The chair called the meeting to order at 6:00PM. The Agenda was approved, after revision to include in New Business a resolution censuring David Briggman (attached) and a resolution commending the Secretary (attached). The minutes of the June 14 th meeting were approved with corrections, without objection. Reports were delivered, and are attached. Steve Dasbach gave an overview of the Treasurer s Report. Brian Babb delivered a verbal report on activities in the Tidewater LP, including the convention electing him as new CD rep (Tom Cantrell, alternate), and the ongoing ODU lawsuit. The first hearing is scheduled for September 3 rd. Also, the group has drafted a proposal to be forwarded to all 16 area local governments in opposition to the Patriot Act. The Communicatons Committee reported the production of the newsletter and three press releases. The Candidate Training Committee reported that Don Gorman s Campaign School has been tentatively rescheduled for November (1 to 2 weeks after the election) in hopes of gaining higher attendance levels. On outstanding action items, Jim Lark reported that the Fairfax affiliate had submitted a request for reimbursement and had been reimbursed from the Local Affiliate Parties budget. He stated that Fairfax was the only group to date who had submitted a request for payment, but that he was prepared to forward any future payment request upon receipt of documentation from the affiliate making the request. There was disagreement regarding whether the bylaws currently provide for payments to affiliates. The Chair asked Dr. Lark, Dana Johansen, and Leonard Harris to follow up, and that the details could be addressed when more information was available. The Secretary stated that Online inquiry access for officers had not yet been completed. The Chair said that he would follow up on this item. Regarding the disposition of the notebook computer; Mr. Briggman did not accept the settlement offer made by the SCC (to provide the current cash value of the Toshiba Notebook), but has transferred ownership of the notebook to the LPVA. He is still in possession of two tables belonging to the LPVA. Glenn Loucks will co-ordinate the transfer of the tables to the State Fair Booth Committee. Steve Dasbach introduced a resolution to censure David Briggman. The motion was passed on recorded vote, as follows: Chair-Yea, Vice-Chair-Yea, Secretary-Yea, Treasurer-Yea, 1CD-Yea, 2CD-Yea, 3CD-Yea, 4CD-Yea, 5CD-Yea, 6D-Yea, 8CD- Yea, 9CD-Yea, 10CD-Yea, 11CD-Yea. The Secretary was directed to send a certified copy to Mr. Briggman.

2 Philip Hodson moved to publish the resolution in VA Liberty. The motion carried on a show of hands. Steve Dasbach suggested drafting a procedure for party expulsion. The Chair assigned the drafting of a proposed procedure for expulsion to Steve Dasbach, Dana Johansen, and Marc Montoni. REPORTS: Treasurer s Report [Not Available at this Time] Dana Johansen moved to adopt OB_Budget_BAC. The motion was passed, as amended, without objection. A motion to withdraw 0303-F was passed on voice vote. The Committee then took up discussion regarding possible LPVA funding for the McBride Campaign. After discussion, Steve Dasbach moved to direct the Treasurer to undertake any necessary steps to allow the LPVA to transfer funds to candidate campaigns (allow the LPVA to be recognized as a political action committee under VA state law). The motion was passed without objection. 9 TH CD REPORT: Dear Friends, unfortunately I will not be able to attend the convention between familial and work obligations. I would, however like to report a little on the activity in the 9th CD. The New River Libertarian group continues to be the most active group in the district (indeed the only active group in the district at this point.) The NR Libertarians meet once a month, and they recently hosted an information booth at the Steppin' Out Street festival. The next meeting of the group will be August 11th at Bogen's steakhouse at 7pm. Mr. Dasbach then moved to authorize the Chair to release $3400 from the general fund to the McBride Campaign once the necessary steps had been completed, contingent on a pledge from the campaign to produce a post-campaign report of best practices. The motion passed on a show of hands. James Curtis introduced a resolution of commendation for Charlotte Patrick. The motion was passed on voice vote, the Secretary abstaining. The committee took up brief discussion of fundraising and brief discussion of the pending State Fair outreach. The Secretary moved to appoint Marc Montoni as Membership Development Chair. The motion was passed without opposition. Mr. Dasbach then moved to appoint Ron Crickenberger as Political Development Committee Chair. The motion passed without opposition. Dana Johansen moved to appoint Robert Buchanan as 7 th CD representative. The motion failed on voice vote. Dana Johansen moved to adjourn. The motion died for lack of a second. Brian Babb moved to suspend rules to allocate three minutes to discussion of a resolution opposing the Patriot Act. After brief discussion, Mr. Babb withdrew the motion, to be resubmitted via e-motion. A second motion to adjourn failed on voice vote. After brief discussion, it was moved to schedule the next meeting for October 18 th in Fredericksburg, details to be co-ordinated by the Chair. The Vice-Chair moved to adjourn. The motion passed without opposition.

