Sec 240 and 241 and N.J.S.A. 2C: Please accept this brief as a motion to your court to vacate the unconstitutional court orders and those issued by your corrupt Superior Court Judges in Morristown Thomas Manahan, JSC issued without any docket number, any hearing against my wife Kathryn Caggiano misspelled by Judge Manahan and without notice to either of us that prevents either of us from filing a harassment charge, a petty disorder in any municipal court in Morris or Sussex County nor allow either of us to sign a CDR-1 or CDR-2 in your vicinage. Your corrupt Judge N. Peter Conforti, J.S.C. has conspired with Judge Mulhern, J.M.C. in Newton s municipal court, in his Stillwater municipal court and in his Borough of Stanhope municipal court with now the corrupt Township of Green, Freedon, Hampton and Borough of Andover and the Joint Municipal court of Wantage, Stillwater and Borough of Sussex corrupt municipal judge Craig U. Dana, J.M.C. NOT to allow me access to my own court records in the Township of Green NOR the Borough of Stanhope as I was threatened with arrest in the Borough of Stanhope AFTER the Town Administrator Richard Stewart who like me is a witness to the FBI and State Police

2 Official Corruption Bureau which itself is corrupt attempted to gain me access to my own court records in the Borough and he was then illegally fired from the Borough of Stanhope on Dec 2, 2010 illegally by its corrupt Mayor Diana Kuncken, its corrupt Governing Body members and the corrupt Laddey, Clark and Ryan LLC s Borough Attorney and municipal prosecutor Richard A. Stein, Esq. who engaged in criminal conspiracy for over 10 years on the illegal development of the minor sub-division on Block Lots 10 and 12, 2 and 6 Oak Drive. The urgency is that Cathy Lamicella was defrauded by the State of New Jersey and the Borough of Stanhope as both entities deceived her and her husband when whey wrote the Secretary of Agriculture and the Department of Community Affairs Codes and Standards State agency and asked for confirmation that their home on 6 Oak Drive was built in accordance with State laws and it was NOT. Both State and municipal government has engaged in a massive cover-up since 14 property owners petitioned the Borough on Jul 26, 2002 to comply with laws. Thereafter the corrupt municipal prosecutors in these courts and in Trenton s municipal court and other court officials in Newark s municipal court including its court administration staff and municipal judge engaged in the criminal conspiracy on the adopted exhibits in your own Vicinage courts by hundreds of pages of evidence in such cases as the still ripe case NOW before you as it was the corrupt former Assignment Judge Bozonelis, A.J.S.C., your Superior Court Judges and municipal judges have been protected by the corrupt Chief Justice of New Jersey s Supreme Court Stuart Rabner, the OAC and the ACJC including the Legislative Branch that has NOT had impeachment investigations nor the corrupt five State of New Jersey Attorney Generals under Gov Mc Greevey, Gov Jon Corzine or the most corrupt administration of them all Gov Chris Christie as his cabinet is filled with corrupt former prosecutors in his own cabinet protecting now over 200 persons alleged by dozens of persons to have committed federal and state criminal acts let alone violations of the Rules of Ethics which apparently do NOT exist in your vicinage NOR court rules NOR the Constitutions of the Unites States of America and New Jersey as due process is non-existant and witnesses are constantly intimiated, threatened and criminal coercised. 2. I adopt the exhibits in the malicious 13 criminal charges filed against me by Borough of Stanhope officials and employees under the Dismissed criminal Ind I, State of New Jersey vs. Thomas Caggiano wherein your corrupt Judge N. Peter Conforti, J.S.C. used his Judicial powers with the corrupt Sussex County Prosecutor David Weaver, Esq. and his corrupt First Assistant Prosecutor Gregg Mueller, Esq. and three other corrupt Assistant prosecutors to egage in violations of 18 U.S.C. Sections 241 and 242, and N.J.S.A. 2C:30-6 with false imprisonment of me for 85 days in the corrupt Sussex County Jail where I was threatened by a SGT, not given my prescribed drugs for asthma and was shackled to the emergency room and bed in Newton Memorial Hospital for days, defamed, slandered, libeled on a constant basis in their obstruction of justice and giving aide to dozens of felons and bribed professional engineers, professional planners and law firms to cover-up of other judges and the corrupt Sussex County Prosecutor David Weaver, the corrupt Department of Agriculture s Sussex County Soil Conservation District Manager Clifford Lundin, Esq. who signed two false plans on 2 Oak Drive, Stanhope, NJ AFTER the house on 6 Oak Drive was sold and AFTER the lot on 2 Oak Drive was illegally overfilled with uncompressed earth, as fifteen property complained in the corrupt Borough of Stanhope uselessly as now over 40 persons requested investigations including the Federal Senator, and District Congressman in NJ and even my NV Congresswoman requested an investigation of the Office of Attorney General for the United States of America acting Inspector General against other Office of Inspector Generals and was deceived. The federal investigation is now within the Office of Personnel Management as I provide massive evidence against the FEDERAL Government Department of Justice in Washington D.C. to the Nellis AFB, Nv field office Special Agent and the IRS in Las Vegas, Nv is also under investigation by the Washington D.C. Hq of the Department of Treasury s TIGTA. The State Police itself OPRA custodian and its IAD are being investigated by the Director of the Office of Law Enforcement Professional Standards. I am also a witness to the U.S.P.S. criminal investigation service in

