President Rivas called the meeting to order at 6:30 p.m. in the Board Room of the David P. Meaney Education Center, Sacramento County Office of Education, Mather Boulevard, Mather, California. Board members present were Joanne Ahola, Alfred Brown, Heather Davis, Harold Fong, Bina Lefkovitz, Jackie Levy, and Brian Rivas. Also present were David W. Gordon, Superintendent and Secretary to the Board; Al Rogers, Deputy Superintendent; Teresa Stinson, General Counsel; Nancy Herota, Matt Perry, and Tammy Sanchez, Assistant Superintendents; Effie Crush, Chief Administrator-Human Resources; Jerry Jones, Executive Director of Technology; Michael Kast, Executive Director of Special Education; Tim Herrera, Director of Communications; other staff and visitors; and Carla Miller, Recording Secretary. II. Ms. Davis led the Pledge of Allegiance. III. On a motion by Mr. Fong and seconded by Ms. Levy, the minutes of the Regular Board Meeting of February 20, 2018 and the minutes of the Board/Superintendent Study Session of March 6, 2018 were approved. Motion carried unanimously (7 ayes). IV. Ms. Ahola moved to adopt the revised agenda. Mr. Brown seconded the motion, which carried unanimously (7 ayes). V. There was no official correspondence. VI.A. VI.B. VII.A. There were no requests for visitor presentations from the general public. There were no requests for presentations from employee organizations. Superintendent Gordon reported on the following: Congratulated the ten SCOE teachers who we recognized yesterday as nominees for SCOE Teacher of the Year We held our nominee reception yesterday and look forward to making the announcement about our Teacher of the Year in the coming weeks. Congratulated Darlene Furtado who was selected as the Sacramento County Office of Education (SCOE) 2018 Classified Employee of the Year. Darlene is a Special Education Technician/WorkAbility Program for SCOE at the Youth Detention Facility. Thanked those who attended our Community School graduation on February 27, where we celebrated the successes of 15 SCOE students. RoLanda Wilkins, the founder of Earth Mama Healing, one of our great 18-28

7 partners, served as a wonderful keynote speaker. Our thanks to the Sierra Health Foundation for hosting us. Congratulated Sacramento Country Day for winning the Mock Trial competition and to Christian Brothers High School for earning the Moot Court Title. As always, thanks to Coordinator Craig Irish for smoothly running both competitions. Sacramento County History Day, which was held at Inderkum High School on March 3, was a huge success with hundreds of students participating. Students earning honors in Sacramento advance to the National History Day - California competition, scheduled for May 5 6, 2018 at William Jessup University in Rocklin. And, thanks to Craig Irish for another great History Day event. Educator Appreciation Night at the Golden 1 Center on March 3 was a great event and he thanked the Sacramento Kings organization for honoring our 2018 Sacramento County Teachers of the Year. The Sacramento River Cats will also honor our top teachers during a game on Friday, April 13, For details, please see Tim Herrera. Reminded everyone that our next Board meeting is on Friday, April 6, 2018 at Leo A. Palmiter. Lunch is at 11:30 a.m. The meeting begins at 12:30 p.m. The State Mental Health Commission will be holding a hearing on schools and mental health to try to encourage counties and school districts to work more closely together and making mental health services more uniformly available. And to focus on early intervention with mental health starting as early as preschool and early school grades. The hearing is on Thursday, March 22, We will have representatives from the medical community, counties, Dr. Natalie Woods Andrews, and Superintendent Ruben Reyes. The hearing will close with Ted Lempert from Children Now and a representative from Oakland talking about the bigger picture at the state level. VIII.A. Ms. Levy moved and Mr. Brown seconded adoption of the consent agenda. Motion carried unanimously (7 ayes). By such action, the Board: 1. Accepted report on Personnel Transactions 2. Awarded diplomas to Court School, Community School, and Special Education Students 3. Accepted donations to the Sacramento County Academic Decathlon and Special Education Programs Dr. Matt Perry, Assistant Superintendent, announced that the following students will be awarded a diploma: 1 Candidate from El Centro Jr./Sr. High School; Aaliyah Buie, 18-29

