Jake Parcell, Secretary Historic Preservation Code The East Lansing Historic Preservation Code was adopted in The purpose of the ordinance, as noted under Section 20-2, is to: "Ensure the recognition, preservation and protection of historical and architectural sites, buildings, structures, objects, features, and open spaces;...encourage property owners and residents to participate in preservation activities; enhance, improve, and preserve neighborhoods; stabilize and improve property values...strengthen the local economy; foster civic beauty and pride; and promote the use of Historic Districts and Heritage Neighborhoods for the education, pleasure and welfare of the citizens of East Lansing... In addition, the scope of the Ordinance notes under Section 20-4: "The provisions of this Code are intended to acknowledge the eclectic nature of early 20th century architecture and are expressly intended to permit changes to buildings within Historic Districts which help them retain their historic character as established by this Chapter." Historic District Commission Review The Historic District Commission meets the second Thursday of each month. The Historic District Commission's review of proposals that require a public hearing use the following process: 1. Staff report is given which describes location, property owner, description of building and building history, current zoning, applicant's request, and the relevant sections of the Historic Preservation Code. 2. Applicant's presentation - Applicant may speak on his/her own behalf and present additional information. 3. Questions by the Commission. 4. Public Hearing Opened (pertaining to this case). 5. Rebuttal/additional comments by applicant. 6. Public Hearing Closed, followed by Commission discussion and action. The Historic District Commission will act on each request within 60 days of the filing date of the application unless an extension is agreed upon in writing by the applicant and the Commission. Guidelines for Public Comment The Commission asks that if you have written comments, please submit a copy to the Secretary for inclusion in the record and give a summary of the comments in the public comment portion of the meeting. B) Approval of Agenda Motion: Sousa moved to approve the agenda. Motion was seconded by Wing. Vote: All yeas. Motion carried unanimously by a vote of 5 to 0. C) Approval of Minutes Motion: Sousa moved to approve the December 14, 2017 minutes as presented. Motion was seconded by Wing. Vote: All yeas. 4 4) PUBLIC HEARINGS A) A request from Mark Oppenhuizen, for the property at 405 University, was submitted to replace all windows on the home with a new window. However, this Certificate of Appropriateness was withdrawn, and the applicant is finding an alternative solution. Parcell commented regarding conversation with Mark Oppenhuizen and number windows at 405 University. Parcell said Oppenhuizen is researching rehabilitation option for original windows. 5) OLD BUSINESS A) Amendment to the By-laws Parcell highlighted discrepancy in Historic District Commission By-laws and the City of East Lansing Code of Ordinances as outlined in January 5, 2018 memorandum regarding number of members present at a meeting, quorum, four-vote requirement, and simple majority vote. Motion: Sousa moved to change Historic District By-laws by adding the following language to the end of Section 4 of Article V: The concurring vote of four members of the commission shall be necessary to issue a notice to proceed or for the adoption or modification of preservation guidelines. Other actions of the commission, including approval of a certificate of appropriateness, shall require a simple majority of members present constituting a quorum. The motion was seconded by Roboski. Vote: All yeas. Motion carried unanimously by a vote of 5 to 0. Parcell said he will follow up with City Council approval. 6) NEW BUSINESS A) January House of the Month Award Parcell said Wing and Flores have previously nominated Merton Building, a Kenneth Black building at 935 East Grand River Avenue, as the first commercial building to be recognized. Commission discussed: Other area Kenneth Black buildings, Possible Landmark Designation for 935 East Grand River Avenue, or Language change from House of the Month award to Structure or Building of the Month. Parcell said he will change language on the certificate depending upon use of structure. By consensus, Historic District Commission selected 935 East Grand River Avenue as Building of the Month for January City of East Lansing Historic District Commission Minutes January 11, 2018 Page 2 of 4
