Include the method of assessment, priority ranking, and how the Indian Education Committee was involved in the process. Central Consolidated School District 2003 JOM Needs Assessment On October 6, 2003, during the Indian Education Meeting, the JOM Coordinator distributed a rough draft of the Needs Assessment Survey to the members for review, addition, deletion, etc. for their participation. However, the issue of Indian Education Committee composition was their top priority, therefore, this item was tabled. The school principals were given an opportunity for their input and those were recommendations made. This information was shared with the Superintendent and School Board. The Needs Assessment Survey were distributed to all Native American students to take home to their parents, staff, administrators, and community chapter on October 27, All were notified to return these surveys to the Indian Education Department in Shiprock before November 7, After this date, the information was compiled for survey results. In terms of ranking the Indian Education Needs Assessment Survey results, the priority ranking is follows: 1. Reading 2. Native Language Programs 3. Math 4. Parent Participation 5. Total Participation: 6, Needs Statement: The majority of students who attend Central Consolidated School District do not have home telephones which make it difficult for school staff to contact parents and guardians of students regarding school-related issues. This limited contact disables the indispensable communication that must take place between the school and home. Geographic distances in the rural areas we serve also prevent timely communication between schools and homes. 3. Goals: During the school year, the Central Schools JOM Program will foster home-school partnerships by: 1. providing JOM Liaisons to travel to the students home and/or the work site of the parents/guardians to inform them of important and timely information which requires their cooperation, collaboration and/or intervention; 2. providing transportation, through the liaison officers, to parents and students as the need arises; and 3. providing for a Parent/Community Communications Specialist who will develop and disseminate information in print and through local media to inform parents about student achievement, school activities and available services and programs. 4. The Parent/Community Communications Specialist will serve as a resource to all 17 schools by preparing newsletters, reports, and other printed material including communications by mass media to inform parents and the community of student achievement and other relevant information. 4. The Parent/Community Communications Specialist will also develop and publish a student creative writing magazine to serve as an incentive for students and their teachers. 5. Necessary disposable supplies and materials will be purchased for JOM Parent Involvement Liaisons and PCCS to carry out their responsibilities. 6. Total Participation: 6, Needs Statement: According to federal regulations, the JOM Program must convene an Indian Education Committee (IEC) regularly for the purpose of assisting the school district with provision of services to Indian students. In the fall of 2003, the IEC and board and administration of Central Consolidated School District participated in a series of meetings including a public hearing, mediation meeting and a follow-up meeting initiated by the New Mexico Legislative Indian Affairs Committee. The result of these meetings included requests by the IEC to develop a comprehensive needs assessment, a long-range plan to focus on Navajo Language instruction and a task force. The IEC must be the pivotal oversight to needs assessment, program planning and working with a local task force to ensure the intent of Indian self-determination as outlined in the Johnson O Malley law and policy is upheld and adhered to. 3. Goals: 1. To solicit regular parent and community involvement in the planning, implementation and evaluation of CCSD Indian Education Programs. 4. Objective(s): By the end of the school year, Indian Education Committee members will have attended 90% of the regularly scheduled meetings as evidenced by attendance records; and the members will: 1. Report information presented by District Staff at IEC meetings back to their Chapter House as evidenced by reports made to the IEC; 2. Report any discussion related to the school district from Chapter House meetings to the IEC 3. Visit district schools for purposes of parental involvement; and 4. Each IEC member will attend at least one training or conference to acquire information on education and parenting, as opportunities arise. 