8 Elaysha Mariah Ganaway, Jamilia Johnson, Eural Strickland, and Danielle Samiah Wormley from Elinor Lincoln Hickey Jr./Sr. High School; Darren Henderson, Jessica Lian Plummer, John Rasberry, and Tessa Rose Mendoza Royston from Gerber Jr./Sr. High School; and Joshua Jewaine Evans from North Area Community School. VIII.B. Ms. Levy moved and Mr. Brown seconded approval of the contracts. Motion to approve the contracts carried unanimously (7 ayes). VIII.C. On a motion by Mr. Fong, seconded by Ms. Lefkovitz, and carried unanimously (7 ayes), the Board authorized staff to submit grant applications/service contracts and accept funding if awarded; and approved contracts, positions, and other expenditures associated with the grants as outlined in the proposed budgets as follows: 1. $50,000 Early Implementer Grant Math and Science from the California Department of Education/CCSESA Funds for the and fiscal years VIII.D. Public Hearing, Discussion, and Action on Sonia Sotomayor Elementary School Charter Petition Appeal; and VIII.E. Public Hearing, Discussion, and Action on Sacramento Charter Academy Middle School Charter Petition Appeal Ms. Davis stated that her husband, Gary Davis, has played an active role advising and advocating for the Amethod Public Schools petitions so, therefore, she is recusing herself from any discussion and any Board vote on agenda items VIII.D. and VIII.E. Amethod Public Schools Charter Appeals. Ms. Davis then excused herself from the Board room. President Rivas announced next, we will conduct the public hearings on the charter petition appeals filed by the Amethod Public Schools for the Sonia Sotomayor Charter Elementary School and the Sacramento Charter Academy Middle School. The charter school petitions were originally considered and denied by the Sacramento City Unified School District. Petitioners then filed appeals with the County Board. The public hearing is to provide petitioners, school districts, and members of the public with an opportunity for public testimony and input on the charter appeals. This Board s responsibility is to conduct an independent review to determine if the charter school petitions submitted to the school district meet the requirements of law. President Rivas read the public hearing format and announced we will begin by considering the two Charter School petitions together. The public hearings on these charters opened at 6:49 p.m. Jorge Lopez, Amethod Public Schools CEO, Pete Cordero, COO; Principal Rocio Gonzalez, and Jasmine Vance, Director of Special Education presented in support of the charter petitions. Tamara Sanchez, Assistant Superintendent of Business Services and Dr. Al Rogers, Deputy Superintendent presented SCOE s analysis of the charter petitions and 18-30

9 Recommended Findings of Fact. Christina Pritchett, Board Member of the Sacramento City Unified School District (SCUSD) and Jack Kraemer, Director of Innovative Schools and Charter Oversight for SCUSD, provided comments regarding SCUSD s process and findings. The following people addressed the Board in support of the charter petitions: Gabriela Rodriguez David Banuelos Ana Gomez Grant Keeney Nagela Ampudia David Stephan Ada Cortez Jenny Dubon AK Thrower Margaret Fortune Angaza Thom Evelia Villa President Rivas closed the Public Hearings at 8:23 p.m. After an extensive discussion and deliberations, Ms. Ahola moved to approve the Sonia Sotomayor Charter Elementary School and Sacramento Charter Academy Middle School petitions with the following condition: that petitioners work with SCOE staff to address all concerns in an MOU within 60 days to correct all deficiencies in the petitions and, if that is not achieved, then the petitions will be considered denied. Mr. Brown seconded the motion. After additional discussion, Mr. Brown called for the question. Motion failed 3 ayes, 3 noes, 1 abstain/absent based on the following Roll Call vote: Ms. Levy yes Ms. Lefkovitz no Mr. Fong no Mr. Brown yes Ms. Ahola yes Mr. Rivas no Ms. Davis abstain/absent Ms. Levy moved, and Mr. Fong seconded the motion that the Sacramento County Board of Education adopt the written Recommended Findings of Fact by SCOE Program staff for the Sonia Sotomayor Charter Elementary School and the Sacramento Charter Academy Middle School petitions and deny both charter petition appeals. Motion carried 4 ayes, 2 noes, 1 abstain/absent based on the following Roll Call vote: Ms. Levy yes Ms. Lefkovitz yes Mr. Fong yes Mr. Brown no Ms. Ahola no Mr. Rivas yes Ms. Davis abstain/absent 18-31

