1 BOARD OF EDUCATION PASSAIC COUNTY MANCHESTER REGIONAL HIGH SCHOOL DISTRICT HALEDON, NEW JERSEY CALL TO ORDER MINUTES The meeting was called to order at 7:27 p.m. by Mrs. Fischer. FLAG SALUTE The Flag Salute was given by Mrs. Fischer. OPEN PUBLIC MEETING ANNOUNCEMENT REGULAR MEETING JANUARY 22, 2015 SAMUEL WIENER LIBRARY 7:00 P.M. The New Jersey Open Public Meetings Law was enacted to ensure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of this act, the Passaic County Manchester Regional High School Board of Education has caused notice of this meeting to be published in the North Jersey Herald News the Board s Official Newspaper on January 9, Notices of this Regular Meeting, indicating date, time and place, were posted publicly on the door of the main entrance to the high school, filed with the clerks in the municipalities of Haledon, North Haledon and Prospect Park. MOTION carried upon roll call vote, 8-0-1; Mr. Foti abstained.
2 PRESENTATION Mr. Hara gave an Ethics presentation. CONSIDERATION OF PRIOR MINUTES MOTION by Mr. Vander Molen, seconded by Mr. Valenti, that the Board of Education approves the following minutes: Reorganization/Regular Meeting January 7, 2015 Executive Meeting January 7, 2015 MOTION carried upon roll call vote, 8-0-1; Mr. Foti abstained. HEARING OF CITIZENS ON AGENDA ITEMS ONLY During this portion of the meeting, the residents are invited to address the Board with any questions, comments or concerns that may be in respect to the operation of their school. MOTION by Mr. Foti, seconded by Mr. Valenti, to open the floor to the public, 7:29 p.m. Mr. Fred Stansfield, North Haledon resident commended Dr. Ney for going to North Haledon and making presentation idea to set up parent committee. They would meet as a group and bring questions/concerns to Board and building principals. Can we entertain idea of doing co-op sports that is shared with high school, due to shortage of students, for ice hockey or lacrosse? We could bring in students from other towns predicating on meeting a certain amount of students. Dr. Ney we have students from Hawthorne, Paterson and Wayne. MOTION by Mr. Ferrante, seconded by Mr. Vander Molen, to close the floor to the public, 7:43 p.m. MOTION carried unanimously upon roll call vote, 9-0. BOARD MEMBER APPOINTMENTS: MOTION by Mr. Fischer, seconded by Mr. Ferrante, that the Board of Education approves the following: 1. That the Board of Education approves chairs of the following committees: Finance: Jeffrey Fischer, Chairperson; Douglas Boydston, Joseph Foti Personnel: Jon Galluccio, Chairperson; Joseph Foti, John Vander Molen Education: Michael Boyle, Chairperson; Antonio Valenti, Joseph Ferrante 2. That the Board of Education approves the appointment of Representatives to the following: 2
3 a. County School Board Association Delegate: Jeffrey Fischer b. New Jersey School Board Association State Delegate: John Vander Molen MOTION carried upon roll call vote, 8-0-1, for #1; Mr. Galluccio abstained on Personnel. MOTION carried unanimously upon roll call vote, 9-0, for #2. REPORTS: Board President s Report Mrs. Fischer spoke with former MRHS students. They would like to come in to talk to students. Mr. Pengitore, Mr. Able, and County Clerk Kristin Corrado would like to come in. Dr. Wanko has already set this up. Student Representative to the Board Mr. Varoqua N/A Superintendent s Report Dr. Wanko reported that Last Thursday the administrative staff, child study team members, and the guidance staff attended a full day training on HIB, 504, Home Instruction, Attendance, Truancy and Discipline. The presenter was Mr. David Nash, Esquire, a noted expert on school law, and the Director of Legal Education for the Foundation for Educational Administration. He is also the Coordinator for the LEGAL ONE program, an innovative program that provides school law professional development for school leaders and other educators. The New Jersey Quality Single Accountability Continuum (QSAC) is the Department of Education s monitoring and evaluation system for public school districts. NJDOE has developed a process for QSAC Equivalency to relieve districts of some QSAC requirements (District Performance Review, onsite verification) if they continue to meet the benchmark (80% or greater on the QSAC continuum in all five areas). This required our district to submit a QSAC Statement of Assurance (SOA), which reflects district status in each of the five areas. The NJDOE then conducted an analysis of the district s continued compliance with QSAC requirements, using a total of 24 metrics, with 1 point assigned to each metric. Mr. Serapiglia and I met with the Executive County Superintendent and then submitted a waiver form as we achieved over 80% on the review. As a result we will not be subject to a QSAC review for another 3 years. Congratulations to our students of the month for December chosen by our faculty. These are students who displayed particularly good character: Grade 12, Genc