E.WANDERSCHEID, J.BURGUES, J.MARTIN, R.BUSI, H.GMEINER, K.BATSCHINSKI, D.TAY, Fr.VAN GILBERGEN, I.LYKOURIS, (members of the Directory Board), Mrs. A.HUPKE-de PALACIO, translator and Mrs. M.-J. WANDERSCHEID, translator and editor of the report 1) INTRODUCTION BY THE PRESIDENT: The president of FIAP, E.WANDERSCHEID, warmly welcomed all members of the Directory Board (DB) and thanked them for their presence and for the work accomplished after the last DB meeting. He announced that important decisions would have to be taken concerning Patronage, Distinctions and Congress. 2) DECEASED ASSOCIATES: The president recorded with respect the passing of two associates who were close to FIAP: Jop MANSVELT, Netherlands, director of the FIAP Distinctions Service for many years, and Benu SEN, secretary general and Liaison Officer of the Federation of Indian Photography. 3) APPROVAL OF THE REPORT OF PREVIOUS MEETING: Reports of the DB meeting held 28 April to 2 May 2011 in BEAUFORT (Luxembourg) were approved unanimously (INFO 2011/642). 4) REPORT OF THE WORK ACCOMPLISHED: A list of the accomplished work was presented, and the list of outstanding matters to be worked upon, will be sent to the DB members in due time. 5) TREASURER S REPORT: The treasurer, H.GMEINER, presented a very positive balance of the accounts for 2011, thanks to the higher number of salons under FIAP Patronage, increasing applications for distinctions, and more applications for the photographer cards. The Operational Members and ILFIAP members who have not paid their annual membership fees for the last two years, will be struck off from the record. The DB has controlled, as far as possible, the liability of the banks in which FIAP has accounts with them. The treasurer and president will contact the present FIAP sponsors, Trierenberg Circuit from Austria and Orhan Holding from Turkey, to continue with their sponsorship for the year Following the delivery of FIAP scarves a new inventory was created, stating all FIAP articles for sales. The complete price list will be published at the beginning of 2012.

2 The FIAP president requested that the expenses and revenues of the different Services should be published in FIAP s annual accounts. He was satisfied with the positive balances of the recent years but he called for vigilance regarding unnecessary or inflated expenses, as it took a long time of continuous effort to correct the once difficult financial situation of FIAP. He urged DB members to do everything possible to ensure that FIAP would not have to confront that situation again. The audit of the treasury for the years 2010 and 2011 will be done in March by Croatia and Switzerland. 6) STRIKING OFF MEMBERS: Operational Members Algeria and Portugal were struck off, as well as one ILFIAP Member in Saudi Arabia. 7) NEW AFFILIATIONS: Afghanistan was affiliated as a provisional Operational Member. A total of 17 ILFIAP affiliations were registered since January Currently, FIAP has 86 Operational Members and 83 ILFIAP Members. 8) RELATIONS WITH THE MEMBERS: As the Operational Member in Iran is working efficiently and reliably, the DB did not consider relevant the complaint of another organisation wanting to take over the position as Operational Member. The DB was full of praise for a song created by Andreas Andreou from Cyprus, for the occasion of the 60 th anniversary of FIAP. 9) ORDERS: A considerable number of medals and distinction badges has been ordered. The placement of order for a FIAP waistcoat was being planned. 10) PHOTOGRAPHER S CARD: The individual order form and the collection form have been finalized for publication. 11) QUESTIONNAIRE OPERATIONAL MEMBERS: It was disappointing to note that only 20% of the Operational Members have responded to the questionnaire which was sent to them in March BIENNIAL SERVICE: I.LYKOURIS, director of the Biennial Service, summarized the present situation: The 26 th Projected Images Biennial took place in Belgium and the members of the Directory Board were satisfied with the results. The 31 st Black and White Biennial in Palma as well as the 16 th Nature Biennial in Norway were scheduled for the month of February The 24 th Color Print Biennial will take place in Turkey. The DB noted with satisfaction that the catalogue of the 23 rd Color Print Biennial in Ireland has been sent to the participants. Concerning the future files, the ISO country code would be replaced by the FIAP country code. 13) YOUTH SERVICE: K.BATSCHINSKI, director of the Youth Service, reported the exceptional success of the 33 rd Digital Youth Biennial in the United Arab Emirates where 19 countries participated. The 34 th Youth Biennial for prints will take place in Palma in February

