Pledge of Allegian ce Moment of silence to recognize soldiers overseas and to remember those lost fifteen years ago on Acceptance of Minutes of Previous Meetings August 15,2016 Regular Meeting Councilwoman Smith made a motion to accept the above minutes, seconded by Councilman Walsh. Roll Call: Ayes: Mrs. Smith, Mr. Walsh, Deputy Mayor Nicastro. 6. Reports of Township Officials Councilman Walsh stated that the homeless situation in Howell Township needs to be addressed. Councilwoman Smith spoke about the Thompson Farm preservation being complete and moving on to the next farm. It is the opinion of the Monmouth County Planning Board that they would be most efficient with this process. Howell Township can authorize a County representative to move forward.
2 PAGE 2 Deputy Mayor Nicastro thanked the public for coming to the memorial service held Friday, September 9'h at the monument at the former municipal building. He also attended an event held by Pastor Chris Teis of Open Door Bible Church on September 1 la with Monmouth County Sheriff Sham Golden and Howell Police Sgt. Chris Hill. Deputy Mayor Nicastro expressed that it is this generation's responsibility to ensure children understand what happened that day, particularly the heroism of the first responders. He quoted Sgt. Hill's words that it shouldn't take an event of that magnitude to bring people together, we need to bring back the civility and kindness that was expressed after the tragedy. Deputy Mayor Nicastro also thanked Township Manager Mayfield and Steven Fecher for organizing the memorial. Deputy Mayor Nicastro announced that Howell Township is receiving Blue Star Certification from Clean Ocean Action. The Blue Star program combines the Sustainable Jersey Program with Clean Ocean Action's focus on water quality protection. Howell earned points to receive Blue Star Certification. Cindy Zipf, Executive Director, and Gianna Fischer, Dery Bennett Fellow for Ocean Advocacy, of Clean Ocean Action presented the award and discussed the progress that has been made and work that still needs to be done to improve the conditions of our waterways and ocean. Green team members present were Brian Tannenhaus, Mary Ann Cernak, and George Snyder. Deputy Mayor spoke about the Green Team's work and particularly thanked member Nick Huszar for his hard work. Mr. Tannenhaus also thanked Mr. Huszar and mentioned that the Green Team needs more volunteers. Councilwoman Smith read the Ovarian Cancer Awareness Month proclamation. Councilman Walsh read the Fire Prevention Week proclamation and presented same to Howell's Fire Prevention Bureau members, Chief Robert Lewis, Lieutenant Brian Prochnow, Inspector Mark Hopkins and Inspector Josh D'Arcy. Chief Lewis spoke about the importance of working smoke detectors and encouraged everyone to replace their detector at least every 10 years. 7. Discussion Overview of Monmouth County Master Plan presented by Megan Stanley, Planner with CME Associates. The major theme of the plan is redevelopment, encouraging towns to maintain or enhance what is already there. Ms. Stanley listed the 12 elements of the plan; the elements that relate to Howell Township are the Land Use element, the Natural Resources element, and the Farmland Preservation element. CME has found Monmouth County's Master Plan to be consistent with Howell's master plan. 8. Heaving of Citizens & Public Comment on Consent Agenda Items Barbara Dixel, 62A Piazza Vittoria, The Villages. Mrs. Dixel spoke about Howell Township's watersheds and that she would like C-1 qualification for all of the Township's waterways. Mrs. Dixel feels that a traffic signal is needed at the Walmart exitlentrance on Lanes Mill Road; Mr. Henman advised that this would be based on traffic counts and he will look into it. Mrs. Dixel addressed various items on tonight's agenda.
