EMERGENCY MOTIONS: Emergency motions for consideration of Congress shall be submitted not later than 3.00 pm on the opening day of Congress. 5. SUSPENSION OF STANDING ORDERS: Standing Orders shall be suspended at appropriate times to allow for Special Addresses and Presentations to be made throughout the period of Congress. 2
