1 NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION PATCHOGUE-MEDFORD UNION FREE SCHOOL DISTRICT TOWN OF BROOKHAVEN, SUFFOLK COUNTY, NEW YORK NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Patchogue-Medford Union Free School District, Town of Brookhaven, Suffolk County, New York, will be held in the auditorium of the South Ocean Middle School, 225 South Ocean Avenue, at Patchogue in said District on Thursday, May 3, 2018, at 7:00 p.m., prevailing time, for the transaction of such business as is authorized by the New York State Education Law, including the following items. 1. Presentation of the budget document. 2. To receive such reports of the officials of the School District as shall be submitted. 3. To discuss all of the items herein set forth, to be voted upon by voting machine, at the election to be held on Tuesday, May 15, 2018 as hereinafter set forth. 4. To transact such other business as may properly come before the meeting, pursuant to the New York State Education Law and acts amendatory thereto. AND FURTHER NOTICE IS HEREBY GIVEN that said vote and election will be held on Tuesday, May 15, 2018, at 7 a.m., prevailing time, in the school buildings located in such districts as enumerated below: District No. 1: District No. 2: District No. 3: District No. 4: District No. 5: South Ocean Middle School 225 South Ocean Avenue, Patchogue, New York Medford Elementary School 281 Medford Avenue, Patchogue, New York Saxton Middle School 121 Saxton Street, Patchogue, New York Tremont Elementary School 145 Tremont Avenue, Medford, New York Eagle Elementary School 1000 Wave Avenue, Medford, New York, at which time the polls will be open from 7 a.m. to 9 p.m., prevailing time, to vote by voting machines upon the following items: 1. To elect three (3) members of the Board of Education, at large, for a term of three (3) years commencing July 1, 2018, with the two (2) candidates receiving the highest number of votes, not currently occupying a Board seat, also completing the remainder of the terms of the two (2) vacant seats expiring June 30, To vote upon the following propositions: PROPOSITION 1: Shall the Patchogue-Medford School District budget for fiscal be adopted and the requisite portion thereof raised by taxation on the taxable property of the District?

2 PROPOSITION 2: Shall a new Capital Reserve Fund be established in accordance with the provisions of Education Law section 3651, to be designated Capital Reserve Fund (the Fund ), for the purpose of providing moneys for future capital improvements, including but not limited to: construction, reconstruction, alteration, additions, and improvements to District facilities and the sites thereof; and the acquisition of equipment, furnishings, machinery, and apparatus for the District; the probable term of said Fund will not exceed ten (10) years from the date of its establishment; the ultimate principal amount therein to total $15,000,000, plus interest earnings thereon; such amount to be provided from surplus funds of the District in the current and future fiscal years, sufficient to fund said $15,000,000 ultimate principal amount? PROPOSITION 3: Shall the Board of Education of the Patchogue-Medford Union Free School District be authorized, to expend from the Capital Reserve Fund, which was established on May 19, 2015 ( Reserve Fund ) pursuant to Section 3651 of the Education Law, for the following capital improvement project of acquisition of security equipment, furnishings, machinery and apparatus and the installation of such security equipment at the District s facilities and sites Barton Elementary School, Bay Elementary School, Canaan Elementary School, Eagle Elementary School, Medford Elementary School, River Elementary School, Tremont Elementary School, Oregon Middle School, Saxton Middle School, South Ocean Middle School, Patchogue-Medford High School and District Office in the approximate amount of $1,200,000 and other work required in connection therewith; and to expend from the Reserve Fund therefor, including preliminary costs and costs incidental thereto an amount not to exceed the estimated total cost of one million, two hundred thousand dollars $1,200,000? AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of Member of the Board of Education of the Patchogue-Medford Union Free School District shall be filed with the District Clerk of said School District at the District Clerk s office, Administrative Center, 241 South Ocean Avenue, Patchogue, New York, not later than Monday, April 16, 2018, between 9 a.m. and 5:00 p.m., prevailing time. Vacancies on the Board of Education shall not be considered separate, specific offices; candidates run at large. Nominating petitions, therefor, shall not describe any specific vacancy upon the Board of Education for which the candidate is nominated and shall describe at least the length of the term of office. The petition