1 December 21, 2004 Minutes of Meeting The regular meeting of the Taylor County Highway Committee was called to order by Chairman Lato at 1:00 P.M. on December 21, 2004 at the Taylor County Community Center in Medford, Wisconsin. Committee Members Beadles, Southworth, Sweda, and Werner, County Board Chairman Metz, WISDOT Representative Tom Beekman, Mark Ploederer and Jim Koenig, Corporation Counsel Everett Hale, Luke Klink of The Star News, City of Medford Director of Public Works John Fales, Citizen John Olson and Commissioner Toepfer were present. Motion by Beadles/Werner and carried to approve the minutes of the November 16, 2004 meeting of the Taylor County Highway Committee. The next meeting was scheduled for January 18, 2005 Thomas Beekman, Planning and Operations Manager from WISDOT District 6, distributed and discussed the FY Taylor County Improvement Plan. The committee questioned proposed DOT reorganization, Walmart traffic impacts and the possibility of a Medford bypass. No action was taken. WISDOT representatives left the meeting at 1:50 P.M. Closed Session. Motion by Sweda/Southworth and carried unanimously to go into closed session at 1:55 P.M. pursuant to Wis. Stats (1)(g) to confer with legal counsel about strategy regarding likely future litigation. Corporation Counsel Everett Hale and John Olson attended the closed session. No action was taken. Motion by Sweda/Southworth and carried unanimously to return to open session pursuant to Wis. Stats Motion by Beadles/Southworth to reimburse John Olson $1200 for a property appraisal done on his CTH Q residence. Sweda/Southworth and carried to approve cash vouchers totaling $358, and journal vouchers totaling $42, The committee reviewed proposals for the purchase of one motor grader. Proposals were: Miller-Bradford Case 865 $150,395 Aring Volvo G720B 156,750 Nortrax J.D. 670D 162,776 Roland Komatsu GD ,674 FABCO Cat 140H 202,107 After discussion, motion by Sweda/Southworth and carried to purchase one Case 865 grader from Miller-Bradford. The commissioner presented a 2005 Discretionary Maintenance Agreement contracting Taylor County to provide $198,000 in state highway pavement marking. Motion by Werner/Beadles and carried to approve the DMA. The commissioner reported that the highway department may be participating in some cooperative reconstruction on CTH D with the Village of Rib Lake prior to the tentative 2007 CTH D STP project. No action was taken. Agenda item 8 was tabled.
2 The commissioner reported that Taylor County s 2005 General Transportation Aids will total $573, This constitutes a $1,895 decrease from the 2004 funding level. The commissioner reported that the STH 73 resurfacing project (CTH M Rusk County Line) has been moved up to a 2005 construction. Motion by Sweda/Beadles and carried to adjourn at 2:30 P.M. 3 November 16, 2004 Minutes of Meeting The regular meeting of the Taylor County Highway Committee was called to order by Chairman Lato at 1:00 P.M. on November 16, 2004 at the Highway Office in Medford, Wisconsin. Committee Members Beadles, Southworth, Sweda, and Werner, County Board Chairman Metz and Commissioner Toepfer were present. Motion by Southworth/Beadles and carried to approve the minutes of the October 19, 2004 meeting of the Taylor County Highway Committee. The next meeting was scheduled for December 21, Sweda/Beadles and carried to approve cash vouchers totaling $140, and journal vouchers totaling $42, The commissioner presented the 2005 CY State Routine Maintenance Agreement. After discussion, motion by Sweda/Werner and carried to approve the agreement. The committee discussed attendance for the 2005 WCHA Winter Highway Conference. No action was taken. Committee Member Werner reported on a number of inquiries concerning a possible STH 13 Medford bypass. The commissioner will include this as an agenda item for the December committee meeting and will contact the appropriate WISDOT representatives. The commissioner reported on his attendance at the Federal Highway Administration s Public Lands Highway meeting in Rhinelander. The commissioner reported funding for any programmed Taylor County projects will not be available until 2009 and that the Administration is not accepting any grant applications for discretionary projects. 