1 East Chambers Youth Football League Constitution and By-Laws 2017 Article 1: Name This organization shall be known as the EAST CHAMBERS YOUTH FOOTBALL LEAGUE. Article 2: Objective It shall be the purpose of this organization to serve the EAST CHAMBERS area by implanting the excellence of academics, the ideals of good sportsmanship, honesty, loyalty, courage and reverence in the children of this area so they may grow up to be happy, healthy adults. To offer children of EAST CHAMBERS the same opportunity to succeed as the kids from larger metropolitan cities. Article 3: Membership Any board member who has missed three (3) consecutive meetings without just cause shall be reviewed by the ECYFL Board to determine if removal and/or replacement are necessary. Any member of the board whose actions are detrimental to the successful operation of this league or whose action violate the rules and regulations of this league shall be reviewed by the ECYFL Board to determine if removal and/or replacement are necessary. Article 4: Government This league shall be governed by a Board of Directors obtained from the membership. All board positions are elected positions. Elected positions will be brought before the community to be voted upon instead of appointed by the ECYFL board. All positions that are still open after community votes will be appointed by the ECYFL board. Co-Presidents, Vice President, Treasurer, Fundraiser Director, Secretary, Insurance Coordinator, Coaches Representative, Concession director, Equipment Manager and Coaches Representative are the elected positions. All Board members are expected to be at home games or with just cause, to ensure everything is run in an orderly way and help where needed Board Members President: Michael LeVeck Term due 2019 Vice-President: James Bertrand Term due 2018 Fundraiser Director: Amy Hamilton Term due 2018 Secretary: Jessica Abshire Term due 2018 Insurance Coordinator: Rebecca Cooper Term due 2019 Treasurer: Tanya LeVeck Term due 2019 Coaches/Player Rep and PSC: Trey Martin Term due 2019 Concession director: Leah Tezeno and Matilda Tezeno Term due 2018 Equipment Manager: Jimmy Tezeno Term due
2 Section 4 President: It shall be the duty & responsibility of the President to preside over all league meetings covering the minutes of the last meeting, to supervise the operations of the league making sure all board members, volunteers are doing their jobs for the league, to enforce the league rules and regulations, to attend every league meeting and to appoint vacated positions on the board of directors. Vice President: It shall be the duty & responsibility of the Vice President to serve as president in the absence of the president, to assist the president in the successful operation of this league, to attend every league meeting, and enforce league rules and regulations. Treasurer: It shall be the duty & responsibility of the treasurer to attend all league meetings, to maintain the financial records of the league and to maintain custody of the league checks & whose duties and responsibilities include soliciting local businesses for donations, to help keep fees as low as possible. Fundraiser director: The director will also come up with fundraisers to try to raise money from the community. Secretary: It shall be the duty & responsibility of the secretary to attend all league meetings, to maintain an accurate written record of all league business, to inform the public of all activities pertinent to the successful operation of this league, make phone call to arrange meetings and keep official copy of the ECYFL By-Laws. They shall provide each board member with the minutes of the last meeting, at the beginning of each meeting. They shall help organize all the paper work for certification of the South Texas Junior Football League. Insurance Coordinator: It shall be the duty & responsibility of the Insurance coordinator to attend all league meetings, to verify and maintain of appropriate medical records for each participant, to inspect equipment for adherence to NOCSAE standards, and to verify that qualified first aid personnel and first aid kits are at all practice and game sites. Coaches Representative: It shall be the duty & responsibility of the Coaches Representative to attend all league meetings, to accept and funnel all complaints to the league board. The position is the primary enforcement position and will investigate and recommend action concerning all complaints. All actions will be approved by the board of directors. They shall organize and make sure we have coaches for all ages. The coaches representative is also responsible for collecting all Heads Up training certificates Concession Stand director: whose duties and responsibilities include to inventory all concession stand items and present to the board a list needed to run concession stand, Buying and stocking all items need for the concession stand. The concession money will be used by 2 board members to pay the referee after each game or at the end of the day. The 2011 fee is $50 per referee, up to 3 referees per game ($150). The referee must sign a receipt showing that he was paid and we will keep the receipts with the money till the end of the day. Equipment Manager: whose duties and responsibilities include inventory of all equipment and present to the board a list of equipment that will need to be replaced, repaired or added, to come up with a way to keep track of the equipment per person to insure we get back the equipment at the end of the year. Each board position warrants the power of 1 vote at all league executive board meetings. A tie vote shall be resolved by a majority of votes cast by the President. Section 5 Non-Voting Appointed Positions: The league president shall appoint the following: Cheerleading director: whose duties and responsibilities include enforcing the league cheerleading rules, attend all league meetings, to schedule practices times, to supervise cheerleading at all the games, give advisory report for the board meetings and supervise the cheerleading competition. 2