3 LPVA WEBMASTER REPORT May 10 to August 1, 2003 Web Site Web statistics for the LPVA web site indicate that the number of visitors has continued to remain at or near record levels (data for April & May 2002 is not available): There have been no reported site outages over the reporting period; however, a problem with the event notification system resulted in about 12 duplicate reminders sent to Richmond-area Libertarians, and about 25 duplicate reminders being sent to Northern Virginia-area Libertarians in late July. The problem was isolated to the provider (Sectorlink), who after three trouble tickets was able to correct the problem. Lists December February April Visitors to LPVA Web Site June August October December February April June The LPVA owns sixteen lists. The number of subscribers decreased slightly on many lists since the last report. This was due to an effort to remove all addresses that had consistently bounced for at least three months. The SCC list grew by fifteen during this same period. Others grew less dramatically. This compares favorably with the rankings for our Virginia competitors (the lower the number, the better): 49,814 - Libertarian Party of Virginia 451,633 - Virginia Democrat Party 4,253,399 - Green Party of Virginia [no data] - Republican Party of Virginia no data means little or no traffic. [no data] - Reform Party of Virginia site has been offline for at least three months. Alexa.com also reports that there are 73 sites that link to ours. Organization Page The online event calendar continues to be populated with events: May 18, June 17, and July 21 events respectively. The site has been continually updated with relevant content since the last report including 10 news articles, 4 editorials, weekly editions of The News on PBS, and the latest edition of Virginia Liberty. Chuck Eby CAMPUS ORGANIZING ACTIVITIES REPORT Submitted to: State Central Committee, Libertarian Party of Virginia, August 7, 2003 Submitted by: James W. Lark, III Advisor, The Liberty Coalition-University of Virginia The following report will highlight the efforts during the past three months by Virginia libertarians to promote the libertarian philosophy and the Party on college campuses. University of Virginia: The Liberty Coalition are preparing for the school year. The Coalition will sponsor an information table at the Student Activities Fair on Aug. 26. Students for Individual Liberty, which will begin its seventeenth year of activity, will sponsor the annual Fall Reception on Aug. 28. The reception will feature an address by Mark Brady. S.I.L. will probably sponsor 4-5 speakers during the fall semester, including an address by John Berthoud of the National Taxpayers Union. Other Campuses: The Students for Individual Liberty group at George Mason is planning various activities for the fall. However, I haven t yet received a report from GMU-SIL about these activities. Brad Bowles is serving as the L.P.Va. contact at Virginia Western Community College in Roanoke. Wayne Dymacek, a math professor at Washington and Lee University, has indicated that he plans to sponsor an information table at a student activities fair at W & L in

4 mid September. John Spadavecchia, the L.P.Va. contact for Charlotte County, will begin his studies at Va. Tech in late August. JEFFERSON AREA LIBERTARIANS REPORT Submitted to: State Central Committee, Libertarian Party of Virginia, August 7, 2003 Submitted by: James W. Lark, III Secretary, Jefferson Area Libertarians-Charlottesville, Virginia The following report will highlight the efforts during the past three months by the Jefferson Area Libertarians (J.A.L.) to promote the libertarian philosophy and the Party in central Virginia. May: A team of four J.A.L. members served as soft drink vendors at the Fridays After Five event in Charlottesville on May 16. The J.A.L. sponsored a Happy Hour on May 22. The event was attended by Kevin Kotlarski, a Charlottesville resident who is fighting the city's planned zoning ordinance changes for his street and all other "entrance corridors" to Charlottesville. He discussed his work and sought input from the J.A.L. concerning the battle. June: A team of four J.A.L. members served as soft drink vendors at the Fridays After Five event in Charlottesville on June 27. Arin Sime indicated that he and his family will move to Albemarle County from Fluvanna County during the fall, and thus he will not run for public office in Fluvanna County next year. He also indicated that he will soon resign his position on the Lake Monticello Buildings, Roads & Grounds Committee. July: Jim Lark and Jacob Dreyer set up an outreach table on Independence Day (July 4) on the Downtown Mall. The J.A.L. held a quarterly business meeting on July 8. The J.A.L. sponsored a Happy Hour on July 24; five of the eight attendees were newcomers. One of the newcomers, Jon Sutz, has indicated that