4 October 19, 2004 Minutes of Meeting The regular meeting of the Taylor County Highway Committee was called to order by Vice Chairman Sweda at 1:00 P.M. on October 19, 2004 at the Highway Office in Medford, Wisconsin. Motion by Southworth/Beadles and carried to approve the minutes of the September 21, 2004 meeting of the Taylor County Highway Committee. After discussion, motion by Sweda/Southworth and carried to approve the budget for presentation to Finance/Budget Review. The commissioner presented a 2005 Equipment Schedule. After discussion, motion by Southworth/Sweda and carried to approve the equipment schedule for presentation to Finance/Budget Review. The commissioner presented a 2005 Bridge Aid Resolution. After discussion, motion by Sweda/Southworth and carried to approve the resolution for presentation to Finance/Budget Review. The commissioner reported on the reconstruction of CTH G and recommended that based on the geometry of the curves north of Beaver Creek Drive, the presence of a paved shoulder to accommodate bicycle traffic and the large volume of pedestrian traffic, that CTH G be posted at 45 mph from Beaver Creek north to CTH M. Motion by Sweda/Southworth approving the 45 mph speed limit and authorizing the commissioner to draft the appropriate ordinance for presentation to the full County Board. The commissioner reported that the WCHA District 6 Fall Meeting will be held in Chippewa County on October 29, Motion by Southworth/Sweda and carried to adjourn at 2:00 P.M. 6 September 7, 2004 Minutes of Meeting A special meeting of the Taylor County Highway Committee was called to order by Committee Member Southworth at 9:00 A.M. on September 7, Committee Members Beadles, County Board Chairman Metz, Luke Klink from The Star News and Commissioner Toepfer were present. 7 August 17, 2004 The regular meeting of the Taylor County Highway Committee was called to order by Chairman Lato at 1:00 P.M. on August 17, 2004 at the Highway Office in Medford, Wisconsin. Committee Members Beadles, Southworth, Sweda and Werner, County Board Chairman Metz, Luke Klink from The Star News, County Q Residents Jim and Carol Kasparek and Commissioner Toepfer were present. Motion by Beadles/Werner and carried to approve the minutes of the July 21, 2004 meeting of the Taylor County Highway Committee. The next meeting was scheduled for September 21, Mr. and Mrs. Kasparek addressed the committee with concerns about the proposed alignment of the reconstructed CTH Q. The commissioner reported that Anderson Road was not centered within the R.O.W. and that the reconstructed CTH Q will be centered using section markers. No action was taken. Beadles/Sweda and carried to approve cash vouchers totaling $596, and journal vouchers totaling $50, The commissioner reported that until the surface lift of asphalt is placed on CTH Q, the pavement design will not handle sustained truck loading. After discussion, motion by Southworth/Sweda and carried to tentatively post the road in the interim at a limit which would allow school bus traffic as the maximum weight. The commissioner reported that he will check on vehicle weights and consult with project engineers. The committee discussed the speed limit on CTH Q during construction. Motion by Sweda/Southworth and carried to post CTH Q at 40 mph while it remains a gravel road and to review the posted limits after the initial paving in The commissioner reported that the grant application for the reconstruction of CTH G with 100% Federal Public Lands Highway funding included the widening and paving of the shoulders to accommodate bicycle traffic. After discussion, motion by Beadles/Werner and carried to maintain bicycle and pedestrian accessibility by posting the west side of CTH G from Beaver Creek Road to CTH M as a no parking zone. Motion by Sweda/Southworth and carried to table agenda item 7. Motion by Sweda/Beadles and carried to table agenda item 8. The commissioner reported on current paving operations on CTH C. The commissioner reported on excellent production and a good finished roadway. The commissioner reported that the Office of the Commissioner of Railroads has determined that the railroad crossing with CTH B will have new automatic lights and gates installed by December 31, Motion by Southworth/Beadles and carried to adjourn at 2:15 P.M. 8 July 21, 2004 The regular meeting of the Taylor County Highway Committee was called to order by Chairman Lato at 1:00 P.M. on July 21, 2004 at the Highway Office in Medford, Wisconsin. Committee Members Beadles, Southworth, and Werner, County Board Chairman Metz, Shop Superintendent Ebert, Luke Klink from The Star News and Commissioner Toepfer were present. Committee Member Sweda was excused. Motion by Southworth/Werner and carried to approve the minutes of the May 18, 2004 meeting of the Taylor County Highway Committee. The next meeting was scheduled for August 17,2004. Southworth/Werner and carried to approve cash vouchers totaling $523, and journal vouchers totaling $86, The commissioner presented State Discretionary Maintenance Agreements contracting Taylor County to provide services totaling $52,000 on the state trunk system. Motion by Beadles/Werner and carried to approve the agreements. Shop Superintendent Ebert presented a list of equipment to be sold at auction. Motion by Southworth/Beadles and carried to dispose of the equipment. The commissioner presented a jurisdictional transfer agreement with WISDOT and a