3 14) PATRONAGE SERVICE: * The Directory Board confirmed the decision stated in INFO 2011/643 If an Operational Member asks for exaggerated financial conditions to transmit to FIAP the application for FIAP Patronage of a salon organizer, FIAP reserves the right to give the FIAP Patronage to the organizer directly, even without the endorsement of the Operational Member. In order to be precise, the DB agreed to add the following text: The national fee can rise up to a maximum of 20% of the amount requested by FIAP for the salon fee of the different sections of the salon. The complete text will be published in four languages in INFO 2012/659. * The DB advised certain organizers of salons who do not respect the regulations of Patronage regulations on the following: 1) Each participant must be individually informed of his/her results. 2) Each participant has to receive one catalogue free of charge. 3) Neither the size nor the content of the FIAP publicity in the catalogue can be modified. 4) The name of the best author of the salon must be mentioned in the catalogue. Will be proclaimed best author, the one who has achieved the highest number of total acceptances of all the sections of the salon added together. 5) If an organizer awards national or local medals, those medals have to be mentioned subsequent to the medals of international organisations. 6) Concerning the judgement, all works received have to be presented to the judges who meet in one same place. Any pre-selection by Internet is prohibited. If an organizer is accused of having proceeded to a pre-selection by Internet, he will not receive the FIAP Patronage for the next year or the next edition, if next year is not applicable. * The following persons who were accused of plagiarism are not allowed anymore to participate in salons under FIAP Patronage, or to be part of a jury of a salon under FIAP Patronage, or to apply for a new FIAP distinction: Guy Graeme alias Helen Hutchinson (Australia, Singapore or Malaysia) and Husein Sljivo (Bosnia Herzegovina). * In order to favour the works which have not been modified substantially, i.e. works without addition or removal of elements from the picture, and as such guarantee that the photographer is an objective witness of time, FIAP has introduced a new section called traditional photo. 15) DISTINCTIONS SERVICE: Fr.VAN GILBERGEN, director of the Distinctions Service, informed that following the considerable increase in the number of salons under FIAP Patronage, especially digital salons, the number of applications for FIAP distinctions has also increased considerably, as the number of acceptances requested for the FIAP distinctions is much easier to reach and with less costs. Therefore, the Distinctions and the Collections Service are at times overloaded and there exists also a risk that the distinctions are devalued. In order to counter-act this, the DB has decided to implement the following new rules as from January 1 st, 2013: For the AFIAP distinction there will be required at least 40 acceptances with at least 15 different works in at least 15 international salons under FIAP Patronage in at lease 8 different countries. For the EFIAP distinction there will be required at least 250 acceptances with at least 50 different works in at least 30 international salons under FIAP Patronage in at least 20 different countries. Concerning the distinction applications, the acceptances of works «without title» will be excluded in order to avoid the risks of fraud and errors. With immediate effect, those works without title are not allowed in salons under FIAP Patronage. 3

4 16) FIAP CONGRESS 2012: Following the loss of the main sponsor, the «Confederación Española de Fotografia» is not in a position to organise the FIAP Congress in 2012 in Palma at the conditions originally foreseen. The Biennials however will take place as scheduled in Palma. As a result, FIAP would call upon all the countries which are in a position to take up the challenge of organizing the FIAP Congress in 2012 for a shortened period of 7 days, 6 nights (INFO 2011/652). The DB hoped to find an organizer and would communicate as soon as possible the exact dates of the Congress, which will have to take place between end of June and beginning of September. 17) COLLECTIONS SERVICE: Storage of photos on paper becomes more and more difficult and therefore the DB plans to modify the rules concerning the works to be submitted for a distinction application. It planned to replace the submission of prints with a CD containing the same works. A decision will be taken in the spring 2012 meeting. For the years 2010 and 2011, 1474 prints have been transferred to the Elysée Museum in Lausanne and 1028 to the FIAP headquarters in Paris. 18 ) PROMOTION AND PARTNERSHIP SERVICE: The aim of this Service is the promotion of FIAP as an influential organization at international level and the development of partnerships with companies, foundations and institutions. New propositions will be presented by D.TAY, director of the Service, during the next meeting. This Service should avoid working on activities developed by other Services. 19) WORLD CUP OF THE CLUBS SERVICE: J.MARTIN, director of this Service, informed the DB members that with 131 clubs of 38 countries as participants for the 6 th edition, the number of participants has stabilized. The judging will take place on the 2 nd weekend of December and the opening of the exhibition with award presentation ceremony will be held on 11 February The dates for the 7 th edition of the FIAP World Cup for the Clubs have been scheduled and the DB choose the members of the jury. The award-winning works of the first five editions have been presented successfully in an exhibition organized by the Photo-Club of Mamer in Luxembourg. 20) RELATIONS WITH UNESCO SERVICE: After he took over the Service «Relations with Unesco», J.-Cl. MENNERON has developed a great number of successful activities. Thanks to a very detailed report about the goals and the activities of FIAP and thanks to a well prepared meeting with persons in charge at UNESCO, FIAP has been re-classified from informal into operational relations. UNESCO has since then reduced the three former classification categories to only two, with either consultation, or association status. In February 2012 at the earliest, J.-Cl. MENNERON will contact the persons concerned to explore common future activities. 21) WORLD CUP WITH A TOPIC: The recent project The Children of the World, which was addressed to the Operational Members and which has been a great success, could serve as an example for other projects with a special topic. 22) 175 ANNIVERSAIRY OF PHOTOGRAPHY: A special project, if possible in collaboration with UNESCO, should be planned for 2014, on the occasion of this special anniversary. 4

