1 THE ALBERTA EMERGENCY SERVICES MEDAL (AESM) AND SERVICE BARS POLICY GUIDELINES (April 2017) 1. GENERAL a. The AESM may be awarded to eligible personnel, as defined in Section 2 of this document, in accordance with these policy guidelines. b. The AESM is the only medal in Canada to recognize emergency service responders in Alberta for all their cumulative collective time in all emergency response disciplines within Alberta. 2. ELIGIBILITY CRITERIA Personnel a. Individuals who serve in Alberta and are members of the organizations below involved in or directly supporting the prevention of, preparedness for and response to day-to-day emergencies are considered partners in the Alberta Emergency Services, including: Firefighters (structural and wildland); Emergency Medical Services (EMS) personnel, including paramedics and emergency medical responders (EMR) as defined by the Health Professions Act, employed in public service; Dispatchers employed in the public sector supporting emergency responders; Any Police Officer as defined by the Police Act of Alberta; Search and Rescue personnel; Personnel from a municipal emergency management agency appointed by municipalities under the Emergency Management Act; Personnel from the Alberta Ministry of Environment and Parks, the Alberta Ministry of Agriculture and Forestry and the Alberta Fish and Wildlife Enforcement Branch (Fire Protection, Alberta Parks Conservation Officers, Fish and Wildlife Officers & emergency responders to environmental emergencies); Personnel from the Office of the Fire Commissioner and Alberta Emergency Management Agency; Correctional Officers as defined by the Alberta Corrections Act or the Corrections and Conditional Release Act; Any Peace Officer as defined by the Peace Officer Act of Alberta; Any officer, (Police, Auxiliary or Special Constable) as defined by the Royal Canadian Mounted Police Act and whose Alberta service time equals 12, 22, 32 or 40 years collectively. 1

2 b. Partner organizations listed above may include public agencies, provincial, federal or municipal government staff, and industrial responders. c. Letters of support from the nominating organization are required in addition to the nomination application for those personnel described in section 2 above who were not directly involved in a front line service delivery capacity for the required timeframe. For example, persons who have spent a portion or all of the required time as trainers or other significant public safety contributors in their respective sectors may be deemed eligible at the discretion of the Nominating Authority described in section 4 below. d. Industry and federal partners (excluding the Royal Canadian Mounted Police in their capacity as the Alberta provincial police) must provide a current mutual aid agreement or other document confirming their association in Alberta with an eligible emergency service. e. The personnel outlined in Section 2(a) above are eligible for the AESM, provided they: Have completed the required period of service as prescribed in Section 3 of this document; Have undertaken all required phases of training and duty prescribed by their licensing bodies, respective municipalities and ministries; Are certified by their Nominating Authority as in every way deserving of the award; and Have not been convicted of or facing any criminal act and have not been found guilty of or facing any serious internal discipline. f. The AESM/Service bars may be awarded posthumously at the discretion of the Office of the Fire Commissioner (OFC) on recommendation from the relevant Nominating Authority. 3. REQUIRED PERIODS OF SERVICE a. AESM Medal (12 years) Individuals are eligible for the AESM following twelve years of service in Alberta with one or more of the organizations designated in Section 2 above and: The individual must have been serving in a component of the Alberta Emergency Services on or after January 1, 2000; Inactive members are not eligible for recognition of previous service however, individuals who are deceased or are no longer active due to injury may be given special consideration by their nominating authority provided all other eligibility requirements are met; Service may be cumulative and need not be continuous provided all other eligibility requirements are met; and 2

