3 Glenn Grant, Kim Guadagno, John Jay Hoffman, Richard Constable III protected by U.S. Attorney Paul Fishman the current corrupt U.S. Attorney for the District of NJ as requested for investigations have been made by three U.S. Senators Reid (D), Heller (R) and Lautenberg (D), two members of Congress Berkley (D) and Frelinghausen (R), two State of NJ Senate Codey (D) and Littell (R) and two members of the General Assembly, Sussex County County Administrator,Town administrator Richard Stewart who was fired thereafter, Office of Gov of NJ Ian Brennan who was fired thereafter and 20 other persons yet informants such as Mary Pawar of 12 East Drive, Stanhope, NJ 0784 and her husband Iqbal who were retaliated against and reported the the Office of Attorney General Disivion of Community Affairs Board of Engineers Complaints a and b were never contacted even though they filed formal complaints and their complaints against John Cilo Jr. were dismissed without any review wit them as Thomas Caggiano was never contacted regarding his complaints against three other PEs that conspired with John Cilo Jr who posed as a Borough Engineer without any valid contracts as reported. FBI and the State Police Official Corruption Bureau were told of the corruption by the outstanding municipal clerk Ms Robin Kline, RMC, MAS who even hired attorney and reported the frauds, conspiracy in Stanhope to ten agency s including Office of Gov, Commissioner of Community Affairs, Sussex County Prosecutor David Weaver, FBI an NJ State Police Official Corruption Bureau and was terrorized and retaliated against for two years and resigned as she suffered great mental injury noted to the Office of Gov by Thomas Caggiano.

6 Evidence Thomas Caggiano brought into the corrupt Sussex County Prosecutor s Office, High St, Newton, NJ and met the Detective Joseph Costello now in the corrupt Morris County Prosecutor s Office, Morristown, N.J with a gaggle of corrupt Vicinage X Superior Court Judges and a corrupt Morristown municipal court wherein I filed more then a dozen Probable Cause Affidavits which while Morristown s Judge Noonan, J.M.C. agreed was within his jurisdiction had NO CDR-2s per Court Rule 7:2-1 Process allowed to be entered into the Judiciary Record system nor did the corrupt municipal court administrator send the evidence as required within 48 hours to be sent to the Morris County Prosecutor for a NJ Grand Jury to review any evidence and therefore force the corrupt Morris County Prosecutor in Morristown, NJ to file an INDICTMENT instead the Morristown municipal court n Judge Manahan, JSC buried them by issuing a fraudulent court order an issuing I had NO Standing citing a Case that did NOT even apply stating in writing that I could NOT appeal his sole decision to any court. Judge Thomas Manahan, PJSC continues to issue court orders with NO docket numbers, no hearings and does NOT even inform the defendants of his unilateral actions designed to

7 obstruct the detection and apprehension of dozens of Government attorneys and apparently every municipal court judge in his Vicinage as the court staff in Newton and Wantage have been reporting for years to the FBI and State police the total corruption of State and municipal prosecutors and every judge I had the misfortune to met but at least Judge Edward Gannon who refused to issue any temporary restrictions and opposed the statements made by the corrupt Sussex County Board of Chosen,Office of Counsel and Sheriff was over riding by the corrupt Asignment Judge Weisenbeck, A.J.S.an his accomplice Judge Hansbury, P.J.Ch as noted in my filing to the corrupt State of New Jersey Supreme Court s Advisory Committee on Judicial Conduct with the ACJC s executive director the corrupt OAC Glenn Grant, J.A.D. published on and last filing as NO investigator has ever contacted me nor many other retaliated informants noted as witnesses or corrupt Attorneys that supported the corrupt judges to issue court orders in a conspiracy against my rights. for I per his court staff per his unknown orders can not eve telephone the Superior Court on any issue even to determine fees and mailing address and department name to get transcript records for either an Appellate Court submission on SSX-C-1-13 consolidated nor file as I expect a motion to change the court to the Law Division for punitive damages and / or the U.S. District Court and automatically transfer the case to a U.S. District Court for a Federal question as the court orders deny me my U.S. Constitutional Rights and also NJ Constitutional Rights and rights under OPMA and OPRA and the Declaration of Independence itself by the very definition of Tyranny as petitions were filed multiple times by more then a dozen tax years and citizens and ignored and retribution is a constant occurrence now for 13 years against numerous whistle blowers. seeking safety and health and compliance with Codes of Ethics by Judges, Attorneys and Judicial Staff stop perjury, bribery, tax fraud, tampered with court orders and State certified drawings from being filed and prevent wetland permits, Uniform Construction Code, State and Municipal codes from being violated in a willful pattern of criminal conduct as the U.S. Attorney Eric Holder and the DOJ protect his won U.S. Attorneys in the District of NJ and his former employees who also issued other court orders on IND I State v. Thomas Caggiano as the court orders in the Sussex County Superior Court file by Judge N. Peter Conforti, J.S.C. do NOT agree with those by the Sussex County Prosecutor nor my fired attorney Robert Mattia, Esq. who was also conspired directly with the First Assistant Prosecutor Gregg Mueller, Esq. and the Judge N. Peter Conforti, J.S.C. and Netcong corrupt Judge John Mulhern, J.M.C. as both the Sussex County Superior Court Criminal Division Scheduler Kay Mack and the former Netcong Deputy Court Administrator Tania Ell now the Wantage court administrator both for years reported the corruption within Sussex County to the FBI and the State Police Official Corruption Bureau as did the Sussex County Administrator twice request investigations by the corrupt Sussex County Sheriff s Office which is suing me to prevent me from getting any government records nor even contact the Sheriffs Office to serve court papers nor be able to hire an attorney nor attend any religious service in Sussex County on Sussex County Property done in a repeated pattern of government enterprises and structures agreement with the three Sussex County Counsels, the Sussex County Board of Chosen Freeholders. Thomas Caggiano. how does one find corrupt officials? Well, that is very easy just see the names of the New Jersey State agencies and municipalities and persons suing me to prevent me from writing anything, sending an of fax, requesting a government record via OPRA or Common Law Rights of Access, requesting any information as a Publisher in violation of the U.S. Supreme Court s Case Law widely known as Press Enterprise II or violating the U.S Constitution, N.J. Constitution and Open Public meeting At by NOT allowing me to attend Open Public Meetings as every such court order is a violation of 18 U.S.C. Sections 2, 241, 242 and 1513 and also Title 2C felonies N.J.S.A. 2C:30-6.a, 2C; 30-5.c, 5-1.c, 5-2.b, 28-3, 29-1, 29-3 with accomplices N.J.S.A. 2C:2-6(b) in structured enterprises in agreement to commit criminal acts in repeated pattern called Enterprise and Pattern of Racketeering the N.J. State felony N.J.S.A. 2C:41-1.1c and the Federal Crime

