2 I. Call to Order The RESPECT Oversight Committee was called to order at 10:02 a.m. by Chair Balogh. II. Roll Call Roll call was conducted by Felder. Members of the Committee were present via phone except for Richard Gilmartin, Kelly Johanessen, and Karen Higgins. A quorum was announced. III. Approval of 2/18/15 Meeting Minutes Balogh called for a motion to approve the February 18, 2015 ROC meeting minutes. Nasehi motioned to approve and May seconded the motion. The February 18, 2015 ROC meeting minutes were approved. IV. Additions to the agenda Balogh called for any additions to the agenda. No additions were called for. V. Old Business/Action Items Balogh called for discussion on any old business; members did not have any old business to discuss. There were no action items from the 2/18/15 meeting. VI. Renewal of CNA Contract with DMS Sewell announced DMS has extended the Central Nonprofit Agency (CNA) contract meaning RESPECT will be the CNA for Florida for five years, until July 12, The contract amendment was signed three months ahead of the July 12, 2015 contract expiration date. Sewell explained RESPECT requested an amendment to the proposed DMS contract to clarify that the contract covered service contract sales as well as commodity sales. DMS made the requested correction. The new contract also requires additional quarterly reporting. VII. RESPECT Marketing Plan Musick shared a draft marketing plan for RESPECT with the following highlights: RESPECT will maintain a stable and friendly relationship with DMS. RESPECT needs DMS to recognize services as part of the procurement list. RESPECT has begun targeting specific State agencies for expanding product and services sales and is reaching out to agencies. Musick listed the following targeted agencies: DMS, APD, DEO, DCF, DOT, DOC, DFS and AHCA. He and staff will also be working with other agencies and government entities. RESPECT would like to see more call centers, document shredding and IT services. 2

3 RESPECT Marketing Plan (continued) RESPECT is researching ways to increase Employment Center capacity. RESPECT has begun to look at what other centers in Florida provide at the federal level for Source America and NIB, to investigate if RESPECT employment centers could provide these products and services to State customers. VIII. Sales Report Pierini reviewed a RESPECT sales report document with the following highlights: Service Sales declined 6% from the first quarter to the second quarter. Service sales are still outperforming prior year numbers through the second quarter of the year. Product sales declined 3% from the first quarter to the second quarter. Product sales are $316,000 above budget through the second quarter of the year. Sales to state agencies for products represent 91% of total product sales. IX. Service Pricing and Standardization Exercise Musick reported RESPECT has developed a pricing structure for service contracts that is consistent with DMS procurement and pricing guidelines. RESPECT service contract staff worked together to develop a pricing methodology that should be responsive to DMS needs while ensuring compliance with Florida Statute F.S RESPECT submitted to DMS a pricing request for DOT Districts 2, 3, 4, 5 and 7 and for various rest area, weigh in motions and scale facilities. Musick reviewed the pricing documents that were submitted to DMS. X. WIOA Federal Mandated Changes Sewell reviewed Workforce Innovation and Opportunity Act (WIOA) updates with the following highlights: The WIOA takes effect on July 1, Sewell suggests that providers should make sure they have a transition program for youth in place. Nasehi encouraged everyone to read the draft administrative rules and make comments which are due by June 15, Sewell reported RESPECT has eleven employment centers that utilize sub-minimum wage certificates. Of those eleven, most offer commodities rather than services. 3

4 WIOA Federal Mandated Changes (continued) Sewell reported FARF/RESPECT will continue to inform employment centers of any movement on the TIME Act (H.R. 188) which currently has 39 sponsors. XI. RESPECT/VR Relationship Sewell shared several RESPECT Employment Centers have encountered VR Counselors not agreeing that RESPECT service contract work can be classified as integrated employment. FARF/RESPECT met with VR representatives and explained how the service contract work is integrated employment. As a result, VR agreed. If EC s are having trouble with VR counselors, they will need to contact the VR area supervisor to get the work approved for VR. If EC s cannot get approval from the area supervisors, they will need to contact RESPECT. XII. Legislative Update-Surety Bonds/DOT Sewell reported Florida ARF sought a legislative exemption for surety bond requirements. The bill died when the Session ended early but will be pursued later. XIII. Commodities Update Because Commodities and Procurement Director Frederick was out of town attending a trade show, Musick gave the commodities update on her behalf. Musick reported RESPECT had received its first order for beach flags which had recently been added to the commodities line. Musick also reported RESPECT is expecting a boost in American flag sales due to the newly passed Florida bill requiring that all American flags that fly at State and Government buildings must be made in the U.S.A. Musick explained that the American flags offered by RESPECT are made in the U.S.A. and made by Floridians with disabilities. Musick further informed that RESPECT will be highlighting in the next newsletter, not only the flags produced for RESPECT but also the EC that makes the flags. XIV. Services Update McBride gave a services update with the following highlights: RESPECT has many active proposals either being drafted or in the hands of customers for consideration. One recurring theme is the need for additional capacity in both urban and rural areas. 4

5 Services Update (continued) RESPECT has limited lawn care coverage in places like Jacksonville, Orlando and Tampa Bay. RESPECT is likely to secure a new contract for janitorial services at APD s Tacachale campus in Gainesville. The FDOT D3 five county contract was awarded to the incumbent who intends to maintain RESPECT as a subcontractor. RESPECT submits a proposal to DMS today to provide lawn care services at two facilities. This proposal, if accepted, would give way to many additional future opportunities for additional facilities. RESPECT has a few contracts that are under minor to moderate threat but are substantial in the number of persons they employ. They are: FDOT District 5 (I-95) Rest Areas There is one year left on the contract. RESPECT is negotiating with the prime contractor for to stay in place. FDOT District 5 and 7 (I-75) Rest Areas The prime is seeking a cost reduction from RESPECT for next year that would be below our cost. RESPECT continues the negotiations. FDOT District 3 Janitorial RESPECT has several office sites where we currently provide services the district was about to put out to bid. Musick met with the District Secretary and the bidding is on hold, RESPECT must present a proposal for all sites under a consolidated contract with competitive pricing. XV. Next Meeting Reminder Balogh reminded ROC members to bring their calendars to the next ROC meeting in order to schedule next years meeting dates. Balogh also reminded the members of the date of the next scheduled ROC meeting: Wednesday, August 19, am-12pm RESPECT office in Tallahassee - or by webinar/conference call. XVI.
