1 NORTH CAROLINA WAYNE COUNTY The Wayne County Board of Commissioners met in regular session on Wednesday, March 16, 2016 at 9:00a.m. in the Commissioners Meeting Room in the Wayne County Courthouse Annex, Goldsboro, North Carolina, after due notice thereof had been given. Members present: Joe Daughtery, Chairman; William H. Pate, Vice-Chairman; George Wayne Aycock, Jr.; John M. Bell; Edward E. Cromartie; A. Joe Gurley, III and E. Ray Mayo. Work Session Members absent: None. During the scheduled briefing and prior to the regularly scheduled meeting, the Board of Commissioners held an advertised work session to discuss the items of business on the agenda. Closed Session At 8:17a.m., upon motion of Commissioner George Wayne Aycock, Jr., the Board of Commissioners unanimously declared itself in closed session to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege between the attorney and the public body, which privilege is hereby acknowledged. At 8:55a.m., upon motion of Commissioner A. Joe Gurley, III, the Board of Commissioners unanimously declared itself in regular session. Call to Order Chairman Joe Daughtery called the meeting of the Wayne County Board of Commissioners to order. Invocation Commissioner Edward E. Cromartie gave the invocation. Pledge of Allegiance. Commissioner A. Joe Gurley, III led the Board of Commissioners in the Pledge of Allegiance to the Flag of the United States of America. Approval of Minutes Upon motion of Commissioner John M. Bell, the Board of Commissioners unanimously approved the minutes of the regular session of the Board of Commissioners on March 1, Discussion/Adjustment of Agenda Chairman Joe Daughtery adjusted the agenda by adding Approval of Construction Manager at Risk Services Contract with T. A. Loving Company for the Maxwell Regional Agricultural and Convention Center to Unfinished Business; by deleting Motion to Approve Adjustment to Medical Insurance Plan for Fiscal Year from New Business; by adding Proposed Adjustment to the Medical Insurance Plan for Fiscal Year to Work Session and by adding a budget amendment to the Purchasing Contract for Two Ambulances from Select Custom Apparatus under the Consent Agenda.
2 Special Recognition - Clerk to the Board Marcia R. Wilson The Board of Commissioners congratulated Clerk to the Board Marcia R. Wilson for attaining the Master County Clerk designation, which is the highest certification a county Clerk to the Board of Commissioners can achieve. Prior to receiving this designation, she was required to achieve and hold the rank of Certified County Clerk through the School of Government for six years. She successfully completed more than 100 hours of continuing education during a three year period. Special Recognition- Finance Director Allison Speight The Board of Commissioners congratulated Finance Director Allison Speight for being qualified as a Certified Local Government Finance Officer for the period of January 1, December 31, She demonstrated to the Finance Officer Certification Committee professional experience and knowledge in the area of local government finance. Appointment- Fremont Board of Adjustment Upon motion of Commissioner A. Joe Gurley, III, the Board of Commissioners unanimously appointed Andy Ballance and J. W. Sherrill to the Fremont Board of Adjustment. Their terms will expire on March 15, Appointment- Fremont Planning Board Upon motion of Commissioner A. Joe Gurley, III, the Board of Commissioners unanimously reappointed Gerald B. Ballance, Steven B. Hooks and Steven T. Evans to the Fremont Planning Board. Their terms will expire on April 19, Appointment - Pikeville Planning Board Upon motion of Commissioner A. Joe Gurley, III, the Board of Commissioners unanimously reappointed James E. Holden to the Pikeville Planning Board. Mr. Holden's term will expire on April 1, Appointment- Wayne County Planning Board Upon motion of Commissioner A. Joe Gurley, III, the Board of Commissioners unanimously reappointed Chris Cox and Brent Hood to the Wayne County Planning Board. Mr. Cox's term will expire on April1, Mr. Hood's term will expire on April15, Approve the Contract with T. A. Loving Company for Construction Manager at Risk Services for the Maxwell Regional Agricultural and Convention Center County Manager George A. Wood stated the contract with T. A. Loving Company for construction manager at risk services for the Maxwell Regional Agricultural and Convention Center would be at a 9.5% combined fee. The fee is based on the bid price at the beginning of the project and will be adjusted to the actual price ofthe project at the end of construction. Liquidated damages are $500 per day. The goal is to have 10% women and minority contractors. The guaranteed maximum price will be established after the bids are received. The team members from T. A. Loving Company will be designated in the contract. A decision will be made later concerning builders risk insurance. Upon motion of Vice-Chairman William H. Pate, the Board of Commissioners unanimously approved and authorized a contract with T. A. Loving Company for construction manager at risk services for the Maxwell Regional Agricultural and Convention Center, subject to approval by the County Manager and County Attorney.