9 Under the RICO provision, I have notified the corrupt Morristown Superior Court under Dockets SSX- C-1-13 and SSX-C I shall file a civil counter claim and already requested punitive damages, jury trial now scheduled for Aug 11, 2014 as I obtain records from Federal ( see FOIA response and additional release of redacted pages from the U.S Treasury on )and State agencies and al such funds other other then compensation for work efforts and high expenses of obtaining attorneys to defend myself, and copy hundreds or thousands of records and overused computer assets replaced many times from war. shall be donated to charity to assist terminally ill children in a hospice dying of cancer before they are 10 years of age. The massive racketeering and conspiracy has 100 witnesses and over 20,000 pages alone of court records exist and hundreds of records have already been filed in the infested Morris County Morristown s Superior Court on SSX-C-1-13 Township of Green v. Thomas Caggiano, SSX-C Sussex County Board of Chosen Freeholders, Sussex County Sheriff, Sussex County Counsel and Sussex County Board Clerk v. Thomas Caggiano, SSX-L Borough of Stanhope v. Thomas Caggiano and GRC and Mercer Counties corrupt Superior Court under MER- C GRC vs. Thomas Caggiano for one only needs the list of plaintiffs in these cases and the dozens of quasi-criminal convictions of Thomas Caggiano in the City of Trenton municipal court on complaint by the GRC s corrupt executive director for upon my Superior Court Appeal I was found NOT GUILTY in State of NJ v. Thomas Caggiano, and in a 13 criminal court indictment by the corrupt Borough of Stanhope with the corrupt Sussex County Prosecutor on State of New Jersey I was found NOT Guilty before a trail even started as by two conflicting false mental evacuations were done by the Department of Mental Health Service s corrupt Commissioner Jennifer Velez, Esq. and her corrupt Anne Klein Forensic Center Christie Joseph and Peter Paul and both were protected upon my filed complaints to the corrupt Office of Attorney General Division of Consumer Affairs Board of Psychological Examiners as NO testimony was taken and the corrupt Board of Medical Examiners and Department of Human Health Services and its Region II have protected Dr. Nielson,. MD who was hired by my wife while I was falsely imprisoned in the Sussex County Jail denied prescribed drugs for over 80 days as other inmates also were treated in cruel and unusual punishment as documents in dozens of my inmate complaints and letters t other corrupt FBI and the Sussex County Board of Chosen Freeholders uselessly. I was hospitalized the first day jailed by a magistrate Craig U. Dana, J.M.C. and his copartners in crime the Alleged municipal prosecutor William Hinkes, Esq. who was protected by the State of

