8 November 18, 2015 CONSENT AGENDA APPROVED Chairman Kennedy presented the Consent Agenda items, as follows: A. Minutes of the September 9, 2015 Meeting B. PUBLIC HEARINGS A. Public Hearing Format Announcement and Oath Upon request by the Chairman, all persons planning to give testimony were duly sworn by the Deputy Clerk. B. Amendments to the Countywide Plan Map SUBTHRESHOLD AMENDMENTS PUBLIC HEARING: CASE CW 15-18, A PROPOSAL BY THE CITY OF ST. PETERSBURG TO AMEND THE COUNTYWIDE PLAN MAP FROM RESIDENTIAL MEDIUM (RM) TO MULTIMODAL CORRIDOR (MMC) APPROVED Pursuant to legal notice published in the November 3, 2015 issue of the Tampa Bay Times as evidenced by affidavit of publication filed with the Clerk, public hearing was held on Case CW 15-18, a proposal by the City of St. Petersburg to amend the Countywide Plan Map from RM to MMC, re 0.3 acre m.o.l., located at 424 and nd Avenue North. Mr. Crawford indicated that the proposed amendment is subthreshold; that backup documentation is included in the agenda package; and that staff recommends its approval. Chairman Kennedy noted that information in the agenda package indicates that the Planners Advisory Committee (PAC) had voted unanimously in favor of the staff recommendation; 3

9 November 18, 2015 whereupon, the representative for the applicant local government indicated that the City concurs with the staff recommendation. No one appeared in response to the Chairman's call for proponents, opponents, or citizens wishing to be heard with regard to the proposal; whereupon, he closed the public hearing. Thereupon, Mayor Bradbury moved, seconded by Commissioner Morroni and carried, that Case CW be approved as recommended by staff (Vote 10 0). PUBLIC HEARING: CASE CW 15-19, A PROPOSAL BY THE CITY OF PINELLAS PARK TO AMEND THE COUNTYWIDE PLAN MAP FROM RESIDENTIAL LOW MEDIUM (RLM) TO RETAIL & SERVICES (R&S) APPROVED Pursuant to legal notice published in the November 3, 2015 issue of the Tampa Bay Times as evidenced by affidavit of publication filed with the Clerk, public hearing was held on Case CW 15-19, a proposal by the City of Pinellas Park to amend the Countywide Plan Map from RLM to R&S, re 0.5 acre m.o.l., located generally north of 82nd Avenue, east of 43rd Street, and west of U.S. Highway 19 North. Mr. Crawford indicated that the proposed amendment is subthreshold; that backup documentation is included in the agenda package; and that staff recommends its approval; whereupon, Chairman Kennedy noted that information in the agenda package indicates that PAC had voted unanimously in favor of the staff recommendation. Responding to the Chairman s call for the applicant local government, City of Pinellas Park Zoning Division Director Dean Neal indicated that the City concurs with the staff recommendation. 10 November 18, 2015 REPORTS AND OTHER ACTION A. Countywide Plan Map 2015 Annual Update Adopted Resolution No and authorized transmittal to the Countywide Planning Authority for filing as the Official Record Copy Mr. Blanton indicated that one of the roles of the PPC, in accordance with the Countywide Rules, is to keep an update of the Countywide Plan Map and all amendments that have been made to date; whereupon, at his request, Principal Planner Linda Fisher made a brief presentation. Ms. Fisher indicated that the Countywide Plan Map is updated each month as amendments are approved; that at the end of each fiscal year, the PPC makes an archival copy which is filed with the County Clerk, Board Records Division; and that the copy includes both the Countywide Plan Base Map and the Scenic Non-Commercial Corridor Map. Referring to a resolution in the agenda packet, she related that staff is recommending the PPC pass the resolution transmitting the map to the Countywide Planning Authority. Thereupon, Commissioner Morroni moved, seconded by Mayor Bradbury and carried unanimously, that Resolution No be adopted accepting and authorizing filing with the Clerk the 2015 Annual Update of the Countywide Plan Map (Vote 10 0). EXECUTIVE DIRECTOR ITEMS A. Agenda for December 4, 2015 Work Session Mr. Blanton provided a brief overview of the agenda for the Metropolitan Planning Organization (MPO) and PPC Work Session scheduled for December 4, He indicated that the focus is to review the draft work plans for the three emphasis areas; and that work has already begun on the beach access issue, indicating that staff has reached out to city and county staff and the Florida Department of Transportation, and meetings will be scheduled in the next few weeks to discuss operational strategies to minimize congestion, including signage and the use of intelligent transportation systems, noting that a comprehensive strategy is important. Mr. Blanton discussed drafting a letter following the December 4 work session to MPO/PPC partners in the Gateway area, the beach access communities, and the U.S. Highway 19 corridor communities inviting them to participate in the work plan, and noted that a funding commitment may be requested with regard to the Gateway area. 5