Lita; Grade 11, Maryam Abdul-Ghani; Grade l10; Jacklyn Rodriguez; Grade 9, Josue Vargas. Alternate High School Assessments (AHSA) began last Monday for seniors that have not passed the HSPA. This is an opportunity for them to work in class to remove their deficiencies and earn their high school diploma. Students will be given another opportunity to pass the HSPA in March. Because 9th, 10th and 11th grade students will begin the PARCC exams this year they will no longer receive administration nor be held accountable for the HSPA. PARCC PBA (Performance-Based Assessment) testing schedules have been distributed to all staff members. Staff members received PARCC administration training during the teacher inservice on Monday (Martin Luther King Day). Other In-Service topics on Monday included HIB training for all staff by Mr. Chris Wacha, literacy training for English and Social Studies staff by Ms. Kimberly Krafft, instructional differentiation by Ms. Celeste Denman from the Regional Achievement Center, and curriculum development. The Second Period Making period ended Friday. Grades are being sent home this week. Also, we will review progress of students in the extended day Algebra 1 program. Base on the progress reports in December, 17 of 50 students have already exited the 3
4 program. Commencing this past Wednesday, the attendance office has suspended scanning students that are late for first period class for an experimental period in an effort to ensure students are not detained further from arriving to class. If it is successful, scanning students late to class will be suspended for all periods. Winter Sports update is a follows; Varsity Boys Basketball: 6-2, JV Boys Basketball: 5-0, Freshman Boys Basketball: 3-2, Girls Varsity Basketball: 3-5, Girls JV Basketball: 2-2, Wrestling: 3-7, Bowling: 4-4, and JV Bowling: 4-2. Winter Track will compete in the County Meet on January 26 th. January marks the mid-point of our twelfth year of "sharing" a Superintendent and Business Administrator between the Passaic County Manchester Regional High School District and the Haledon Public School. All members of both boards received a copy of that report Friday. This evening we conducted a combined Board Meeting prior to the Manchester Board Meeting to review that report. Business Administrator/Board Secretary Report Mr. Serapiglia reported on the following: we recently received a quote to perform engineering services for a traffic study. Would Board like to proceed? Large AIL payment this year. Jumped from 151 to 264 students in total. Also, we were not able to get buses bid for several routes. Disclosure Forms ed. Budget process underway. Received information from administrators compiling now. Obviously rough draft hope to have something by next meeting. Handed out Solar analysis to discuss at next meeting. Capital projects finish sidewalk; lockers downstairs; rest of ceiling tiles/lights; stairwell doors; library; stairwell ceiling tiles; work on Choral Room; looking at some bathroom work; Promethean Boards. Received bids for cafeteria HVAC still too expensive $100,000 over what we have saved. Board Attorney s Report Mr. Rod Hara PERSONNEL: (Mr. Galluccio, Chairperson; Mr. Foti, Mr. Vander Molen) MOTION by Mr. Galluccio, seconded by Mr. Valenti, that the Board of Education approves items That the Board of Education, upon the recommendation of the Superintendent, approves the list of new substitutes through the Passaic County Educational Services Committee for the school year as shown under Exhibit A. 2. That the Board of Education, upon the recommendation of the Superintendent, approves the following coaching appointment(s) for the school year as shown under Exhibit B. 4

That the Board of Education, upon the recommendation of the Superintendent, acknowledges the resignation of Scott Dunleavy lacking 60 days notice of separation as contained in his employment contract effective January 7, That the Board of Education, upon the recommendation of the Superintendent, appoints Nicholas Buckley as an intern for the Technology Department contingent upon criminal history review and emergent hire if applicable at no cost to the District. 5. That the Board of Education, upon the recommendation of the Superintendent, appoints Lewis Chapp as a Teacher of English/ESL contingent upon criminal history review and emergent hire through June 30, 2015 as shown under Exhibit C. 6. EDUCATION: (Mr. Boyle, Chairperson; Mr. Valenti, Mr. Ferrante) MOTION by Mr. Boyle, seconded by Mr. Valenti, that the Board of Education approves items 1 and 2: 1. That the Board of Education approves upon second reading the following revised policy as shown under Exhibit D: 5111 Eligibility of Resident/Nonresident Pupils 2. That the Board of Education approves the following resolution: WHEREAS, on December 11, 2014 the Passaic County Manchester Regional High School District Board of Education (hereinafter referred to as Board of Education ) continued the suspension