The law is not clear as to whether the open meeting requirements of state and local law apply to DCCC meetings attended by these Board members. Out of an abundance of caution, Board members and the DCCC have agreed to comply with these open meeting laws. 1. Call to Order and Roll Call Chair: Mary Jung. Report on party administrative matters. j) CDP Region 6 Update (Kelly). Report on activities of the California Democratic Party, including the upcoming CDP 2016 State Convention in San Jose from February 26 through Resolution: Encouraging Students to Exercise Their Voting Rights. (Prozan) Discussion and possible action on a proposed resolution urging the S.F. Board of Education and S.F. Unified School District to adopt policies to encourage student voting, in light of proposed Charter Amendment to lower the voting age to 16 for San Francisco municipal elections; and to endorse a proposed SF Board of Education resolution by Commissioners Rachel Norton and Sandra Lee Fewer to accomplish similar aims. 7. Resolution: Urging UCSF to Rectify Breaches of Worker Rights. (Mandelman) Discussion and possible action on a proposed resolution urging the University of California, San Francisco, to rectify breaches of workers rights by working with AFSCME Local 2399 to rehire the former IMPEC custodians as full-time employees with union representation. 2

3 8. Resolution: Increasing Opportunities for Students to Serve in JROTC. (Hsieh) Discussion and possible action on a proposed resolution urging the San Francisco Board of Education to adopt a proposed change in policy to increase opportunities to participate in the Junior Reserve Officer Training Corps (JROTC) in order to provide training and leadership opportunities for students. 9. Resolution: Affordable Housing Bonus Programs and Construction (Hsieh) Discussion and possible action on a proposed resolution encouraging San Francisco to adopt the Affordable Housing Bonus Programs and encourage construction of 4,100 new affordable housing units; and to urge City leaders to recognize the importance of affordable housing production for economic diversity and other benefits. 10. New Business (Discussion and possible action) The DCCC is unable to discuss or take action on items not on this agenda when those discussions pertain to matters within the jurisdiction of the San Francisco Board of Supervisors. The limited exception is to discuss and take action in deciding whether to calendar such items for a future meeting. 11. Approval of Meeting Minutes M/S/C (Dufty/Bill Barnes) The October 28, 2015 meeting minutes were approved by acclamation. 4. Public Comment 1

6 Eric Paul Leue spoke in support of item 9, the resolution that opposes the Weinstein Initiative. Katie Angotti, SFMTA, spoke about automated speed enforcement in pursuit of Vision Zero. City leaders are supporting this. Cathy DeLuca, Policy and Program Manager of Walk SF, spoke in support of automated speed enforcement, stating that cutting speed saves lives. Want zero fatalities by 2024 (Vision Zero). Have to change state law to effectuate this. Susan Pfeifer spoke about Covered Cal. Sunday is the deadline to enroll for If you miss that, you are locked out for the year. Individual penalty is $700. Assemblyman Chiu is co-sponsoring an event for this at 7 Spring Street. Asked members to join CADem2016 before going to the CDPconvention. She thanked members Kat Anderson and Marjan Philhour for pledging to join before the start of the meeting. Jennifer Freidenbach, ED of the Coalition on Homelessness, supports the plan to end family homelessness. There are 3,300 homeless children in SF. They are at great risk of illness and emotional behavioral problems. Only 7% of our homeless housing goes towards families. Raul Fernandez-Berriozabal, SRO Families United, requested support for Senator Feinstein s bill to support homeless families. Ken Tray, UESF political director, spoke about Friedrichs v. CTA. This is part of a political landscape in which fundamental social services are under assault. This is an assault on public employees and the Democratic Party, not just teachers. Ben Matranga helps manage Vision Zero initiative and seeks support for the resolution. Jeff Kositsky, Hamilton Family Center, spoke about family homelessness. It takes about nine months for a family to come off the waiting list and get into a shelter. Mary Jung recognized that former member Arlo Hale Smith is in attendance and welcomed him. 2

