The law is not clear as to whether the open meeting requirements of state and local law apply to DCCC meetings attended by these Board members. Out of an abundance of caution, Board members and the DCCC have agreed to comply with these open meeting laws. 1. Call to Order and Roll Call Chair: Mary Jung. (Jung and Dorsey) Discussion and possible action on resolution to honor George Broder, the departing S.F. DCCC proxy for Sen. Dianne Feinstein, for his years of service to 1

2 our party, including his participation on the committee in ways that reflected his astute insight and knowledge about local government, and which consistently helped improve the work of San Francisco s Democratic Party. 6. Reports (Discussion and possible action) DCCC member reports, including discussion and possible actions, to offer updates on work assignments and discuss ongoing objectives. a) Chair (Jung). Report on activities of the California Democratic Party, including the CDP Region 6 Pre-Endorsement Meeting on January 31, and the CDP 2016 State Convention in San Jose from February 26 through Bylaws Amendment Proposal: Parliamentarian Provisions. (Kelly) Discussion and possible action on a proposal to employ a certified parliamentarian at DCCC meetings, replacing an existing requirement that the meeting parliamentarian be selected from among voting DCCC members by the committee chair. (Note: DCCC Bylaws amendments require a vote of twothirds of members present and voting, per S.F. DCCC Bylaws Art. XII, Sec. 1.) 8. Resolution: Vision Zero and Automated Speed Enforcement. (Kelly) Discussion and possible action on a proposed resolution to express support for the goals of Vision Zero, to eliminate traffic deaths in San Francisco by 2024; and to urge the passage and enactment of state legislation to authorize the use of automated speed enforcement cameras to manage speeds and help save lives. 2

3 9. Resolution: Weinstein Adult Film Initiative. (Dorsey) Discussion and possible action on a proposed resolution to express opposition to Michael Weinstein-sponsored 2016 statewide initiative to impose various mandates on adult film production in California; and to urge opposition to the measure by the California Democratic Party and other Democratic county central committees, due in part to its adverse effect on HIV/AIDS prevention. 10. Resolution: Ending Family Homelessness in San Francisco. (Prozan) Discussion and possible action on a proposed resolution to express support for The Roadmap: A Five-Year Plan to End the Crisis of Family Homelessness in San Francisco by the Coalition on Homelessness, and to urge city leaders to take all necessary steps to implement the plan in full to address the crisis in childhood homelessness. 11. Resolution: Gun Control and Firearms Safety. (Arce) Discussion and possible action on a proposed resolution to express support for federal, state and local gun control efforts; to urge passage of Sen. Feinstein s S.551 to prohibit the sale of firearms or issuance of firearms licenses to known or suspected dangerous terrorists; and to express support for Lt. Gov. Newsom s Safety for All Act of 2016 gun safety measure, urging the California Democratic Party to endorse the measure when it qualifies for the November 2016 ballot. 12. Resolution: Friedrichs v. CTA Case in the U.S. Supreme Court. (Arce) Discussion and possible action on a proposed resolution calling on the U.S. Supreme Court to rule against the plaintiffs in Friedrichs v. CTA, which could otherwise bring significant harm to the labor movement s ability to advocate for working families, and greatly empower the anti-union and anti-worker forces that helped bring the Friedrichs lawsuit; and to request that the DCCC Chair to establish a Labor Committee to help educate the public about the importance of labor unions, and to counter the threat of right to work laws. 13. New Business (Discussion and possible action) The DCCC is unable to discuss or take action on items not on this agenda when those discussions pertain to matters within the jurisdiction of the San Francisco Board of Supervisors. The limited exception is to discuss and take action in deciding whether to calendar such items for a future meeting. 14. Adjournment Note: The Issues Committee will not meet on January 27,

Approval of Meeting Agenda M/S/C (Hene Kelly/Matt Dorsey) Agenda for October 28, 2015 DCCC meeting was approved by all except Rafael Mandelman and Carole Migden, who voiced their objection to the agenda. 3. Approval of Meeting Minutes M/S/C (Zoe Dunning/Tom Hsieh) Minutes of the September 16, 2015 meeting were approved by acclamation. (Minutes attached). 1

