5 Agenda 2. Review Roberts Rules of Order AGENDA 2 2. Review Roberts Rules of Order Parliamentary Procedures. Based on Robert s Rules of Order, Newly Revised, 10 th Edition Establishing a Quorum. In order to make efficient use of time at MRO Committee meetings, once a quorum is established, the meeting will continue; however, no votes will be taken unless a quorum is present at the time any vote is taken. Motions. Unless noted otherwise, all procedures require a second to enable discussion. When you want to Procedure Debatable Comments Raise an issue for discussion Move Yes The main action that begins a debate. Revise a Motion currently under discussion Reconsider a Motion already resolved End debate Record each member s vote on a Motion Postpone discussion until later in the meeting Postpone discussion until a future date Remove the motion for any further consideration Request a review of procedure Amend Yes Takes precedence over discussion of main motion. A Motion must have a second to ensure that at least two members wish to discuss the issue. The seconder is not required to be recorded in the minutes. 6 Agenda 2. Review Roberts Rules of Order Announcement by the Chair. The Chair should announce the Motion before debate begins. This ensures that the wording is understood by the membership. Once the Motion is announced and seconded, the Committee owns the motion, and must deal with it according to parliamentary procedure. Voting Voting Method When Used How Recorded in Minutes When the Chair senses that the Committee is substantially in agreement, and the Motion needed little or no debate. No actual vote is taken. The minutes show by unanimous consent. Vote by Voice The standard practice. The minutes show Approved or Not Approved (or Failed). Vote by Show of Hands (tally) To record the number of votes on each side when an issue has engendered substantial debate or appears to be divisive. Also used when a Voice Vote is inconclusive. (The Chair should ask for a Vote by Show of Hands when requested by a member). The minutes show both vote totals, and then Approved or Not Approved (or Failed). Vote by Roll Call To record each member s vote. Each member is called upon by the Secretary, and the member indicates either Yes, No, or Present if abstaining. The minutes will include the list of members, how each voted or abstained, and the vote totals. Those members for which a Yes, No, or Present is not shown are considered absent for the vote. Notes on Voting Abstentions. When a member abstains, he is not voting on the Motion, and his abstention is not counted in determining the results of the vote. The Chair should not ask for a tally of those who abstained. Determining the results. A simple majority (one more than half) of the votes cast is required to approve an organizational group recommendations or decision. Unanimous Approval. Can only be determined by a Roll Call vote because the other methods do not determine whether every member attending the meeting was actually present when the vote was taken, or whether there were abstentions. Electronic Votes. For an vote to pass, the requirement is a simple majority (one more than half) of the votes cast during the time period of the vote as established by the Committee Chair. He extended a warm welcome to meeting attendees. 2. Determination of Quorum, Standards of Conduct, and Anti-Trust Guidelines The meeting secretary John Seidel determined that a quorum was present. A complete list of attendees is included as Exhibit A. Pursuant to Policy and Procedure 4, MRO s Standards of Conduct, Conflict of Interest and Anti-Trust Guidelines were presented. 8 Agenda 3a. Approve March 13, 2018 Meeting Minutes a. The Operating Committee (OC) reviewed the minutes from the October 26, 2017 meeting. The minutes from October 26, 2017, were approved as written. b. Review and approve Operating Committee nominations. Kevin Bornhoft, Corn Belt Power Cooperative, term ending December 31, 2018 was approved as a part of the consent agenda. Kevin will be an atlarge member filling the open municipal seat. c. Review and approve PRS Charter. A request was made during the consent agenda discussion for MRO staff to hold a conference call with the OC Chair and Vice-Chair to jointly establish the next quarterly OC agenda. MRO will arrange for this prior to the May 22, 2018, OC meeting. 4. Other Business a. Reliability Impacts from Behind the Meter Inverter-Connected Generation Dick Pursley discussed the recent Canyon 2 fire disturbance in WECC that resulted in the loss of approximately 900 MW of solar resources. The majority of the solar plants tripped due to sub cycle transient overvoltages and subsequent instantaneous inverter protective action. A significant number also entered momentary cessation during and following the fault event. A detailed report can be found on the NERC website under the event analysis page. b. Integration of entities from SPP-RE Dan Schoenecker gave an update: Some of the SPP entities have reached out and visited MRO in the past few weeks. The current transition date is July 1, There is an Introduction to MRO Workshop scheduled for May 22, 2018, to provide SPP-RE registered entities with an overview of the organization, an update on transition efforts and an opportunity to meet MRO staff and tour MRO offices. The OC group is invited to the meeting and reception. Dan Schoenecker is attending the SPP Spring Workshop and SPP Board meeting on 3/29. There have been NERC calls with SPP regarding coordination of and access to databases, etc. MRO has added a page on the MRO website to allow sharing of information during the SPP integration. MRO is also looking at some possible governance changes with boards and committees. Additional staff will be hired to accommodate the expanded Region. There are currently nine new positions posted. Office renovations will be made to accommodate the new employees. CLARITY ASSURANCE RESULTS

