1 Institute of Transportation Engineers Public Agency Council Executive Committee Meeting Sunday, August 24th, 2003 Sheraton Hotel, Seattle, Washington Minutes 1. Welcome The following Public Agency Council (PAC) Executive Committee Members participated in the meeting: Phil Caruso Gene Chartier John Fisher Steve Gayle Jim Helmer Steve Hogan Pavel Huzevka Nazir Lalani Houko Luikens Mark Norman Shelley Row Wayne Tanda Robert Wunderlich ITE staff members Phil Caruso and Shelley Row were also in attendance. 2. Self Introductions Those in attendance at the PAC Executive Committee meeting introduced themselves. Shelley Row, the new Chief Technical Officer and Coordinating Council Secretary of ITE introduced herself and reviewed her recent career history with FHWA. 3. Comments from the Chair Nazir Lalani announced that incoming Public Agency Council Chair Robert Wunderlich would be running the meeting. Robert Wunderlich reviewed his background with the Committee and his thoughts about the future of the Council. Cissy Sylo will be the scribe and record the minutes of future PAC Executive Committee meetings. 4. Public Agency Council Activity Review Fort Lauderdale Meeting Minutes A motion was passed approving the Fort Lauderdale Meeting minutes. Current Membership Data According to the ITE membership database, there are currently 333 members of the Council. The Council remains one of the smallest but membership is growing at a steady pace of 4.58% during /1/03 1

2 Membership Recruitment Subsequent to the meeting of the PAC Executive Committee, Jenny Grote agreed to be the membership recruitment chair with the election of Tim Harpst to the office of International Vice President. The following recruitment strategies were reviewed and discussed by the Executive Committee: Identifying and contacting public agencies that could potentially benefit from becoming members of ITE under the group membership program. Marketing membership in the Council by sending out s to ITE members who work for public agencies attaching the fall newsletter encouraging them to join. These broadcast s would include quotes from Executive Committee members about the benefits of being a Council member. Tracking public agencies that have had to drop membership in ITE due to budget constraints so that when the economy improves, these agencies are encouraged to reactivate their memberships. Contacting public agencies in large metropolitan areas with large transportation staff to encourage more of their employees to join ITE and the Public Agency Council. Newsletter The list of articles and authors for future newsletters summarized in Table 1 was updated. The summer edition will be sent to ITE headquarters for publication by September 12, December 8 th, 2003 is the deadline to submit articles for the winter edition of the newsletter. Technical Sessions/Roundtable Discussions All session proposals for the Spring Conference and Annual Meeting are due by September 2 nd, The call for papers for the 2005 Annual Meeting in Melbourne, Australia will be between September 15 and January 4,. The Executive Committee discussed submitting sessions and decided to hold a roundtable discussion at the Annual Meeting in Orlando, Florida on the following topic: Transportation Agencies Role in Economic Development. Jim Helmer volunteered to provide ITE Headquarters with a short paragraph outline what the discussion would be about and to identify a facilitator. List Serve Communications Information handed out as part of the Coordinating Council Agenda packet indicated that as of July 2003, 33 communications had been posted to the web site. There are currently 32 PAC members signed up for the PAC list serve. Web Page Development Robert Wunderlich reviewed the PAC information posted on the ITE web site and thanked Zachary Taylor for all his hard work. The PAC award announcement will have to be updated on the web site based on the new due date of February 1,. 12/1/03 2

3 Public Agency Council Award. The due date for entries is February 1, and the winning entry selected for the needs to be submitted ITE Headquarters by May 1, for inclusion the in the Awards Banquet program at the Annual Meeting in Orlando. A new will be sent out to members of the list serve announcing the revised date for submitting entries for the award. Ray Burke will now be the chair of the PAC award selection process. Executive Committee Appointments A number of new appointments have been made. The current Executive Committee members responsibilities are as follows: Chair: Robert Wunderlich First Vice-chair: Patti Boekamp Second Vice-chair: Vacant Immediate Past Chair: Nazir Lalani Annual Meeting Technical Program Committee Representative: John Fisher Council Surveys and Special Projects: Gene Chartier District 7 Representative: Les Kelman District 8 Representatives: Pavel Huzevka and Houko Luikens ITE Journal Article Reviewer: Doug Wiersig ITE Safety Action Plan Representative: Needs a new Chair Membership Recruitment/Retention: Jenny Grote Newsletter Managing Editor: Steve Hogan Newsletter Technical Editor: Jim Helmer Roundtable Discussions: Jim Helmer and Steve Gayle Scribe: Cissy Sylo Transportation Security Representative: Jim Helmer TRB Committee A1A07 (Strategic Management) Representative: Ilona Kastenhofer 5. Coordinating Council Referrals Mark Norman provided a brief overview of the Coordinating Council meeting discussions. 6. Future Products and Assignments Recommended Practice: An independent review panel has approved the proposed Recommended Practice for publication by ITE. The final draft will be sent to ITE Headquarters by mid-september of It is anticipated that publication will occur by January with the comment period ending after six months in August. Roundtable Discussion: A roundtable discussion on The Role of the Transportation Professional in Public Policy was held at the Annual Meeting in Seattle on Tuesday, August 26, 2003 from 11:00 a.m. to 12:30 p.m. and was chaired by Pat Noyes. Approximately 25 delegates attended the discussion. At the end of the discussion, it was decided to undertake the following: Two sessions for next years Annual Meeting. This effort will be lead by Steve Gayle, Robert Wunderlich and Robert Burchfield. 12/1/03 3

4 Dr. Jonathan Upchurch will prepare an ITE Journal article on policy decision-making inside the Beltway. An article summarizing the roundtable discussion will be prepared by Nazir Lalani for publication in the ITE Journal Surveys on New Technologies: Robert Wunderlich handed out draft surveys on LEDs and Battery Backups to, John Fisher, Jim Helmer and Gene Chartier and requested that comments be provided to him by October 1, Nathan Behura, chair of the ITE LED committee has also been provided a copy to review. The surveys were developed by Brian Van De Walle and are intended to ascertain the collective experience of public agencies using these relatively recent technologies. Subsequent to the ITE Annual Meeting, John Runiks of the City of North Las Vegas has agreed to survey and produce a paper on School Flasher Pager Systems. Public Agency Staffing The PAC Executive committee decided to remove public agency staffing survey as an active project of the Council. Public Agency Self-Assessment Robert Wunderlich informed the committee that Douglas Wiersig had agreed to take on the leadership role in developing an agency self-assessment procedure. Articles for an ITE Journal Edition on Public Agencies Nazir Lalani indicated that four articles selected for publication in a future edition of the ITE Journal devoted to public agency issues. The four articles will be: Surviving or Thriving in the Public Realm by John Mason, Robert Wunderlich and Wayne Tanda Ten Tips For Managing Urban Transportation Issues by John Fisher The Consultant Selection Process by Steve Gayle Guidelines For The Activation, Modification or Removal of Traffic Control Signals by PAC Committee PAC , Nazir Lalani, Chair 7. Other Issues Coordinating Council Award The Executive Committee decided not to submit and entry for the Coordinating Council Award but will consider submitting the Proposed Recommended Practice on Signal Activation Procedures when it is has finalized. 8. Annual Meeting Date/Adjourn The next meeting of the Public Agency Council will be held during the TRB Annual Meeting in Washington DC on Sunday, January 11th, 2003 from 1:00pm 3:00 pm at ITE Headquarters. 12/1/03 4