6 4. Public Comment Susan Pfeifer provided an update on Covered California and announced an OSPRA meeting on the Affordable Housing Density Bonus Program. 5. Reports a) Chair (Jung). Over $200,000 was raised for the DCCC slate mail program. At least 10 different pieces of mail were distributed. Chair Jung thanked the Slate Card Committee. Member Hsieh and proxy Matthew Rothschild complimented Jung on the program, both calling it outstanding. b) Voter Registration (McNeil). Member McNeil provided an update on the Party s voter registration efforts and spoke about the Secretary of State s automatic VR program. He suggested that his role be expanded to include voter mobilization since VR won t be as much work. Proxy Rothschild pointed out that if a person doesn t drive, the VR is not automatic. He expressed concern that automatic registration will affect the political parties negatively since automatic registration doesn t allow a citizen to choose a party. Chair Jung replied that there are discussions at the CDP regarding this problem. Member Kelly spoke about the importance of voter education and communication. Proxy Baraka said he was interested in working on a VR program with the Party. c) Club Chartering (Pimentel). No report. d) Finance (Dunning). Our finances are healthy and planning for the 2016 annual fundraiser is underway. Please provide Member Dunning with suggestions on speakers. e) Treasurer (Hsieh). The DCCC is on sound financial footing. (Balance sheets for the State and Federal accounts were circulated.) f) Executive Director (Medina). Medina reviewed the Party s 2015 Voter Registration and GOTV program, noting that the DCCC interns have been working very hard on phone banks and other aspects of our GOTV program. g) CDP Region 6 Update (Kelly). Kelly is working with Medina and Pimentel to help the clubs get as many delegates as possible. The pre-endorsement meeting will be held at the end of January, hopefully on a Sunday. 2

7 6. Resolution: Urging Department of Elections to ensure that Chinese American seniors have the right to vote as they intend. (Hsieh) Discussion and possible action on resolution urging the Director of the S.F. Department of Elections to put all available resources into ensuring that Chinese American seniors who believe they have been victimized by voter fraud get a second chance to vote by provisional ballot, and provide culturally and language competent resources and staff to facilitate the provisional ballot process. (Late item: agenda placement requires approval of no less than two-thirds of members present and voting, per S.F. DCCC Bylaws IV (4)(d).) Members Hsieh and Dorsey jointly presented a compromise resolution to replace the one in the 72-hour packet. They thanked and congratulated each other for being able to work out their differences collaboratively. Hsieh stated that decades ago his grandparents were new immigrants to San Francisco and found support and community in Chinatown. Hsieh noted how vulnerable this senior population is and that they need to be protected against those who wish to take advantage of them for electoral gain. Hsieh also credited Member Dorsey in making the resolution stronger by adding that the alleged perpetrators be held accountable with an investigation and prosecution to the fullest extent of the law that nobody disputes reports of fraud have been reported in senior housing in Chinatown, and that the resolution also requests that the Department of Elections do everything it can to ensure electoral integrity. Member Dorsey noted how important it was to remove all political intent in this resolution since both sides in the District 3 race are accusing each other of fraud. He noted how important it is to protect the public s view of the integrity of an election and how important it is to the Democratic Party that we work together to protect the franchise. He said good things about CCDC and has had nothing but a positive experience with it as an organization. Member Kelly talked about her experience electioneering in senior housing. She noted that the same thing happened in Chinatown a few years ago. Proxy Davila asked whether it would be helpful to apply this resolution to all non-english speaking communities. Hsieh didn t think there is evidence of other communities being harmed by systematic harvesting of ballots, and if there was any evidence, it should be brought to light. 3