MRO OC Work Impact- This topic was covered above, and any feedback from the OC group would be appreciated. d Work plan- Risk Strategy- The OC group was asked to think about identifying risks in 2018 along with things that the OC group could be involved in. Dan Schoenecker identified several for consideration and the group agreed that DER (Distributed Energy Resources) should be a top priority. 5. Chair s Report- Ron Gunderson A request was made to change the next OC meeting date to Aug 7 th, pending PC meeting approval. A meeting notification will be sent out if the PC is also able to change the date. SPP-RE registered entities that will be transferring to MRO will be encouraged to attend any of the upcoming OC/PC meetings as a guest going forward during the transition. 6. Review of Event Analysis a. Review of Events since Last Meeting- John Seidel gave a brief overview of the events since the last meeting. b. Recommendations and Lessons Learned- Bill Kunkel and Dick Pursley- Ron Gunderson asked if there was any training MRO could provide regarding Lessons Learned and what are the expectations of registered entities. The new MIDAS taskforce that is being formed to develop a guidance doc on proper MIDAS submittals should be completed by the end of the year. c. MRO Metrics Review- John Seidel went over the BES event metrics. d. Draft Category 1h. EMS Event Reporting Form- Bill Kunkel reviewed the new brief report template that will be used for EMS-related outages. This template will be specific to EMS-related outages. 7. Reliability Coordinator Reports; The three reliability coordinators within MRO were requested to provide a brief update on Winter 2018 conditions. a. MISO: Mr. Raja Thappetaobula discussed MISO 2018 winter performance. Severe cold weather was experienced in the early and mid-january. The MISO South region experienced record peak loads on January These record loads along with forced generation outages resulted in a maximum generation event. The event was managed by implementing DSM and Emergency Energy Purchases. A new MISO wind peak output was also set on January 17 with an output of 15,038 MW. CLARITY ASSURANCE RESULTS

10 Agenda 3a. Approve March 13, 2018 Meeting Minutes b. SPP-RTO: Mr. Terry Oxendale discussed the SPP-RTO winter performance. Wind output of about 15,500 MW was realized in March and at one point was serving 59% of the SPP-RTO footprint load. During high wind output days, curtailments continue to cause some large powerflow swings on the system. Five minute dispatch may be slowed down during these times to reduce the volatility on the system flows. Both MISO and SPP_RTO are working to smooth out this operational issue. c. SaskPower: Mr. Cordell Wrishko discussed the winter performance on the SPC system. An all-time winter peak load record was set on December 29, 2017 with 3792 MW of load. In general, the weather has been near normal this winter in Saskatchewan and the system has performed well. 8. Spring Reliability Conference- The group reviewed the draft agenda topics and speakers for the upcoming Spring Reliability Conference. Draft Agenda/Speakers: Keynote: Lloyd Linke- NERC Reliability Issues Steering Committee Human Performance and Skilled Workforce- James Merlo, NERC Transmission Voltage Control Challenge- Chuck Lawrence ATC SPP-RTO: Operational Characteristics- Derek Hawkins, SPP-RTO EMS Applications and the Impact of Unavailability- Venkat Tirupati Managing Generation Availability in Real Time- Kevin Vannoy, MISO Substation Equipment Failure Modes and Mechanisms, NERC It was requested that we add the following to feedback forms: - Topics for webinars - Topics for conferences 9. Risk Assessment and Mitigation Updates- Ben Lewiski and Jeff Norman RRA Follow up items: Market dispatch models Joint ownership concerns- best practices, could be a webinar or topic for Reliability conference. Trends from violations/lessons learned. Real time assessments: TOP R13 waiting to be approved. OC could review and put thoughts into the document. RRA Goals- get ideas, information and lessons learned from the committees to share expertise with others. Newsletter articles, webinar on specific topic conference topics, etc. Would like the OC /PC groups to have one deliverable to help bring the expertise to others. MRO Protective Relay Subcommittee (PRS) Report- Mike Bocovich and John Seidel provided a presentation and verbal update on the work of the Protective Relay subcommittee group. 11. SPSWG Update- Dave Kempf reported on the progress being made by the Special Protection Systems working group on RAS reviews and retirements. 