3 Public Comments Tom Drew stated he did not understand why he could not use a sign at Public Comments, questioned if the newly constructed jail be used as a multi-purpose facility and questioned the policies for being on the agenda. Note: Tom Drew held up a sign during Public Comments. On December 15,2015 Chairman Joe Daughtery stated signs would not be allowed during Public Comments. Consent Agenda Upon motion of Commissioner George Wayne Aycock, Jr., the Board of Commissioners unanimously approved and authorized the following items under the consent agenda: 1. Applications for 2016 property tax exclusion a. Iglesia Evangelica Centro Americana Puerta Del Cielo- Parcel ID # b. University of Mount Olive- Parcel ID # Applications for 2016 present use value a. Jake Vinson Price- Parcel ID # b. Steven Jae Bass - Parcel ID # Resolution Adopting the Fifth Amendment to the Position Classification and Pay Plan for Wayne County, North Carolina, attached hereto as Attachment A 4. Purchased two ambulances from Select Custom Apparatus in Falkland, North Carolina at a cost of $129,650 each, based on the proximity for warranty work or repairs and approved the appropriate budget amendment. On January 19, 2016 the Board of Commissioners unanimously awarded the bid for the purchase of three ambulances, based on the proximity for warranty work or repairs, to Select Custom Apparatus of Faulkland, North Carolina at a cost of$129,650 each for a total cost of$388, Appointed Brandon Gray to fill the unexpired term on Carl Mozingo on the Eastern Wayne Sanitary District Board. 6. Central Services - #343 We Dig It Ag Day in Wayne County Proclamation Cooperative Extension Director Kevin Johnson read the We Dig It Ag Day in Wayne County proclamation. Upon motion of Commissioner George Wayne Aycock, Jr., the Board of Commissioners unanimously proclaimed March 24, 2016 as We Dig It Ag Day in Wayne County, attached hereto as Attachment C. Cooperative Extension Director Kevin Johnson and JR and Emily Odom with Odom Farming Co., Inc. invited the Board of Commissioners to We Dig It Agriculture Day on March 24,2016 from 8:00 a.m.-3:00p.m. at Odom Farming Co., Inc., which is located at 1380 Claridge Nursery Road, Goldsboro, North Carolina. JR and Emily Odom thanked the Board of Commissioners for its financial support. The Wayne County Young Farmers and Ranchers, through Farm Bureau, are sponsoring the We Dig It Agriculture Day. The purpose of this event is to try and bridge the gap between daily life and the farm and to educate second graders in the Wayne County Public Schools about how much agriculture affects their lives from the time they wake up in the morning to the time they go to bed at night. While on the farm, the children will rotate between
4 stations representing different aspects of Wayne County agriculture. The next time the children pass a cotton field or hog house, they will be able to make the connection between the clothes they wear and the food on their plate. The goal is to excite children about agriculture and to let them have fun learning about Wayne County's number one industry. JR and Emily Odom with Odom Farming Co., Inc. are third generation farmers who decided in 2010 to do something a little different than previous generations. The Odom family opened their farm to families and groups to come and have a great farm experience. Their goal is to bring people back to the farm, get them excited about agriculture and help kids realize food actually comes from a farm and not a grocery store shelf. Vice-Chairman William H. Pate stated he appreciated what JR and Emily Odom do to educate the students about agriculture. He enjoyed watching the children on the farm. Welcome Home Vietnam Veterans Day Proclamation Vic Miller with the Wayne County Veterans and Patriots Coalition read the Welcome Home Vietnam Veterans Day proclamation. Upon motion of Vice-Chairman William H. Pate, the Board of Commissioners unanimously proclaimed March 30,2016 as Welcome Home Vietnam Veterans Day in Wayne County, attached hereto as Attachment D. Commissioner George Wayne Aycock, Jr. stated many more Vietnam veterans are suffering today, than those wounded in combat. Donate Life Month Proclamation Dr. Sandra Coley read the Donate Life Month proclamation. She was honored her son signed up to donate his organs at the age of 17. Seven years later he died in a swimming accident. Her son gave the gift of life to 3 individuals and enhanced the life of 40 other individuals. Upon motion of Commissioner John M. Bell, the Board of Commissioners unanimously proclaimed April2016 as Donate Life Month in Wayne County, attached hereto as Attachment E. Commissioner George Wayne Aycock, Jr. stated an organ donation extended the life of one of his family members and another family member is in need of an organ transplant. He thanked Dr. Sandra Coley for her involvement in organ donation. He also thanked all organ donors. North Carolina Association of County Commissioners Video Update The Board of Commissioners watched the North Carolina Association of County Commissioners video update for March County Manager's Comments County Manager George A. Wood stated he reviewed the budget manual with the department heads. The contract with Cooper-Stewart-Newell has been completed and the study for five options for an E-9 11 communications center is underway. The closing has taken place on the refinancing of school debt for Grantham Middle School and Spring Creek Middle School. The North Carolina Department of Transportation submitted a list of approved engineering firms for the street assessment in Canterbury Village and North Creek subdivisions. A letter has been sent to the North Carolina Department of Transportation requesting written assurance the subdivision streets will be taken into the state maintenance system if an independent civil engineering firm is used. Chairman Joe Daughtery requested County Manager George A. Wood follow up with a personal phone call to the letter sent to the North Carolina Department of Transportation.