3 PAGE 3 Paul Rehberger, 147 Arnold Boulevard. Mr. Rehberger stated that Arnold Boulevard is being used as a main truck route from Route 547 heading to the Lakewood Industrial Park. The road is not meant for large trucks and they have trouble navigating turns which causes very dangerous driving situations, particularly when school buses are on the road. He stated that there is also a dangerous passing zone and a big problem with speeding on this road as well. Mr. Herrman stated that he is familiar with problems on this road and has been in contact with the police department regarding possible solutions. Ed Surgent, 121 Asbury Road. Mr. Surgent wished to discuss the increase in rental registratiodproperty inspection fees. Township Attorney Torcivia clarified that the $ fee is the total, not additional. End Heaving of Citizens 9. Roll Call: Ayes: Mrs. Smith, Mr. Walsh, Deputy Mayor Nicastro Amend Chapter 2-43(1), Shade Tree Regulations Councilman Walsh expressed concerns about this ordinance. Township Attorney Torcivia and Director of Community Development Herrrnan explained that this ordinance has nothing to do with woodlands management requirements and that trees will still be planted in developments. 7 September 12, :00 P.M. Freewood Acres & Route 9 North Sanitary Sewer Extension Project Public Hearing Page 1 Meeting called to order at 5:00 P.M. Present were Director of Community Development Jim Herrman, Township Manager Jeff Mayfield, Chief Financial Officer Lou Palazzo, Sue Brasefield and Ashley Castillo, Project Engineers with Maser Consulting, and Deputy Township Clerk Allison Ciranni. Notice of this meeting was provided for in the Asbury Park Press on August 10, The New Jersey Department of Environmental Protection (NJDEP) has reviewed the documentation for the proposed project, NJDEP Project No. S , and has determined that this project warrants a Level 2 Environmental Review in order to qualify for assistance under the New Jersey Environmental Infrastructure Financing Program (NJEIFP). The project sponsor is Howell Township. The Project site is Freewood Acres and Route 9 North, Howell, NJ. The project will provide a sanitary sewer system for most of the Freewood Acres development, portions of the Route 9 corridor, and the Township of Howell Board of Education properties associated with the Land 0' Pines School. In Freewood Acres West, 12,569 LF of 8" pipe will be installed. In Freewood Acres East, 14,233.5 LF of 8" pipe and 1,085 LF of 10" pipe will be installed. At Georgia Tavern RoadkIulses Comer Road and streets south of Georgia Tavern Road, 4,915.5 LF of 8" pipe and 2,287 LF of 12" pipe will be installed. On Route 9 North and the easement near Casino Drive, 2,172 LF of 8" pipe, 5,975 LF of 12" pipe, and 1,756 LF of 6" HDPE force main will be installed. The project will include required road improvements. This project will address ongoing issues that involve failing septic systems and sewer problems. The estimated project cost is $13,955, Mr. Herrman and Ms. Brasefield spoke about the project. Construction is intended to begin in Spring of and take approximately one year to complete. The meeting was opened to the public to receive input and comments. Charles Davison, 124 West 5th Street. Mr. Davison questioned the sewer billing method. Mr. Herrman and Mr. Palazzo explained that residential sewer bills are standard throughout town, currently $ per quarter. Carmen Kichikov, 158 West 3rd Street. Ms. Kichikov currently has sewer service - will she be charged again? Mr. Herrman stated that she will not be charged again because she was charged a connection fee in Deborah Dixon, West 2nd Street. Ms. Dixon asked about a pump house. Mr. Herrman explained that it is a small barrel installed underground on the property. Ms. Dixon asked if they would have to pay for electricity for this pump and the answer was yes. Ms. Dixon asked what happens to the old septic system in the ground. Mr. Herrman stated that residents will be required to abandon the system in place, up to code, and have it pumped out and cleaned.
8 September 12, :00 P.M. Freewood Acres & Route 9 North Sanitary Sewer Extension Project Public Hearing Page 2 Joseph Garofolo, 9 Fountayne Lane. Mr. Garofolo inquired about property at 2940 Route 9 South and West 6th Street regarding hookup timefiarne and pump system. He also clarified that the connection fee is not the same as the fee charged by a homeowner's plumber. Lucille Tanquay (spelling unknown), West 4th Street. Ms. Tanquay asked about pumping stations considering that her property is lower than the road. Mr. Herrman stated that they are proposing that all residences on West 4th Street be connected by gravity. Ms. Tanquay also stated that her son lives next door and wants to put a bathroom in his basement. Robert Chilton, 158 West 3rd Street. Mr. Chilton is curious about homes currently connected to the Manasquan River Regional Sewerage Authority system; will they be disconnected and then reconnected to the new system right away or will there be a length of time that they will be without service. Mr. Herrman stated that the switch should not take more than an hour. Bill Allmann, 16 Hall Avenue. Mr. Allmann has additional properties at the end of Hall Avenue that he wants to make sure are included in the plan. Ms. Brasefield will confirm. Carmen Kichikov asked about the timefiame for paying the connection fee and how residents can obtain Wher information about this project. Mr. Herrman advised that residents may call his office or meet with Ms. Castillo. Gregg Schon, mother owns 63 Crest Drive. Mr. Schon wanted to verify if and when Crest Drive is slated for sewer. Mr. Herrman stated that he would have to look into it; the State has a sewer service plan that shows specific parcels. Currently there is no plan to do Crest Drive. The next major sewer project will not happen for probably 20 years. Sandra Solly, Birdsall Road. Ms. Solly asked about the sewer line from Windeler Road to Land 0' Pines School. Mr. Herrman responded that currently a pump station is being used. The Township is waiting for the school board to make a determination. Ms. Solly questioned the payment of the bond; Mr. Herrman stated that the bond will be paid over the 20 year bonding period by the entire sewer rate payer population.