12. Protection Misoperations Q4 Misoperation Results- Mike Bocovich 13. NERC Committee Reports- The OC briefly discussed several of the below NERC reports. MRO staff recommends that the OC members review the reports and provide any follow-up questions or comments to MRO staff. a. Operating Committee- Dick Pursley gave his report and an overview of the last two NERC Operating Committee meetings. b. Operations Reliability Subcommittee- A written report was submitted to the group by Steve Sanders. c. Resources Subcommittee- A written report was submitted by Terry Bilke. d. System Protection and Control Subcommittee- Mike Bocovich reviewed the report submitted by Mark Gutzmann. e. Personnel Subcommittee- A written report was submitted by Neil Lindgren. f. Transmission Availability (TADS)- A verbal report was provided by Mike Bocovich based on the report submitted by Kurt Weisman. g. Event Analysis Subcommittee (EAS)- Dick Pursley gave his report on the EAS. h. NERC Performance Analysis Subcommittee (PAS)- no report was available. The next meeting is April 4-5, Dennis Florom also discussed the status of the Mountain West Transmission Group (MWTG). 14. Review of Events Since Last Meeting MRO Staff Date: May 22, 2018 To: Subject: Action: MRO Operating Committee (OC) Event Analysis Report in MRO Region Information Only Operating Committee Members: The following is a summary of new event analysis reports that have been submitted to MRO since the last OC meeting on March 13, New Events Reported Since the Last OC Meeting: Since the last OC meeting on March 13, 2018, there were no EMS-related brief reports received One category 1.a brief report was submitted for a Bulk Power System (BPS) event through May 10, March 23, 2018 Event in the Minnesota: This event is pending cause-coding with the entity. Event Category: 1.a # of BES facilities Interrupted: 3 MW of Generation Lost: 0 MW MW of Load Lost: 0 MW # Misoperations: 1 Details: A fault occurred on the Lakefield Junction to Nobles 345kV line. The fault was initiated by galloping due to a storm in the area. Relay records indicate arcing occurred between the Lakefield Junction and Nobles 345kV line and the Lakefield Junction to Dickinson County 161kV line. Because of the nature of the fault, the distance elements at Nobles did not see the fault. The ground time over-currents (TOC) timed out on 345/161 kv Transformer 10 at Nobles and operated before the line relays TOC could operate to isolate the line. This was due to a miscoordination that existed between Transformer 10 and the line s TOCs. The line tripped out 6 cycles later. Two reclose attempts (one automatic and the other manual) were attempted to put the line back inservice but they both failed. The line was put back in-service the next day morning. Review of Events Since Last Meeting Mis-coordination between Nobles Transformer 10 51N elements and the Nobles to Lakefield Junction 67G1T elements was responsible for the Transformer 10 misoperation. Transformer 10 and Transformer 9 settings were revised and the changes have been implemented in the field. The 161 kv line ground distance elements performance is still under evaluation. 27 Executive Summary MISO capacity levels continue to exceed the forecasted 2018 summer peak demand and reserve margin requirement Under a typical summer scenario, 50/50 Load and typical resources outages, MISO will rely on Emergency Operating Procedures Demand forecasts submitted by LSE s show overall negative load growth from last year Negative load growth combined with an increase in both Demand Response (DR) and Behind the Meter Generation (BTMG) has resulted in an increase in MISO s base reserve margin MISO 2018 Planning Reserve Margin target: 17.1% MISO 2018 Summer Base Scenario Reserve Margin at 19.1% 2

Hydro lake levels are higher than our 10 year averages for this time of year. Up to this point this spring, we have seen ~175 MW of wind generation with our installed capacity of 221 MW (79% of nameplate). 2

Finally, he mentioned that the SPCS has provided several SMEs to support the ERO Misoperations Task Force on DRI and the final product is being reviewed. NERC Misoperations Reporting Process Mr. Bocovich explained that the individual company submittals into MIDAS are being reviewed and he is working with the entities to assure their misoperations and total operations count are accurate. Mr. Bocovich also stated that NERC is preparing a guidance document with examples to help entities accurately submit their counts. Also he mentioned that some MRO entities are participating on a series of WECC webinars that walk through examples on establishing misoperation and total operation counts consistently. NERC MIDAS Team Formation Mr. Bocovich discussed the formation of NERC MIDAS team to develop a DRI. The outcome of their work will be a development of better reporting instruction. MRO Protective Relay Subcommittee Report Standard Application Guide Team Being Formed for PRC Mr. Zewdie informed the group that the MRO Standards Committee has created a Subject Matter Expert Team (SMET) to develop a Standard Application Guide (SAG) to address PRC R4.3. He asked the PRS members to volunteer if they are interested or to nominate someone no later than April 18, PRC-024 Implementation Guidance document Mr. Bocovich discussed the draft implementation guidance document on PRC-024 R2. The document was developed by SPCS sub-group and he was asked to review it. As it currently stands, he doesn t indorse the