resolution whereby Taylor County will assume jurisdiction of the one mile of STH 194 in McKinley for a one time payment of $348, The commissioner reported that Corporation Counsel Hale has reviewed the documents and has found them to be legally correct and appropriate for the purpose intended. After discussion, motion by Southworth/Werner and carried to approve the transfer for action by the full county board. The commissioner presented a Request for Bridge Aid from the Town of Pershing for the replacement of a bridge on Archies Road south of CTH M. The commissioner reported that the structure has a span of 18 therefore it is not eligible for federal funding. The commissioner reported that inspections by department staff indicate that although the deck is 14 8 wide, the bridge is structurally sound. After discussion, motion by Southworth/Beadles and carried to deny the petition. The committee discussed the department s direction for the 2005 budget process. The commissioner recommended the following: 1. Use the department s undesignated unreserved (under budget) funds combined with the CTH Q STP reserve to pave a 3 lift of asphalt on CTH Q with highway forces in Leave CTH Q closed to loaded truck traffic. 2. Finish to 6 of asphalt in 2006 or 2007 using $348,000 in STH 194 jurisdictional funding as seed money, perhaps supplemented with power line or general fund dollars. 3. Change our STP-Rural Program project from CTH Q to CTH D (Westboro/Rib Lake) and begin (in 2005) banking $100,000/year for Taylor County s 20% local share of the project s cost. The commissioner advocated the funding of CTH Q by utilizing transportation funds without compromising the department s annual resurfacing budget. After discussion, motion by Beadles/Southworth and carried to have the commissioner proceed to budget review with the proposal.
9 The commissioner reported that the conveyance of right of way (to and from Kenneth and Sue Rodman) on CTH M/Sackett Drive was completed with Taylor County retaining a vision triangle 200 west on CTH M by 175 north on Sackett Drive. Motion by Werner/Beadles and carried to approve the conveyance. The committee discussed impacts to the department in the event a Walmart is located next door. The commissioner reported on the current volume of after hour and weekend unauthorized traffic and the associated problems such as materials loss and dumping. The committee agreed that fencing the grounds will probably be necessary in the near future. No action was taken. The commissioner discussed the fall 2004 mill and overlay repairs to STH 13 (Conrad Allman) and the possibility of striping the current 4 lane sections on the north and south ends as a 3 lane with a center turning lane. Motion by Beadles/Southworth and carried to recommend to WISDOT that the 3 lane concept be implemented on a trial basis until the 2008 major reconstruction of the highway. 10 May 18, 2004 The regular meeting of the Taylor County Highway Committee was called to order by Chairman Lato at 12:30 P.M. on May 18, 2004 at the Highway Office in Medford, Wisconsin. Committee Members Beadles, Southworth, Sweda, and Werner, County Board Chairman Metz, Luke Klink from The Star News and Commissioner Toepfer were present. Motion by Beadles/Werner and carried to approve the minutes of the May 4, 2004 meeting of the Taylor County Highway Committee. The committee will meet on the third Tuesday of each month making the next regular meeting scheduled for June 15, Beadles/Sweda and carried to approve cash vouchers totaling $313, and journal vouchers totaling $43, The commissioner presented three petitions for bridge aid from the Town of Browning for: 1. The replacement of a battery of four 43 x 27 x 40 arch pipes on Lekie Drive south of Earl Lane with five 43 x 27 x 60 aluminized arch pipes at an estimated cost of $9, The replacement of one 24 x 34 x 32 arch pipe on Dums and Lekie with one 24 x 34 x 40 aluminized arch at an estimated cost of $ The replacement of one 24 x 34 x 32 arch pipe on Hanley Lane and Lekie with one 24 x 34 x 40 aluminized arch pipe at an estimated cost of $942. After discussion motion by Sweda/Southworth and carried to approve the replacements. The committee discussed the selection of consultants for the design of Taylor County Bridge P934, CTH M/Yellow and Bridge B13, CTH A/Pine Creek. Based on qualifications and past satisfactory performance, motion by Beadles/Southworth and carried to recommend SEH for design services. Motion by Sweda/Beadles and carried to adjourn at 1:05 P.M. 11 May 4, 2004 A special meeting of the Taylor County Highway Committee was called to order by Chairman Lato at noon on May 4, 2004 at the Highway Office in Medford, Wisconsin. Committee Members Southworth, Sweda, and Werner, County Board Chairman Metz, and Commissioner Toepfer were present. Committee Member Beadles was excused. Motion