3 MESSAGE FROM THE CHAIR Welcome to TakPAC It is my pleasure to share the TakPAC 2016 Annual Report with you. TakPAC is Takeda s political action committee or PAC a fund used to help elect state and federal lawmakers who share our vision to bring innovative medicines to patients. This is a program driven by the voluntary contributions of eligible Takeda employees. TakPAC is a traditional PAC, not a Super PAC, and as such, is the only legal way for Takeda to provide direct support to all federal and many state candidates who understand our public policy positions related to pharmaceutical innovation, the needs of patients we serve, and matters important our industry. The U.S. government accounts for nearly half of all U.S. healthcare spending, and its policies, legislation, and regulations impact the entire healthcare system. The majority of our country s policymakers have little to no background in medicine or science. We must educate our elected officials on both sides of the aisle and regularly share with them Takeda s point of view on issues affecting our products and therapeutic areas. Takeda, through its Government and External Affairs (GEA) function, helps inform the U.S. debate over healthcare and pharmaceutical innovation at the federal, state and local levels. Within GEA s framework, TakPAC plays a crucial role in these ongoing debates. TakPAC directly supports, in a bipartisan manner, political candidates who understand the importance of the work the biopharmaceutical industry does every day, and helps create an environment where the needs of our patients and our industry can be heard. Because of the important role of TakPAC in our advocacy efforts, Takeda and GEA want you to be fully informed about TakPAC s mission and activities. This report provides a complete accounting of TakPAC s financial performance in 2016, as well as the state and federal candidates and committees that were supported. Our objective is to ensure you know not only who we supported and by how much, but how candidate support decisions are made, who makes them, and why. TakPAC is committed to full transparency and good stewardship of all donations made by employees. On behalf of the entire TakPAC team, I encourage you to learn more about TakPAC. Many issues drive our political activities.takeda puts patients at the center of everything we do, from our research and development to the launch and sale of products. And rightly so it is our goal to create value to address the unmet medical needs of patients all over the globe. Takeda s U.S. Government and External Affairs (GEA) staff works to educate state and federal elected officials about issues affecting our products and therapeutic areas. GEA also advocates for policies that reflect our patientcentric approach, and to be the voice for patients in public policy discussions on Capitol Hill and in state capitals across the country. Our elected leaders need to know how their decisions and policies will impact the health of patients in their district or state. Takeda s GEA team is committed to a transparent TakPAC and providing information to all employees about the public policy issues that impact our company. We believe it is important for everyone at Takeda to understand the impact, positive and negative, that public policy decisions have on our company and the patients we serve. 11
