Approve the Treasurer s Report and Extra Classroom Activity Report, dated December 31, RESOLVED that the Board of Education accepts donations amounting to $2, to the J.D. Blumenfeld Memorial Scholarship Fund. 3. WHEREAS, it is the plan of the Garden City UFSD, Herricks UFSD, Mineola UFSD, Great Neck UFSD, Levittown UFSD, North Shore Central School District, Port Washington UFSD, East Rockaway School District, Roslyn UFSD, Long Beach UFSD, Island Park UFSD, Floral Park-Bellerose School District, and Plainedge School District in Nassau County, New York, to bid jointly for Materials & Supplies (Bus & Auto Parts), and WHEREAS, the Port Washington School District is desirous of participating with other school districts in Nassau County in the joint bidding of the commodities mentioned above as authorized by General Municipal Law, Section 119-0, and WHEREAS, the Port Washington School District wishes to appoint a committee to assume the responsibility for drafting of specifications, advertising for bids, accepting and opening bids, tabulating bids, reporting the results to the Boards of Education and making recommendations thereon; THEREFORE, BE IT RESOLVED that the Board of Education of the Port Washington School District hereby appoints Mary Callahan and Wilma Stubbs for the Port Washington School District to represent it in all matters related above, and BE IT FURTHER RESOLVED that the Port Washington School District Board of Education authorizes the above-mentioned committee to represent it in all matters leading up to the entering into a contract for the purchase of the abovementioned commodities, and BE IT FURTHER RESOLVED that the Port Washington School District Board of Education agrees to assume its equitable share of the costs of the cooperative bidding, and BE IT FURTHER RESOLVED that the Port Washington School District Board of Education agrees (1) to abide by the majority decisions of the participating districts on quality standards; (2) that unless all bids are rejected, it 3

4 will award contracts according to the recommendations of the committee; (3) that after award of contract(s) it will conduct all negotiations directly with the successful bidder(s). 4. RESOLVED that the Board of Education approves the contract between the Port Washington Union Free School District and the Nassau County Board of Elections to provide election services for the district budget/trustee vote to be held on May 16, WHEREAS, a number of public school districts in Nassau County wish to jointly solicit proposals for Special Education Related Services for the school year (and any renewal period) in accordance with the applicable provisions of General Municipal Law; WHEREAS, the School District, is desirous of participating with these school districts for the joint solicitation of proposals for Special Education Related Services as authorized by General Municipal Law, Section 119-0, in accordance with the terms and conditions of an Inter-Municipal Cooperative Agreement to be approved by District legal counsel; and, WHEREAS, the Board of Education has determined that it would be in its best financial interest to procure Special Education Related Services on a cooperative basis; NOW, THEREFORE, BE IT RESOLVED that the Board of Education hereby authorizes the School District to participate with the other Nassau County public school districts for the solicitation of proposals for Special Education Related Services on a cooperative basis subject to the terms and conditions of an Inter-Municipal Cooperative Agreement to be approved by District legal counsel; BE IT FURTHER RESOLVED that the Board of Education hereby authorizes the Board President to execute the necessary documents to effectuate said Inter- Municipal Cooperative Agreement on behalf of the Board of Education, retroactive to March 14, 2017 due to inclement weather. 6. RESOLVED that the Board of Education adopts the Proposed Budget for the school year in the amount of $. 7. RESOLVED that the Board of Education adopts the School District Property Tax Report Card for the Budget, copy of which will be posted on the SED Web site. B. Facilities Approve items 1 through 6 as listed below: 1. RESOLVED that the Board of Education approves the disposal of four inoperable TV/VCR sets from Schreiber High School, as indicated on the attached list, in the most cost effective manner. 2. RESOLVED that the Board of Education approves the disposal of obsolete/ damaged equipment from the Technology Department, as indicated on the attached list, in the most cost effective manner. 4