5 23) CHILDREN OF THE WORLD: After the first exhibition in Singapore other exhibitions are foreseen, either for all selected works, or for part of the works. 24) SALON DE LA PHOTO IN PARIS: From 7 to 10 October 2011 the exhibition «Children of the World» has been presented at the «Salon de la Photo» in Paris, where visitors enjoyed the exceptional quality of the works. All available catalogues have been sold. 25) PHOTOKINA 2012: The Photokina 2012 will take place from 18 to 23 September 2012 in Cologne. The DB decided to present part of the exhibition Children of the World on a 24 sq metre space allotted to FIAP. 26) EXHIBITIONS AT THE FIAP HEADQUARTERS IN PARIS: After the 15 th exhibition which is ongoing, the works of the 6 th FIAP World Cup for the Clubs will be presented; the opening of the exhibition with award ceremony will take place on February 11 th, As from May, a selection of works of the Hellenic Photographic Society will be presented on the occasion of its 60 th anniversary. 27) WEB-SITE FIAP: On the FIAP website the application forms for CAFIAP/CEFIAP distinctions are available for download by ILFIAP clubs. The FIAP website is well visited with an average of 1000 visitors a day. 28) FIAP RECOGNIZED MAGAZINES: Several magazines which do not follow the required basic rules will lose their recognition by FIAP. The Austrian magazine FOTO objektiv has been granted recognition by FIAP. 29) REGISTRATION OF THE NAME «FIAP»: As FIAP has its headquarters officially in France, the name FIAP has been officially registered at the Institut National de la Propriété Industrielle (INPI). 30) Storage: A very efficient and systematic storage with written inventory has been set up at the FIAP headquarters and in the FIAP box. 31) BEST OF THE BEST: The first trophy «Best of the Best» for the year 2011 will be awarded during the Congress in FIAP will bear the award recipient s cost of the accommodation during the Congress period. 32) POWERPOINT PRESENTATION OF FIAP: J.MARTIN has created a Power Point presentation of FIAP in French and in English for each DB member, which they can use during their travels for FIAP. 33) CANDIDACIES FOR THE CONGRESS 2014: The DB has been contacted by several countries interested in organizing the FIAP Congress in

6 34) PHOTOMEETING INDONESIA: According to comments from numerous participants, the Photomeeting 2011 in Indonesia was a great success. In order to obtain FIAP s support, a certain number of recommendations have to be respected by the organizers of the Photomeeting which will take place in the years between the FIAP Congresses. 35) YOUTH CAMP 2013: The DB approved a budget of 5000 Euros to support in 2013 activities of a Youth Camp. 36) FIAP DISTINCTIONS: 4 requests for ESFIAP distinction were rejected and 1 request for HonEFIAP distinction was accepted. 37) A.O.B.: * The MFIAP dossiers have to reach the FIAP headquarters in Paris by March 15th at the latest in order to be judged during the meeting in spring. * The next DB meeting will be held in Luxembourg from 26 to 30 April Mamer, 10 January 2012 Emile and Marie-José WANDERSCHEID Editors of the proceedings 6
