1 Massachusetts Chapter National Association of Housing & Redevelopment Officials January 2014 NEWS Published by Massachusetts NAHRO Boston, MA Vol. XXXVIII No. 1 Resident Services Top Priority for 2015 State Budget The following is MassNAHRO s testimony to the Secretary of Housing and Economic Developement, Greg Bialecki, for funding in DHCD s fiscal 2015 budget: Local housing authorities (LHAs) are striving in this request to maintain their operational viability and to expand the provision of resident services to their tenants. We request that you include the following amounts in the Department's FY 2015 budget request to A & F. Operating Subsidy of $82 Million ( ) - MassNAHRO requests a set aside of $10 million within the subsidy line item to fund meaningful resident services in housing authority annual operating budgets. This $10 million investment in aid to residents would leverage additional resources estimated at a ratio of seven to one. Resident services maintain successful tenancies and enhancing the upward mobility of all residents. They are integral elements and included universally in the operating budgets of privately owned assisted housing developments. The residents of public housing deserve the same opportunities in meeting the daily challenges in their lives and for improving the quality of life for their children. Eligible activities listed in the line item appropriation would include but not be limited to vocational, educational and related support services such as career counseling; vocational training programs, adult basic educational programs, child care, literacy programs, computer centers, technology classes, health, nutrition and recreation programs, case management and geriatric support, pre-apprentice Thank You MassNAHRO Committee Members The strength of a professional association is based upon the active participation and commitment of the members. MassNAHRO is no exception. During this very challenging year the standing committees of MassNAHRO have stood tall and worked diligently and expertly towards achieving the goals of the Association. MassNAHRO is fortunate among NAHRO State Chapters in that over 75 chapter members participate in committee activities including Legislative, Housing, Professional Development/Member Services and several other areas of operation. As the new year begins, it is only fitting that these volunteer Committee Members be recognized for all their commitment and dedication in serving MassNAHRO in 2013, a year that no one will ever forget. On behalf of the Officers, Board of Directors and Staff of MassNAHRO, thank you, one and all. Legislative Committee Joseph D'Ascoli, Springfield H.A. - Chair Brian Boggia, Wayland H.A. Lucia Casey, Somerset H.A. Elizabeth Collins, Westport H.A. James A. Comer, Cambridge H.A. training, and many other locally determined service priorities. Funds would be allocated through housing authority budgets as directed costs supervised by the Department in consultation with public housing residents, managers, board members and social service providers. MassNAHRO also requests $8 million for an adjustment to bring state Allowable Expense Levels (AELs) closer to the Per Unit Month (PUM) Expense Levels approved by the U. S. Department of Housing and Urban Development. State operating subsidy, due to reduced rents, has been virtually level funded for the past five fiscal years. The recent adjustments to the DHCD Allowable Expense Levels (AELs) have relieved some of the strain but state budget AELs remain 40% lower than those allowed for the HUD units owned by the same authority. Public housing is the viable, 100% low income, cost effective, humane alternative to housing families with children in shelters or motels. The average cost to the state per month in operating subsidy is under $200. Tens of millions in new funds in DHCD s budget have gone to homeless programs and MRVP since 2010, while public housing subsidy increased only $2 million. The gap between state subsidy and actual cost is documented in the DHCD 2008 Real Cost Study. Note that from FY 2010 to FY 2014, housing authorities have housed over 6,000 homeless families at no additional subsidy cost to the state. I certainly fall into the category of wanting to lose weight and promising to exercise more, but perhaps we must think beyond the traditional resolutions and concentrate on that one thing that will truly be life changing. While we all think of that one thing, I want to suggest that we all resolve to make at least one change in the way we conduct our business that will result in improved living conditions for our residents. Last night I watched NBC s Dateline. The program focused on public housing in New York City. I was embarrassed, disgusted and horrified to see how some residents were treated. I m not suggesting that any agency in Massachusetts treats any of its residents as the program portrays the staff of NYCHA, but the program does give us something to think about. I would recommend that we all take a moment, watch that program and think of ways to improve public housing. O.K. back to that one thing, as Curley said to Billy Crystal in City Slickers, that s what you gotta figure out! Board Member Certification Program The Board Member Certification is recommended for both new and veteran board members. The certification consists of five (5) required half-day courses led by housing authority fee accountants and attorneys. A certificate is awarded upon completion of all five courses. Sessions are scheduled continuously throughout the year at various locations across the state. Personnel Atty. 3 January 2014 TESTIMONY continued from page 1 operating cost increases, and would maximize the availability of decent apartments for the homeless who qualify, saving $2,800 in shelter cost a month per family. Housing Authority officials continue to form consortia and energy cooperatives; utilize regional legal counsel; access regional senior service coordinators; establish purchasing consortia for utilities, use a self-insured workers' compensation insurance group; set up voluntary mutual aid arrangements for maintenance, fire displacement and natural disasters; plus many more local initiatives. 