of student bearing identification number 8567 until the next regular board meeting; and Whereas, on January 7, 2015 the Board of Education continued the suspension until the next regular board meeting; BE IT RESOLVED that the Board of Education hereby continues the suspension until the next regular board meeting; BE IT FURTHER RESOLVED that the Board of Education hereby further determines that the student shall not be present on the Board of Education s school campus before, during and after the regularly scheduled school day during the period of his/her suspension, unless specifically authorized by the Superintendent; BE IT FURTHER RESOLVED that the Board of Education hereby further determines that the student shall not be permitted to participate in any athletic, co-curricular and/or extra-curricular activities sponsored by the Board of Education; and shall not be present for or attend any Board of Education sponsored activities, either on campus or in any school district where the Passaic County Manchester Regional High School District is participating in the activities during the period of suspension; BE IT FURTHER RESOLVED that the suspension shall be reviewed at every subsequent regular board meeting to determine whether the suspension will be continued until the next regular board meeting; and 6
7 BE IT FURTHER RESOLVED that an alternate education/home instruction shall continue to be provided to the student during his/her suspension. MOTION carried unanimously upon roll call vote, 9-0. FINANCE: (Mr. Fischer, Chairperson; Mr. Boydston, Mr. Foti) MOTION by Mr. Fischer, seconded by Mr. Ferrante, that the Board of Education approves items 1-9: 1. That the Board of Education approves the transfers from November, 2014 as approved by the Superintendent and shown under Exhibit E. 2. That the Board of Education accepts the following certification: I, John Serapiglia, the Business Administrator/Board Secretary, for the Passaic County Manchester Regional High School Business District hereby certify as follows: pursuant to N.J.A.C. 6A: (c) (3), that as of November 30, 2014 no line item account has encumbrances and expenditures which in total exceed the line item appropriation and is not in violation of N.J.A.C. 6A: (a). 3. That the Board of Education approves the following resolution: Pursuant to N.J.A.C. 6A: (c) (4), we certify that, as of November 30, 2014 the board secretary s and treasurer s monthly financial reports did not reflect an overexpenditure in any of the major accounts or funds in violation of N.J.A.C. 6A: (b), and based on the appropriation balances reflected on the reports/ and the advice of district officials, we have no reason to doubt that the district has sufficient funds available to meet its financial obligations for the remainder of the fiscal year and accepts the financial reports of the Board Secretary. 4. That the Board of Education accepts the financial reports of the Treasurer of School Monies for November 30, That the Board of Education moves that the following bills for January, 2015 be approved as presented: General Fund $1,430, Aid in Lieu 1 st Half 101, Special Revenue Fund 103, Construction Project Fund 12, Enterprise Fund 2, Payroll Fund 12/11/14 416, Payroll Fund 12/19/14 390, Payroll Fund 01/13/15 456, Total for Approval $2,912, That the Board of Education approves a Contract for Services with SD Gameday to provide Certified Athletic Trainer services at a rate of $50/hour with a four hour minimum as shown under Exhibit F. 7
8 7. That the Board of Education approves LDT/C services the school year performed by the following: Nicole Spinelli-NPS Learning Consulting LLC-$85/hour not to exceed 12/hours week 8. That the Board of Education approves the following use of facilities application(s): Nancy Jarensky, Manchester Jr. Falcons, to use the cafeteria on the 2 nd Thursday of every month beginning January, 2015 through December, 2015 from 7:00 p.m. 10:00 p.m. REVISED: Bernadette Orsita & Franz Janvier, Advisors, to use the cafeteria and auditorium on March 19, 2015 (originally approved for February 13, 2015) from 3:00 p.m.-11:00 p.m. for a fashion show fundraiser. MOTION carried unanimously upon roll call vote, 9-0, for items 1 through 4 and items 6 through 9. MOTION carried upon roll call vote, 5-3-1, for item #5, Aid-in-Lieu. Mr. Boyle, Mr. Foti and Mrs. Fischer voted no; Mr. Boydston abstained. NEW BUSINESS/OLD BUSINESS Discussed proposal from Boswell Engineering. Mr. Ferrante complimented Dr. Ney for input he has had on North Haledon that we got a parent here. Dr. Ney moved by gracious gift (dedication of 1960 program from Joyce Smith) and will get display case for it. Mr. Fischer we should scan and put on website. BOSWELL ENGINEERING PROPOSAL MOTION by Mr. Foti, seconded by Mr. Valenti, that the Board of Education accepts Boswell Engineering proposal to perform traffic observations and recommendations. MOTION carried upon roll call vote, 8-1; Mr. Vander Molen voted no.