5 3. RESOLVED that the Board of Education approves the disposal of one IBM Wheelwriter 1500 Lexmark Typewriter (Serial No 11PW671), deemed obsolete, in the most cost effective manner. 4. RESOLVED that the Board of Education approves the disposal of one Panasonic Television (Serial No ), deemed obsolete, in the most cost effective manner. 5. RESOLVED that the Board of Education approves the renewal of a contract to participate in the non-public textbook loan program with Textbook Central (CentralEd) for the school year and authorizes the Board president to enter into such contract. 7. Approve and adopt the terms and conditions of the stipulation of settlement resolving a certain matter between the District and parents of a youngster (ID ) classified by the District s CSE; and BE IT FURTHER RESOLVED that the Board authorizes the President of the Board to execute the stipulation of settlement, as approved, on the Board s behalf. 8. 10 UNOFFICIAL MINUTES PENDING APPROVAL BOARD OF EDUCATION MEETING February 28, 2017 A meeting of the Board of Education, Port Washington Union Free School District, Town of North Hempstead, Nassau County, Port Washington, New York, was held on February 28, 2017 at the Paul D. Schreiber High School, Port Washington, New York. Mrs. Sloan called the meeting to order at 7:03 p.m. Roll Call Present: Mrs. Karen Sloan, Mrs. Emily Beys, Mr. Lawrence Greenstein, Mrs. Christina Nadolne, Mrs. Elizabeth Weisburd Also Present: Dr. Kathleen Mooney, Superintendent of Schools; Ms. Mary Callahan, Assistant Superintendent for Business; Ms. Elaine Fenick, Human Resources Administrator; Dr. Wafa Westervelt, Assistant Superintendent for Curriculum, Instruction and Assessment; Howard Miller, Esq., Bond, Schoeneck & King, PLLC Executive Session The Board of Education voted 5 0 to go into executive session at 7:03 p.m., for the purpose of discussing particular personnel and to obtain legal advice from District s outside counsel. Budget and Fiscal On motion made by Mrs. Sloan, seconded by Mr. Greenstein, the Board of Education voted 5 0 to approve items 1 through 3 as listed below: 1. RESOLVED that the Board of Education accepts a donation in the amount of $500 for the purpose of awarding two $250 scholarships for two 2017 graduates from Schreiber High School. 2. RESOLVED that the Board of Education (the Board ) of the Port Washington Union Free School District (the District ) hereby authorizes the establishment of a Repair Reserve Fund in accordance with Section 6-d of the New York General Municipal Law; and RESOLVED that the Board authorizes funding for the Repair Reserve Fund, as follows: Pursuant to such budgetary appropriations as are: a) included in the District s annual budget, and b) approved through adoption of the budget by the District s voters; and In accordance with resolutions of the Board adopted on or before June 30 in any fiscal year, authorizing the appropriation of surplus funds from the District s unassigned fund balance at the end of the fiscal year, to the Repair Reserve Fund, in such amounts as shall be determined by the Board. FURTHER RESOLVED that the Board directs that the funds in the District s Repair Reserve Fund shall be deposited, invested and accounted for in the manner specified by New York General Municipal Law 6-d. 11

12 A. Budget and Fiscal Continued 3. BE IT RESOLVED, by the Board, as follows: Section 1. That the Board will conduct a public hearing at the Paul D. Schreiber High School on Tuesday, May 2, 2017, at 7:30 p.m., Eastern Daylight Savings Time (E.D.S.T.), for the purpose of discussing the expenditure of School District funds and the budget, therefore, for fiscal year Section 2. That the Annual District Meeting and Election shall occur on Tuesday, May 16, 2017, for the purpose of enabling the District s properly registered and qualified voters to: (i) vote on the District budget for the school year (which shall appear on the ballot as (Proposition No. 1); (ii) elect two (2) members of the Board of Education; and (iii) vote on any additional matters in accordance with applicable law. Ballots will be cast upon voting machines, at the District s designated polling places between the hours of 6 a.m. and 10 p.m., E.D.S.T. Section 3. That except as hereinafter provided, the official Notice of the aforesaid public hearing and Annual District Meeting and Election shall be in the following form: NOTICE OF PUBLIC BUDGET HEARING AND ANNUAL DISTRICT MEETING AND ELECTION OF THE PORT WASHINGTON UNION FREE SCHOOL DISTRICT, TOWN OF NORTH HEMPSTEAD, COUNTY OF NASSAU, STATE OF NEW YORK PLEASE TAKE NOTICE that a Public Budget Hearing of the Port Washington Union Free School District, Nassau County, Port Washington New York, will be held at the Paul D. Schreiber High School on Tuesday, May 2, 2017, at 7:30 p.m., Eastern Daylight Savings Time (E.D.S.T.), at which time the proposed District Budget for the school year will be presented and explained. NOTICE is also given that the Annual District Meeting and Election will occur on Tuesday, May 