4. Each JOM IEC member shall receive a stipend fee for attending IEC meetings and travel reimbursement at the District approved rate of $.32 per mile. 5. Grades Served: K 12 3b. Total Participation: 6, Needs Statement: The CCSD Indian Education Committee established a focus on Navajo Language Instruction during the school year and an Indian Education Needs Assessment Survey conducted in the fall of 2003 affirms that students access to Navajo language, history and culture instruction remains to be a priority among parents in the District. The JOM funded program will supplement the base school operations with a focus on Navajo language, culture and History areas through the purchase of culturally relevant teaching materials and books, software and other media. Student field trips which focus on Navajo culture will also be funded. A publication featuring student work in Navajo and English Language Arts will be published at least once during the school year. One Navajo Language Teacher, One Navajo History and an ESL teacher will supplement the District s Bilingual Program staff to ensure that identified students are adequately served. CCSD applies for state bilingual funding to provide Navajo language instruction but there remains a need to supplement building level programs with additional staff in order for the programs to meet minimum instruction requirements and to meet staffing requirements. An ESL teacher was hired in the Fall of 2003 to work directly with students who are in need of intense reading intervention. In the fall of 2003 NMS had approximately 82% of their student body reading below the 6 th grade level as measured by the Scholastic Reading Inventory (SRI). Currently, as assessed by the SRI 62% of the student body is reading below the 6 th grade level. There are 90 students who have made 1.0 year s progress from September to December. These students are on track to make two year s progress in one year. There are 50 students who have made 2.0 year s progress from September to December. These students are projected to make 4.0 year s progress in one school year. Overall there has been a 20% increase of students reading at the 6 th grade level or above over a semester period of time. This would not have been possible without the ESL teacher allocation. Continued funding of the ESL teacher will allow NMS to continue to work with the academically at-risk students on developing academic vocabulary that improves their performance in the content areas, provide an English Language Development curriculum and help support students in becoming proficient in English and Navajo. In , a piloted dual language kindergarten classroom was piloted at Nataani Nez Elementary. Test data and parent feedback is positive and supportive of the dual language program. Parents want their children to continue that instruction into the first and second grades. The budgeted JOM Navajo Language teacher will allow for the continuation of dual language instruction to the second grade. The TseBitAi Middle requested an additional Navajo Language instructor two years ago and this year the school s bilingual application has been rejected due to lack of staff to provide Navajo language instruction. It is the intention of TBA to provide students with a broad knowledge of Navajo History and Government. TBA is also a corrective action school or which the NMPDE mandates Navajo language and cultural infusion. 3. Goals: 1. To increase overall academic achievement across content areas, while emphasizing Navajo and other American Indian culture, language and history in the curriculum. 4. Objective(s): By the end of the school year: district classrooms, K-12 (with focus on classes providing Navajo language and culture instruction) will have access to culturally relevant reading materials and resources for use by students. Highly quality photographs of high achieving Navajo students will be printed on bookmarkers and posters for distribution and promotion of student achievements. 6. Bilingual instructional services in three schools, Newcomb Middle, TseBitAi Middle and Nataani Nez Elementary will have been adequately provided to identified students. 23 CENTRAL CONSOLIDATED SCHOOL DISTRICT NO. 22 BY-LAWS OF JOHNSON O MALLEY INDIAN EDUCATION COMMITTEE SHIPROCK, NM ARTICLE I NAME The name of this organization shall be the Indian Education Committee (hereinafter called the IEC). The IEC is established and permitted to function under Federal Government guidelines and regulations: 25 Code of Federal Regulations, Part 273, which pertain to Education Contracts under the Johnson O Malley Act, in partnership with the Local Educational Agency (LEA), Central Consolidated School District No. 22, Shiprock, New Mexico. ARTICLE II PURPOSE The IEC has been established for the planning, approval, operation, and appraisal of the Johnson O Malley programs. The IEC is to comply with P.L , Part II, and with rules and regulations of Part 273, Johnson O Malley Act, as found in the Federal register, No. 25, Ch. 1, April, ARTICLE III POWERS AND DUTIES The powers and duties of the Committee shall be the following: A. Participate fully in the planning, development, implementation, and evaluation of all programs and staff through an annual assessment, approving or disapproving programs contracted, and conducting program monitoring visits; B. Approve and forward to the Board of Education, Johnson O Malley program and budget proposals; C. Supply information concerning the views of Indian parents and students educational needs in the Johnson O Malley project