5 Board of Commissioners Committee Reports and Comments Commissioner John M. Bell stated he was successful in his bid to be reelected as a County Commissioner in District 3 in the Primary Election yesterday. Commissioner George Wayne Aycock, Jr. invited everyone to attend the re-dedication ceremony tomorrow in honor of the completion of the rehabilitation of the F-86 Saber Jet conducted by the men and women at Seymour Johnson Air Force Base. The ceremony will be memorialized with a Four-Ship Seymour Johnson Air Force Base Fly Over. The Junior Livestock Show and Sale will be held on March 31, 2016 at the Wayne Regional Fairgrounds. He invited everyone to attend the chicken and pork dinner on March 19, 2016 at the Nahunta Fire Department. Commissioner E. Ray Mayo stated he attended the Friends of Seymour Johnson Air Force Base Gala. There were a lot of people in attendance. Lt. General (retired) Ralph Jodice was an excellent speaker. The Friends of Seymour works in conjunction with the Military Affairs Committee to protect Seymour Johnson Air Force Base. Commissioner Edward E. Cromartie stated he would attend the Board of Social Services, Wayne County Public Library Board of Advisors and Goldsboro-Wayne Transportation Authority meetings later in the month. He attended the groundbreaking for the lacrosse and soccer field at the University of Mount Olive. Events held on this field will affect tourism, the cultural aspect and the tax base in Wayne County. Commissioner Edward E. Cromartie thanked WATCH (Wayne Action Team for Community Health) for putting the van back out in the communities. The van is the foundation of the WATCH program. Commissioner A. Joe Gurley, III congratulated Commissioner John M. Bell on his win in the Primary Election. Commissioner John M. Bell received a vote of confidence. Vice-Chairman William H. Pate stated the meetings with HH Architecture on the Maxwell Regional Agricultural and Convention Center are progressing well. He attended the Friends of Seymour Johnson Air Force Base Gala. He congratulated Commissioner John M. Bell on his victory in the Primary Election yesterday. Chairman Joe Daughtery stated he wanted the minutes to reflect the speaker under Public Comments violated the rule as to no signs allowed. If the speaker continued to violate the rules, he would not be allowed to speak under Public Comments. He requested the Clerk to the Board formulate a list of the rules pertaining to Public Comments for distribution. Chairman Joe Daughtery gave a shout out to the doctors and staff at Wayne Memorial Hospital, who discovered he had several blockages. He thanked the members of the Board of Commissioners and Vice-Chairman William H. Pate for their helpfulness and filling in for him while he was out for surgery and recovery. Recess At 9:58a.m., Chairman Joe Daughtery recessed the meeting. At 10:10 a.m., Chairman Joe Daughtery reconvened the meeting. Work Session- Proposed Adjustments to the County of Wayne Medical Insurance Annual Renewal for County Manager George A. Wood reviewed the fiscal year medical insurance premiums with percentages paid by the county and the employees, attached hereto as Attachment F. The county pays for the employee coverage. The employee pays for all dependent coverage.