3 Article 5: Selection of Board Members Rights of Presidential Election: In order to be elected as president and individual must have served on the League Board for a minimum of two years out of the prior three years. Elections shall be held annually in the Month of February. All ECYFL Board positions are two year terms with the President, Treasurer, Insurance Coordinator, Equipment Manager and Coaches Rep being elected on odd number of years. The Vice-President, Concession Stand, Fundraiser director and secretary will be elected on even number of years. Election dates will be posted on the ECYFL Facebook page. Elected positions will be brought before the community to be voted upon instead of appointed by the ECYFL board. All positions that are still open after community votes will be appointed by the ECYFL board. Any board position unfilled during the annual election or vacated by removal or resignation shall be filled by an appointment by the president. Section 4 Meetings: The ECYFL shall hold monthly business meetings with all ECYFL board of directors. The ECYFL President shall hold executive board meetings as necessary. Article 6: Issuance of Checks A motion must be made, seconded, and approved at a league meeting before a check can be issued. The meeting can be over the phone. Endorsers of league checks shall be the President, concessions director, equipment manager and the Treasurer. The only exception to this rule is if the president and Treasurer are related. In the event these board members are related, the elected board will select an alternate to the treasurer and/or president s signature. All checks will require two signatures. Article 7: Safety and First Aid No team may practice or play a game without a first aid kit on site. Each and every board member, coach, MPR or any parent volunteer that will be on the field will be required to take the Heads-Up training course at Article 8: Mandatory Play Each player must participate in at least eight (8) plays in each game. Teams must record the mandatory play roster to be signed and verified by the opposing coach after each game. Article 9: Practice No practice is allowed prior to July 31st. There shall be no more than eight (8) hours of practice per week prior to August 24th. After August 24th a team will be allowed to practice six hours or less per week. In tackle football, the only equipment allowed in the first week of practice will be helmets, but NO CONTACT shall be made during the first week. Any player missing 2 consecutive practices without prior approval from coaches will not be allowed to participate in game that week. 3
4 Any player can participate after an illness if there is a doctor s release submitted. Article 10: Disciplinary Disciplinary action toward an ejected player will be an automatic 1 game suspension & reviewed by the ECYFL Board of Directors for further actions. Any Coach, assistant Coach, Adult volunteer, or parent ejected from a game will be brought before the ECYFL Board of Directors for review. PENALTY FOR EJECTON WILL BE SUSPENSION AND/OR A FINE NOT TO EXCEED $500. All football & cheerleader coaches in violation of ECYFL Code of Conduct shall be brought before the ECYFL Board of Directors for review. Section 4 Any Coach violating the mandatory play rule will be brought before the ECYFL Board of Directors for review. Section 5 The board will review disciplinary action towards any player showing bad sportsmanship towards any player or coach. Article 11: Additions, Deletions & Amendments Any additions, deletions, or amendments to the EAST CHAMBERS YOUTH FOOTBALL LEAGUE constitutions and By-Laws can only be accomplished per a two-thirds (2/3) majority vote of the ECYFL Board of Directors duly notified fourteen (14) days following a proposed motion for change that has been seconded and received by writing by the membership. (This process must be completed on or before May 15 of said year.) Article 12: Child Abuse and Sexual Harassment Policy Child Abuse: Any adult associated with EAST CHAMBERS YOUTH FOOTBALL LEAGUE that assaults any child associated with the league, whether physically and/or using verbal profanity, will be assessed a ZERO TOLERANCE and permanent ejection from any and all league activities. Sexual Harassment: Any adult associated with EAST CHAMBERS YOUTH FOOTBALL LEAGUE that sexually harasses any child associated with the league, whether by word or deed, will be assessed a ZERO TOLERANCE and permanent ejection from any and all league activities. Article 13: No Pass No Play A player who receives at the end of the grading period a grade below 70 in any subject may not participate in ECYFL season for at least 3 weeks. Player can then be reinstated after board review. An ineligible player may practice but may not compete in any competitive activity. Article 14: Coaches : Returning coaches have seniority as long as the board approves them. : Board members will select head coach of each team. 4
5 : New coaches must be reviewed by the board. Article 15: Draft Procedures : The Head Coach of each team may freeze their own children. Special circumstances will be taken into consideration. The board will make all final decisions. : The draft will go by age. The oldest kids in the group will be drafted 1 st followed by the next age and so on. They will be distributed evenly by age on both teams. 5