16, 2017, for the purpose of enabling the District s properly registered and qualified voters to: (i) vote on the District budget for the school year (which shall appear on the ballot as (Proposition No. 1); (ii) elect two members of the Board of Education; and (iii) vote on any additional matters in accordance with applicable law. Voting will occur at the Weber Middle School All Purpose Room, Port Washington, New York, in said District. The polls will be open between the hours of 6 a.m. and 10 p.m., E.D.S.T. NOTICE is also given that a copy of a detailed written statement prepared by the Board of Education setting forth the amount of money which will be required for school purposes for the fiscal year ending June 30, 2018, and specifying the several purposes 12

Budget and Fiscal Continued and the amount of each, shall be available to any resident of the District, upon request, beginning Tuesday, May 2, 2017: at the Public Budget Hearing; during regular business hours at the District offices, located at 100 Campus Drive, Port Washington, NY, 11050; between the hours of 9 a.m. and 2 p.m., on each day other than a Saturday, Sunday, or holiday, at Schreiber High School, Weber Middle School, and Daly, Guggenheim, Manorhaven, Sousa, and South Salem Elementary Schools; at the Port Washington Public Library; on the District s internet website at and at the polling place on voting day. NOTICE is also given that in accordance with 495 of the New York Real Property Tax Law, the District shall prepare a Real Property Tax Exemption Report which will show how much of the assessed value on the final assessment roll (utilized for the school tax Levy) is exempt from taxation by the School District. This exemption report will list every type of exemption granted and will show: (1) the cumulative impact of each type of exemption; (2) the cumulative amount expected to be received as payment in lieu of taxes (PILOTS), or other payments from recipients of each type of exemption; (3) the cumulative impact of all exemptions granted. This Exemption Report will be posted on the District s website and on District bullet boards utilized for posting public notices. The Exemption Report will be annexed to any preliminary District budget and will become part of the final budget. NOTICE is also given that two (2) members of the Board of Education will be elected due to the expiration of the terms of Board members Mr. Alan Baer and Ms. Christina Nadolne. The two (2) candidates receiving the greatest number of votes shall be elected to three-year terms, to commence on July 1, Petitions nominating candidates for the office of member of the Board of Education must be filed with the District Clerk between the hours of 9 a.m. and 5 p.m., not later than Monday, April 17, Each nominating petition must be directed to the District Clerk, must state the residence of each signer, and must state the name and residence of the candidate. A sample form of petition may be obtained from the District Clerk. The law requires that a nominating petition contain the signatures of at least 66 qualified voters in the District. Pursuant to a proposition adopted by the voters, vacancies upon the Board of Education are not considered separate, specific offices, and nominating petitions need not describe any specific vacancy upon the Board of Education for which the candidate is nominated. 13

Budget and Fiscal Continued NOTICE is also given that the only persons entitled to vote on May 16, 2017 are qualified voters, that is, persons who are citizens of the United States, at least 18 years of age, who have been residents of District for a period of 30 days immediately preceding May 16, In addition, persons seeking to vote must be registered to vote. Registration is permitted daily, on days when school is in session, in the Office of the District Clerk (located in the Administration Building at 100 Campus Drive), during the hours of 9:00 a.m. to 3:00 p.m., up to and including May 11, The register of qualified voters shall include qualified voters who have registered to vote previously and have voted in any annual or special school district meeting or election of the District within the four prior calendar years and qualified voters of the school district who are registered with the Nassau County Board of Elections to vote in general elections, pursuant to the provisions of Article 5 of the Election Law. The Register shall be filed in the Office of the District Clerk, located at the Administration Building, 100 Campus Drive, Port Washington, New York, where it shall be open for inspection by any qualified voter between the hours of 9:00 a.m. and 4:00 p.m., on each of the five days prior to the date of the Annual District Meeting and Election, except Saturday and Sunday, and it shall also be open for inspection at the polling place on election day. NOTICE is also given that applications for absentee ballots may be obtained between the hours of 9:00 a.m. and 3:00 p.m., Monday through Friday, except holidays, from the District Clerk. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. Absentee ballots that do not reach the office of the District Clerk by 5:00 p.m., on Tuesday, May 16, 2017, will not be canvassed. A list of all persons to whom absentee voter ballots have been issued shall be available for public inspection to qualified voters of the District in the office of the District Clerk during regular office hours until the day of the election. NOTICE is also given that the Board of Education shall convene a special Board meeting within twenty-four (24) hours after the filing with the District Clerk of a written report of the results of the ballot by the Chief Election Inspector for the purpose of examining and tabulating said report of the result of the ballot and declaring the result of the ballot; and further, that the Board hereby designates itself to be a set of poll clerks for 14

15 A. Budget and Fiscal Continued the purpose of canvassing affidavit ballots cast pursuant to Education Law section a(2)(b) at said special meeting of the Board. Section 4. That the District Clerk is hereby authorized and directed to cause Notice to be given in the form hereinabove prescribed by publishing the same in the Port Washington News and Newsday, two newspapers having general circulation within the School District, four times during the seven (7) weeks preceding said vote and election, the first publication to be at least forty-five (45) days prior to said vote and election, but not sooner than the forty-nine (49) days prior to said vote and election; provided, however, that the District Clerk is hereby authorized, without further Board action, in her discretion, in consultation with the District s legal counsel, to amend said Notice, as necessary to assure compliance with applicable law. Section 5. This resolution shall take effect immediately. B. Facilities On motion made by Mrs. Sloan, seconded by Mr. Greenstein, the Board of Education voted 5 0 to approve items 1 through 5 as listed below: 1. RESOLVED that the Board of Education approves the disposal of an inoperable 1999 Ford Windstar Vehicle Number 2ETZA5447XBB21129, in the most cost effective manner. 2. RESOLVED that the Board of Education approves the disposal of an inoperable HILD Floor Machine, Model No. X24-4, Serial No. 1476, Bar Code No , in the most cost effective manner. 3. RESOLVED that the Board of Education approves the sale/disposal of a Delta Table Saw (Serial No /Bar Code No ) that is no longer used by the Technology Department of Weber Middle School. 4. RESOLVED that the Board of Education approves the disposal of 294 books, as noted on the attached list from the Weber Middle School Library, in the most cost effective manner. 5. RESOLVED that the Board of Education approves the Agreements between the Port Washington Union Free School District and the following schools to provide special education services for the school year: North Shore Schools Jericho Union Free School District Hewlett-Woodmere Union Free School District 3. RESOLVED that the Board of Education accepts five checks, each in the amount of $100.00, from the elementary HSAs/PTAs for the district s Pre-K program. 4. RESOLVED that the Board of Education approves the consultant services contract between the Port Washington Union Free School District and Doreit S. Bialer, OTD, MA, OTR, providing special education services for the school year, per a student s IEP. 5. RESOLVED that the Board of Education accepts a donation in the amount of $250.00, from the South Salem Elementary HSA. This donation will be used towards the purchase of instruments for the music program. 6. RESOLVED that the Board of Education approves the Health and Welfare Service Agreements to provide health and welfare services to students residing in the Port Washington Union Free School District and attending non-public schools in the following school districts for the school year: Uniondale UFSD 7. RESOLVED that the Board of Education approves the contract between the Port Washington Union Free School District and Bell Auto School, Inc., to provide driver education services for the summer 2017 and the school year. 8. RESOLVED that the Board of Education accepts $13, from the Ed Foundation toward the partial funding of the College Pioneers Program, as noted in the Ed Foundation Awards brochure as a targeted award. 9. BE IT RESOLVED that the Board of Education approves the contract between the Port Washington Union Free School District and Nassau BOCES for participation in the Nassau BOCES Regional Summer School program for