he wishes to become more involved. LOCAL AFFILIATE PARTIES COMMITTEE REPORT Submitted to: State Central Committee, Libertarian Party of Virginia, August 7, 2003 Submitted by: James W. Lark, III Chair, Local Affiliate Parties Committee The following report will highlight the efforts during the past three months by the Local Affiliate Parties Committee (LAPC). I attended meetings of the following local organizations: May 12 June 2 June 3 June 9 June 25 July 1 July 8 July 14 Aug. 2 Aug. 4 Aug. 5 Lynchburg Libertarian League meeting (Lynchburg) Roanoke Valley Libertarian Party meeting (Roanoke) Patrick Henry Supper Club (Richmond) Lynchburg Libertarian League meeting (Lynchburg) Organizational meeting, Botetourt County Libertarians Patrick Henry Supper Club (Richmond) J.A.L. business meeting (Charlottesville) Lynchburg Libertarian League meeting (Lynchburg) Harrisonburg/Rockingham County meeting (Harrisonburg) Roanoke Valley Libertarian Party meeting (Roanoke) Patrick Henry Supper Club/L.P. Henrico County convention (Richmond) A goal for the LAPC was to have at least 10 local affiliate organizations organize Independence Day events on or about July 4. As far as I can tell, only one local affiliate (the Jefferson Area Libertarians) organized an outreach event associated with Independence Day. Since my last report, several L.P.Va. members have agreed to serve as local contacts for the party in their cities and counties. The new contacts and their cities and counties are listed below. I have contacted L.P.Va. members in several other counties; some of those I contacted have not yet responded, while others were unwilling to serve as local contacts. Since the beginning of the year, the LAPC has provided $325 to the Tidewater LP to pay for the cost of obtaining space at the Talkfest event in May, and has authorized a payment of $237 to the Libertarian Party of Fairfax County to provide for funds owed (but not paid) in 2001 to the affiliate. In what follows, I shall provide information about Libertarian efforts in various parts of the Commonwealth: Accomack County: Robert Hutchinson has indicated that he is willing to serve as a local contact for the L.P.Va. Arlington: Shaun Whelden noted that the Libertarian Party of Arlington County held its third meeting on June 1. The event featured a speech by Phil Van Cleave, president of the Virginia Citizens Defense League. I was scheduled to serve as the speaker at the July 6 meeting; however, the event was cancelled when the restaurant unexpectedly closed early on the day of the meeting. Also, the meeting scheduled for Aug. 3 was cancelled. Mr. Whelden is trying to locate another venue for the meetings. Botetourt County: The Botetourt County Libertarians have made tremendous progress during the past three months. I attended the organizational meeting for the group, which was held on June 25. Liz Bowles is serving as the chair of the group. The group has established a website (with the assistance of Chuck Eby), and is planning three major outreach events during the fall. I shall address the group s next meeting in mid August in my capacity as immediate past chairman of the LP. Ms. Bowles is planning a campaign to generate local media coverage of the meeting, which will take place in Fincastle. Brunswick County: Mike Eck is now serving as a local contact for the L.P.Va. Charlotte County: John Spadavecchia indicated that he has met with Kelly Shaw in Halifax County, and that he is trying to organize events in both counties. Charlottesville: The activities of the Jefferson Area Libertarians are provided in a separate report to the SCC. Cumberland County: Dwight Baker is now serving as a local contact for the L.P.Va. Mr. Baker is a former chair of the Libertarian Party of Mississippi. Fairfax County: The L.P. Fairfax County continues to hold meetings on the third Monday of each month. Jim Turbett reported that the group sponsored an information table at the Fairfax Fair in early June; the effort generated 29 contacts. Fredericksburg: Robert Buchanan and Stew Engel are now serving as local contacts for the L.P.Va. The Fredericksburg Area Libertarians are now meeting on the second Tuesday of each month at a Spanky s restaurant in Fredericksburg. The group is planning a mailing campaign to promote its September meeting. Gloucester/Mathews Counties: Kevin Arden is now serving as a local contact for the L.P.Va. Halifax County: Kelly Shaw is now serving as a local contact for the L.P.Va. He has met with John Spadavecchia of Charlotte County. Harrisonburg/Rockingham County: The Harrisonburg/Rockingham Libertarian Party (HRLP)