11 November 18, 2015 Mr. Blanton indicated that, as part of the work session, a couple of modest proposals will be presented for the MPO/PPCs consideration regarding use of the flexible transportation dollars. B. Verbal Report - None OTHER COUNCIL BUSINESS A. Chairman/Member Items Chairman Kennedy announced that the Council is planning a small holiday get-together after the December meeting, noting that more information will be forthcoming; whereupon, he requested that the members place the event on their respective calendars. RECOMMENDATION Council receive report on CPA actions and discuss as appropriate (information only no action required). II. BACKGROUND This information is presented in order to better and more systematically apprise the Council of final action by the Board of County Commissioners/Countywide Planning Authority on matters that have been considered by the Council. At its December 15, 2015 meeting, the CPA took the following actions: PUBLIC HEARINGS Subthreshold Plan Map Amendment: Case CW 15-18, a City of St. Petersburg case located at 424 & nd Avenue North. The Board approved the amendment from Residential Medium to Multimodal Corridor (vote 7-0). Case CW 15-19, a City of Pinellas Park case located generally north off 82 nd Avenue, east of 43 rd Street, and west of U.S. 19 North. The Board approved the amendment from Residenial Low Medium to Retail & Services (vote 7-0). Countywide Plan Map 2015 Annual Update The Board approved a resolution to accept and direct the filing of the Updated Countywide Plan Map with the Clerk of the Board of County Commissioners as the official record copy (vote 7-0). 15 PPC Meeting January 13, 2016 Consent Agenda Item II.E Annexation Report December 2015 I. RECOMMENDATION Council review and discuss as appropriate (information only no action required). II. BACKGROUND This report provides a tabulation of voluntary annexations received for the month of December The Planning Council received one voluntary annexation petition from the City of Clearwater. The proposed 0.7-acre annexation includes three parcels containing single-family homes and totaling approximately $186,000 in taxable value, with total Municipal Service Taxing Unit tax revenues of approximately $388 (using the Fiscal Year 2016 tax rate of mills). An estimated six residents will be affected by a change in jurisdiction. The annexation will reduce an enclave. Table 1 provides a cumulative log of all voluntary annexations reviewed during Fiscal Year 2015, by municipality. She also advised that the Truth in Annexation worksheet will still be available on the website, and that the PPC staff were available to help with interim annexation data if requested D. Mike Crawford provided an overview of each of the requested Countywide Rule amendments. Each requesting local government then discussed the reason and intent behind their request. This was followed by discussion amongst the PAC members. The members unanimously approved requesting a public hearing for all three of the requested amendments. B. Mark Ely, Community Development Director, City of Seminole, presented information on Digital Arts Technology for Recreation Center Programs. He discussed Seminole s plans for implementing this type of program, asked that the information be passed along to the other local governments and advised he will follow up with and and is available to discuss further. The subject amendment area includes a thrift store and congregate care facility (i.e., an Adult Living Facility) and is not proposed to be redeveloped. The current Pinellas County zoning is inconsistent with their Future Land Use Plan map designation and this amendment would rectify that, while still considering both existing uses as permitted. IV. 39 PPC Meeting January 13, 2016 Agenda Item III.B.3 Attachment 1 Council Staff Analysis Case - CW 16-1 Relevant Countywide Considerations: 1) Consistency with the Countywide Plan and Rules This proposed amendment has been submitted by Pinellas County and seeks to reclassify an area totaling 4.9 acres from Residential Low Medium (RLM) to Residential Medium (RM). The current RLM category is used to depict areas that are primarily well-suited for suburban, low density or moderately dense residential uses at a maximum density of 10 dwelling units per acre. The proposed RM category is used to depict areas that are primarily well-suited for medium-density residential uses at a maximum density of 15 dwelling units per acre. The subject amendment area includes a single family residence and is proposed to be redeveloped with an affordable housing complex. Under the Countywide Rules the site could be developed with up to 74 units, not including any affordable housing bonus. Under Pinellas County rules the site is limited to 61 units, not including an affordable housing bonus. With a 50% bonus as proposed the total site development potential is 92 units. The site is located adjacent to a Supporting Corridor (i.e., Belcher Road) as shown on the Transit-Oriented Land Use Vision Map (Vision Map), and within ¼ mile of a Primary Corridor (i.e., Ulmerton Road). These corridors currently have Pinellas Suncoast Transit Authority bus service with Route 59 having service on Ulmerton Road every 30 minutes and Belcher s Route 62 with service frequency ranging from 40 minutes to 1.5 hours. The Countywide Rules state that areas designated RM are served and accessed by the arterial and highway network and are most appropriate within ¼ mile of the centerlines of Primary, Secondary, and Supporting Corridors depicted on the Vision Map, and shall be discouraged in other locations. In addition to being shown as a Supporting Corridor on the Vision Map, Belcher Road is also designated as a Scenic/Noncommercial Corridor on Submap No. 1. Section of the Countywide Rules addresses such co-designated corridors, allowing for amendments that increase densities or intensities within the Mixed Use Node and Enhancement Connector subclassifications of Submap No. 1 while discouraging them in other subclassifications. As discussed further in consideration 3) below, Belcher Road has the subclassification of Enhancement Connector. This amendment can be deemed consistent with this Relevant Countywide Consideration. 1