6 County Manager George A. Wood stated the projected increase for the County of Wayne medical insurance in fiscal year is 9.3%, which would require an additional $629,430. The county's insurance broker, Mark III, recommended the following alternatives to reduce the projected increase so the premiums of the county employees and employees' dependent coverage would remain the same: Change the stop-loss insurance cap from $100,000 to $125,000 Change the in-network co-pay for primary care physician from $30 to $35 Change the in-network co-pay for specialist physician from $60 to $70 Change the individual deductible from $1,500 to $1,750 Change the family maximum deductible from $3,000 to $3,500 Change the individual maximum co-insurance from $1,000 to $1,750 Change the family maximum co-insurance from $2,000 to $3,500 Pharmacy changes Add a $150 deductible Leave generics at $10 to encourage their use Increase preferred drugs from $45 to $60 Increase non-preferred drugs from $60 to $75 Keep specialty drugs at 25% of cost, with a maximum co-pay of $100 The Board of Commissioners discussed the following: Need to use generics Request for proposal for pharmaceuticals, program for pharmaceutical discounts Development of a health wellness program Younger employees are only interested in salary, not benefits The amount to opt out of the county medical insurance plan will be increased from $500 to $1,000 County Manager George A. Wood reviewed a health insurance renewal comparison of three County of Wayne options with the State ofnorth Carolina and area local governments, attached hereto as Attachment G. County Manager George A. Wood recommended the Board of Commissioners approve Option #3 health insurance renewal plan for fiscal year to the Board of Commissioners. Human Resources Director Jerilyn Lee reviewed a health insurance comparison with the current Wayne County health plan and the recommended Option #3. Recess At 11:25 a.m., Chairman Joe Daughtery recessed the meeting for the Board of Commissioners to have lunch with members of the Seven Springs Town Board at the Seven Spring Restaurant, 400 E. Main Street, Seven Springs, North Carolina. Seven Springs Town Board members present: Stephen Potter, Mayor; Karla Griffin and Rhonda Hughes. Also present: Carolyn Griffin Price. Members of the Seven Springs Town Board discussed the following with the Wayne County Board of Commissioners: Need for Internet in Seven Springs. The county is working with a company to place equipment on 9 11 and water towers to provide Internet service throughout the county, including Seven Springs. Users would lease equipment and place in their houses. A survey of needs is being finalized. The Wayne County Public Schools are interested in the project to assure all students have Internet access. FEMA buyout properties do not allow the town to expand. The town has to bear the cost to maintain the properties.
7 The speed limit on Main Street needs to be reduced from 35 mph to 25 mph. The Town needs law enforcement presence during peak hours. The Board of Commissioners will request assistance from the North Carolina Department of Transportation, the Sheriff's Office and State Highway Patrol. Disposition of property on which nine springs are located. Grants are needed to upkeep the town park. The Board of Commissioners will contact the Eastern Carolina Council for grant assistance. Invitation extended to Ole Timey Days on May 14, 2016 Reconvene At 1:53 p.m., Chairman Joe Daughtery reconvened the regular meeting of the Board of Commissioners. Work Session- Proposed Adjustments to the County of Wayne Medical Insurance Annual Renewal for Mark Browder with Mark III Employee Benefits stated the health claims for the county increased 4% last year, while pharmaceutical claims have increased 30%. The county has a competitive health plan. The focus of the health plan is to improve the health of the population. He presented three options for the county to consider. Option #3 has no increase in employee or dependent coverage. The provider is put out for bid each year. BlueCross BlueShield is very competitive. The health of the population and claims are important for a self-funded entity. Approximately 90% of the cost ofhealth insurance is the claims. The remaining 10% is for administration and stop loss. Mark Browder with Mark III Employee Benefits recommended wellness testing begin in the fall of 2016 and the wellness program begin in July The primary driver of claims is the weight of the population. A wellness program is a long-term strategy. Employees cannot be penalized for tobacco use in North Carolina. Mark Browder with Mark III Employee Benefits stated the pharmaceutical deductible is capped at $300 per family. The Board of Commissioners requested additional information. 