3 Chicago, IL and its HQ in Arizona for 20 years of apparent mail fraud, conspiracy that constinues unabatedly in the Borough of Stanhope with threatening letters sent to me for submitting an OPRA request to the Borough of Stanhope in writing specifically directed to the Borough of Stanhope by Judge Bozonelis, A.J.S.C. in his court order which is ignored by himself, and is included in the corrupt Judge N. Peter Confonti s corrupt unconstitutional court orders under municipal appeal and The corruption in your Vicinage by your judges and your judicial officials such as the former Court Administrator M. Arnold, and your current Vicinage Probation Officer Jon Bell, Deputy Vicinage Probation Officer M. Lasko, his corrupt probation officer Jenn Jobaggy who conspired with Judge Dana, J.M.C. and the township of Green s corrupt prosecutor William Hinkes, Esq who was the former law partner of the corrupt Sussex County Prosecutor David Weaver, Esq. as Judge Mulhern, J.M.C., the court administrators in Newton, NJ and Borough of Stanhope have conspired with these corrupt municipal judges for years. 3. This is a VERIFIED CERTIFIED AFFIDAVIT published on the internet under the web address and has been distributed to the public as an public record, and to various federal agencies which are conducting investigations or their headquarters in Washington D.C., various State of NJ Senators and Assemblyman, Sussex County Board of Chosen Freeholders and entered into the Office of Attorney General s Division of Criminal Justice s Law and Public Safety internet criminal tip line system under the internet address with adopted exhibits per court rules and based upon my personal knowledge and court transcript records and unconstitutional court orders issued by Judge Bozonelis, A.J.S.C., Judge Thomas Manahan, P.J.S.C., Judge N. Peter Conforti, J.S.C., and other corrupt municipal judges within the Vicinage such as Judge Craig U. Dana, JMC court orders and sentecing me that was already determined by the corrupt Sussex County Prosecutor Office and Judge N. Peter Conforti, JSC to have repeated violated court rules in constantly changing his illegal sentencing in State of New Jersey versus Thomas Caggiano under Municipal appeals / in State of New Jersey vs. Thomas Caggiano as all fines were also vacated, and Judge Dana, JMC demand for a intrusive mental examine AFTER sentencing wherein he issued a changing sentence from 39 days to 95 days in Sussex County Jail resulting in my false imprisonment for 85 days with bodily harm, kidnapping and threats made against my wife and myself by Judge Dana, J.M.C. in his court room wherein perjury was committed by Richard A. Stein, Esq. as he has submitted perjuried Statements of Information to the corrupt Department of Community Affairs Government Record Council s voting panel with its corrupt State lawyers representing the corrupt Attorney General of New Jersey that has had a series of corrupt Attorney Generals, all lawyers who were referred in complaints to the corrupt Supreme Court s ACJC that has protected corruption judges through out the Vicinage. I adopt all complaints and adopted exhibits to the many filings to the ACJC, and OAC to this VERIFIED CERTIFIED AFFIDAVIT. I also adopt the hundreds of court records in Sussex County Superior Court of the corrupt Judge N. Peter Conforti, JSC under State of New Jersey vs. Thomas Caggiano, IND I by the corrupt Sussex County Prosecutor David Weaver, Esq. with his series of corrupt assistant prosecutors. I request the Assignment Judge and Trial Court Administrator to comply with Rules Governing NJ Courts which the corrupt former Judge Bozonelis, AJSC and Vicinage Trial Court Administrator Mr. Arnold committed official misconduct in not performing their official duties, giving aide to others to prevent their criminal conduct and apprehension as witness criminal coercion IS a common and still existing theme in the Vicinage aided by corruption in the City of Trenton s municipal court and the City of Newark s municipal court as corruption of the Judiciary Branch and Executive Branch of New Jersey is pandemic in a fraternity of protection of unethical conduct by Judges, State prosecutors, municipal prosecutors, borough attorneys, and the Sussex County Counsel attorney. The court administrator in the Borough of Stanhope is a felon along with dozens of officials in Sussex County and the corrupt Morristown municipal court.