by Sweda/Southworth and carried to approve the minutes of the April 19, 2004 meeting of the Taylor County Highway Committee. The next regular meeting was scheduled for May 18, The commissioner presented a Petition for Bridge Aid from the Town of Holway for the replacement of a battery of three 36 x 40 culverts on Stetson Avenue ¼ mile west of CTH A and E with three 36 x 40 HDPE culverts. The commissioner reported that inspections by department staff indicate replacement is warranted. Motion by Sweda/Southworth and carried to approve the replacement at an estimated cost of $3,400. Agenda item 4 was tabled. The committee discussed attendance for the June 8 10 Wisconsin County Highway Association Summer Conference. Beadles, Lato, Metz and Werner will be attending. The committee discussed the purchase of crushed aggregate base course for the CTH C project. Motion by Sweda/Southworth and carried to purchase the material from Olynick. The committee (including Metz, excluding Sweda) left the highway office at 12:30 and reviewed proposed 2004 projects. The committee inspected the CTH E/Washington Creek bridge. 12 April The regular meeting of the Taylor County Highway Committee was called to order by Chairman Lato at 11:30 A.M. on April 19, 2004 at the Highway Office in Medford, Wisconsin. Committee Members Beadles, Dums, Southworth, and Sweda, County Board Chairman Metz, Shop Superintendent Ebert, Dennis Komarek, Luke Klink of The Star News and Commissioner Toepfer were present. Motion by Beadles/Sweda and carried to approve the minutes of the March 16, 2004 meeting of the Taylor County Highway Committee. The next regular meeting was scheduled for noon on May 18, A special meeting for road/project inspection was scheduled for May 4, Sweda/Dums and carried to approve cash vouchers totaling $186, and journal vouchers totaling $106, Shop Superintendent Ebert presented proposals for the purchase of one 9 dump body for the previously purchased F550 crew cab pickup. The proposals were: Monroe $5,250 Central Wisconsin $5,876 TEAM $6,610 After discussion, motion by Beadles/Southworth and carried to purchase one dump body from Monroe for $5250. The commissioner presented two Petitions for Bridge Aid from the Town of McKinley. The first petition was for the replacement of a battery of three 44 x 72 x 36 culverts on Old 194 east of River Drive with four 48 x 50 HDPE pipes. The commissioner reported that field inspections by department staff indicate replacement is warranted. Committee Member Beadles indicated that the town will need to space no further than two feet in between the pipes to qualify for future federal funding. The commissioner reported that a DNR permit would be required. The second petition was for the replacement of one 24 x 48 culvert on Old 194 north of Ross Road with a 30 x 50 HDPE pipe. The commissioner reported that field inspections by department staff indicate replacement is warranted. After discussion, motion by Beadles/Dums and carried to approve the replacement by River Drive for an estimated $13,000 and to approve the replacement by Ross Road at an estimated cost of $2,500. The commissioner presented a Petition for Bridge Aid from the Town of Rib Lake for the replacement of a battery of three 42 x 36 culverts on Wilderness Avenue over Wood Creek. The commissioner reported that field inspections by department staff indicate replacement is warranted. Motion by Dums/Beadles and carried to approve the replacement with HDPE or aluminized at an estimated cost of $6,080. The commissioner reported that a DNR permit would be required. Motion by Beadles/Sweda and carried to table agenda item 7. The commissioner presented a tentative 2004 project list including:

The committee reviewed quotations for the department s 2004 purchase of materials. Motion by Sweda/Dums and carried to award the quotations as attached. Specific CABC quotations will be awarded at a special meeting. The commissioner presented a request from TDS Telecom, Inc. to install a DSA (Digital Serving Area) on the east side of CTH E approximately 400 south of Keyes Avenue. The commissioner reported that the easement will not impact highway operations and that the site has adequate visibility for issuing a driveway permit. Motion by Southworth/Beadles and carried to approve the easement from a highway department perspective and to forward the request to Corporation Counsel Hale and the Land Information Committee. The commissioner reported that Corporation Counsel Hale s review of State Statutes has indicated that the Highway Committee has the necessary authority to convey R.O.W. The commissioner reported that he has requested the county surveyor to survey the Rodman property. Motion by Sweda/Beadles and carried to proceed with the abandonment. The commissioner reported that with concurrence from Corporation Counsel Hale he will be