1 Federal Election 2016 Essential Pro-Life VOTING GUIDE Family Life International Australia How to Use This Guide The aim of this voter s guide is to help you to cast your vote in an informed manner consistent with your Christian faith. It will help you to avoid choosing candidates who endorse policies that cannot be reconciled with the moral norms once held by all Christians. If our task was to merely select the most effective strategy among several morally good options, then a Christian could take one side or the other and not act contrary to their faith. But some issues concern non-negotiable moral principles with no room for exceptions or compromise. This pro-life voting guide is comprised of two parts: the House of Representatives (green) and the Senate (red). The Lower House (House of Representatives) This part of the guide is green because the Lower House is colloquially known as the green house owing to the colour of the leather seats in that House. The party who wins the most seats in the Lower House will form the next government. Your vote in the Lower House will inevitably end up helping either the Labor Party or the Coalition to win the election. 2 out of the 150 seats are currently represented by Independents, 1 by the Greens 1 by the Katter Party and 1 by the Palmer United Party. Even if you vote for an Independent or a Minor Party as your first preference, it will still effectively count as a vote for either Labor or the Coalition. Very often both major parties nominate less than perfect candidates in your Lower House seat. This means as you order the ballot, it is often a case of choosing the better of 2 major party candidates - or consider your ballot a vote purely for a Party and/or a Prime Minister. In the centrefold of this document you will find the full list of the current sitting members of the Federal House of Representatives. You will be able to see who currently holds the seat in your electorate and if they have voted on any past Bills concerning the life issues. Keep this guide handy on election night and it will help you to analyse the results from a pro-life perspective. The 5 Non-Negotiables The following are 5 non-negotiable issues to help you narrow down the list of acceptable candidates. 1. Abortion 2. Euthanasia 3. Embryonic Stem Cell Research 4. Human Cloning 5. Homosexual Marriage. We should avoid, to the greatest extent possible, voting for candidates who endorse or promote intrinsically evil policies. As far as possible, we should vote for those who promote policies in line with the moral law. Anti-life Groups The Parliamentary Group on Population and Development are MPs committed to the goal of population reduction. members lobby for increased funding of anti-life government programs (contraception, sex education and abortion), especially in third world countries. They are the death peddlers within the Australian parliament. Emily s List EMILY s List is an acronym which stands for Early Money Is Like Yeast. It is a group that raises funds for radically pro-abortion female candidates, exclusively for the Labor Party. If elected, all members of the List are obliged to support pro-abortion legislation. It is crucial for pro-lifers to always oppose them at every turn. These candidates are a bio-hazard! Many candidates are members of parties and/or groups that as a collective contravene one or more of the 5 non-negotiables. The most glaring anti-life non-party groups are detailed above - Emily s List and the (Parliamentary Group on Population & Development). It is also important to look to anti-life policies in the platform of a political party and how each party preferences their vote. Even if both of the major parties are running tainted or completely anti-life candidates in your lower house seat, some smaller parties that are fundamentally pro-life in their policies do represent a viable vote in the Senate (upper house). Please see the red section of the guide for instructions on how to vote for the Senate where, in many ways, your vote can be more powerful.

4 Federal Election 2016 Essential Pro-Life VOTING GUIDE Family Life International Australia The Upper House (Senate) Your vote is vitally important in the Senate because you will send either a committed pro-lifer or an anti-lifer to Canberra for six years! The next question is: How do I cast a pro-life vote in the Senate? The Senate has 76 seats: 12 for each State and 2 for each Territory. Only 40 of the sitting Senators stand for re-election in a given election: 6 from each State plus the 2 from each Territory. Once elected they receive two full terms (six years). However, the Governor-General has the power to dissolve both the House of Representatives and the Senate simultaneously, (this is known as a double dissolution ) which means every senate seat must go to the polls. A double dissolution may occur in situations where the Senate and House of Representatives are unable to agree over one or more pieces of legislation. There have been six double dissolution elections in parliamentary history, with the seventh to be held in July New Senate Voting Rules Previously, you only had to number one box above the line (to vote for a specific party) or number all the boxes below the line (to vote for specific politicians within specific parties). That has changed. Now, you can either: Vote above the line by numbering a minimum 6 boxes in the order of your choice. OR Vote below the line by numbering a minimum of 12 boxes in the order of your choice. Above the Line Voting Over 90% of voters cast a ballot above the line. Voting above the line essentially means you are voting for the candidates in the order listed below the party name. When voting above the line it is better to number all the boxes putting the prolife parties first and your least preferred party (the Greens for example) last. If you only number the minimum 6 boxes it is possible that your vote will be exhausted and not counted. Below the Line Voting You must now number a minimum of 12 boxes, but it is better to number all the boxes from your preferred candidate all the way down to your least preferred candidate. This is a more targeted way of voting but it is time consuming and must be done diligently. If you make one error then the vote may not be counted (an informal vote). If you want to be absolutely sure that your least preferred party (the Greens for example) do NOT gain any more seats in the Senate, then you will have to take the extra time and number every box below the line putting those you oppose LAST. Choose A Pro-Life Party in the Senate Democratic Labor Party (D.L.P.) A fundamentally pro-life party. Its constitution has embedded pro-life values. Antiabortion, anti-euthanasia and anti-unethical stem cell research. A very good option for any pro-life voter. A pro-life party founded by the Rev. Fred Nile. Their strongest presence is in NSW, however they are running Senate candidates in all 6 states and the ACT. Fred Nile s party has distinguished itself for commitment to pro-life values; from anti-abortion, to protecting traditional marriage. Buffer Zones Motion (2015) The Senate Family First Senator Bob Day lost a High Court challenge against recent Senate voting reforms. The reforms aim to prevent minor parties from using preference deals to turn a small primary vote into a seat. The changes, which could threaten Senator Day and other crossbench senators seats, allow voters to number a minimum of six preferences of parties above the line, or vote below the line by candidate numbering a minimum of 12 preferences. Previously all candidates had to be ranked. It is predicted that these reforms will mean more seats in the Senate for the Greens. We recommend numbering all the boxes for either above the line or below the line voting to effectively neutralise the effect of the Senate voting reform.