4 4. My State of N.J. Superior Court Appellate Division Appeal in State of N.J. vs. Thomas Caggiano on Docket A before Hon. Dorothea O C Wefing, P.J.A. is adopted as an exhibit as well as all records under my Municipal Appeal before the Hon. Mitchell E. Ostrer, J.S.C. # , Docket State of N.J. vs. Thomas Caggiano on a malicious petty disorder complaint filed by Richard A. Stein s and the Borough of Stanhope conspirator the executive director of the corrupt Department of Community Affairs Government Record Council (GRC) that has issued findings in Thomas Caggiano v. Borough of Stanhope that I have NO legal authority under the Open Public Records Act to examine any government record in the Borough of Stanhope nor to obtain a copy of any Government Record in the Borough of Stanhope if I submit any OPRA request. The corrupt City of Trenton s prosecutor s office has either destroyed all his records or removed them from public access as per the City Clerk of Trenton in response to my OPRA request AFTER trying to obtain these government records were refused by the statement the records do not exist as the municipal appeal was still ripe and would be used to prepare briefs in your Vicinage courts and whereas the former Town Administrator Teri Massood who ran away from the Borough of Stanhope without any letter of resignation or severence pay admitted in writing to the corrupt Office of Administrative Law Judge J. Howard Solomon, ALJ under Docket GRC N Thomas Caggiano vs. Borough of Stanhope on denial of access against the Town administrator Teri Massood and the Municipal Clerk and OPRA custodian Bataglia who admitted in writing and her testimony she willfully refused to provide Mary Pawar, my wife and myself a copy of ANY government record on Block Lots 10 and 12as prior to that Richard Stein, Esq. conspired with OAL Judge James Geraghty, ALJ and the GRC on OAL Docket GRC N Thomas Caggiano vs. Borough of Stanhope as he told Judge Geraphty on false perjuried Statements of Information the Borough has provided copies of ALL Government records requested on 18 denials of access. My wife was threatened by mail fraud, conspiracy and harassment by mail to our home in North Las Vegas, Nv for signing an OPRA request in the Borough of Stanhope and I was threatened by the Borough of Stanhope for mailing the Borough OPRA custodian. TAKE NOTICE I filed motions for Sanctions to both the corrupt Judge Bozonelis, AJSC and the corrupt Judge Conforti, JSC as the court orders issued by them while both are unconstitutional and violate the Bill of Rights both included the court order of Judge Bozonelis, AJSC which court order is NOW that of Judge Thomas L. Weisenbeck, AJSC under the malicous conspiracy among the Office of Attorney General s Division of Law s Deputy Attorney General Debra Allen, Esq., the corrupt GRC and Borough of STanhope including the corrupt lawyers representing Frankford Township in a preliminary conference under Docket SSX-L wherein a transcript record was obtained by Richard A. Stein, Esq., Laddey, Clark and Ryan, LLC for the Borough of Stanhope which in my opinion and others has been a racketeering enterprise for over 20 years known to hundreds of officials. When I contacted a legal referral service in another county that staff responded to my initial statement: Thomas Caggiano: The Borough of Stanhope is corrupt. The immediate response was: We know. 4. I have submitted appropriate motions to your court, your cambers under the former corrupt Assignment Judge B. Theordore Bozonelis, AJSC and all those records under Docket SSX-L ARE adopted as exhibits including all records before Judge Conforti, JSC under Ind I State of N.J. vs. Thomas Caggiano which was DISMISSED WITH PREJUDICE against the State of New Jersey, and municipal appeals in all cases State of New Jersey vs. Thomas Caggiano before Judge Conforti, JSC namely , and Judge Dana whose court orders DEFINE TYRANNY in that I have NO civil rights nor could I even pay the Borough to have the corrupt Construction Code Official Thomas Pershouse who with the law firm of Dolan and Dolan PA and other officials authorized criminal disbursements to the incompetent John Cilo Jr., its bribed PE and his employee the incompetent PP

5 Scarlett Doyle who submitted perjuried Annual Financial Reports to the corrupt Department of Community Affairs which has a series of corrupt Commissioners and over 20,000 pages of evidence of the massive racketeering that continues in the Borough of Stanhope and Sussex County among other municipalities for Rules such as RPC 8.3.a and 8.3.b for lawyers to report unethical conduct of other lawyers and judges DOES NOT apply in your Vicinage nor does Code of Judicial Conduct. Per Rule 2:14 Removal of Judges I suggest YOU file a complaint per R 2:14-2 as a Show Cause order why should NOT YOUR Superior Court and municipal judges noted on the hundreds of pages of evidence already submitted to the corrupt OAC and ACJC be removed from office. The names are within the adopted exhibit and other reports filed to the corrupt Office of New Jersey Attorney General and the corrupt ACJC and Board of Chosen Freeholders as well as I adopt the 1.5 ft of evidence the excellent Board of Chosen Freeholders Deputy Clerk provided me in response to my OPRA request which provides substantial relevant evidence of such not only violations of codes of ethics but rampaging criminal conduct. 5. Witnesses include the Sussex County Superior Court s excellent court assistant Kay Mack and the excellent now court administrator Tana Ell of the Joint municipal court of Wantage, Newton and Borough of Sussex, previously the deputy court clerk of the corrupt Newton municipal court who is also a witness to federal and state criminal enforcement agencies. Your corrupt Vicinage Ombudsman refuses in violation of official duties to talk with me. The corrupt Morristown municipal clerk refused to allow me to enter dozens of CDRs and all the Affidavits of Probable Cause I filed in Newton, Netcong and Green are ALL adopted as evidence to support the above complaints and request for vacating the many unconstitutional court orders issued by YOUR now subordinate corrupt Superior Court and municipal judges that fill many positions and are corrupt in each one. 6.