10 Ms. Ahola requested a five minute recess. President Rivas granted her request. Recessed Open Session at 9:35 p.m. Reconvened Open Session at 9:41 p.m. VIII.F. Chair Levy stated she would like the Board to address Items VIII.F. and VIII.G. together, given that both items reflect the same content, just displayed in different formats. She provided an overview of the differences between the first and second Budget Revisions and moved that the Board approve both Items VIII.F Budget Revision No. 2. and VIII.G. Second Interim Financial Report for the Fiscal Year. Mr. Fong seconded the motion. Motion carried 6 ayes, 1 absent (Davis). VIII.G. Approval of the Second Interim Financial Report for the Fiscal Year. See previous Item VIII.F. above. VIII.H. Ms. Levy moved and Mr. Brown seconded the motion to approve the contract with eplus Technology for E-Rate Services. Motion carried 6 ayes, 1 absent (Davis). VIII.I. The Board Report on Friday Night Live/Club Live/Friday Night Mentoring Programs was deferred to a subsequent meeting. IX.A. Ms. Ahola thanked SCOE staff for their review of the charter petitions. She believes staff did exactly what is required by law. It was very thorough and she very much respects their expertise and the work that was put into that. Maybe we should consider the fact that authorizing practices within the County of Sacramento are not necessarily consistent with what local school district requirements may look like. She thinks Sacramento County can set an example on what expectations and guidelines should be for authorizing practices. If SCOE has done this she would like to learn more, if not, she would ask for SCOE to look into it. Ms. Lefkovitz suggested revisiting our policies related to our charter approvals. She wondered if an existing charter organization should have a required site visit because it was incredibly telling. She thanked SCOE staff for all the work; it was very thorough and appreciated. Her comments are not intended to be critical of what staff has done. She wondered if we need to work with districts around us to make sure that the data we want and expectations we have are included. For example, an addendum for local school districts to include that explains the process and expectations if an appeal is requested. She wondered if we should include a sit down with the applicant prior to the staff analysis. In terms of parent signatures, and the fact that they were over eight months old, we may want to require new parent signatures particularly if the application is old. She would like to have a conversation about this at a subsequent meeting. Mr. Brown was taken aback by the vote, but understands that we have rules to live by and they should help us not hurt us. He acknowledged Jerry Jones for the project he is working on, using Dr. Brown as his test case. Jerry has made a map of everyone s 18-32

11 district that will show where all the schools are located in your trustee area as well as the charter schools. Ms. Levy reported she has a committee report from the student focus group and will save it for another time. Mr. Fong thanked staff for the evaluation of the petitions. He was asked about finding a resolution in support of the students who are participating in non-violent rallies regarding their concerns on gun violence on campuses. He ed a sample resolution to President Rivas and Superintendent Gordon. He thought he saw a sample resolution from CSBA, but could not find it. He would like for us to express our support for the students who will be participating this weekend on something that will hopefully define this generation. Just like his generation was defined by the antiwar and civil rights movements. These actions aren t something we should look down on and say that the kids are unruly. This moment can define this generation and do something to affect reasonable gun laws in our country. He would like to put this on the agenda. President Rivas replied that he will get back to Mr. Fong. Mr. Fong said he is open to suggestions. IX.B. President Rivas announced that we received word that Ron Bennett passed away unexpectedly. IX.C. X.A. X.B. XI. Ms. Levy will report on the student focus group at another meeting. There was no distribution of the March/April Events item. Tim Herrera Board Meeting Date: 04/06/18 CLASSIFIED Leslie Noriega, Transition Specialist, Eleanor Hickey Jr./Sr. High School, was nominated by Principal Lisa Alcala. Ms. Noriega works with students to help them get on track academically, apply for jobs, complete return-to-district requirements, mentoring, and planning field trips. She uses her background as a social worker to help students develop coping strategies and to ensure they are getting necessary services. Additionally, Ms. Noriega works to support the Senior Extension program and has identified projects that students can do to meet Visual and Performing Arts credits for graduation requirements. She continues to revise and improve the orientation process at Eleanor Hickey. Ms. Noriega has been employed by the Sacramento County Office of Education since November Stephen Benson, Transition Specialist, Eleanor Hickey Jr./Sr. High School was nominated by Principal Lisa Alcala. Mr. Benson works with students individually and in small groups, in support of academic programs. He takes time to listen to students when they are having a hard day. Mr. Benson manages reading and math assessments when students begin the program and every 45 days thereafter. He cares deeply for the students he works with and is able to defuse escalated situations with his calm demeanor. Mr. Benson has been instrumental in the implementation of the Platinum Reward system. He continues to revise and improve the orientation process at Eleanor Hickey. Mr. Benson has been employed by the Sacramento County Office of Education since January CERTIFICATED Ricky Karicas, Teacher, Eleanor Hickey Jr./Sr. High School, was nominated by Principal Lisa Alcala. Mr. Karicas teaches English and Social Studies to students in grades In addition to providing exemplary instruction, he mentors students one on one to help them realize their full potential. Mr. Karicas spends time listening to their stories and helps them develop better ways to communicate the frustration they often feel. In the past two years, he was the first teacher in court and community school to implement Read 180 with fidelity and has been a resource for other teachers as they implement the program. Mr. Karicas has been employed by the Sacramento County Office of Education since August SUPERINTENDENT'S RECOMMENDATION: It is recommended that the Board approve commendation of the individuals named as Sacramento County Office of Education Classified and Certificated Employees of the Month for April 2018, and that the Board present certificates of recognition to these employees.