10 New Jerseys Supreme Court s Office of Attorney Ethics and its so called investigator Harry Norton, Jr who refused to contact other retaliated eye witnesses such as Mary Pawar and Kathryn Caggiano and Iqbal Pawar as ha other so called investigators for over a decade. by the State at the request of the corrupt Superior Court Judge N. Peter Conforti, J.S.C. that conflicted with one anther, I was not even allowed to fire an attorney at the end and the case was dismissed without prejudice, once I could represent myself Pro Se and filed motions the court in fraudulently written motions dismissed ALL 13 criminal charges with PREJUDICE AGAINST THE STATE in State of New Jersey v. Thomas Caggiano and even that by fraud. by the State in the following corrupt municipal jurisdictions: City of Trenton, Hopatcong, Netcong, Stanhope, Stilwlater, Hampton, Green, Newton, Wantage, Fredon, Frankford Township and many more. Borough of Sussex, Borough of Andover and others requested investigations 18 property owners, Federal and 2 State Senators in NJ and 1 in NV, members of the House of Representatives from NV (D) and NJ (D) and New Jersey s General Assembly being from the Republican Party but the corruption only increases s the Office of Gov of NJ on Bridgegate issues has constantly by fraud denied d access under OPRA requests and ignored Common Law Rights of Access and has ignored the requirements for submittal of a Statement of Information response to the Department of Community Affairs as its Commissioners from Susan Bass Levin, Esq. to Richard Constable III, Esq. have all been engaged in the cover-up of bribery, waste, fraud, criminal disbursements of federal, state, county and municipal funds known the the State of New Jersey s own legislative State Commission on Investigation for many years, violations of Local Public Contract Law, Uniform Construction Code and Codes of Ethics by the Division of Local Government Services s Local Finance Board. with its Government Record Council s voting member the Commissioner of Community Affairs and Secretary of Education and the Department of Law and Public Safety s Division of Law DAG GRC Debra Allen, Esq. and five attorneys being continuously corrupt as even 18 Denials of Access were buried in the Office of Administrative Law and the Final Decision on 18 Denials of Access published on the GRC s web site under a final decision o Oct 19, 2006 under GRC Thomas Caggiano v. Borough of Stanhope proves beyond any reasonable doubt the lies told by Richard Stein, Esq. for over 7 years in the cover-up noted in the 17 page finding itself. and those by the Sussex County Prosecutor have in the GRC along with denials of access by Mt Olive, Stanhope and more all by fraud and water all been dismissed without any testimony or hearing before the GRC in over a decade of constant corruption which is obvious from the Office of Governor s won records published on and also the Washington D.C. 12 request for reconsideration of all prior complaints to the corrupt ACJC as no investigator ever contact me nor other retaliated information with direct personal knowledge of the infested Superior court and Municipal court from the City of Trenton and its Mercer County Superior Court judges and attorneys ( Ref: and protectedby those on the ACJC, OAE and DRB inlcuding the corrupt Chief Justice Stuart Rabner and former corrupt State of NJ Jersey General and former U.S Attorney for District of New jersey Assistant Prosecutor under then U.S Attorney Chris Christie with LT Gov Guadagno, Esq. and Commissioner of Community Affairs Richard Constable III, Esq. and Acting New Jersey Attorney General John Jay Hoffman, Esq. and Christie former Counsel Jeff Chiesa, Esq. made NJ Attorney General then interim Federal New Jersey Senator. and Christie s his press secretary who praises the former U.S Attorneys from the district of NJ praised the his comrades now in the NJ government, of course as he was an insider. 3. The U.S Attorneys Office for District of NJ official is the corrupt Paul Fishman, Esq. who was aware when nominated the corruption in his coming office and has continued same for many years. The U.S Attorneys protect themselves and their other insiders. U.S Attorneys for the infested District of NJ Newark office now occupied by the corrupt Paul Fishman, Esq. protected by the U.S District Court for District of Nevada in 9 th Circuit and by the OCE Chief Circuit Judge as the Department of Justice protects its U.S, Attorneys in NJ, IL, NV, PA and Washington D.C. The Republicans in the House investigate the corrupt Department of Justice s Eric Holder which U.S District Court Judges protect from the House s contempt request but NOT of course supported by the House Democrats while at the same time, the State of New Jersey s Select Committee on Investigation Democrats investigate the corrupt Republican Gov Chris Christie administration with requests for records NOT supported by Republicans as that is normal politics as expressed even more strongly in her recent book by now Senator Elizabeth Warren D-Mass was quoted in the Las Vegas Sun, Friday, May 23, Concerning the financial industry... The game is rigged. Late in the evening, Larry ( Lawrence Summers the President s top economic advisor at a friendly diner ) leaned back in his chair and offered some advise. I had a choice. I could be an insider or I could be an outsider. Outsiders can say whatever they want. But people on the inside never listen to them. Insiders, however, get lots of access... But insiders also understand ONE UNBREAKABLE RULE: they don t criticize insiders. So retribution is common but was shown by Bridgegate the Christie had an organization now abolished that job its was to assure Christie won the Governorship of New Jersey getting Hudson River Democrats to support his candidacy as retribution was his long history staring in Morristown New Jersey for Board of Chosen Freeholders as defamation was his game for which he settled in a civil suite. 4. Per the mission of the U.S Attorneys and FBI they are limited in their review and covers ONLY federal crimes NOT Title 2C State crimes. State Committee on Investigation for its mission to review abuse of power and concealment and the corrupt State of New Jersey Attorney General s Office that

Attorney General Stuart Rabner as the Judicial Branch if infested under corruption during Stuart Rabner s entire tenure as Chief Justice of the State of New Jersey s structured organizations engaging in conspiracy, trickery and violating such federal laws noted in the State of Nevada Attorney General s letter which took her staff only a day to respond to my personal visit and provide notice to me of federal laws also violated that I was not aware.