compensating the property owners for permanent limited easements on the CTH DD bridge at the same rate that the department compensated property owners on CTH Q. The commissioner reported that Corporation Counsel Hale has recommended that the commissioner attempt to negotiate Pioneer Appraisal Company s $1, fee to a reasonable industry standard. The commissioner reported that steel price increases drove the cost of TEAM-Marshfield Inc. s truck equipment bid up an additional $ per truck. The commissioner reported that since the increase resulted in TEAM s proposal remaining the lowest cost, he has approved the price increase. Motion by Dums/Sweda and carried to adjourn at 1:00 P.M. 15 March The regular meeting of the Taylor County Highway Committee was called to order by Vice Chairman Sweda at 11:30 A.M. on March 16, 2004 at the Highway Office in Medford, Wisconsin. Committee Members Beadles and Dums, County Board Chairman Metz, Shop Superintendent Ebert, Luke Klink of The Star News and Commissioner Toepfer were present. Committee Member Beadles was excused. Committee Chairman Lato joined the meeting. Motion by Beadles/Dums and carried to approve the minutes of the February 17, 2004 meeting of the Taylor County Highway Committee. The next meeting was scheduled for April 19, Beadles/Dums and carried to approve cash vouchers totaling $148, and journal vouchers totaling $46, The commissioner presented the FY STP-Rural Approved Project List. The commissioner reported that the paving of CTH Q was not approved. No action was taken. The commissioner presented the FY STP Local Bridge Program. The commissioner reported that four structures were approved for replacement and one was approved for rehab. Bridges for replacement were: CTH M/S. Fk. Yellow, Putnam/Trappers (Maplehurst), 7 th Avenue/N. Fk. Eau Claire (Roosevelt), Pinewood/N. Fk. Eau Claire (Roosevelt), and for rehab: CTH A/Pine Creek. Motion by Dums/Beadles and carried to approve the program. Shop Superintendent Ebert presented quotations for the purchase of (one) ½ ton pickup. Quotations were: V & H $24,133 Medford Motors $20,879 Bob Fish (State bid) $19,586 M & H $20,286 Handels $20,000 Mertens $21,000 The committee discussed the cost of picking up the state bid vehicle in West Bend and the merits of purchasing locally. Motion by Beadles/Sweda and carried to purchase one GMC 1500 pickup from Handel Motors. Shop Superintendent Ebert presented quotations for the purchase of (one) 1 ton crew cab pickup. Quotations were: V & H $32,779 Medford Motors $31,457 M & H $30,850 Handel Motors $30,808 Mertens $26,446 Superintendent Ebert reported that the Mertens truck was too light for the department s use. Motion by Sweda/Beadles and carried to purchase one F-450 from Medford Motors. The committee briefly discussed alternatives for the surfacing of CTH Q in The commissioner reported that all but one parcel of right-of-way has been acquired. The commissioner reported that he received a bill for one appraisal from Pioneer Appraisals for
16 $1800 which he felt was excessive. Motion by Beadles/Dums and carried recommending that the commissioner review the appraisal with Corporation Counsel. The commissioner presented a Petition for Bridge Aid from the Town of Roosevelt for the replacement of Structure P , 7 th Ave/N.Fk. Eau Claire River and Structure P , Pinewood/N. Fk. Eau Claire. The commissioner reported that both structures have been approved for federal funding since both have sufficiency numbers below 50. Motion by Dums/Beadles and carried to approve the petitions with Sweda abstaining. The commissioner reported that at the direction of Governor Jim Doyle, the Wisconsin Department of Transportation will be opening the waysides previously announced as permanently closed. The commissioner reported that the bridge replacement project for CTH DD which was estimated at $302,000 received a low bid of $362,000 due to steel prices and masonry costs due to the remote location. The commissioner reported that WISDOT requested local agreement prior to accepting the bid. The commissioner reported that if there were no objections he would direct WISDOT to proceed. The committee concurred. A motion was made by Al Beadles and seconded by Committee Chairman Wayne Lato expressing gratitude to Committee Member George Dums for the many years of public service on the Taylor County Board of Supervisors and the Highway Committee. 