8 Member Mandelman commended Dorsey for being collaborative. Mandelman cited that he felt that the resolution was about nothing, was politically motivated and would be voting no. Mandelman cited how much good work CCDC has done in Chinatown. Member Rosenthal associated herself with Hsieh, Dorsey, and Mandelman s remarks. M/S/C (Hsieh/Dorsey) The resolution as amended passed. Mandelman and Migden voted no. DeJesus abstained. 7. New Business Member Kelly asked that training be provided to all DCCC members on parliamentary procedure. Proxy Alex Walker thanked Susan Pfeifer for all her efforts on behalf of Covered California. He stated Assemblyman Phil Ting s Office has enrollment forms for CC. Member Kelly announced that Chartered Clubs need to send in names of their delegates to the Pre-convention by November 20. The names will be sent to the CDP on December 3, Adjournment 7:50 pm Member Rosenthal asked to adjourn in honor of Member Kelly s extraordinarily patriotic and Democratic outfit. 9 ARTICLE III: OFFICERS Section 2. CHAIRPERSON The Chairperson shall preside at all meetings of the County Committee and shall appoint all committees and Chairpersons of such committees within the County Committee and shall be an ex- officio member of all committees. The Chairperson shall appoint a voting member of the SFDCCC as the Parliamentarian. The Parliamentarian shall remain a full voting member of the SFDCCC. ARTICLE IV: MEETINGS Section 7. PARLIAMENTARY PROCEDURES AND VOTING a. All meetings shall be conducted in accordance with the latest revised edition of Robert s Rules of Order, except as such rules may be modified by these Bylaws. The SFDCCC shall employ a certified Parliamentarian to preside over any Parliamentary questions that may arise at meetings. The Parliamentarian shall be provided with a copy of Robert s Rules of Order by the SFDCCC and shall have a copy at all meetings. b. Voting may be by any method which will allow a public record to be maintained of each vote or abstention by each member. In no case shall the use of secret written ballots be allowed in SFDCCC votes. Where the SFDCCC conducts a vote by voice vote or show of hands, a roll call vote shall be granted upon request of a single voting member either before or after the voice vote or show of hands. c. Under no circumstances may these Bylaws, or any portion of these Bylaws, be suspended, unless that specific portion of the Bylaws indicates that it may be suspended. d. If any portion of these Bylaws or Robert s Rules of Order requires interpretation, the Chairperson or Acting Chair shall have sole authority to make that interpretation. It is recommended, but not required, that the Chair consult the parliamentarian before issuing a ruling. Once the Chair issues his/her ruling, only a majority vote of the members present and voting may overturn his/her decision. If such a vote is to occur, it must be raised and debated at that meeting. Once the meeting adjourns, unless a simple majority of the SFDCCC has voted to table or continue this issue, the Chair s ruling becomes final.

10 Resolution in Support of Vision Zero and Automated Speed Enforcement WHEREAS, San Francisco is deeply committed to Vision Zero and concerned about speed-related roadway deaths and injuries which resulted in the death of 31 people and the severe injury of 184 people in San Francisco in 2014, and the City and County of San Francisco adopted Vision Zero as a policy 2014, committing to build better and safer streets, educate the public on traffic safety, enforce the most dangerous traffic violations, and adopt policy changes in order to eliminate traffic deaths by 2024; and WHEREAS, speeding is the number one cause of deadly collisions in San Francisco, claiming ten times more lives than drunk driving in San Francisco, and pedestrians and cyclists are at a heightened risk of injury in speed-related crashes: if a pedestrian is hit by a car traveling 40 mph there is an 80% chance the pedestrian will be killed, but if a driver strikes a pedestrian traveling 20 mph there is a 10% chance the pedestrian will be killed; and WHEREAS, automated speed enforcement, when used in conjunction with traditional means of traffic enforcement and public education complement law enforcement s traffic safety efforts and enforcement programs; and the National Highway Traffic Safety Administration reports that fixed speed cameras reduce injury crashes by 20% to 25%, and mobile speed cameras reduce injury collisions by 21% to 51%, and that automated enforcement systems can result in measureable safety improvement at high crash locations; and 140 communities in the United States have implemented automated speed enforcement camera programs; however, California law prohibits the use of camera technology to enforce existing speed limits. THEREFORE, BE IT RESOLVED that the SFDCCC agrees that traffic related injuries and fatalities are a significant public health concern that are preventable and supports the Vision Zero goal of eliminating traffic deaths in San Francisco by 2024; and BE IT FURTHER RESOLVED that SFDCCC supports the use of automated speed enforcement cameras to manage speeds and save lives and calls on the respective houses to pass this legislation and for the Governor to sign it. 11 San Francisco Democratic Party Resolution Urging Opposition to the Weinstein Adult Film Initiative WHEREAS major advances in HIV/AIDS