areas and establish priorities among these needs; D. Provide monthly reports on the IEC meeting proceedings to the chapters represented; E. Serve on local school improvement committees, participate in school parent meetings, and conduct local monitoring visits; F. Act as a hearing board for any individual or group who may wish to propose additions or changes, or to express grievances, regarding the District s Johnson O Malley funded programs; G. Review and recommend curricula, including texts, materials, and teaching methods used in the programs; H. Assist Central Consolidated District Schools in the recruitment of personnel by recommending criteria and those applicants meeting said criteria for employment, subject to final approval by the superintendent; I. Receive personal copies of each JOM negotiated contract approved by the IEC; 1

Recommend to the Commissioner of the BIA, through the appropriate BIA contracting officer, cancellation or suspension of the district JOM contract, if the district, as contractor, fails to permit the IEC to exercise its powers and duties; K. Participate in negotiation concerning the CCSD Johnson O Malley contract with the Navajo Nation; L. Receive reports, evaluations, and surveys, and other program and budget-related documents determined necessary by the IEC to carry out its responsibilities; ARTICLE IV MEMBERSHIP Section 1 Eligible Members A. One parent representative for each of these 16 chapters in the CCSD # 22 shall comprise membership of the IEC: 1. Beclabito Chapter 9. Cove Chapter (AZ) 2. Burnham Chapter 10. A parent is any person who on the date of election for committee membership is the parent or legal guardian of an Indian student, possessing a Certificate of Indian Blood on file in the district records, currently enrolled in the Central Consolidated School District. C. School administrators or contracted employees of the Central Consolidated School District may not serve on the IEC. D. No IEC member may participate in any committee actions related to review of applications when a member of his/her immediate family is an applicant for a JOM-funded position. Section 2 - Election A. One representative for each of the above-identified chapters shall be elected in accordance with chapter procedures. B. The chapter shall certify the representative by submitting a resolution to the Indian Education Coordinator. Notice of vacancy shall be sent to the chapters, local newspapers, and school newsletters to inform parents and legal guardians. Section 3 - Terms A. A term constitutes service for two years. The first year is counted as a full school year, regardless of which month of the year the IEC member attends his or her first meeting. 2

25 B. Parent members may serve multiple terms, with approval of their respective chapter houses. C. Any member serving more than one two-year term must also meet criteria set forth in Sections 1 and 2 of Article IV. Section 4 - Voting Rights A. Each member shall be entitled to one vote and may cast a vote on each matter submitted to a vote of the Committee. B. The Chairperson will vote only in case of a tie vote. C. A member must be present during voting in order to cast a vote. Section 5 - Attendance All members are expected to attend each IEC meeting. Section 6 - Termination of Membership Any member may be dismissed from membership on the Committee for the following reasons: A. The member has two consecutive meeting absences in one year and the termination is approved by majority vote of the IEC. After three consecutive meeting absences the member must be replaced. B. The member is allowed 2 excused absences. He/she must contact the Office of Indian Education prior to the scheduled meeting. C. The member no longer wishes to serve on the IEC and so indicates by a letter of resignation to the IEC chair. D. The member s children are no longer enrolled in CCSD schools. E. The member becomes employed by the District in any capacity listed in Section 1, C. Section 7 - Vacancy Any vacancy that occurs and is not filled by the responsible chapter within three months, for any reason, can be filled by an interested parent or legal guardian. The Indian Education Coordinator or any member may recruit a parent to fill the vacancy, or qualified parents or guardians can nominate themselves. At a duly-called meeting, a volunteer to fill the vacancy can be affirmed by a majority vote of a quorum of the members. The new member will serve the remainder of the vacant term. Section 1 - Officers The officers of the IEC shall be A. Chairperson B. Vice-Chairperson C. Secretary Section 2 - Election and Term of Office ARTICLE V OFFICERS OF THE COMMITTEE 3