should also explain that the two (2) candidates receiving the highest number of votes, not currently occupying a Board seat, shall also be deemed elected to fill the remainder of the terms of the two (2) vacant seats expiring June 30, All nominating petitions must be signed by at least 45 qualified voters of the District (45 representing the greater of 25 qualified voters or 2% of the number of voters who voted in the last School District election); must state the name and residence of each signer, and must state the name and residence of the candidate. AND FURTHER NOTICE IS HEREBY GIVEN that personal registration of voters is required either pursuant to Section 2014 of the New York State Education Law or pursuant to Article 5 of the New York State Election Law. If a voter has heretofore registered pursuant to Section 2014 of the New York State Education Law and has voted at any annual or special district meeting within the past four (4) calendar years, such voter is eligible to vote at this election; if a voter is registered and eligible to vote pursuant to Article 5 of the New York State Election Law, such voter is also eligible to vote at this election. All other persons who wish to vote must register. Voters may register on any school day prior to May 4, 2018, at the Administrative Center, 241 South Ocean Avenue, Patchogue, New York, between the hours of 9 a.m. and 4 p.m., prevailing time, to add any additional names to the registers to be used at the aforesaid election, at which time any person will be entitled to have her or his name placed on such registers providing that at the meeting of the Board of Registration he or she is known, or proven to the satisfaction of the Board of Registration to be then or thereafter entitled to vote at such public hearing or election for which such registers are prepared, and that the registers so prepared pursuant to Section 2014 of the Education Law of the State of New York and the registration list prepared by the Board of Elections of Suffolk County will be filed in the Office of the District Clerk of the School District, Administrative Center, 241 South Ocean Avenue, Patchogue, New York, and will be open for inspection by any qualified voter of the District on weekdays between the hours of 9 a.m. and 4 p.m., prevailing

3 time, on and after May 10, 2018, and Saturday by pre-arranged appointment, except Sunday; AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to Section 2014 of the New York State Education Law, the Board of Registration shall meet on Tuesday, May 15, 2018, in the school buildings designated for each election district between the hours of 7 a.m. and 9 p.m., prevailing time, to prepare the Registers of the School District to be used at the annual meeting and election that is to be held in the school year , and any special meeting that may be held in the school year after the preparation of said Registers, at which time any person will be entitled to have her or his name placed on such Register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school meeting or election for which Registers are prepared. AND FURTHER NOTICE IS HEREBY GIVEN that qualified voters with disabilities who seek information about access to polling places may, in advance of the day of the vote, contact the District Clerk at (631) for information about accessibility. AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to Section 2017 of the Education Law of the State of New York, the Board of Education has divided the Patchogue-Medford Union Free School District into five (5) election districts, said districts being bounded and described as follows: District No. 1: All that portion of the Patchogue-Medford Union Free School District bounded on the south by the Great South Bay; on the east by the easterly boundary line of the District; on the north by the center of Main Street, also known as Montauk Highway; and on the west by the westerly boundary line of the District. District No. 2: All that portion of the Patchogue-Medford Union Free School District bounded on the south by the center line of Main Street, also known as Montauk Highway; on the east by the easterly boundary line of the District; on the north by the center line of the Sunrise Highway; on the west by the westerly boundary line of the District. District No. 3: All that portion of the Patchogue-Medford Union Free School District bounded on the south by the center line of the Sunrise Highway; on the east by the easterly boundary line of the District; on the north by the center line of Woodside Avenue; and on the west by the westerly boundary line of the District. District No. 4: All that portion of the Patchogue-Medford Union Free School District bounded on the south by the center line of Woodside Avenue; on the east by the easterly boundary line of the District; on the north by the center line of the main line of the right-of-way of the