54 agencies share s and/or staff. They have generated additional revenues by leasing roof space for cell towers and by conducting 40B development functions locally. In addition, they have successfully secured public services, CPA funds and Community Development Block Grants from their cities and towns, recieved many local fees waived and continue to receive donations of municipal land and properties. LHAs have worked with local sheriffs, many using work release crews for painting and maintenance work. They have aggressively sought out local resources such as HOME grants and other assistance from municipal departments like the DPW, local charities and fraternal organizations. Such dedication and commitment merits increased fiscal support from the Commonwealth. Service Coordinators ( ) - MassNAHRO requests funding for this vital program of $1 million which is a $550,000 increase over the original Ch mixed population appropriation of $450,000. Service coordinators are tremendously effective in leveraging service delivery and support to both the young disabled and the seniors in developments with mixed elderly/young disabled population. It saves millions by allowing residents aging in place to stay in their apartments, rather than increase cost to the state for nursing homes Legislative Day - April 1 Mark your calendars now for the 2014 MassNAHRO Legislative Education Day. The event will be held on Tuesday, April 1, 2014 in the State House on Beacon Hill in Boston. In preparation, members are urged to reach out to their local legislators and invite them to participate either at the lunch at noon or through arranging an office appointment. Given the differences in the proposed reform bills, and the support for House 1094 and Senate 612, outreach on this Legislative Day will be crucial in preserving local governance of the municipal corporations known as local housing authorities. It is vitally important that local housing officials communicate to legislators as to how the authority responds to the needs of their local constituents in timely and expert fashion. The same voters who elect local legislators also elect board members of each town's housing authority. The registration fee includes all materials and the interactive lunch in the Great Hall. Keep public housing a locally controlled, transparent and accountable community asset. More details will follow as the April 1 date approaches. 5 January 2014 Alert! Reach Out to Your Legislators Be Aware! Nothing has been resolved yet about the possible abolishment of local housing authorities or centralization of the administration of public housing. Legislative action on the several and varied public housing reform bills is not expected until well after the holidays. However, outside groups continue to send their recommendations to the Joint Committee on Housing of the Massachusetts Legislature on reforming your local housing authority. Do not be lulled into a false sense of security. This is a great time to reach out cordially to your state legislators as 2014 is an election year, and because in November they ALL voted for the Housing Bond Bill. The law now authorizes $500 million over five years for capital improvements locally. Under formula funding, some funds should go to each LHA to improve developments. Take the time to thank your legislators and express appreciation for this recent vote of confidence in your authority and the job you do serving their constituents. Housing Authority Boards could invite legislators to a Board Meeting to discuss long term plans, outstanding local issues, state and federal audits, the importance of community support, and to indicate items that could benefit from attention by the Legislature. Finally, it is hoped that, in response, local legislators will contact Chairmen Senator Jamie Eldridge and Representative Kevin Honan of the Joint Housing Committee and let them know what a great job local authorities are doing. 6 6 MassNAHRO Housing Committee Meets in Boston The MassNAHRO Housing Committee met with DHCD on December 12. Present were committee members Larkin, Capoccia, Botsford, Martin, MacDonald, Hedison, Cronin, Curran, Roy, Costello, Rudd. Representing DHCD were Lizbeth Heyer, Roberta Strongin, Chris DeVore, Sarah Glassman, Laura Taylor, Amy Stitely. The group addressed many topics; summaries of each appear below for the information of the membership. Performance Benchmarks - DHCD presented the draft performance benchmarks for both the Bureau of Housing Management (BOHM) and the Bureau of Housing Design and Construction (BHDC) for review and discussion by the Committee. Each Bureau listed the target turnaround times for review and approval of budgets, vacant unit waivers and a management review report. Budget review time tables will be impacted by factors such as inclusion of budget certifications, complete budget submissions, and budget questions and concerns. Benchmarks basically reflect the AIMM criteria. Because the items included Executive Director contract review and Management Agreement review, MassNAHRO suggested, and DHCD agreed, that discussions resume and a