5 continues to meet on the first Saturday of each month. At the Aug. 2 meeting, Joe Rudmin mentioned that HRLP chair Dave Briggman is planning a stealth campaign for Rockingham County Board of Supervisors this fall. Lee County: Mike Porter is now serving as a local contact for the L.P.Va. Prior to moving to Lee County with his family, Mr. Porter used to serve as a local contact for the Bristol/Abingdon/Washington County area. Loudoun County: Bill Redpath, who recently moved to Leesburg, is now serving as a local contact for the L.P.Va. Lunenburg County: Steve Kirkpatrick is now serving as a local contact for the L.P.Va. Lynchburg: The Lynchburg Libertarian League (LLL) continues to hold meetings on the second Monday of each month. SCC Fifth District representative James Curtis has been attending the meetings. Dave Overstreet and Patrick Hubble made inquiries with the organizers of Friday Cheers (a weekly event) about setting up an outreach table at some of the events. Unfortunately, the organizers have indicated that they do not want politically-oriented activities at their events. Members of the group are trying to find other outreach activities. Martinsville: Terry Nelson is trying to organize a group in Martinsville/Henry County. He has asked me to participate in an organizational meeting, which he is trying to schedule in mid August. New River Valley: Bob Tipton reported that the New River Libertarians sponsored an information table at the Steppin Out festival in Blacksburg on Aug Liz Bowles of the Botetourt County Libertarians attended the event. He noted that the group gave pocket-sized copies of the U.S. Constitution to those who took the World s Smallest Political Quiz. Mr. Tipton indicated that the NRL has recently sponsored information tables at gun shows in Salem, and that the NRL will sponsor an information table at the next show in Salem in November. Northern Neck: Michael O Quinn is serving as a local contact for the L.P.Va. He helped staff a Richmond Libertarians information table at the C & E Gun Show on May 17. Orange County: Don Ober is now serving as a local contact for the L.P.Va. Page County: Dave Switzer is now serving as a local contact for the L.P.Va. I am planning to meet with Dr. Switzer on Aug. 13 to discuss opportunities for building the party in Page County. Peninsula: The Peninsula activists are continuing their involvement with the Tidewater LP. Prince William County: The Libertarian Party of Prince William County continues to hold meetings on the second Monday of each month. Robert McBride is continuing his campaign for the PWC Board of Supervisors (Occoquan District). Richmond: The Richmond Libertarians continue to sponsor several types of activity. The Patrick Henry Supper Club sponsored addresses by Patricia Lee (Institute for Justice) on June 3, Phil Van Cleave (Virginia Citizens Defense League) on July 1, and Kevin Rollins (editor, Virginia Liberty) on Aug. 5. According to Leonard Harris, the weekly business meeting/social hour remains successful, with attendance averaging roughly people per week. The Richmond Libertarians sponsored an outreach table at the C&E Gun Shows on May and July According to reports, the efforts generated several prospect names. A contingent of Richmond Libertarians appeared at the Richmond City Council meeting on July 28 to oppose a proposed increase in the city meals tax. The increase was approved. LPHC chair. Greg Kontos has organized monthly meetings in Richmond for the purpose of building a local affiliate committee in the City of Richmond. Roanoke Valley: The Roanoke Valley Libertarian Party continues to hold meetings on the first Monday of each month. The June meeting attracted two new attendees, Don and Addrienne Hogan, who joined the LP during the meeting. Mr. Hogan indicated his interest in running for Roanoke City Council. The group did not meet in July. The meeting on August 4 was attended by eleven people, including three newcomers. One newcomer evidently joined the LP during the meeting. The RVLP is planning to sponsor an outreach table at a gun show In Roanoke on Aug Also, the RVLP is planning a mailing (and perhaps radio ads) to promote their September meeting in an effort to attract new members. Shenandoah County: Marc Montoni noted that the Shenandoah County LP group continues to meet on an "as needed" (i.e., no regular schedule) basis. Also, the group will continue publishing a newsletter and sending letters to the editors of local papers. Mr. Montoni, an elected Lord Fairfax Soil and Water District Director, continues to attend the monthly meetings of the Board. He said that he is trying to find candidates to run for three open Soil and Water District Director positions (one each in Clarke County, Warren County, and Shenandoah County). Suffolk: Martin Robertson is now serving as a local contact for the L.P.Va. Tidewater: The Tidewater Libertarian Party holds two meetings each month (in Virginia Beach on the first Saturday, in Norfolk on the third Saturday). According to reports, the meetings continue to be well attended. Activists from the Tidewater LP organized the Aug. 9 L.P.Va. special convention. Winchester: As mentioned in previous reports, the Libertarian Party of the Blue Ridge is evidently inactive. I have not received any response from Bill Wood to messages I have sent. I hope to find a new contact for the area in the near future. Addendum: Report for TLP We have drafted a proposal that we will submit to the 16 localities in the Hampton Roads Planning District requesting that they refuse to assist in any investigations involving the PATRIOT Act. The final draft of this proposal was completed at our last meeting and now comes the real footwork. We will also propose to the State Central Committee of the Libertarian Party of Virginia and the membership present at the convention to adopt a similar proposal to be sent to the Virginia General Assembly for adoption by the state legislature. The lawsuit against ODU is about to come to a head. Our hearing is scheduled for September 3rd. We currently have no idea how the judge will rule against us, but giving the weak arguments that the Attorney General's office is providing, we are hopeful that we will emerge victorious. Due to obligations with his career, Dan Carey has resigned as 2CD Representative. At a 2CD Caucus, Brian Babb was elected to replace him. Tom Cantrell was elected to replace Kim Oliver as alternate. We wish Dan our best and look forward to his return once his workload returns to normal levels. Brian Babb-Vice Chairman & 2nd CD Representative Tidewater Libertarian Party The Libertarian Party of Henrico County held its second annual convention on Aug. 5. The event featured an address by Kevin Rollins, editor of Virginia Liberty. John Mullin was elected

6 Summary of E-Motions since Last Meeting: Rescheduling of 2004 Convention to March 26-27, 2004 Passed: 9 YES, 1 ABSTENTION, as follows: YES: 3CD, Secretary, 7CD, 11CD, 10CD, 2CD, Treasurer, 9CD ABSTAIN: 5CD Original Motion As Submitted: I move that the dates for the 2004 Libertarian Party of Virginia Convention be changed from April 2-3, 2004 to March 26-27, Rationale: Jim Lark, who has worked with various hotels on behalf of the 2004 State Convention Organizing Committee of the Richmond Libertarians, has informed the committee that our choice for the convention hotel (the Richmond Marriott) cannot provide guest rooms for convention attendees on the evening of April 2, He has also informed the committee that the Marriott can provide the guest rooms and convention space on March 26-27, During the March 1, 2003 meeting, the SCC authorized holding the 2004 convention in Richmond on April 2-3, The motion offered, if approved, would move the date of the convention date forward one week to March 26-27, At this time, it appears that holding the convention on March 26-27, 2004 will not cause any problems in the planning of the convention. Motion of Censure-David Briggman Sponsor: Steve Dasbach Disposition: Passed on recorded vote as follows: Chair-Yea, Vice-Chair-Yea, Secretary-Yea, Treasurer-Yea, 1CD-Yea, 2CD-Yea, 3CD-Yea, 4CD-Yea, 5CD-Yea, 6D-Yea, 8CD-Yea, 9CD- Yea, 10CD-Yea, 11CD-Yea Whereas David Briggman was in custody of the LPVA notebook computer and repeatedly refused demands to return it. It was subsequently discvered that the LPVA notebook computer was actually in the possession of someone in Rodkford Illinois, and Whereas David Briggman mischarged $4,750 to the lpva for a personal purchase. He alleged that this was a mistake. Despite repeated requests by the party, Briggman failed to voluntarily reverse the charges. The party was forced to contact the vendor of the goods in question to have the charges reversed. Therefore, the State Central Committee of the LPVA censures David Briggman F Sponsor: Glenn Loucks Disposition: Withdrawn Whereas members of the SCC over the last year have spent many hours deliberating Bylaws changes at SCC meetings; and Whereas there has been so much bylaws material to discuss, that activities and important other business has sometimes been delayed for months because meetings ran out of time before such more important business could be considered; then, Be it Resolved, the SCC hereby limits the time to be allowed for Bylaws modifications to 20 minutes of each SCC agenda, and Further, Bylaws changes shall be placed last on the Agenda in any case, and repeal of entire bylaws sections shall come before additions or modifications within that 20 minute schedule; and, Further, the SCC hereby directs and authorizes the Secretary to insert the following specific language into an appropriate location within the Bylaws: For purposes of SCC meeting Agendas, the Secretary is hereby directed to schedule a maximum of 20 minutes for all Bylaws modification proposals; and further shall place all proposals to eliminate entire Bylaws sections first within that 20 minutes; and lastly, shall schedule that 20 minutes so it shall be the last item of business scheduled for the meeting as a whole.