40 2) Adopted Roadway Level of Service (LOS) Standard The amendment area is not located on roadway operating at an LOS of F. Additionally, traffic generated by the proposed amendment indicates an increase in daily trips (67 for RLM vs. 96 for RM), but will not result in a significant negative impact to the existing LOS. The difference in expected traffic generated between the existing and the proposed categories is an increase of approximately 29 vehicle trips per day. Therefore, the proposed amendment can be deemed consistent with this Relevant Countywide Consideration. 3) Location on a Scenic/Noncommercial Corridor (SNCC) A majority of the parcel in the amendment area is located within a SNCC. This SNCC (i.e., Belcher Road) has a subclassification of Enhancement Connector. The intent and purpose of the SNCC designation is to guide the preservation and enhancement of scenic qualities, to ensure the integrity of the Countywide Plan, and to maintain and enhance the traffic operation of these significant roadway corridors in Pinellas County. The classification extends for 500 feet from the edge of the right-of-way. The principal objectives of SNCC designations are: To preserve and enhance scenic qualities found along these corridors and to foster community awareness of the scenic nature of these corridors; To encourage superior community design and enhanced landscape treatment, both outside of and within the public right-of-way; To encourage land uses along these corridors that contribute to an integrated, well planned and visually pleasing development pattern while discouraging the proliferation of commercial, office, industrial or intense residential development beyond areas specifically designated for such uses on the Countywide Plan Map; To assist in maintaining the traffic operation of roadways within these corridors through land use type and density/intensity controls, and by conformance to access management regulations by selective transit route location, and by the development of integrated and safe pedestrian and bicycle access systems; To encourage design standards identified within the Pinellas County Countywide Scenic/Noncommercial Corridor Master Plan through the adoption of local ordinances and regulations consistent with those standards set forth within the Master Plan. Section of the Countywide Rules states that the requested RM category is considered compatible with the Enhancement Connector subclassification. Therefore, the proposed amendment can be deemed consistent with this Relevant Countywide Consideration. 4) Coastal High Hazard Areas (CHHA) The amendment area is not located in a CHHA, so those policies are not applicable. 2

41 5) Designated Development/Redevelopment Areas The amendment area is not located in, nor does it impact, a designated development or redevelopment area. 6) Adjacent to or Impacting an Adjoining Jurisdiction or Public Educational Facility The amendment area is located in an unincorporated enclave surrounded by the City of Largo. The proposed RM category is not anticipated to negatively impact the City s ability to provide services to their jurisdictional area. Additionally, the amendment area does not adjoin, nor will it impact, a public educational facility. Therefore, this request can be considered consistent with this Relevant Countywide Consideration. Conclusion: On balance, it can be concluded that the requested amendment from RLM to RM is deemed consistent with the Relevant Countywide Considerations found in the Countywide Rules. 3

The subject amendment area includes the City s Public Works and Environmental Services Departments. This includes the Starkey Road Recycling Center use and the location of one of the City s three reclaimed water tanks as well. The City wishes to recognize these facilities with a category that more closely matches their characteristics, and provides the City more flexibility to provide services to its residents and businesses. IV. FINDINGS Staff submits the following findings in support of the recommendation for approval: A. 53 PPC Meeting January 13, 2016 Agenda Item III.B.4 Attachment 1 Council Staff Analysis Case - CW 16-4 Relevant Countywide Considerations: 1) Consistency with the Countywide Plan and Rules The proposed amendment is submitted by the City of Largo and seeks to reclassify a parcel totaling 9.2 acres. The proposed amendment is from Employment (E) to Public/Semi-Public (P/SP). The case has also been advertised as an amendment involving the Target Employment Center (TEC) category, but the request is to keep that category in place as an overlay. The current E category is used to depict areas that are developed with, or appropriate to be developed with, a wide range of employment uses, including primary industries (i.e., those with a customer base that extends beyond Pinellas County), allowing for flex space, and for uses that have minimal external impacts. The amendment site could provide for a wide range of employment uses, and the surrounding area already provides significant acreage for heavier commercial and industrial