prevention in recent years have led the U.S. Centers for Disease Control and Prevention, the World Health Organization, and public health advocates worldwide to recommend Pre-Exposure Prophylaxis (or PrEP) to those at risk for HIV infection, reflecting mounting scientific consensus that when used as directed PrEP is between 95 and 99 percent effective in preventing HIV infections 1 significantly exceeding the 70 percent estimated efficacy rate of condoms alone when used as directed to prevent HIV infections 2 ; and WHEREAS despite PrEP s scientifically demonstrated effectiveness and its essential place in San Francisco s Getting to Zero strategy 3 to eliminate new HIV infections and end HIV/AIDS-related deaths and stigma California activist Michael Weinstein has campaigned to discredit PrEP as a party drug 4 and public health disaster in the making 5, through public statements and advertisements that have been internationally condemned by HIV/AIDS leaders and organizations for dangerous and disingenuous PrEP denialism 6, for being a menace to HIV prevention 7 ; for using faulty science and fear mongering to oppose PrEP 8, and for engaging in tactics that should have no place in public health policymaking in 21 st century California; and WHEREAS a key element of Mr. Weinstein s narrative to stigmatize PrEP and declare it a failure is a 2016 statewide initiative 9 that seeks: (1) to mandate the use of condoms, eye-goggles and other protective barriers as the HIV prevention standard for all adult films produced in California 10 ; (2) to add an absurd new sue-a-pornstar provision to state law, vastly expanding private rights of action in civil courts 11 and effectively pushing a $6 billion adult film industry 12 out-of-state; and (3) to establish constitutionally-dubious content and licensure standards for adult films in California, while also requiring that the initiative s legal validity be defended at taxpayer expense even if our state Attorney General declines to do so. 13 THEREFORE BE IT RESOLVED that the San Francisco Democratic Party urges the California Democratic Party to oppose the Weinstein Adult Film Initiative with its official endorsement, affirming our party s longstanding advocacy for policies based on sound science, and rejecting political gimmickry that will not increase condom use, will not protect public health, and will only serve to drive adult film production out-of-state or underground; and BE IT FURTHER RESOLVED that the San Francisco Democratic Party s urging of opposition to the Weinstein Initiative reflects in part San Francisco s leadership as a global model for science-based, effective public health and social service strategies that have successfully reduced HIV infection rates, and have helped generations of those living with HIV/AIDS meet the challenges they face. 13 San Francisco Democratic Party Resolution to support the Coalition on Homelessness The Roadmap: A Five-Year Plan to End the Crisis of Family Homelessness in San Francisco WHEREAS, over six years the number of homeless children in the San Francisco Unified School District has almost doubled to more than 2,000 in the 2013/14 school year, resulting in waits to up to six months for families to access emergency shelter; and knowing that these children are likely to experience negative impacts on their education including lower academic achievement and disrupted schooling due to higher absenteeism, as statistics show that more than 50 percent of students being held back for at least one grade with an 87 percent chance of dropping out of school; and WHEREAS, the Coalition on Homelessness released The Roadmap: A Five-Year Plan to End the Crisis of Family Homelessness in San Francisco which lays out the specific steps the city should take to address this issue by building on past successful interventions; and when implemented the Roadmap would add 406 affordable housing subsidies to affordable housing buildings that are still beyond the reach of very low-income families, provide 1,421 rapid re-housing subsidies for use in the private housing market, and move homeless families into vacant housing authority units over five years; and WHEREAS, the Roadmap and Homeless Family Providers estimate that to solve this problem San Francisco needs just over $9 million, that will reduce the homeless family waiting list and ensure greater access to permanent housing at a fraction of the City s $9 billion budget, and a small but prudent and worthwhile investment in comparison to the damage done to children who experience homelessness; now THEREFORE, BE IT RESOLVED, the San Francisco Democratic Party fully supports this plan, and urges the City and County of San Francisco, the Board of Supervisors and the Mayor to take the necessary steps to implement this plan in full and address the childhood homelessness crisis. 