working group meet to revise the model ED contract and management agreements. DHCD clarified how the capital funding was distributed. Ms. Heyer explained that about half was for formula funding approximately $45M. $25M is dedicated to HILAPP or similar program. There is only around $10M dedicated to remaining CARs. There is a small pot for small housing authority emergencies, and the remainder goes to the special initiatives health & safety, elevators, vacant units, etc. It was suggested that maybe a strategic conversation be had about the need for so many pots and should it all be combined. An updated version of the Capital Spending by LHA chart was distributed to the committee and included the revisions suggested by committee members at October meeting. The snapshot is as of the approved date of the capital plan 7/1/13. There are fields for amount initially approved, spent, and contracted but not spent. The chart will also include a space for explanatory narratives and links to LHA website. DHCD hopes to issue this information to the public in March. Audit Scope DHCD shared a draft list of areas and functions to be reviewed in an independently procured audit. The Department is hoping to roll it out in second quarter of Suggestions included adding the question for the auditor about whether the agency has the resources necessary to meet expectations. Several committee members were concerned that the amount allowed in the budget guidelines for the audit is still too low. Fraud, Waste & Abuse Policy Following up from the October meeting, Ms. Heyer provided copies of DHCD s Policy which addresses actual or suspected FWA involving employees, or any party with a business relationship with DHCD. The Committee agreed that MassNAHRO maybe adapt the policy for housing continued on page 7 Greetings from Lizbeth Heyer Lizbeth January MassNAHRO Board Nominations Open The Nominating Committee of MassNAHRO will meet in early February to accept nominations for the Officers and Directors of the Association. Candidates will be presented for the consideration of the membership at the Association's Annual Election in May. The Committee also nominates individuals for Life Membership. President Gene Capoccia has re-appointed Ray Murphy formerly of Holyoke to serve as Chair. Also named to the Committee was Tom Wade formerly of Watertown; Steve Merritt of Norwood; Brian Cloonan, formerly of Brookline; and Joan Pimental formerly of Plymouth. The Committee reviews the meeting attendance records and term limits of all incumbents. New candidates are reviewed based upon agency audit reports, prior service to the Association, work on committees, participation on task forces, and other Association activities. Additional nominations can be made from the floor at the Annual Meeting and Election if the person so nominated is present, is a member in good standing of MassNAHRO, and indicates a willingness to serve. The Committee also keeps nomination letters on file as mid-term vacancies on the Board do occur periodically. Life Members - Under the bylaws, all candidates for Life Membership are screened by the Nominating Committee for eligibility before their names are submitted to the Board. Updating 2007 Salary Schedule DHCD staff agreed the schedule is outdated as there has been 18% total increases to bottom line over past 6 years. They were concerned that it might be bad timing to make it a priority. MassNAHRO may contact Paul Johnson, the original developer of the schedule, for assistance in drafting an updated version to present to the Department. Asset Management Specialist Appeal Process This item was included on agenda because a few members have heard about AMS intimidating some directors, for example, claiming they have orders from the Governor. Ms. Taylor will provide a list of Housing Management Specialists and which AMS they supervise. She requested that any director with a problem should immediately contact that person s supervisor. Regional Attorney for Western Mass. The position has been vacant for almost 3 years. DHCD agreed it should look at filling it, but again cannot make it a priority right away. The is responsible for administration of 965 housing units: 85 units of family housing, 223 units of elderly/disabled housing, 52 units of special needs housing, 491 mobile Section 8 vouchers, 25 project-based Section 8 vouchers, 39 MRVP vouchers, 15 transitional units and 35 Shelter Plus Care units. The position oversees the management of 19 employees. Qualifications: Six years or more experience in the field of housing management, community development, public administration, or a closely related field. Considerable knowledge of local, state, and federal governmental procedures and regulations as they relate to housing development, construction and the management of local housing authority operations. Must have a working knowledge of fiscal management, maintenance systems, personnel and administrative management systems in public or private housing. At least one year of supervisory experience overseeing a staff of seven or more is preferred. A bachelor s degree will be considered comparable to two years of experience. Must successfully pass a CORI screening and be bondable. Minimum work schedule of 37 ½ hours per week. Salary or fee is commensurate with experience and Massachusetts Department of Housing and Community Development guidelines with a starting range of $75,517 to $78,162. A candidate will be selected in March 2014 with a starting date of April 1, The successful candidate must enter into a contract which will be reviewed and deemed acceptable to Department of Housing & Community Development (DHCD).
