COMPLETE DETAILS, INCLUDING THE ENTIRE DISCUSSION, RELATING TO EACH ITEM ARE CONTAINED IN THE AUDIO RECORDING FOR THIS MEETING. COPIES OF COMPACT DISC RECORDINGS ARE AVAILABLE BY CONTACTING CENTRAL PUBLICATIONS, AT (213) AND ARE ALSO ACCESSIBLE ONLINE AT planning.lacity.org. The meeting was called to order at 4:30 p.m., with Commissioners Nam, Garcia, Harootoonian and Reyes present. Commissioner Sampson was not in attendance. Also present were, Jonathan Hershey, Senior City Planner; Christine Saponara, Senior City Planner, representing the Director of Planning, Parissh Knox, Deputy City Attorney, Renee Glasco, Commissioner Executive Assistant, Rafael Vega, Senior Administrative Clerk and Rocky Wiles, Commission Office Manager.. ITEM NO. 1 DEPARTMENTAL REPORT Jonathan Hershey announced his re-assignment to the Los Angeles West Coastal Region and introduced Christine Saponara, Senior City Planner as his replacement to support the Commission at these meetings. He then presented a brief report on the following items of interest: The Department has held hearings for the Southwest Valley Community Plan Updates for the Lake Balboa Workshop; Tarzana Community Plan Workshops; Reseda and West Hills Community Plan Workshops. The Planning Department in conjunction with the Department of Neighborhood Empowerment will be hosting a series of Planning 101 Workshops. The Commission President announced that Item No. 2, would be considered last. ITEM NO. 3 NEIGHBORHOOD COUNCIL There were no presentations given a Neighborhood Council representative on any item related on August 3, 2017, agenda.
2 ITEM NO. 4 ZA CU-1A Council District: 12 - Englander CEQA: ENV MND Last Day to Act: Plan Site: Chatsworth-Porter Ranch PROJECT SITE North De Soto Avenue On April 25, 2017, pursuant to City Charter section 245(c), the Los Angeles City Council vetoed the decision of the North Valley Los Angeles Area Planning Commission recorded in its Letter of Determination dated March 29, 2017, which granted the appeals and overturned the Zoning Administrator s initial approval of a Conditional Use Permit under LAMC W-9 to allow construction, use, and maintenance of a new 7,098 square-foot church located at North De Soto Avenue, and remanded this matter back to the for a new appeals hearing. The following reflects the action of the Commission pursuant to a new hearing as required by the City Council. IN ATTENDANCE Henry Chu, Associate Zoning Administrator; Dan Dalton, applicant s representative; Robert Lamishaw, JPL Zoning Services; Kristina Zitkovich and Andre Van Der Valk, appellants. MOTION Commissioner Reyes moved to deny the appeal and to adopt the modifications as stated on the record in conjunction with the approval of the following project: A new 7,098 square church with 150 seats in the (T)(Q)RE11-1 Zone. 1. Find, pursuant to CEQA Guidelines Section 15074(b), after consideration of the whole of the administrative record, including the Mitigated Negative Declaration, No. ENV MND, ( Mitigated Negative Declaration ), and all comments received, with the imposition of mitigation measures, there is no substantial evidence that the project will have a significant effect on the environment; Find, the Mitigated Negative Declaration reflects the independent judgment and analysis of the City; Find, the mitigation measures have been made enforceable conditions on the project; and Adopt the Mitigated Negative Declaration and the Mitigation Monitoring Program prepared for the Mitigated Negative Declaration; 2. Deny the appeal, and Sustain the Zoning Administrator s determination of October 14, 2016, to approve a Conditional Use Permit for a new 7,098 square-foot church with 150 seats in the (T)(Q)RE-11-1; 3. Adopt the modified Conditions of Approval; and 4. Adopt the Findings. Commissioner Harootoonian seconded the motion, and the vote proceeded as follows: Moved Seconded Nays Absent: Reyes Harootoonian Garcia, Nam Sampson Vote: 2 2 2
3 MOTION FAILED The appeal is therefore deemed denied as a result of the Commission s failure to act. Commissioner Garcia left the meeting. President Nam returned to Item No. 2. ITEM NO. 2 COMMISSION BUSINESS A. Election Officers Commissioner Harootoonian nominated Eric Nam as President. Commissioner Reyes seconded the nomination. The voted proceeded as follows: Moved: Harootoonian Seconded: Reyes Ayes: Nam Vote: 3-0 NOMINATION PASSED Commissioner Nam nominated Victor Sampson as Vice President. Commissioner Reyes seconded the nomination. The voted proceeded as follows: Moved: Nam Seconded: Reyes Ayes: Harootoonian Vote: 3 0 NOMINATION PASSED B. Advanced Calendar: There were no changes made to the Advanced Calendar. C. Commission Requests: There were no requests made by the Commission. D. Approval of the Minutes: Commissioner Nam moved to approve the Minutes for February 2, 2017; February 16, 2017; April 20, 2017; June 1, 2017; and June15, Commission Harootoonian second the motion, and the vote proceeded as follows: 3

Resolution to Delegate the Authority: Commissioner Harootoonian moved to adopt the Delegation of Authority of the North Valley Area Planning Commission to the Director of Planning regarding approvals of extension of time to act on legislative and quasi-judicial land use applications and appeals. Commissioner Reyes seconded the motion, and the vote proceeded as follows: Moved: Harootoonian Seconded Reyes Ayes: Nam Vote: 3 0 MOTION PASSED F. President Nam postponed consideration of the Proposed Revisions to the Commission s Rules, and Operating Procedures. ITEM NO. 5 PUBLIC COMMENT One member of the public addressed the Commission. 4