3 Cumulative service may include working with one or more of the approved services listed in Section 2(a) for a total of 12 years service to Albertans. b. Bronze Bar (22 years) Individuals awarded the AESM are eligible to receive a Bronze bar with rosette following twenty-two years service in the Alberta Emergency Services provided the criteria in Section 2(e) and 3(a) are met. c. Silver Bar (32 years) Individuals awarded the AESM are eligible to receive a Silver bar with rosette following thirty-two years service in the Alberta Emergency Services provided the criteria in Section 2(e) and 3(a) are met. d. Gold Bar (40 years) Individuals awarded the AESM are eligible to receive a Gold bar with rosette following forty years service in the Alberta Emergency Services provided the criteria in Section 2(e) and 3(a) are met. 4. NOMINATOR AND NOMINATING AUTHORITY Nominator a. Persons serving in a particular discipline outlined in section 2(a) above may nominate any of their peers or subordinates in that discipline. The Nominator is responsible for ensuring proposed recipients meet then eligibility criteria. b. Nominators must not be serving in a subordinate role/rank to that of the nominee. In situations where the chief official is eligible and a superior is unavailable to nominate, the nomination may be made by that person s immediate subordinate. This situation must be communicated to and approved by the Nominating Authority. c. Self-nominations will not be accepted. Nominating Authority a. The Nominating Authority is the entity responsible for the final approval of AESM nominations in their respective disciplines and for maintaining the integrity of the AESM awards within that discipline. b. The Nominating Authority reviews nominations to ensure the Nominator has certified the information and eligibility prior to the approval. 3

4 c. It is the responsibility of each Nomination Authority to ensure nominees meet the criteria in section 2(e) above. Nominating Authorities are not required to conduct criminal records checks on nominees however. If evidence of a criminal record or serious discipline is communicated to the Nomination Authority after an award has been made, then upon completion of an investigation, the Nominating Authority may rescind the award or take any other corrective action they deem appropriate within their discipline. d. A law enforcement, fire, and EMS representative will be assigned to the OFC to assist, review and administer AESM. e. Nominating Authorities for the purposes of the AESM/Service Bars include: The Office of the Fire Commissioner: Structural fire and search and rescue; Alberta Ministry of Agriculture and Forestry, Wildfire Management Branch: wildland fire fighters; Alberta Health Services as represented by the Alberta College of Paramedics: Emergency Medical Services personnel; Calgary Police Services: Alberta police, peace officers, sheriffs, security, commercial vehicle enforcement, fish and wildlife enforcement. (Note: Calgary Police Services have agreed to manage this sector for two years beginning 2017) Alberta Ministry of Environment and Parks Alberta Parks Conservation Officers and Emergency Environmental Responders. 5. ADMINISTRATION a. The OFC will: Collect nominations in a form and manner determined by the OFC from time to time and direct them to the appropriate Nominating Authority for review and approval; Upon receiving the copy of the approved nominations from the Nominating Authority, OFC will issue the appropriate awards and certificates to the Nominating Authority; Support the Nominating Authority to review complaints or concerns from persons questioning the validity of an award to an individual; Notify a recipient of the need to return an award should the Nominating Authority discover eligibility criteria was not met; Maintain a master database containing the names of all recipients of the AESM. b. Nominations must be approved by the Nominating Authorities no later than September 15 th of each year to allow inclusion on the public facing website. c. Nominations approved after September 15th of any year will be posted to the website in the following calendar year unless determined otherwise by the OFC. 4

5 d. Nomination Authorities must maintain a record of awards made and rescinded, and provide those records to the OFC in a format determined by the OFC from time to time. Awards will be merged into a provincial public facing database by September 15th of every year. e. Administrative instructions for the awarding ceremonies of the AESM are at the discretion of the Nominating Authority and may be amended by that authority from time to time. Nominating Authorities may also permit any agency in its discipline to determine the manner used to award the AESM to its members f. The Nominating Authority or awarding agency/municipality is responsible for any costs arising from the presentation of an AESM. g. The Government of Alberta is responsible for the costs of producing the medal. 6. MINIATURES/RIBBONS a. Recipients may have miniatures or ribbons of the AESM made at their expense to be worn according to the policies provided by their Nominating Authority from time to time. 7. ORDER OF PRECEDENCE AND POSITIONING OF SERVICE BARS a. The AESM may be worn in accord with the policy of the Nominating Authority. If the medal is worn on the left breast of the recipient, it must be worn in a position subordinate to any awards issued by the Crown in right of Canada. b. Service Bars are to be worn on an AESM ribbon in row from bottom up and to be arranged in order of precedence and positioned as following: A Bronze Bar (22 years) is to be positioned 19 cm above the AESM holder and to be first in row from bottom up; A Silver Bar (32 years) is to be positioned right above the Bronze Bar with no space between the bars and to be second in row from bottom up; A Gold Bar (40 years) is to be positioned right above the Silver Bar with no space between the bars and to be third and last one in row from bottom up. 5
