3 Initiative to change Past-Past Chair voting Motion from Committee (Constitution and Bylaws) Bob Bannon, Tom Weiner, Chris Schober and Mona Zaghloul - Does not require a Second because motion comes from committee. The Past-past President of the Sensors Council is an active member of the Sensors Council, attending both ExCom and AdCom meetings, accepting special assignments, i.e., portions of the SRC Review, review and revision of the Constitution and Bylaws, serve as the parliamentarian to the Sensors Council, and perform TAB requests. For performing these valuable functions the Past-Past president s ( in other Societies called Senior Past President) T&L expenses are covered by the Sensors Council however, by oversight to the Constitution was not granted voting privileges. The motion is to remedy this oversight and hold an ADCOM vote to grant full voting privileges to the Past-past President as a member of the ExCom and AdCom to show respect and appreciation for the work rendered.
4 Constitution change requested (constitution changes must be ratified by TAB) Section 4. The Officers of the Council shall be as follows: President, the Immediate Past-President, the past-past President, the President-elect, the Vice-President for Technical Operations, the Vice-President for Conferences, the Vice-President For Publications, the Vice President for Finances, and the Secretary-Treasurer, all serving as the Council s Executive Committee, and all serving as ex officio, voting members of its AdCom (Administrative Committee). Section 5. Council business will be conducted by its AdCom that shall include both voting and non-voting members. The voting members shall be: a. One representative to be appointed by each Member Society. b. The Officers of the Council. An individual may not serve concurrently as both a Council officer and a Member Society representative. When a Member Society representative is elected to a Council office, the Council office shall take precedence over the Society appointment, and any resulting vacancy(s) shall be filled promptly by the appropriate Society.
5 Changes to Constitution ARTICLE XI AMENDMENTS Section 1. Sections of this Constitution may be adopted or amended by action of the Council at a regular or special meeting if the following provisions are met: a. Notice of the meeting and of the proposed change(s) must be mailed by first-class mail to the last-known address of each member of the Council AdCom at least twenty -five days prior to such meeting. b. A two-thirds affirmative vote of the votes cast by the members of the Council AdCom is required for passage. c. An amendment may be approved by a mail ballot if at least a thirty-day period is provided for responses, and two-thirds of the entire Council AdCom votes affirmatively. d. The Amendment shall become effective immediately after ratification by the IEEE Technical Activities Board.
6 Voting IEEE Sensors Council Voting Policy After a motion is proposed via , discussions will be held on-line ( or bulletin board), by telephone, or otherwise. The time allowed for discussion shall be at the discretion of the President. voting will have three choices: Yes, No, and Hold (because some may feel that an item ought to be held for in-person votes). If more than 50% vote yes, the motion carries. If at least 50% vote No, the motion is defeated. If at least 50% vote No or Hold, the motion shall be tabled until the next AdCom Meeting. 7 Early Career GOLD award 12. STUDENT AND GRADUATES OF THE LAST DECADE (GOLD) ACTIVITIES Remarks: The Sensors Council has established annual student paper awards at the SENSORS conference banquet each year to recognize contributions by students. It has also appointed a GOLD representative to present information about the IEEE GOLD program at the 2009 IEEE SENSORS conference. The Council has no GOLD representation on its AdCom or ExCom. They have established the IEEE Sensors Council President s Award to recognize outstanding undergraduate or graduate research in sensors during the past calendar year. They expressed concern that there are few nominees for their President s Award. It would appear that GOLD issues are low on the SC list of priorities at this time. Recommendations to S/C: The Council should consider establishing awards targeted at GOLD members, possibly by changing the scope of its President s Award to an Early Career award for achievements by a member that graduated in the last decade. This would allow for easier nomination of individuals with continued accomplishments in the field, and continue to engage those individuals. The Council should also consider establishment of appointed positions for GOLD representatives on their AdCom, and possibly initiating activities at the SENSORS conference targeted to recruiting GOLD members into active Council participation.
