1 Author: Alexander Bronstein-Moffly Researcher: Christina Wu Published by: First Street Research Group K Street Lines Up for Romney The firms and lobbyists that will gain the most from a Romney victory Throughout the GOP nominating process, each candidate accused the other of being a Washington insider. As each candidate distanced themselves from Washington, their opponents worked to highlight their ties. But one thing is clear - every candidate received some support from K Street. With their dollars, advice, and endorsements, K Street definitively lined up in support of one candidate - Mitt Romney. Romney has never been a registered lobbyist, but he seeks advice and contributions from more lobbyists than any of the other candidates, and has a long list of lobbyist supporters, advisors, and contributors. This select group of Washington insiders is quietly positioning themselves to benefit from a Romney presidency. Highlights Mitt Romney Ten current and former lobbyists are directly affiliated with the Mitt Romney campaign as advisors and staffers. These lobbyists have represented 256 clients who paid their firms over $88.0 million since registered lobbyists are acting as bundlers to Romney s campaign. These lobbyists have represented 324 organizations and a combined $196.9 million in lobbying expenses since In 2011 bundler s and advisors to the Romney campaign represented 174 organizations and $54.7 million in lobbying expenses (see Appendix G). 332 lobbyists have donated to a current GOP candidate in Romney dominates the field, receiving 304 contributions Two lobbying firms are positioned to gain from a Romney presidency: o Dutko employs lobbyists that are Romney advisors, bundlers, and contributors o DLA Piper has multiple lobbyists that have contributed heavily to the Romney campaign. Several corporations will be well-connected with a Romney victory: o Microsoft leads the pack, having Romney campaign advisors, bundlers, and contributors who represented the company. o Two of the top finance companies, Charles Schwab and CitiGroup, have lobbyists who are bundlers and contributors. o The two biggest telephone companies, Verizon and AT&T, also stand to gain from a President Romney. Rick Santorum Rick Santorum is not nearly as directly connected to K Street as Mitt Romney; however, the health care industry is best positioned to gain a connection to his presidency since the only two active lobbyists tied to his campaign are currently lobbying for the industry. Santorum has received only 21 contributions from a current lobbyist. This ironically is a very low number for someone who was reported to have been involved with the K Street Project. There are 14 current lobbyists who are former Santorum staffers; surprisingly, 9 of them have not donated to his presidential campaign. Methodology: First Street Research Group examined all of the advisors and staffers of the Romney campaign and matched them to First Street s database of registered lobbyists. The list of lobbyist bundlers comes from the FEC and the list of lobbyist contributors comes from First Street which uses the 2011 LD-203 filings. All client activity, lobbying totals and other data was analyzed using First Street. 1
2 Scorecard: Client and Firm Connections to Romney These two scorecards examine which lobbying firms and corporations are the most connected via their lobbyists to Romney s campaign. The scorecards tally the number of lobbyists that are advising the Romney campaign, acting as bundlers for his campaign or have contributed to the campaign and have acted as a lobbyist for the firm or client listed at some point. 3 Lobbyist Campaign Officials The two GOP frontrunners, Mitt Romney and Rick Santorum, never registered as lobbyists; this statement, though, does not apply to their campaign officials. Rick Santorum counts just three people affiliated with his campaign who have been registered lobbyists, two representing major healthcare companies and one who was involved in the Abramoff scandal. James A D'Alessio: A lobbyist for BlueCross BlueShield of South Carolina Jennifer Vesey Rossman: A lobbyist at Jeffrey J. Kimbell and Associates representing major health care clients. Key Clients: Roche; Abbott; Covidien; Astellas James Hirni: A former lobbyist, who was involved with the Abramoff scandal. Mitt Romney boasts the most lobbying connections to his campaign, with nine advisors and one official campaign staffer who has registered as lobbyists in the past. The Romney-affiliated lobbyists are anything but ordinary lobbyists: these professionals represent some of the heavy hitters on K Street. They boast impressive resumes of government experience, six of whom swung through the revolving door working for the government, and are among the leaders at their firms. Collectively these lobbyists affiliated with Romney have represented 256 clients who have paid their firms over $88.0 million since 2004 for their services (See Appendix C). Of the 256 clients, 22 of them have spent over $1.0 million since 2004 with a Romney campaign-affiliated lobbyist. In 2011 these lobbyists have represented 42 clients paying over $5.0 million for their services (See Appendix D). While no organization can claim to have hired three or more Romneyaffiliated lobbyists, eight organizations have hired two Romney-affiliated lobbyists. 6 Lobbyist Bundlers The only current GOP candidate reporting any lobbyist bundlers is Mitt Romney. He has 16 lobbyists actively bundling contributions for him. These lobbyists represent some of the top lobbyists in DC, including two that were named to the First Street 30. Collectively the Romney lobbyist bundlers have raised $2.2 million for Romney s campaign, according to the Center for Responsive Politics. These bundlers have represented 324 organizations that spent $196.9 million on the lobbying services with these lobbyists since 2008 (See Appendix F). Only one organization Verizon Wireless has hired three Romney bundlers from different firms, but three others have hired two Romney bundlers from different firms: Microsoft, CitiGroup and Charles Schwab. Additionally, eight organizations have directly hired a Romney lobbyist bundler since 2008 to act as an in-house lobbyist. 8 Lobbyist Contributors Lobbyist Donations to Presidential Candidates in 2011 Mitt Romney dominates his rivals, counting 311 lobbyists as donors to his presidential campaign, including 39 lobbying organizations have had more than one lobbyist donate (see Appendix E). This number is eleven times higher than all the other lobbyist donors to the other candidates. It is clear that K Street is placing their bets with who they think the winner will be. Of course just as telling as the number of lobbyists donations to the Romney campaign is the number of former staffers of the other candidates who have not donated to their campaigns. Rick Santorum has 14 current lobbyists who used to be his staffers, yet only five of them have donated to his presidential campaign.
