Levee System Evaluation Report (LSER) (Upper Wood River Levee) Pending Submission to FEMA Conduct Baseline Condition Risk Assessment (BCRA) for National Flood Insurance Program Levee Certification (East St. Louis and Chain of Rocks) Pending Completion Prepare required documentation and seek vertical team approval for FPD WIK Pending Approval 7
9 Wood River Levee Constructed: By USACE under original authorization Level of Protection: The levee is constructed to 54 feet on the St. Louis Mississippi River gage (approximately 500-yr level of protection). Operation: The Wood River Drainage and Levee District operates and maintains the levee. Federal Activities: Reconstruction: Construction completion FY15. Addressed above ground aging system features at TPC: $25.8M Design Deficiency: Addresses underseepage and through seepage issues ETPC: $70.8M Budgeted and carryover funds are being used to perform Section 408 observation of FPD construction activities and complete first increment of deep cutoff wall design Shallow cutoff wall design complete Work In-Kind (WIK) MOU executed November 19, 2014 Integral Determination Report for WIK credit pending Division approval 8
10 Mel Price Segment Issue Adjacent to the navigation pool of Melvin Price Locks and Dam Uncontrolled underseepage during normal operating conditions Federal Study Activities Design Deficiency LRR approved August 2012 Subsurface investigation identified need to further evaluate alternatives Supplemental report incorporates risk assessment guidelines and includes expert elicitation from a national cadre of experts to recommend a permanent solution to the underseepage problem Supplemental report approval scheduled for Summer FY16 Initiate design following report approval and appropriation Interim Risk Reduction Measures Underseepage impacts are mitigated by interim risk reduction measures (IRRM) until permanent corrections are in place. Estimated at $600K/year (actual cost dependent on extent of high water) IRRM and the sponsor s construction can be used as a basis for seeking FEMA accreditation of the upper Wood River System. 9
11 East St. Louis Levee Constructed: By USACE during the 1950 s under original authorization Level of Protection: The levee is constructed to 54 feet on the St. Louis Mississippi River gage (approximately 500-yr level of protection). Operation: The Metro East Sanitary District Federal Activities: Reconstruction: Construction complete. Addresses above ground aging system features at TPC: $60.6M Complete as-built drawings for the reconstruction project Design Deficiency: Addresses underseepage and through seepage issues at ETPC: $152.3M Budget and carryover funds are being used to perform Section 408 observation of FPD construction activities, complete design and P&S of 53 relief wells resulting in construction capability for FY18 Budget Conducting Baseline Condition Risk Assessment (BCRA) by the Risk Management Center for NFIP levee certification MOU for potential WIK credit executed March 6, 2015 Integral Determination Report for WIK credit pending Division approval 10
12 Chain of Rocks Canal Levee Segment Constructed: By USACE during the1950 s under original authorization Level of Protection: The levee is constructed to 54 feet on the St. Louis Mississippi River gage (approximately 500-yr level of protection). Operation: The Levee is operated and maintained by the USACE. Non-Federal Sponsor: The Levee is Federally owned; no local sponsor. Federal Activities: Design Deficiency - Addressed underseepage Construction complete O&M/as-builts; closeout anticipated FY16. TPC: $60.1M Conducting Baseline Condition Risk Assessment (BCRA) by the Risk Management Center for NFIP levee certification 11
13 Prairie du Pont and Fish Lake Constructed: By USACE during the1950 s under original authorization Level of Protection: The levee is constructed to 54 feet (with closure structures constructed to 52 feet) on the St. Louis Mississippi River gage (approximately 500-yr level of protection) Operation: Prairie du Pont Levee & Sanitation District and Fish Lake Drainage and Levee District operates and maintains the levee Federal Study Activities: Rehabilitation and Reconstruction Feasibility Study Study to address above ground aging system features. Reconstruction required to fully restore level of protection. Study on hold Design Deficiency Study LRR Approved October 2012 Work would address underseepage and provide authorized level of protection Requires new Fed investment decision for Construction ETPC cost is $53.1M BCR 0.8 FY16, limited carryover funds from FY15 are being used to perform required Section 408 Reviews 12