Long Island Railroad; and on the west by the westerly boundary line of the District. District No. 5: All that portion of the Patchogue-Medford Union Free School District bounded on the south by the center line of the main line of the right-of-way of the Long Island Railroad; on the east by the easterly boundary line of the District; on the north by the northerly boundary line of the District; and on the west by the westerly boundary line of the District. AND FURTHER NOTICE IS HEREBY GIVEN that beginning seven (7) days immediately preceding the May 3, 2018, public budget hearing, any resident in the District may request to review a copy of the proposed budget by appearing at the Office of the District Clerk, Administrative Center, 241 South Ocean Avenue, Patchogue, New York Additionally, a statement of the estimated expenses for the ensuing year may be obtained by any resident in the District during the fourteen (14) days immediately preceding said election on the school district website ( at the Patchogue-Medford Library during its normal hours of operation, located at East Main Street, Patchogue, New York, at the School District Administrative Center, 241 South Ocean Avenue,

4 Patchogue, New York, and at each of the following school buildings in which school is maintained between the hours of 9 a.m. and 4 p.m., prevailing time, except Saturdays, Sundays and holidays: Barton Elementary School, Barton Avenue, Patchogue, New York; Bay Elementary School, Bay Avenue, Patchogue, New York; Canaan Elementary School, Fry Boulevard, Patchogue, New York; Eagle Elementary School, Wave Avenue, Medford, New York; Medford Elementary School, Medford Avenue, Patchogue, New York; Oregon Middle School, Oregon Avenue, Medford, New York; Patchogue-Medford High School, Buffalo Avenue, Medford, New York; River Elementary School, River Avenue, Patchogue, New York; Saxton Middle School, Saxton Street, Patchogue, New York; South Ocean Middle School, 225 South Ocean Avenue, Patchogue, New York; and Tremont Elementary School, Tremont Avenue, Medford, New York. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to Chapter 258 of the Laws of 2008, Section 495 was added to the Real Property Tax Law, and requires the School District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how much of the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted, identified by statutory authority, and show: (a) the cumulative impact of each type of exemption expressed either as a dollar amount of assessed value or as a percentage of the total assessed value on the roll; (b) the cumulative amount expected to be received from recipients of each type of exemption as payments in lieu of taxes or other payments for municipal services; and (c) the cumulative impact of all exemptions granted. The exemption report shall be posted on any bulletin board maintained by the District for public notices and on any website maintained by the District. AND FURTHER NOTICE IS HEREBY GIVEN that the Board of Education has adopted a resolution at a regular meeting providing for absentee ballots in accordance with New York State Education Law, Section 2018-a. Applications for absentee ballots will be obtainable from the Administrative Center, 241 South Ocean Avenue, Patchogue, New York, beginning April 2, 2018, between the hours of 9 a.m. and 4 p.m., prevailing time, on days when school is in session and on the district website ( completed applications must be received by the District Clerk at least seven (7) days before the election, if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. All absentee ballots must be received by the District Clerk not later than 5 p.m., prevailing time, on the day of the election. A list of persons to whom absentee ballots are issued will be available in the Office of the District Clerk for inspection by any qualified voter of the District between the hours of 9 a.m. and 4 p.m., prevailing time, on each of the five (5) days prior to the day set for the annual election, Saturday by pre-arranged appointment, except Sunday; and said list will be posted at the polling places at the election of members of the Board of Education. AND FURTHER NOTICE IS HEREBY GIVEN that in accordance with the rules adopted pursuant to Section 2035 of the Education Law of the State of New York any qualified voter may have a proposition or an amendment placed upon the ballot provided that such proposition or amendment be (a) typed or printed in the English language; (b) that it be directed to the District Clerk of the School District; (c) that it be submitted to the District Clerk not less than sixty (60) days preceding the date of the election; and (d) that it be signed by at least one hundred (100) qualified voters of the District. However, the Board of Education will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine, nor any proposition or amendment which is contrary to law.