5 *During this portion of the meeting, a citizen asked regarding siding paint colors in Historic Districts. Harrell-Seyburn said colors are not reviewed by Historic District Commission and said further questions can be directed to Jake Parcell. B) Officer Elections Parcell said he ed Flores who is not able to be at this evening s meeting. He commented she is open to nomination for office. Parcell opened the floor for nominations for Historic District Commission chairperson for Sousa nominated Jessica Flores. Parcell said no second is necessary. Hearing no other nominations, Parcell closed the nominations for chairperson and called for a voice vote. Vote: All yeas. Unanimous decision by a vote of 5 to 0. Parcell opened the floor for nominations for Historic District Commission vice-chairperson for Sousa nominated Diane Wing. Hearing no other nominations, Parcell closed the nominations for vice-chairperson and called for a voice vote. Vote: All yeas. Unanimous decision by a vote of 5 to 0. Vice-chair Wing presided over the rest of the meeting. 7) COMMISSIONER REPORTS Harrell-Seyburn said Travis Hicks of Pella Windows is willing to come to HDC March meeting to do an education piece regarding window replacement when window rehabilitation is not an option, including reading of specs and muntin placement. She said she will follow up with an introduction. 8) STAFF REPORTS Parcell commented: Harrell-Seyburn will serve on the Housing focus group of AARP (American Association of Retired Persons) Age Friendly Community designation for City of East Lansing. Michigan Historic Preservation Network conference is coming up in May and information is on its website. There is still one vacancy on the Historic District Commission and asked for suggestions from current HDC members. 9) ASSIGNMENTS Wing asked for nominations for a Building/House of the Month for February Parcell said those nominations could be handled via . 6 Wing requested bi-annual review of staff-approved certificates of appropriateness. Parcell said he will compile a list. Commission members thanked Amanda Harrell-Seyburn for her four years of service as chairperson of Historic District Commission. 10) ADJOURNMENT Motion: Sousa moved to adjourn. Motion was seconded by Roboski. Vote: All yeas. Motion carried unanimously by a vote of 5 to 0. 7 Pella Corporation 102 Main Street Pella, Iowa (641) To whom it may concern, Pella recently launched a new product line, Pella Architect Series Reserve, designed with unparalleled historical authenticity in mind. Our product marketing team conducted extensive research over the last two years on historic millwork and the general requirements from the National Park Service from a historic tax credit program perspective. During that time, we reached out directly to leadership at the National Parks Service to determine the exact, important window details that arise when trying to preserve the historical authenticity of a building, and the process to issue Federal Tax Credits. Some of the main challenges that were expressed and incorporated into the product included: Equal sight lines at the head and stile of the window Deeper grille & sash profiles (exterior sash-to-glass depth) An exterior putty glaze sash and muntin profile, with an interior ogee sash and muntin profile Putty glaze muntin accuracy including appropriate grille widths and angle of the putty glaze profile Appropriate proportions of the steps of a historic window (exterior trim, blind stop, sash) Butt joinery with through-stile construction, ensuring the stiles run through on both the top and bottom sash Optional accessories such as sash lugs that sit in the same plane as the sash to ensure they look like a continuation of the stile The Pella engineering and product team worked to develop prototypes focused on the direct feedback from the National Parks Service Technical Preservation Services. We conducted a meeting at the Technical Preservation Services office in Washington, D.C. to
8 review concepts and prototypes developed directly from their initial feedback. The product concepts and designs were positively received. The feedback was given that while the National Parks Service does not endorse any company, the attributes that were incorporated into the new product line (Pella Architect Series Reserve) successfully satisfied the needs that they had originally identified. Since then, I have personally met with several other state and local historic preservation offices, to ensure we were getting well rounded feedback regionally. Some of the agencies included, but were not limited to: Minnesota Historic Preservation Office Washington, D.C. Historic Preservation Office Ohio Historic Preservation Office (Ohio History Connection) The results of all the meetings conducted had one outcome, that the product attributes incorporated into the new design were positively received, and they were excited we were listening.