9 Attachment B NORTH CAROLINA WAYNE COUNTY WAYNE COUNTY RECOGNITION DAY FOR NATIONAL SERVICE WHEREAS, the Corporation for National and Community Service is a federal agency that helps more than five million Americans improve the lives of their fellow citizens through service; and WHEREAS, over 280 volunteers and service members serve Wayne County residents yearround through the Foster Grandparents program, Senior Companion program, and AmeriCorps State program; and WHEREAS, Foster Grandparents are role models, mentors, and friends to children with exceptional needs. The program provides a way fo~ volunteers age 55 and over to stay active by serving children and youth in their communities. Foster Grandparents help children learn to read and provide one-on-one tutoring, mentor troubled teenagers and young mothers, and care for premature infants and children with disabilities; and WHEREAS, Senior Companions make a difference by providing assistance and friendship to adults who have difficulty with daily living tasks, such as shopping, or paying bills. Senior Companions help these adults remain independent in their homes instead of having to move to more costly institutional care facilities. Senior Companions give families or professional caregivers much needed time off from their duties, run errands and often provide friendship for their clients; and WHEREAS, AmeriCorps engages more than 75,000 Americans in intensive service each year at nonprofits, schools, public agencies and community and faith-based groups across the country. AmeriCorps places thousands of young adults into intensive service positions where they learn valuable work skills, earn money for education and develop an appreciation for citizenship. 11 Attachment D NORTH CAROLINA WAYNE COUNTY WELCOME HOME VIETNAM VETERANS DAY WHEREAS, March 30, 2016, represents the 43 rd anniversary ofthe end ofthe American involvement in the Vietnam conflict; and WHEREAS, 2016 marks the 51st anniversary of the start of the ground campaign in Vietnam when President Lyndon Johnson authorized the landing of the 9th Marine Expeditionary Brigade to defend the Da Nang Air Base in South Vietnam; and WHEREAS, thousands of brave Americans served our country in this conflict with courage, honor, and valor; and WHEREAS, more than 58,000 individuals made the ultimate sacrifice in Vietnam and more than 300,000 more were wounded in combat; and WHEREAS, 1,626 Americans are still missing and unaccounted for from the Vietnam conflict, and their families, friends, and fellow veterans still endure uncertainty concerning their fate; and WHEREAS, in 1982, the Vietnam War Memorial was dedicated to commemorate those members of the United States Armed Forces who died or were missing-in-action in Vietnam; and WHEREAS, the Vietnam War was an issue among the people of the United States so that the crossfire of public debate about the involvement ofthe United States in the Vietnam War deprived many members of the United States Armed Forces, who served bravely and faithfully for the United States during the Vietnam War, of the support and appreciation for their service to our country; and WHEREAS, the United States Senate officially designated March 30th as Welcome Home Vietnam Veterans Day and encouraged the people ofthe United States to observe this day with appropriate ceremonies and activities that promote awareness of the contributions of veterans who served in the United States Armed Forces in Vietnam and the importance of helping such veterans readjust to civilian life. 12 Attachment E NORTH CAROLINA WAYNE COUNTY DONATE LIFE MONTH WHEREAS, according to the United Network of Organ Sharing (UNOS), more than 121,000 people are waiting for organ transplants nationally and 3,000 of those people are in North Carolina; and WHEREAS, an average of 21 people awaiting transplants die each day because there is a severe shortage of organ donors; and WHEREAS, every 10 minutes another name is added to the national transplant waiting list and the list is growing faster than the rate of organ donation; and WHEREAS, providing facts and dispelling myths are key to making an informed decision about becoming a donor and increasing the number of people who sign up as donors; and WHEREAS, the North Carolina Division of Motor Vehicles plays a critical role with 4.8 million North Carolinians in the State's Donor Registry having registered when they receive their North Carolina Driver's License, making it the 6th largest registry in the country; and WHEREAS, one organ donor can save the lives of up to eight people and improve more than 50 lives through tissue, blood, bone, bone marrow and cornea donation; and WHEREAS, North Carolinians are encouraged to get the facts about donation and discuss their wishes with their families and physicians, sign up as donors via the North Carolina Division of Motor Vehicles by putting a heart on their driver's license or enrolling online at DonateLifeNC.org; and WHEREAS, Vidant Medical Center's Transplant Center is a leader in providing life-saving transplants with patients cared for by a team of experts including surgeons, nurse coordinators, social workers, infectious disease specialists, nutritionists, immunologists, and pathologists; and WHEREAS, Carolina Donor Services is the federally designated organ procurement organization with an office located in Durham serving 7.2 million people in 77 counties of North Carolina and Danville, Virginia, and serving over 100 hospitals and four transplant centers that perform heart, lung, liver, kidney, pancreas and intestine transplants to maximize the passing of the heroic gift of life from one human being to another through organ and tissue donation; and WHEREAS, the County of Wayne joins healthcare professionals, volunteers, educators, government agencies, faith-based and community groups and private organizations in an effort to boost the numbers of organ, tissue, blood, bone, bone marrow, cornea and stem cell donors throughout North Carolina. NOW, THEREFORE, BE IT RESOLVED the Wayne County Board of Commissioners does hereby proclaim April as DONATE LIFE MONTH in Wayne County and commends this observance to our citizens.
