1 - Bonner Springs / Edwardsville Meeting Location: McDanield Learning Center 110 S. Nettleton Avenue, Bonner Springs, Kansas May 16, 2016 at 7:00 p.m. AGENDA AI: Action Item DI: Discussion Item IO: Information Only (AI) 1.0 CALL TO ORDER... Mrs. Welicky 1.1 Roll Call 1.2 Adoption of Agenda MOMENT OF SILENCE in honor of Detective Brad Lancaster, Kansas City, Kan., Police Department, who died in the line of duty protecting the citizens of Wyandotte County 1.3 Recognition of Visitors 1.4 Request to Speak Please note: Persons and patrons may present ideas or concerns regarding USD 204. However, please be advised that the Board will take no action at this meeting. Such items will be referred to the appropriate administrator(s) for future information and researched and reported back to the Board at a later meeting. Personalities and behavior of employees are not to be presented during this period but should instead, be reported to the employee s immediate supervisor. The president shall determine the amount of time to be spent for citizen and patron participation. (IO) 1.5 Special Presentations Presentation from McDanield Learning Center Ken Brancaccio Presentation from Steve Fitzgerald, Kansas State Senator (AI) 2.0 Approval of Minutes from meeting of May 2, Mrs. Welicky
2 (AI) 3.0 Approval of the Treasurer s Reports and Warrants... Mrs. Welicky Old Business (AI) 4.1 Approval of Board Meeting Dates for Mrs. Welicky (Refer to Mr. Hansen / Mr. Brungardt) New Business (AI) 5.1 Approval of Custodial Contract.... Mrs. Welicky The district has been with its current contractor, OPS, for three years. To defer increasing costs, the district thought it prudent to rebid services. Changes were made with the rebid of the service contract to include an on- site manager. The role of the on- site manager is to have a single contact person who will manage all contract employees and district facilities. A request for proposal was developed and the district received five proposals. Below is a spreadsheet outlining each individual proposal: 2016/2017 Custodial RFP If we don t make any changes If we contract all custodial 16/17 PROJECTED 17/18 PROJECTED MC JAN. ABM CITY WIDE OPS LANES Local National National Local Local BASE BID (BHS, PEC, CMS, EDW, DRE) $572, $572, $516, $551, $531, $572, $551, ALT 1 (BSE, MCD, Central Office) $207, $213, $112, $129, $149, $131, $168, ALT 2 (Head Start) $8, $8, $5, $6, $9, $8, $10, Totals $787, $794, $633, $687, $689, $711, $730, Part of the recommendation is to use the savings to hire two new district Maintenance positions. The first position would be responsible for mail, lunch and supply deliveries and be a liaison between the cleaning vendor and the School District. They would also be responsible for doing quality assurance inspections to identify issues that need
3 correction and to ensure the contract is being fulfilled along with helping the general maintenance operations of the district. District Administration recommends moving Neal Sexton into this position. Neal is currently the supervisor of all current custodians and is by far one the most diligent and detail- oriented individuals I know. The second new position would be a general maintenance laborer. The main responsibilities would be grounds keeping and painting. This would free up another maintenance worker to assist with athletics in all of the logistical activities they have needed for the last several years. This position would be opened up internally to current custodial staff. I estimate the cost of these two new positions to be $82,500. The expectation would be to fill the new maintenance positions from this group and the rest of the employees would be given the opportunity for other positions wtihin the district and/or go to work for the contractor. The district has resisted contracting Bonner Springs Elementary out in the past but the rising cost of labor vs. contracted services will only increase in the future which makes the decision even harder. Ultimately, this change will have a positive impact on district facilities with the addition of adding two new maintenance employees without raising the overall cost to the district and actually saving approximately $18,000. (AI) 5.2 Approval of Handbook Changes Mrs. Welicky District Administration is requesting the approval of student/parent handbooks for the school year. (IO) 5.3 School Site Council Reports.. Mrs. Welicky Attached are the minutes from school site council meetings. This is an information only item. (IO/AI) 5.4 Approval of Non- Resident Student Policies. Mrs. Welicky
4 Donna Whiteman, Kansas Associations of School Board Attorney, will be present for the discussion of this topic. Since Mrs. Whiteman will be available, the board could choose to discuss this issue in executive session. (IO/AI) 6.0 Business/Clerk Update... Mrs. Welicky 6.1 FSMC RFP Update 6.2 Food Service End of Year Employee Awards The last food service monthly meeting of the current school year was held on May 11 th. Employee recognition awards were presented in the following categories: Kitchen Manager of the Year: Terri Cox, BSHS. Her nominee stated Stacie is a first year manager that has taken ownership of her kitchen and run with it.