type uses. The proposed P/SP category is intended to recognize institutional and transportation/utility uses that serve the community or region, especially larger facilities having acreage exceeding the thresholds established in other plan categories, and which are consistent with the need, character, and scale of such uses relative to the surrounding uses, transportation facilities, and natural resource features. The current and proposed TEC category is an overlay used to depict those areas of the county that are now developed, or appropriate to be developed, in a concentrated and cohesive pattern to facilitate employment uses of countywide significance. No change to this category is being requested. The P/SP category is appropriate to locations where institutional uses (such as educational, health, public safety, civic, religious and like uses) and transportation/utility uses (such as air and sea transport terminals, utility installations, major transmission lines, refuse disposal, and public works facilities) are required to serve the community; and to recognize the special needs of these uses relative to their relationship with surrounding uses and transportation access. Even though the subject area could provide for significant target employment uses, it is understood that the long term usage of the site is to provide municipal services to the immediate and larger surrounding area. In other words, the site will not be made available to those target employment uses anytime in the near future. However, leaving the TEC overlay on the site will provide an incentive for target employment uses in the future should the City decide to redevelop the site. Again, the requested amendment area provides for refuse 1

54 disposal and public works facilities and recognizes the need for these uses in relationship to the surrounding area. This amendment can be deemed consistent with this Relevant Countywide Consideration. 2) Adopted Roadway Level of Service (LOS) Standard The amendment area is not located on roadway operating at an LOS of F. Additionally, traffic generated by the proposed amendment indicates a decrease in daily trips (236 for E and TEC vs. 16 for P/SP). The difference in expected traffic generated between the existing and the proposed categories is a decrease of approximately 2,024 vehicle trips per day. Of course, the actual traffic expected as based upon the amendment should not decrease from what is occurring today since there is no plan for redevelopment. Therefore, the proposed amendment can be deemed consistent with this Relevant Countywide Consideration. 3) Location on a Scenic/Noncommercial Corridor (SNCC) The amendment area is not located on a SNCC, so these policies are not applicable. 4) Coastal High Hazard Areas (CHHA) The amendment area is not located in a CHHA, so those policies are not applicable. 5) Designated Development/Redevelopment Areas The amendment area is not located in, nor does it impact, a designated development or redevelopment area. 6) Adjacent to or Impacting an Adjoining Jurisdiction or Public Educational Facility The amendment area is adjacent to unincorporated Pinellas County on the west across Starkey Road. This amendment will not impact delivery of services to this unincorporated area. Additionally, the amendment area does not adjoin, nor will it impact, a public educational facility. Therefore, this request can be considered consistent with these Relevant Countywide Considerations. 7) Reservation of Industrial Land The amendment involves the Employment category and is therefore subject to the Countywide Rules criteria regarding conversion of this category. The Council and the Countywide Planning Authority may, at their discretion, consider approving such amendments based on a balancing of the criteria below: Target Employment Opportunities The extent to which the uses within the proposed category can potentially provide target employment opportunities, as compared to those that can potentially be 2

55 available within the current Employment, Industrial, Target Employment Center, or Activity Center (associated with Employment, Industrial, or equivalent category on the local future land use map) plan category. The proposed P/SP category does not directly provide for target employment uses. The category does allow for airports or seaports, which both could support target employers. However, the property size and location would prohibit either an airport or seaport. The current E designation offers a wide range of allowable target employment uses. Amendment Site Characteristics Under the current or proposed category, the extent to which the site can continue to support target employment uses due to the site s size, configuration, and physical characteristics, and is able to accommodate the provision of site access, loading, and other necessary site improvements. The extent to which the proposed site will be, or is now, used for unique and highpriority functions such as water-dependent or working waterfront uses. The site is owned by the City of Largo and used for public works type service uses and that service the surrounding area, including residential and non-residential uses in the city. No unique and high-priority functions are operating or proposed for the site. Amendment Area Characteristics The extent to which the uses within the current or proposed category relate to surrounding and nearby uses and plan classifications, including their compatibility with such uses and plan classifications. The extent to which industrial uses can benefit from or provide benefit to, adjoining or nearby properties. The extent to which the proposed site will be used for unique and high-priority functions, including, but not limited to, transit-oriented uses. The amendment site is part of a larger City of Largo Public Works and Environmental Services complex. Surrounding the amendment site are primarily heavy commercial and industrial uses, as well as residential to the east. Many uses within the proposed P/SP category can be considered compatible with the surrounding uses and the uses on the subject parcel provide services to these surrounding uses, as well as the remainder of the city. 3