17 February The regular meeting of the Taylor County Highway Committee was called to order by Vice Chairman Sweda at 11:30 A.M. on February 17, 2004 at the Highway Office in Medford, Wisconsin. Committee Members Dums and Southworth, Shop Superintendent Ebert and Commissioner Toepfer were present. Committee Members Beadles and Lato were excused. Motion by Dums/Southworth and carried to approve the minutes of the January 20, 2004 meeting of the Taylor County Highway Committee. The next meeting was scheduled for March 16, Dums/Southworth and carried to approve cash vouchers totaling $264, and journal vouchers totaling $55, The commissioner reported on right of way acquisitions for county bridge projects. The commissioner reported that he will offer a reasonable price for all land purchases and permanent limited easement acquisitions instead of requesting donations. The committee agreed and will include the policy as an agenda item at the next regular meeting of the highway committee. The commissioner presented a resolution honoring the retirement of Richard Frahmann. Motion by Southworth/Dums and carried approving the resolution for presentation to the full county board. The commissioner presented a resolution in opposition to the closing of waysides on state highways. After discussion, motion by Southworth/Dums and carried approving the resolution for presentation to the full county board. The commissioner reported that culvert bids are due on Friday, February 20, Motion by Dums/Southworth and carried authorizing the commissioner to award the bids as deemed most beneficial to Taylor County. Shop Superintendent Ebert presented proposals for the purchase of equipment for two patrol trucks. The proposals were for one unit: TEAM $50, Monroe $50, Menomonie $53, After discussion, motion by Dums/Southworth and carried to purchase equipment from TEAM. 18 January The regular meeting of the Taylor County Highway Committee was called to order by Chairman Lato at 11:30 A.M. on January 20, 2004 at the Highway Office in Medford, Wisconsin. Committee Members Beadles, Dums and Sweda, Luke Klink of The Star News and Commissioner Toepfer were present. Committee Member Southworth was excused. Motion by Sweda/Beadles and carried to approve the minutes of the November 18, 2003 meeting of the Taylor County Highway Committee. The next meeting was scheduled for February 17, Sweda/Dums and carried to approve cash vouchers totaling $476, and journal vouchers totaling $94, The commissioner presented a 2004 State Routine Maintenance Agreement for services on state trunk highways. The commissioner reported that the RMA is for $581,000 compared to $562,800 in Motion by Dums/Beadles and carried to approve the agreement. The commissioner presented a 2004 State Discretionary Maintenance Agreement contracting Taylor County to provide $115,000 of pavement marking services in District 6. Motion by Sweda/Beadles and carried to approve the DMA. The commissioner presented an Amended 2003 Bridge Aid Resolution which replaces estimated costs with actual billings and adds unanticipated late (December) DOT billings. Motion by Beadles/Sweda and carried to approve the resolution for forwarding to Finance and the full County Board. The commissioner presented an Amended 2004 Equipment Schedule. The commissioner reported that equipment purchases in 2003 were under the authorized schedule by $59,000. This was not anticipated during the 2004 budget process. The commissioner reported that an amended schedule with board approval would be necessary to utilize the funds for equipment replacements. Motion by Sweda/Dums and carried to approve the resolution for presentation to Finance and the full County Board. The committee discussed proposed DOT wayside closures. Committee Member Beadles expressed concern about the continuing loss of lane miles in northern Wisconsin while southern Wisconsin has seen a net increase. The shifting of state responsibilities onto local units of government was discussed and concern was expressed toward displacing local disabled workers who currently maintain the facilities. The committee will investigate the proposal at the upcoming Wisconsin County Highway Association Winter Conference. No action was taken. The committee reviewed proposals for the purchase of two single axle patrol trucks. Proposals with the specified torque were: Midstates Truck 7400 International $57,508 each Northwest Truck 7400 International $59,168 each V & H L9511 Sterling $65,768 each After discussion, motion by Sweda/Dums and carried to purchase two 7400 Internationals from Midstates Truck for $57,508 each.
19 The commissioner reported that R.O.W. acquisition is proceeding on the CTH Q project with good public cooperation. The commissioner reported that the acquisition firm has been unable to negotiate purchase from 4 6 property owners. The commissioner reported that he has also retained Steigerwaldt Land Services Inc. to acquire the necessary easements for the construction of the CTH H/Fisher Creek Bridge in the Township of Pershing. The commissioner reported that Taylor County was not awarded a CHIP-D project this biennium. The commissioner reported that there will be a rehearing on the STH 73 railroad crossing since the proposed barrier gate is not in conformance with the necessary crash standards.
