June 11, 2015 and June 12, As there are changes to the NM-ICIP database this year, it is highly encouraged that all entities attend and assist Chapters with Projects DATA input.i am requesting that personnel that will be involved with the New Mexico ICIP attend the Workshops in Farmington, NM. Travel day will begin on June 10, The New Mexico Infrastructure Capital Improvement Plan (ICIP) is a requirement for New Mexico Chapters if they are requesting for New Mexico State Capital Outlay and Tribal Infrastructure Funds. The Navajo Nation Capital Improvement Office, Administrative Service Centers, and Division of Community Development is seeking approval for all Navajo Chapters for off reservation travel. This workshop is to provide technical assistance, guidance, and support to local chapters for their New Mexico projects. ()NATHAN NEZ VI(I PRESIPEN F MEMORANDUM TO: All Divisions, Departments, and Programs FROM: Robert Joe, Acting.'re'f of Staff Office of the Presi ent and Vice-President DATE: May SUBJECT: TRAVEL RESTRICTION We issue this memorandum as a clarification for all Divisions, Departments and Programs on the proposed Executive Order and travel restrictions. Due to the budget shortfall this year and budgets cuts, the President and Vice-President are being prudent on all expenditures by the Navajo Nation. This year. the Navajo Nation will face the largest shortfall in its budget. It is important we, as a Nation, be conscientious and attentive to cost savings for the government and the services it provides to our People. The President and Vice-President stated at the first Division Director's meeting that before we consider lay-offs to look to other areas for cost-savings. As such, the Office of the President and Vice-President are restricting travel and asking all government employees to rely more on teleconferences and video conferencing. The Executive Order issued by the former administration. Shelly/Jim remains in effect until this Administration issues a new order on the travel restriction. For clarification. until the new Executive Order is issued, this Administration will not approve any training, conferences, summits, or sessions that are not mandatory and off the reservation. "Mandatory" means those that require an individual to maintain certifications. licensure, or status to be able to carry out their duties for the Navajo Nation, such as an attorney, police officer, etc. In addition, this will be limited to only the number of hours or classes as mandated to maintain status. For example. if a position requires 10 hours of training, this Administration will only allow attendance to a training or conference for those hours, upon receipt of the required 10 hours. any training or conference request beyond the 10 hours will be denied. For any training, whether on or off-reservation, the Divisions need to utilize the Staff Development Department. This Page 1 of 2
6 Department was established to offer various trainings for our Government. As such, this Administration will not approve requests for training that are duplicative to what Staff Development Department offers to the Divisions. Furthermore, off-reservation travel will only be granted for routine work or as needed, if to effectively serve the Navajo Nation. In your justification, you will need to adequately justify the reasons teleconference or video conferencing is not possible. Ultimately. we ask each and every employee to make every effort to use your best judgment on travel and be more prudent on expenditures and remember the impact in services to our Navajo people. Lastly, the Office of the President and Vice-President staff are drafting a proposed Executive Order on travel. We will include all Divisions to review and comment before the issuance of the Order. We expect the Order to be issued very soon. We hope this clarifies the Travel Restriction for the time being. If there are any further questions, please contact me at Page 2 of 2
7 RECINDING EXECUTIVE ORDER NO OFF RESERVATION RESTRICTION; REPLACING WITH LIMITED OFF RESERVATION RESTRICTION, DELEGATING AUTHORITY TO DIVISION DIRECTORS TO AUTHORIZE AND APPROVE THEIR OWN DIVISION TRAVEL NAVAJO NATION EXECUTIVE ORDER NO March 13, 2012 Whereas: 1. Executive Order No directed all Executive Branch employees to host conferences, workshops, training sessions, and the like within the Navajo Nation; and established a procedure wherein the Chief of Staff would approve all offreservation travel. 2. On April 14, 2011 President Shelly issued a directive to all Executive Branch Division Directors to continue to comply with intent of the Executive Order as a cost cutting measure to ensure that the Navajo Nation will have adequate resources. 3. During March 6 and 7, 2012 meetings between the President and Division Directors, the Division Directors expressed concerns regarding efficiency in processing travel authorization requests. 4. At the same meetings, President Shelly agreed to delegate authority to Division Directors to authorize and sign their division's travel authorization requests. However, travel authorization for Division Directors and Executive Branch program hosted conferences/trainings/workshops and the like will still have to be approved by the Office of the President and Vice-President.

X V I : ORDEBN MARCH 13, There is still a concern regarding Navajo Nation programs hosting conferences, workshops, and training sessions outside the Navajo Nation resulting in exorbitant expense to the Navajo Nation. 6. There is also still a concern regarding Navajo Nation program personnel attending meetings off-reservation resulting in excessive expense to the Navajo Nation. 7. Division Directors are requested to promote and adhere to cost saving policies regarding approval of travel within their respective divisions. 8. This Executive Order replaces Executive Order regarding offreservation travel restrictions and approval processes in an effort to support greater efficiencies and the streamlining of government processes. THEREFORE: I, Ben Shelly, President of the Navajo Nation, by the power vested in me pursuant to 2 N.N.C (C)(14), delegates signature authority to the Navajo Nation Division Directors to authorize and sign off-reservation travel authorizations for their respective division personnel. The actions listed below still require President or designee approval; 1. All off-reservation travel requests for Division Directors; and 2. In an effort to ensure proper planning with the administration's priorities, all off-reservation strategic planning sessions and group meetings/conferences will continue to be forwarded to the Office of the President and Vice President for consultation and approval. All off-reservation hotel and meeting room contracts must have off-reservation approval by each respective Division Director and the President or designee. Additionally, the Division Director may delegate an alternate to authorize offreservation travel within the Division. 2
9 NAVAJO NATION PRESIDENT BEN SHELLY, EXECUTIVE ORDER NO MARCH 13, 2012 I hereby direct this Executive Order shall become effective immediately, be binding all Navajo Nation Executive Branch employees, and subject to enforcement under the Navajo Nation Personnel Polices Manual and all applicable policies and procedures.