document. He stated in general to use the point of interconnection voltage rather than the generator terminals as values to be used in this standard implementation. Misoperations MIDAS Review Process Mr. Bocovich discussed that the MIDAS review process document was written by the request of some SPP members. He discussed the document in detail and asked the group to review the draft process document and provide comments back to him. Other Business Integration of entities from SPP RE and impact on PRS Mr. Dan Schoenecker provided an update on the transition work and outreach efforts by MRO to integrate entities from SPP RE. He informed the PRS that MRO is in the process of learning about SPP groups and discussion is ongoing about different committee structures and models to form. He stated that MRO hasn t decided yet how to incorporate the new SPP members onto PRS. SPP entities need to join MRO as a member to join the MRO committee structure. The group discussed the idea of not scrubbing the misoperation reports before sharing amongst the members or giving companies identification numbers so it will help on trending and analysis. b Q4 Results and Trending Mr. Bocovich explained the MRO misoperation results and trending through Q He stated the MRO 2017 Misoperation rate is 9.1% and that the overall total misoperation count per year has been consistently dropping since Mr. Bocovich also demonstrated the abilities of the MIDAS tool in great detail by producing a variety of reports which generated a lot of discussion by the PRS. He also generated reports to compare MRO and SPP RE misoperation data. c. Discussion on Total Operation Counts Mr. Bocovich explained there were 21 misoperations reported for Q in MRO but he removed 6 of them as they didn t qualify. d. Non-Disclosure required for 2017 Misops Mr. Bocovich discussed that everyone needs to have a signed NDA in order to view the MIDAS misoperations data being shown in the meeting. 7. Event Analysis Report a. Transmission Events Since Last PRS Meeting Mr. Kunkel went through four event reports submitted to MRO since the last PRS meeting on January 4, b. Review Event Category 1.a Guidance Document Mr. Kunkel discussed the category 1a event guidance document. 8. Update on SPS Review Team Activities a. Discuss Recent RAS Reviews and updated Schedule Mr. Zewdie stated that MRO staff and the SPSWG held webinars on January 19, 2018 and February 23, He reported that the SPSWG reviewed the following RASs and reached the following conclusions: The Heskett RAS retirement study submitted by MDU was approved. The Boundary Dam Phase Shifter RAS five-year review study submitted by SPC which made changes to the existing RAS was approved. The Port Edwards RAS retirement study submitted by ATC was accepted pending completion of facility upgrades identified in the documentation. The Fieldon capacitor bypass RAS five-year review study submitted by XCEL was sent back to be updated to reflect recent reinforcements in the area. The Eau Claire cross-trip RAS five-year review study submitted by XCEL was sent back to include explanation on the continued justification and effectiveness of the RAS. The Tiffin RAS retirement study submitted by MEC was sent back with questions that require follow-up with MEC to better understand the conditions that allow its retirement. Special Protection System Working Group Report Date: May 9, 2018 AGENDA Special Protection System Working Group Report Dave Kempf, GRE Chair To: From: Subject: Action: MRO Planning Committee and Operating Committee Dave Kempf, GRE, Chair Special Protection System Working Group (SPSWG) Report None - Information and Discussion Planning Committee (PC) and Operating Committee (OC) Members: Following is a summary of the activities of the SPSWG since the last Operating Committee and Planning Committee meetings on March 13 and 14, 2018, respectively: Coordinating transition of RAS reviews to Planning Coordinators (PC) and Reliability Coordinators (RC) per PRC-012-2: PRC titled Remedial Action Schemes, transitions RAS reviews and approvals from the Regional Entities to the PC and RC. The RC is responsible for reviewing and approving new, modified, or retiring RASs. The PC is responsible for the periodic review of existing RASs on a five year cycle to assure they are still effective for the identified system conditions and to assure they coordinate with any other RASs that might interact with them. The effective date of this transition is January 1, MRO staff held a conference call with MISO staff on April 23, 2018, to coordinate the transition of RASs within their footprint. Of the 30 active RASs within MRO, roughly half are within the MISO tariff footprint. Several of these will be retired in 2018 upon completion of system reinforcements and changes that are nearing completion. Additionally, five Manitoba Hydro RASs will transition to MISO for any RC reviews that may be necessary and two Minnkota Power RASs will transition to MISO via contracted PC and RC services. MISO staff has indicated that they will budget for a stakeholder group to be formed in 2019 to perform RAS reviews. Until that time, the MRO SPSWG will continue to perform RAS reviews as necessary through the remainder of 2018 and MRO staff has corresponded with SPP-RTO staff regarding the transition of the five RASs that are within SPP-RTO.