14 RESOLUTION IN SUPPORT OF FEDERAL, STATE, AND LOCAL GUN CONTROL AND FIREARMS SAFETY EFFORTS WHEREAS, the San Francisco Democratic County Central Committee (DCCC) recognizes that over the past decade more than 100,000 Americans have been killed as a result of gun violence and that in 2015 alone there were more than 13,300 people killed by firearms in the United States, with more than 3,350 children under the age of 18 killed or injured by firearms; and WHEREAS, the DCCC recognizes that President Barack Obama issued an Executive Order on January 5, 2016 which seeks to keep guns out of the wrong hands through increased background checks, to increase the number of FBI staff processing background check requests, and to increase the number of Bureau of Alcohol, Tobacco, Firearms and Explosives officers enforcing existing firearms laws; and WHEREAS, California Lieutenant Governor Gavin Newsom has introduced a firearms control initiative for which signatures are being collected for the November 2016 ballot to restrict the sale of ammunition, expand background checks, and ban high capacity magazines, and many state and local elected officials are considering new gun safety measures such as closing loopholes in the state s ban on assault weapons and new gun storage laws. NOW THEREFORE BE IT RESOLVED that the DCCC congratulates President Obama for his leadership on gun control and for the steps he has taken to keep firearms out of the wrong hands, and the DCCC calls upon the United States Congress to support the President, Senator Dianne Feinstein, and 28 Senate cosponsors in their efforts to pass Senator Feinstein s Bill S.551, which would deny the sale of firearms or issuance of firearms licenses to known or suspected dangerous terrorists; and BE IT FURTHER RESOLVED that the DCCC endorses Lt. Governor Newsom s Safety for All Act of 2016 gun safety initiative, supports the California Democratic Party similarly endorsing the measure as soon as it qualifies for the November 2016 ballot, and asks Democratic members of the state legislature and Board of Supervisors to similarly support efforts to improve firearms regulation, expand background checks, increase restrictions on the sale and purchase of high capacity ammunition, and make gun storage safer for our children, families, and communities. 15 RESOLUTION REGARDING THE FRIEDRICHS V. CALIFORNIA TEACHERS ASSOCIATION CASE BEFORE THE U.S. SUPREME COURT WHEREAS, the U.S. Supreme Court has agreed to hear in its current session a case, Friedrichs v. California Teachers Association, that could significantly weaken teachers unions and all other publicsector unions across the country that have been at the forefront of defending education and other vital public services from cutbacks and privatization, making it possible for working people to come together, speak up for each other, and collectively bargain; and WHEREAS, the Democratic Party s partnership with organized labor and public-sector unions in pursuit of a shared agenda for working families and the middle class is a fundamental alliance at the Party's local, state, and national levels, meaning that the Friedrichs lawsuit, which Laborers International Union of North America General President Terry O Sullivan recently called a direct assault on the collective bargaining rights that have enabled generations of workers to organize for better wages, benefits, and working conditions, is also a direct attack on the Democratic Party; and WHEREAS, a decision is expected in the Friedrichs case by June 2016 and the Democratic Party s allies within labor at the national, state, and local level are fully engaged to launch massive mobilization and education campaigns to defend public services and call on the Supreme Court to rule against the plaintiffs in Friedrichs v. CTA, including the San Francisco Labor Council s December 14, 2015 adoption of a resolution that calls upon organizations served by union members such as the San Francisco Democratic County Central Committee (DCCC) to help build a united front to educate and apply pressure to counter the threat of right to work laws nationwide. NOW THEREFORE BE IT RESOLVED that the DCCC stands in solidarity with organized labor, including public sector unions and their members who will be hurt by an adverse ruling in Friedrichs as well as the entire labor movement which is under attack by the same anti-union and anti-worker forces that helped bring the Friedrichs lawsuit, in calling for the Supreme Court to rule against the plaintiffs in Friedrichs v. CTA; and BE IT FURTHER RESOLVED that the DCCC requests that the Chair establish a DCCC Labor Committee to help build a united front to educate the public regarding the importance of labor unions and to counter the threat of all manifestations of right to work laws.