8 President s award The IEEE Sensors Council President s Award is for outstanding undergraduate or graduate research in the engineering, development and/or implementation of a specific sensor and/or sensors suites during the past calendar year. 10 SENSOR 2008 Conf Chair To whom it may concern Object: Summary Report on the organisation of the 7 th IEEE Conference on Sensors The 7 th IEEE Conference on Sensors has been organised in Lecce at Hotel Tiziano e dei Congressi on October The Conference, as confirmed by all participants, has been a success from the point of view of both technical and social programme. The Conference has enjoyed an atmosphere of high quality technical presentations on a broad range of multidisciplinary topics related to sensors and their applications together with a variable and pleasant social space. Many participants people, from Italy and abroad, who I had the opportunity to meet after the event still remember the event giving me and IEEE Sensors Council the compliments for the organisation. Anyway, as General Chairman of the Conference, I would like to submit some sentences in order to better describe the main discrepancy in the balance between the original budget submitted for approval, which had a surplus of euro, and the final one. In the following the main reasons which generated these differences and the related justifications are reported: Conference Registration Fees In the submitted budget the calculation has been done on the base of 650 planned registration fees. In effect it was a reasonable number because at that time a number of 940 abstracts (the maximum reached until now for IEEE Sensors Conferences) were submitted. Unfortunately a drastic cutting rate reduced the accepted abstract to a number of 414, most of them from Italy from which we expected the maximum participation. As a consequence we had 520 final registration fees with a total of euro which has generated a lack of income of euro compared to what was planned in the submitted balance; 2 Exhibitors In the submitted balance, an income of euro was planned as sponsor contribution from the exhibitors. This amount was calculated on the base of the experience of the previous editions of the conference. Unfortunately the world economic crack which arised during 2008 summer had a strong influence for the participation of the companies. In such situation it was very difficult to convince exhibitors to participate at the conference. But unfortunately this missing participation of the exhibitors reflects a lack of income corresponding to euro on the planned budget; Christchurch New Zealand
11 Conf Chair report 3 Complimentary fees In the budget submitted for approval the complimentary fees were not included because at that time we followed a different policy having not in mind to waive the conference fee for such many people (invited speakers, keynote speakers, tutorial lectures, different organisation chairs, etc). It seems that during the period of the organisation of the conference, but after the submission of the provisional budget, this policy has changed and then we had to apply the waive of the conference fee to more people than expected. Of course, in terms of budget, this means missing registration fees. In our case it corresponds to 27 people and if we consider an average of 650 euro each one, it means a missing income of about euro and simultaneously additional expenses for the organisation. 4 PMMI Last Invoice In the budget submitted for approval the cost of PMMI was calculated on the base of the contract signed between PMMI and IEEE Sensors, existing at that time, which reported the fee of $14 per submitted paper. Finally an additional invoice of euro (reported at the line 281 in the budget file) has been received. It seems that after the submission of the provisional budget an additional agreement was reached between PMMI and IEEE Sensors but the local organisation had not information on this. In any case this is a not planned cost. 5 Technical Digest In this case we have a cost higher than the planned one. The previous cost was under estimated having a difference of about euro more.
12 Conf Chair report By considering this situation the local organisation has done the best in order to gain something from the providers compared to what was agreed at the beginning. Examples are reported here: 1 Food, Beverages, Promotion Here the situation is that, finally, we have a reduction of the predicted cost of about euro. In effect if we look at the social dinner, at the end, by considering the number of real participants and the total we paid, we obtain a number which is more or less equivalent to the cost of 89,29 euro per person instead of 100 euro as planned. Also for lunches and coffee breaks we were able to reach an agreement for paying less than the real number of participants. The same for promotion cost. Furthermore, it has to be taken into consideration that all the events included in the social programme (use of theatre, concert, fashion party, etc.) are not included in the final balance because they were completely free for the Conference organisation and offered by local Institutions. 13 Preliminary Audit Report 1. Budgeting Process and Financial Report Review: The budget was approved by the IEEE Sensors Council and accepted by the IEEE Meetings and Conference Management Services Department. Budgeted receipts were $399,586 compared to actual receipts of $416,673, a variance of 4%. Budgeted expenses were $358,059, compared to actual expenses of $492,037, a variance of 37%. Actual expenses were greater than budgeted due to higher than budgeted management expenses, promotion expenses, publication and social function expenses. The conference resulted in a loss of $75, Bank Reconciliations & Timeliness of Deposits of Funds: RomaMultiservizi received registration and offered its bank account for managing incomes and outcomes. Copies of the bank statements or transaction reports were not provided for audit review. The conference also maintained a concentration bank account. The auditor reviewed the CB account statements and there were no deposits other than IEEE transfers totaling $89,875. Based on the documentation provided for audit, the auditor could not determine if registration deposits were made on a timely basis. The audit fee was not listed in the financial report and will be paid by journal entry. The CB account has been closed and the audit fee will be paid via journal entry.

17 2009 Technical Achievement The Technical Achievement Award is to honor a person with outstanding technical contributions within the scope of the IEEE Sensors Council as documented by publications, which includes patents. It is based on the general quality and originally of contributions. The person who wins this is awarded a plaque and $2,000 check. Andrei M. 18 2009 Sensor Journal Best Paper The IEEE Sensors Journal Best Paper Award recognizes the best paper published in the IEEE Sensors Journal. It is based on general quality, originality, contributions, subject matter and timeliness. The award is a certificate and $2,000 split equally among authors. 22 Changes to Meritorious Service award Proposed Citation Provide a statement, not to exceed 50 words, that reflects the major service accomplishments that the proposed candidate has made to further the activities of the IEEE Sensors Council. The citation will be used to honor the nominee if he/she is selected. Basis for the Nomination Prepare a discourse, not to exceed 750 words, explaining why the nominee is being proposed for the award. The write up should include the service record of the nominee with respect to his/her efforts to enhance the activities of the Sensors Council. It is appropriate to list tenure and offices held in the council and other active involvement in the operational aspects of the council such as conference chair. Council Services Outline the nominee s background as it applies to the service he/she has provided to the council. Other council/society memberships and related offices held (Publication offices are reported in next section) should be listed to indicate the nominee s willingness to serve the IEEE and its strategic objectives. A short discussion related to the candidate s technical areas of expertise as they relate to the objectives of the Sensor Council should be included. List the council publications activities that the nominee participated in for the council such as submission of articles, member of editorial board, editor in chief, associate editor and/or conference technical program chair or conference paper reviewer. Other IEEE Services References List the names of references that support the selection of the nominee for his/her meritorious contributions to the Sensor Council.
