6 Monday, January 28, 2019 I. Policy Intelligence and Education News Appropriations going forward The 35-day partial government shutdown ended Friday with enactment of a three-week extension of last year s funding for the shuttered federal programs and services. Congress now turns to negotiating full-year funding bills for the seven unfinished bills, knowing they could face the same stumbling blocks when funding expires on February 15. It s also possible that conversations will begin on the upcoming fiscal year 2020 appropriations challenges due to the very low sequester-level spending caps in place for both non-defense discretionary (NDD) and defense discretionary spending. Current law requires a $55 billion (9%) cut for NDD spending and a $71 billion (11%) cut for defense discretionary spending cuts so deep that there is general agreement that the caps will need to be raised. The unrealistically low caps don t constrain the President or Congress for proposing funding totals that exceed the caps, but at the end of the year once all the bills are enacted, if their totals exceed either or both of the defense of NDD caps, any overage would trigger an across-the-board discretionary sequester sufficient to bring the affected category of spending down to its limits. In reality, if the House and Senate proceed with different totals in mind for NDD and defense spending, it makes it close to impossible to negotiate final spending bills that s what happened with the fiscal year 2018 bills last year, until the caps were raised in the spring, half way through the fiscal year. House Committee rosters nearly complete As promised, attached are near-final rosters of the three primary education and funding-related committees (the Appropriations Committee and its Subcommittees on Labor-HHS-Education, Senate HELP and House Education and Labor Committees, and the Budget Committees). The House Appropriations Subcommittee has not yet indicated its Republican members, so the list shows the 115 th Congress Republican membership, but we know at least a few of those members will not be serving on it this year. Congressional Budget Office (CBO) releases its annual budget and economic report today This morning CBO is releasing its annual report on the budget and economic outlook, which will provided updated spending, revenue, deficit, and employment projections. Generally CBO uses these baseline projections (i.e., the outcome if Congress does not change current law on spending and revenue) as the basis of estimating the cost or revenue impact of proposed legislation until CBO

7 updates them in the spring. The spring baseline is then used for the rest of the year, but in recent years CBO has sometimes just issued one winter/spring baseline when Congress hadn t completed appropriations for the year. The House Budget Committee will hold a hearing on the report on Tuesday at 10am (the hearing webcast will be here). II. Advocacy CEF Hill visits start this week We have five CEF advocacy meetings set for visits from Hill Teams members this week where we will introduce CEF and its advocacy and ask for greater NDD spending for FY 2020, with increases for education investments. We are starting with the education staffers for the three new members of the House Labor-HHS-Education Appropriations Subcommittee (Reps. Cheri Bustos (D-IL), Lois Frankel (D-),and Bonnie Watson Coleman (D-NJ), as well as two new members of the Education and Labor Committee (Reps. Joaquin Castro (D-) and Pramila Jayapal (D-). We will next reach out to all the new members of Appropriations and education authorizing committees for both chambers, the Budget Committees, and then all freshmen. It s a long list! As we confirm meetings we will send a notice to all those who signed up to participate on CEF s Hill Teams. Deadline this week - NDD United sign-on letter to increase non-defense discretionary (NDD) spending caps NDD United is circulating a sign-on letter urging Congress to quickly negotiate a new budget agreement to avert the deep cut to non-defense discretionary (NDD) spending that would occur under the existing discretionary spending caps in fiscal year (FY) The deadline for signing on is January 31. Information on the letter and how your organization can sign on is here. III. Events AS briefing on The Role of the School Counselor in Creating a Safe and Supportive School Environment on Jan. 31 CEF member the American School Counselor Association is hosting a lunch briefing featuring a panel of school counselors from across the country. The briefing is on Thursday, January 31, 12:30-2:30pm in room SVC 201 in the Capitol Visitor Center. Please RSVP here by January 25. CEF s upcoming schedule Friday, Feb. 1 No CEF meeting.