The funding is targeted to support professional development activities around the following areas of focus: Beginning teacher and administrator support and mentoring, including, but not limited to, programs that support new teacher and administrator ability to teach or lead effectively and to meet induction requirement; Professional development, coaching, and support services for teachers who have been identified as needing improvement or additional support by local educational agencies; Professional development for teachers and administrators that is aligned to the state content standards; and To promote educator quality and effectiveness, including, but not limited to, training on mentoring and coaching certificated staff and training certificated staff to support effective teaching and learning. Budget modifications are based on current program needs and a revised spending plan has been developed. The proposed expenditures fall within the parameters of the original plan. 24 Sacramento County Office of Education Revised Educator Effectiveness Expenditure Plan for In March 2016, SCOE developed an expenditure plan for Educator Effectiveness Professional Development funds based upon analysis of student achievement data (College Readiness), locally adopted assessments, CAASPP interim assessments, and Mathematics/English Language Arts adoptions. The details of the original plan were created based on survey results from certificated staff from Court and Community School, Special Education, Curriculum & Instruction, and Sly Park Outdoor Education programs via bi-weekly professional development survey and feedback forms. Through these and SCOE s continuing efforts to implement the California Common Core State Standards (CCSS) and ensure that students are career ready, SCOE focused resources in the following areas: supporting new teachers via support providers and coaching; coaching and curriculum design to implement CCSS Math and ELA adoptions and implementation; training our leaders to support new and existing staff; and training our teachers to become stronger educators and classroom managers. The Educator Effectiveness Professional Development plan is a three-year program and throughout this period SCOE examined the results allowing for the flexibility to make adjustments as necessary. Gordon Prepared By: Teresa Stinson Board Meeting Date: 04/06/18 BACKGROUND: In December 2011, the California Supreme Court unanimously upheld the Legislature s power to terminate all redevelopment agencies (RDAs) in California. The Legislature s action was intended to redirect local property taxes away from RDAs and back to schools and local city and county agencies. As of February 1, 2012, RDAs were dissolved. The assets and obligations of each RDA were assigned to a Successor Agency to finish the business of the RDA, including reviewing the debts and obligations of the RDA, closing or completing RDA projects, allocating funds to existing debt obligations, disposing of assets, etc. An Oversight Board was created to supervise the activities of each local RDA Successor Agency and ensure the appropriate satisfaction of obligations and distribution of assets. By July 1, 2018, all local Oversight Boards must be consolidated into one county-wide Oversight Board. Each new county-wide Consolidated Oversight Board will consist of seven members, with one member appointed by each of the following: 1. The county board of supervisors. 2. The mayor for the City of Sacramento. 3. The independent special district selection committee established for the types of special districts that are eligible to receive property tax revenues. 4. The county superintendent of education to represent schools, if the superintendent is elected. If the county superintendent of education is appointed, then the appointment is made by the county board of education. 5. The Chancellor of the California Community Colleges to represent community college districts in the county. 6. One member of the public appointed by the county board of supervisors. 7. The recognized employee organization representing the largest number of successor agency employees in the county. (Health & Safety Code, 34179, subd. (j).) VIII.E.1.

28 RECOMMENDATION FOR OVERSIGHT BOARD APPOINTMENT In 2012, the Sacramento County Board of Education appointed Assistant Superintendent, Tamara Sanchez, to the Oversight Boards for the City of Sacramento and Sacramento County RDA Successor Agencies based on her fiscal expertise. To maintain continuity, we recommend that the Board appoint Ms. Sanchez to serve on the Sacramento County Consolidated Oversight Board. We have attached a resolution for the County Board s consideration. The deadline for making the appointment and notifying the Sacramento County Clerk s Office is April 20, The appointment will be ratified by the Sacramento County Board of Supervisors. SUPERINTENDENT S RECOMMENDATION: The Superintendent recommends that the Sacramento County Board of Education adopt Resolution No appoint Tamara Sanchez to the Sacramento County Consolidated Oversight Board.
