Section 1307(1), a gas utility shall provide public notice for the filing of a tariff reflecting an increase or decrease in natural gas costs. Notice to individual custoers ay be accoplished by bill inserts. Siultaneously, notice shall be published in ajor newspapers serving the utility's service area, inforing the public of the new or revised tariff filing, where the filing can be inspected, and how coents or coplaints should be filed. Pursuant to these regulations, Peoples TWP LLC ("Peoples TWP") was required to provide proof of ailing of billings containing notice to custoers and was also required to provide proof of publication of a custoer notice in newspapers of general circulation within its service territory.