56 Conclusion: There is no transportation oriented unique and high-priority functions operating on or proposed for the site. However, the site does contain the City s effluent storage tanks, which is unique to the area. Supporting Transportation and Infrastructure Characteristics The location of the property in relationship to, and the current or proposed uses need for, access to the arterial and thoroughfare network, mass transit, airport, and rail, as well as other infrastructure and service facilities, including water, sewer, stormwater, and parking, and their respective capacities. The site is accessed by a four lane divided arterial (i.e., Starkey Road), which provides very good access to the arterial and thoroughfare roadway network. The site is being used by City of Largo for public works function, with no plans for any private redevelopment. Supporting Redevelopment Plans, Special Area Plans, or Planning and Urban Design Principles Implementation Framework The extent to which any amendment is included as part of a community redevelopment plan, special area plan, or Planning and Urban Design Principles implementation framework pursuant to Section that has evaluated and addressed the potential to support target employment uses in the redevelopment area proposed to be reclassified from an Employment, Industrial, Target Employment Center, or Activity Center (associated with Employment, Industrial, or equivalent category on the local future land use map) designation. The proposed amendment to the P/SP category is not part of a community redevelopment plan or special area plan. The amendment area is owned by the City of Largo and is proposed to be used for City Public Works and Environmental functions consistent with the P/SP category. On balance, it can be concluded that the requested amendment from Employment to Public/Semi-Public, with no change to the TEC overlay, is deemed consistent with the Relevant Countywide Considerations found in the Countywide Rules. 4

61 PPC Meeting January 13, 2016 Agenda Item IV.A Countywide Rules Amendments Request for Public Hearing I. RECOMMENDATION Council Review, Discuss as Appropriate, and Authorize Public Hearing for the February PPC Meeting. II. BACKGROUND There are three items that have been brought forward by local governments that involve the potential amendment of the Countywide Rules. These topics are: Target Employment Center Section Specifically, the minimum size requirement of generally one hundred acres in size. St. Petersburg staff has suggested that this minimum be reduced to 10 acres. During the development of the most recent version of the Countywide Plan and Rules, and based on the Centers, Corridors, and Districts concept included in Pinellas by Design, staff chose 100 acres as a cutoff for the identification of areas that would be set aside to provide additional development rights for target employment uses. During the analysis, and specifically for placing on the Countywide Map during the one-time countywide map amendment adoption right given to the Council in the Council s new Special Act, it was discovered that most groupings of industrial and office parcels were over 100 acres. The remaining conglomerations were closer to 20 acres (or below). So, in keeping with Pinellas by Design s Centers, Corridors, and Districts concept, the larger acreage threshold was adopted (the Districts term became Center as it relates to the Target Employment Center Countywide Plan Map category). However, staff is supportive of a change in the threshold if a local government can support an amendment that will assist in keeping or attracting target employment uses in smaller areas, which will further the Strategies in the Countywide Plan. Transferable Development Rights Section Specifically, D limits a receiving parcel to an increase of no more than twenty-five percent over the otherwise maximum permitted density/intensity allowed for each applicable Countywide Plan Map category. Pinellas County staff suggests that this limit be raised by an additional five percent for projects meeting specified criteria, such as economic development objectives. 