7 5. Resolution: Honoring George Broder. (Jung and Matt Dorsey) Resolution to honor George Broder, the departing S.F. DCCC proxy for Senator Dianne Feinstein, for his years of service to our party, including his participation on the committee in ways that reflected his astute insight and knowledge about local government, and which consistently helped improve the work of San Francisco s Democratic Party. Jung commented that Broder served for 10 years. His mother was a great Democratic activist and he accompanied her from the age of 8. He has great knowledge of how government works and has been an important mentor. We will miss him. M/S/C/U (Dufty/Tom Hsieh) by acclamation. Member Hsieh praised Broder for his commitment and ability to channel Senator Feinstein. Dorsey commented on Broder s great attention to detail and level of engagement. Anderson commented on the importance of Broder s knowledge and experience in decades past of SF s greatness and how his presence bridged that understanding to our younger activists today. Broder spoke. For 10 years, he has been honored to be the Senior Senator s representative. He pointed out that Proxy starts with a lower case p. It s about the Senior Senator not about him. He s attended meetings, taken lots of votes, mainly abstain votes. You always had my true respect and admiration. For my fellow proxies, we have our role and we play it. I was part of some close votes on the winning and the losing side. There were tensions at times, but we are all Democrats and we should hash out differing ideas. Good wishes to the new proxy Jessica Hartzell Glass. My mother was especially happy to hear my replacement is a woman. Thank you for what you do for SF and for the Democratic Party. Jung welcomed and thanked new Feinstein proxy Jessica Glass. 6. Reports 3

8 a) Chair (Jung). The CA Dem party convention is at the end of February. If you have not received info on how to register, let her know. You need to register by next week for the early bird rate. She is looking for space for the 2016 presidential campaign in the Van Ness or Market Street corridor. Let her know if you have any ideas. If you are not planning to attend the convention, please let her know so she can arrange your proxy. Also, please sign up for a monthly donation to CADem2016. She thanked Members Anderson and Philhour for agreeing to sign on tonight. b) Voter Registration (Trevor McNeil). Our big initiative is to challenge DCCC members and candidates to register 100 new Democrats between now and June. As you visit Democratic clubs and farmers markets, sign up some voters. Be ready to discuss why it is important to register as a Democrat. c) Club Chartering (Pimentel). No report. d) Finance (Zoe Dunning). No report. e) Treasurer (Hsieh). Ended 2015 with $88,000 on hand between our 2 accounts, which is a strong financial position. Executive Director Ally Medina was thanked for running a lean operation. f) Executive Director (Ally Medina). Let us know if you want to take the Challenge 100 and she will put it on the website. This is for your campaign volunteers to participate as well. Go to the Naturalization Ceremonies because those folks are excited. March 9 is the final Democratic debate. There will be a party for that. Feb 13 is the delegate/representative mixer for the convention. There will be about 80 people, probably at the Hatchery. Watch for details. Jung has committed $10,000 to the DCCC bounty program. We are hiring for those who do bounty work. We have registered nearly 500 people in this month alone. g) CDP Region 6 Update (Kelly). Kelly reported on activities of the California Democratic Party, including the CDP Region 6 Pre-Endorsement Meeting on January 31 at TWU 505 on Rollins Road. Registration at 1 pm. Meeting at 2 pm. You can vote many ways by going on line, or printing the ballot and scanning it and sending it to her. Or bring it to her or show up and vote. She also has forms for the CDP 2016 State Convention in San Jose from February 26 through 28. You can register for this on Sunday as well. 4

9 We are voting for ADs, State Senate 11, and Congresswomen Nancy Pelosi or Jackie Speier. Barnes commented how important it is to arrange for your proxy if you do not attend the convention. 7. Bylaws Amendment Proposal: Parliamentarian Provisions. (Kelly) Proposal to employ a certified parliamentarian at DCCC meetings, replacing an existing requirement that the meeting parliamentarian be selected from among voting DCCC members by the committee chair. (Note: DCCC Bylaws amendments require a vote of two-thirds of members present and voting, per S.F. DCCC Bylaws Art. XII, Sec. 1.) Jung reminded us that Hsieh is the acting parliamentarian. Kelly researched hiring a certified parliamentarian that does not vote, and advocated that everyone be trained in parliamentary procedure. Jung asked if this matter could be brought to the bylaws committee, and Kelly agreed it could. Jung activated the by-laws committee with Dorsey as chair, with the further recommendation that the committee report at every meeting. The following members were named to this committee: Barnes, Matthew Rothschild, Hsieh, Jung, Kelly, Rebecca Prozan, Joel Engardio, and Dorsey. M/S/C/U (Rothschild/Anderson) to move to the bylaws committee. Barnes offered to work with Kelly on a draft RFP for the hiring of a parliamentarian should that be the decision of the by-laws committee. 8. Resolution: Vision Zero and Automated Speed Enforcement. (Kelly, Alix Rosenthal, Pimentel, Prozan, Josh Arce, Anderson) Proposed resolution to express support for the goals of Vision Zero, to eliminate traffic deaths in San Francisco by 2024; and to urge the passage and enactment of state legislation to authorize the use of automated speed enforcement cameras to manage speeds and help save lives. 5

