COMPOSITE MOTIONS AND AMENDMENTS: The Chairperson of Standing Orders Committee will report on the composite motions and amendments that have been agreed upon in advance of the opening of Congress, and will intimate the arrangements that may require to be made for further consultation during the course of Congress. 4. EMERGENCY MOTIONS: Emergency motions for consideration of Congress shall be submitted not later than 3.00 pm on the opening day of Congress. 5. SUSPENSION OF STANDING ORDERS: Standing Orders shall be suspended at appropriate times to allow for Special Addresses and Presentations to be made throughout the period of Congress. 2