62 SUBJECT: Request for Public Hearing Countywide Rules Council staff is in agreement with this request and will recommend that local governments adopt specific criteria or plans for use with these additional development rights, and that these be sent to the Council for receipt and acceptance before the local government can utilize this provision. This is similar to the requirement that local governments ask the Council to receive and accept affordable housing density bonuses. Temporary Lodging Use Standards Section Specifically, E that includes ground level parking under a hotel in the calculation of floor area ratio. Treasure Island staff suggests that they wish to level the playing field for inland and barrier island communities relative to Temporary Lodging Use standards. These Countywide Rule standards for temporary lodging are optional for local governments, as they may choose to utilize them in their local future land use plans and land development regulations. They were developed as part of a countywide effort to improve the regulatory framework for temporary lodging uses so they could compete more effectively with residential development that was beginning to dominate our coastal areas, resulting in the loss of thousands of temporary lodging units. There were a number of reasons for adopting these more permissive rules, including avoiding significant detrimental economic impacts due to losing temporary lodging uses, but another important aspect of these new optional standards was to ensure that the resulting structures were not too large and did not overwhelm the surrounding area or beach communities. The temporary lodging study primarily focused on the beach areas of Pinellas County, but it was also understood that these heightened standards could be used on mainland properties. Because temporary lodging uses on the barrier islands are required to elevate their structures due to flooding hazards, it is typical for them to devote the ground level to parking. The argument provided by Treasure Island staff is that the mainland temporary lodging uses have a built-in relative advantage because they do not have to elevate their structures for flood purposes and can therefore gain additional building area by placing parking outside of the structure. To remove the perceived inequity, Treasure Island staff suggests removing ground level parking from the FAR calculation. However, Council staff notes that when parking is placed outside the building, it still consumes land that could otherwise be used for the temporary lodging structure, and that a parcel of a given size would have the same development potential whether located on the barrier islands or mainland. We also note that the standards that were developed took this ground level parking into account. In other words, the resulting FARs were increased so as to accommodate parking structures. The suggested local government revision would apply to all categories that offer these optional provisions, and across all parcel sizes regardless of location. Essentially, the removal of the first floor of parking from the calculations for the FAR standard would allow an additional floor of height, or a larger building footprint, depending on the parcel 2

Council staff has not yet made a decision whether to support the proposed change, pending a meeting scheduled for January 12, 2016 with the City of Treasure Island, the local government that brought this item forward. The Planners Advisory Committee (PAC) was asked for a recommendation on the request for public hearing, as well as asked to discuss each item and provide input. They discussed each item at their meeting on January 4, 2016, provided input, but did not weigh in on the merits of the changes. They did vote unanimously to send the items to public hearing though, understanding that additional information would be presented and discussed at subsequent meetings. BACKGROUND For 15 years, the PPC has maintained responsibility for a variety of annexation tracking, reviewing, and reporting tasks. With changes to applicable legislation, including Pinellas County Ordinance No , the Special Act governing PPC operations, and Chapter 171, Florida Statutes (F.S.), many of these responsibilities have either been scaled back or are also being undertaken by the Pinellas County government. Given the PPC s recent unification with the Pinellas County Metropolitan Planning Organization and the refinement of our mission, it is an appropriate time to reevaluate and revise our remaining annexation responsibilities to determine where efficiencies may be gained. III. VOLUNTARY ANNEXATION TRACKING Since 2000, PPC staff has maintained a database of voluntary annexation petitions and reported a summary of this information on a monthly basis. Data from the Pinellas County Property Appraiser s Office (PAO) has been manually collected and recorded for each petition. In recent years, pursuant to Chapter 171, F.S., Pinellas County Planning Department staff have separately been tracking finalized annexations. The annexed parcels are mapped in the County s Enterprise Geographic Information Systems database, which is also used by the PPC and PAO. Beginning in January 2016, PPC staff will rely on this shared resource to more efficiently collect and report annexation data. In lieu of monthly reports, staff will summarize the data on an annual basis or as otherwise directed by the Council. Informal data queries will also continue to be available upon request. IV. However, the new Special Act (Chapter , Laws of Florida) removed this responsibility. Therefore, the PPC stopped performing such reviews in 2014 when the law took effect. One of the PPC s unique responsibilities has been development of the online Truth in Annexation calculator ( which allows unincorporated county residents to estimate how their property taxes and service fees would change upon annexation. Information on municipal taxes and fees is updated annually. PPC staff will continue to maintain this feature going forward. 2