10 Kelly stated that speed kills. Go online and see what happens to a pedestrian when hit at 20 mph v 40 mph. If you are a senior, the chances of you coming out of the hospital are slim. Because this technology is banned for the state, we have to change the laws. Hsieh asked how the technology works. Katie Angotti from SFMTA answered that it uses radar and it will capture an image of a license plate. Hsieh asked about placement. Angotti replied step one is to get it authorized by the state legislature. Will install in areas of high propensity for collisions near senior centers, construction work zones, and schools. Dunning asked why it is illegal in the state. There was a lawsuit by an angry citizen that snowballed into activism on the part of neighbors, police, etc. Arce thanked Kelly for bringing this to the party. Important for sustainable transportation as well. Malia Cohen had questions about the technology, how it will be calibrated and how the project will be paid for and maintained. Angotti replied that the equipment would be checked and maintained by trained people and calibrated at least once a year by a third party lab. Costs will have to be looked at. Looking for costs to be covered by revenue. Extra revenue will be used for pedestrian safety. February 19 is when the bill needs to be submitted with a bill number. This is not an easy bill to carry. The Teamsters almost killed the toll bill. The AAA does not like it. Some police unions do not like it. Our police chief supports it. This is proposed as a San Jose/San Francisco pilot for 6 years with a report every 2 years reporting to the state transportation committee. Cohen will abstain because she has a few more questions about the project. M/S/C (Dufty/Prozan) passed by acclamation with abstentions by State Senator Mark Leno, Assemblymember Phil Ting and Cohen. Hsieh commented on a point of order that debate is among members and presidents of Democratic Clubs. In the future, please make a motion to suspend the rules at a 2/3s vote that would allow a member of the public to speak, as Angotti from the SFMTA did. Mandelman questioned that point of order. 6

11 Hsieh commented that it is a matter of historical practice. Debate has been among members of the body. If the body wants to allow members of the public to comment during consideration of a motion, we can ask for a by-laws change. 9. Resolution: Weinstein Adult Film Initiative. (Dorsey) Proposed resolution to express opposition to Michael Weinstein-sponsored 2016 statewide initiative to impose various mandates on adult film production in California; and to urge opposition to the measure by the California Democratic Party and other Democratic county central committees, due in part to its adverse effect on HIV/AIDS prevention. Add co-sponsors: Pimentel, Engardio, Anderson, Dunning, Petra De Jesus, Dufty. Dorsey commented that many great people are working on the opposition to the Weinstein initiative, including Eric Paul Leue, and he appreciates their advocacy. This is not just about condoms, but includes protective apparatus such as googles, and would give 40 million CA residents standing to sue adult filmmakers and performers. It would remove the discretion of the Attorney General not to defend it. This is dangerous. Brian Perkins commented that he is not sure how Congresswoman Speier will react to this, but he is interested in learning more for himself and to share with her. Barnes associated himself with Perkins remarks and said it was important to be sure we get this right. M/S/C (Dufty/Arce) passed by acclamation with abstentions by Feinstein, Ting, and Attorney General Kamala Harris. 10. Resolution: Ending Family Homelessness in San Francisco. (Prozan) Proposed resolution to express support for The Roadmap: A Five-Year Plan to End the Crisis of Family Homelessness in San Francisco by the Coalition on Homelessness, and to urge city leaders to take all necessary steps to implement the plan in full to address the crisis in childhood homelessness. 7

12 Add co-sponsors: Pimentel. Member Prozan commented that we need to push our leaders to address family homelessness and get more folks eligible for federal benefits. MDufty thanked Prozan and the Coalition on Homelessness for advancing this initiative. He commented on the severity of the problem and how investment brings dramatic positive outcomes. He noted Jung has been stellar in getting the realtors to help individuals and veterans to find and furnish new homes. He is grateful for what the Benioff s have done to aid the homeless. There needs to be a sustained commitment to ending family homelessness. M/S/C/U (Prozan/Dufty) passed by acclamation. 11. Resolution: Gun Control and Firearms Safety. (Arce) Proposed resolution to express support for federal, state and local gun control efforts; to urge passage of Sen. Feinstein s S.551 to prohibit the sale of firearms or issuance of firearms licenses to known or suspected dangerous terrorists; and to express support for Lt. Gov. Newsom s Safety for All Act of 2016 gun safety measure, urging the California Democratic Party to endorse the measure when it qualifies for the November 2016 ballot. Arce commented that leadership at all levels of the party is involved in this endeavor. Safety for All Act of 2016 is being circulated, supported by Newsom. Our Assemblymembers are working on this. Supervisors Campos and Cohen have taken on gun control. We should endorse the Safety for All Act. Cohen offered an amendment (and it was circulated). MSC (Kelly/Pimentel) to accept the Cohen amendment. Added as co-sponsors: Anderson, Rosenthal, Kelly, Speier, and Dunning. M/S/C/U (Kelly/Pimentel) passed by acclamationas amended. 12. Resolution: Friedrichs v. CTA Case in the U.S. Supreme Court. (Arce/McNeil/Pimentel/Dorsey) Add co-sponsors: Anderson/Mandelman/Hsieh/Jung/Cohen 8