26 A. The officers shall be elected by majority vote of a quorum of the members at the first regular meeting of the school year, or as soon as possible thereafter, and shall serve a one school-year term. B. All officers are eligible for re-election each year. Section 3 - Vacancies A. A vacancy in the office of vice-chairperson or secretary shall be filled by a majority vote of a quorum of the members. The newly elected officer shall serve only for the un-expired portion of the term. Section 4 - Chairperson A. The Chairperson shall have power to call special meetings. B. The Chairperson shall preside at all IEC meetings. C. The Chairperson shall represent the IEC at official functions and meetings where IEC representation is required. D. The Chairperson shall sign all legal documents necessary to effectively conduct the business of the IEC. E. The Chairperson or designee shall provide IEC meeting reports at the Board Work Sessions and Board Meetings. Section 5 - Vice-Chairperson A. The Vice-Chairperson, in the absence of the Chairperson, will assume the role of Chairperson. If the office of the Chairperson becomes vacant, the Vice- Chairperson shall succeed to the office of the Chairperson for the remainder of the term. B. The Vice-Chairperson shall sign all legal documents of the IEC if the chair is not available. Section 6 - Secretary A. The Secretary shall keep minutes of all the IEC meetings. B. The Secretary shall turn in meeting minutes to the Indian Education Office for final typing, editing and distributing to all IEC members within one week after each IEC meeting. C. When the Secretary is absent, the chair will appoint another IEC member to do the Secretary s job for that meeting. D. The Secretary shall be responsible for maintaining an audio recording of each IEC meeting. E. The Secretary shall provide his/her signature for an official copy of the minutes after approval by a majority vote of the IEC. Section 7 - Officer Pro Temp If the Chairperson and Vice-Chairperson are not present to start a meeting, a quorum of five (5) members may appoint an officer pro temp to preside over the entire meeting or until an officer arrives. This appointment will be for one meeting only. 4

27 Section 8 - Officer Removal Any officer elected or chosen by the IEC may be removed by a two thirds vote of a quorum of the membership when, in the judgment of the IEC, the best interests of the committee would be served thereby. ARTICLE VI MEETINGS OF THE COMMITTEE Section 1 - Regular Meeting Notification Written notice stating the date, hour, and location of each regular meeting shall be distributed to each IEC member by the Office of Indian Education. A notice shall also be placed in the local media. Section 2 - Regular Meeting Time and Place Regular meetings will be held on the second Wednesday of each month at five O clock P.M., unless rescheduled by IEC vote, in designated chapter houses. The meeting sites will be identified on a rotation schedule among the 13 New Mexico chapters represented by the IEC membership. The regular meeting schedule will be approved for the following school year at the May meeting. Section 3 - Special Meetings Special meetings of the IEC may be called by the Chairperson to deal with Indian Education program business or may be scheduled by the IEC during a regular monthly meeting (as per 25 C.F.R c1). Section 4 - Special Committees A. The IEC may establish standing committees, which shall consist of selected members of the IEC. B. Other sub-committees shall be established as needed on a voluntary or appointment basis. C. Time, date, and place for the standing and sub-committee meetings shall be established during regular IEC meetings. D. The standing or subcommittee shall serve for duration of assigned task only. E. No sub-committee shall transact any official business in place of the IEC. Section 5 - Quorum A. Five (5) or more members shall constitute a quorum for official transaction of business at any IEC meeting. B. Members will wait no more than thirty minutes for a quorum to be present. C. The act of a majority of the quorum of members at any meeting shall be an act of the IEC. Section 6 - Open Meetings A. All IEC meetings shall be open to the public. The meetings shall conform to Open Meeting Law and the district board policy. 5

28 Section 7 - Rules of Order A. Adapted Roberts Rules of Order (current version) shall govern the parliamentary procedures of meetings of the IEC not otherwise covered by these bylaws. Section 8 - Agenda and Minutes A proposed agenda for the upcoming meeting of the IEC and minutes of the previous meeting will be distributed to all IEC members prior to each meeting. The IEC shall approve the proposed agenda at the start of each meeting. ARTICLE VII COMPENSATION Section 1 - Compensation A. Each IEC member shall receive a stipend of $35.00 for attendance at meetings, as well as travel reimbursement between the chapter and IEC meeting place at the rate approved by the CCSD Board of Education. B. Only those IEC members who personally attend a meeting from opening to closing shall be compensated at the approved rate. C. Compensation for special meetings will comply with 25 C.F.R c. Section 2 - Per Diem Members shall be reimbursed for pre-approved school business travel, consistent with CCSD travel regulations. Section 3 - Reporting IEC members who travel on behalf of the district shall report back to the IEC on the nature of their travel. ARTICLE VIII AMENDMENTS These bylaws may be modified or amended by mutual consent of the IEC and the Board of Education. 6