13 Proposed resolution calling on the U.S. Supreme Court to rule against the plaintiffs in Friedrichs v. CTA, which could otherwise bring significant harm to the labor movement s ability to advocate for working families, and greatly empower the anti-union and anti-worker forces that helped bring the Friedrichs lawsuit; and to request that the DCCC Chair to establish a Labor Committee to help educate the public about the importance of labor unions, and to counter the threat of right to work laws. Member Arce commented that the case for taking a stand was well represented by Ken Tray during public comment. He apologized to Kelly for an edit that did not get communicated to Dorsey. This is an attack on teachers, public and private sector unions. We are prepared to fight. This is an attack on the Democratic party. This runs across the house of labor. This needs to be a part of the national conversation. The next president needs to take this on as a litmus test. McNeil commented on this assault in the wake of Citizens United. Kelly commented on how regulated and how important it is for public employee unions to work for their members. Each person has to fill out a Hudson report. You have to account for every minute of your time and who you are working for. Agency is between 85 and 94%. The fee payer must pay that amount. That person can choose to have that paid to a charity. Arce commented that the teachers have been fighting this alone, somewhat in a vacuum. Hsieh thanked everyone for bringing this forward. He is a member of Local 261 and his wife is a member of the AFT. Anderson commented that historically, her union Pacific Media Workers Guild does not get involved in political stands out of respect for journalistic integrity. However, the union now has non-reporter members who are quite active, and everyone agrees that we have to fight against this tide. For those looking for work, contact her about organizing for UPTE at UCSF Mission Bay and Parnassus. We are working to convert fee payers to members. 9

14 Jung would like to establish a Labor Committee. She appointed Jung, Pimentel, Kelly, Dunning, Hsieh, Arce, Anderson, and McNeil to that committee. Arce commented to review the Friend of the Court brief from City Attorney Dennis Herrera. M/S/C (Arce/McNeil) passed by acclamation. Feinstein abstained. Anderson requested a revised draft. 13. 15 San Francisco Democratic Party Resolution to Encourage the San Francisco Board of Education to Allow Students to Exercise Their Voting Rights WHEREAS, The United States Constitution mentions right to vote five times, more than freedom of speech, or freedom of religion, or even the right to bear arms, and the landmark Voting Rights Act of 1965 sought to eliminate racial discrimination in voting laws and procedures which was set back by the Supreme Court s ruling in 2013 that invalidated key parts of the Voting Rights Act, freeing states to impose stricter rules for voter registration and voting procedures; and WHEREAS, Voter turnout, while highest in Presidential elections, represents a fraction of potentially eligible voters in any given election year and the California Election Code section 2102(2)(d) allows youth as young as 16 to pre-register to vote and a pending Charter Amendment proposal by Supervisor John Avalos proposes to lower the voting age in San Francisco City elections to 16; and WHEREAS, Studies of voting behavior have consistently found that voting is a habit -- once a person starts voting he or she is likely to continue voting regularly; now THEREFORE BE IT RESOLVED, That the San Francisco Democratic Party believes that encouraging youth to become voters is a key strategy to increasing civic engagement, voter education and voter turnout and encourages the Board of Education of the San Francisco Unified School District adopt policies to allow as many students as possible to register to vote and ensure students who do not meet the voter eligibility criteria participate in these efforts for the future without disclosing eligibility status; and THEREFORE BE IT FURTHER RESOLVED, That the San Francisco Democratic Party urges the Board of Education of the San Francisco Unified School District to adopt Encouraging Students to Exercise Their Voting Rights, a resolution authored by Commissioners Rachel Norton and Sandra Lee Fewer and submitted for first reading on February 23, Submitted by: Rebecca Prozan. 16 RESOLUTION OF THE SAN FRANCISCO DEMOCRATIC PARTY URGING THE UNIVERSITY OF CALIFORNIA, SAN FRANCISCO TO RECTIFY SERIOUS BREACHES OF WORKERS RIGHTS BY HIRING FIRED IMPEC CUSTODIAL WORKERS AS FULL-TIME EMPLOYEES WHEREAS, for the past 142 years, the University of California, San Francisco (UCSF) has been a leading public institution in the City, UCSF is crucial to San Francisco s economic and social development as its second largest employer and a leading medical provider, and UCSF s treatment of its employees and adherence to workers' rights have an outsized impact on the City and it is UCSF s legal responsibility to respect these rights; and WHEREAS, when the UCSF subcontractor Impec group cut its employees pay to the minimum wage, employees began to speak up and organize, only to have the majority of them fired after publicly speaking about their concerns, and the Public Employment Relations Board has issued an Unfair Labor Practice complaint, alleging that UCSF illegally caused these custodians to be terminated for organizing to improve working conditions, which is a protected concerted activity under the Higher Education Employer- Employee Relations Act; and WHEREAS, UCSF responded to the complaint by stating that these mostly-chinese immigrant workers cannot be rehired because of the languages they speak, even though many of them have worked at UCSF for years, and UCSF's apparent use of subcontractors to undermine labor standards and its possible retaliation against the most vulnerable workers for peacefully organizing is an injury to the values of San Francisco and the values of the Democratic Party. NOW THEREFORE BE IT RESOLVED, that the San Francisco Democratic Party urges UCSF Chancellor Dr. Sam Hawgood and Medical Center CEO Mark Laret to work with AFSCME Local 2399 to rehire the former Impec custodians as full-time UCSF employees with union representation. Democratic Party Resolution urging the San Francisco Board of Education to adopt a proposed policy change to increase opportunities for students to participate in the Junior Reserve Officer Training Corps (JROTC) WHEREAS, The San Francisco Democratic County Central Committee is concerned with student leadership training so that individuals will engage in decision-making at all levels of government and civic issues; and, WHEREAS, the DCCC recognizes the value of the Junior Reserve Officer Training Corps in providing training and leadership opportunities for over 1,000 diverse high school students of various economic, racial and ethnic backgrounds, as well as LGBTQ identities, in our public schools; and, WHEREAS, the San Francisco Board of Education will be considering a change in policy to lift funding restrictions on the JROTC program and to award physical education credit for JROTC, as allowed by state rulings, thereby allowing many more students to participate in the program within limited class schedules; NOW THEREFORE BE IT RESOLVED That the DCCC urges the San Francisco Board of Education to adopt the proposed change in policy to increase opportunities for students to participate in this valuable leadership training program. 18 San Francisco Democratic Party Resolution to Encourage the City and County of San Francisco to Adopt the Affordable Housing Bonus Programs and Encourage the Construction of 4,100 New Affordable Housing Units WHEREAS, for many years San Francisco has been out of compliance with the State Density Bonus Law, which mandates that all California cities must offer density bonuses to housing developments that includes affordable housing, and the Affordable Housing Bonus Program, an ordinance that brings San Francisco into compliance with state law while also requiring a much higher percentage of affordable housing, has been introduced at the Board of Supervisors; and WHEREAS, middle-class families and moderate-income workers in San Francisco have been systematically squeezed out of the city, making up over 40% of the city but receiving the lowest production of housing compared to any other income bracket, and the Affordable Housing Bonus Program is the first long-term and developer-funded program that would build housing for middle-class and moderate-income workers and families in San Francisco; and WHEREAS; there are multiple components of the Affordable Housing Bonus Program that create community consensus, such as an amendment introduced by Board of Supervisors President London Breed that guarantees that no rent-controlled units will be ever demolished under the Affordable Housing Bonus Program, or every new development that applies for the Affordable Housing Bonus Program will be required to go through an extensive design review process, a public hearing at the Planning Commission, and conform with strict design guidelines; THEREFORE BE IT RESOLVED; that the Democratic County Central Committee urges the Mayor, the San Francisco Board of Supervisors, and the San Francisco Planning Commission to immediately adopt and support the Affordable Housing Bonus Program and Board President London Breed s amendment, resulting in the construction of 4,100 new affordable housing units in San Francisco with no negative impacts to rent-controlled housing stock; and THEREFORE BE IT FURTHER RESOLVED; that the Democratic County Central Committee urges the Mayor, the San Francisco Board of Supervisors, and the San Francisco Planning Commission to recognize the importance of affordable housing production and building economically diverse neighborhoods, and take whatever action necessary to achieve those goals.
