2 Florida A&M University 47 th Student Senate SB18SP-002 Author: Sponsor: Senate President Ford Senator Dumas First Reading: January 8,2018 Second Reading: January 17,2018 Title: Strike Team Internal Rules of Procedures Legislation: Senate Bill The Florida Agricultural and Mechanical University Student Senate is the Legislative Branch of the Student Government Association and is empowered to pass legislation as it deems necessary to carry out the functions of the Student Government Association, and It is also the duty of the Student Senate of the Student Government Association to ensure that our government documents facilitate best practices and procedures so that our Student body may be well-served and The Strike Team is the a staple part of the FAMU community, however lacks rules and regulations to protect the longevity of the Strike Team, and Therefore, It is imperative that we, the Legislative Branch of the Student Government Association work to provide a whole,cohesive,logical, and practical set of governing documents that can sustain the organization, now Be it enacted the Strike Team internal Rules of Procedures be read as the following: For: 17 Opposed: 1 Abstain: 0 Pass: X Fail: Senate President: Rakeem Ford Date: 01/24/2018 *The Student Government President did not sign this piece of legislation within the allotted fiveday period. Thus, this piece of legislation is approved automatically. Section 1 Strike Team 2

3 The name of this organization shall be the Strike Team, which is a subsidiary of the Florida Agricultural and Mechanical University Student Government Association. Section 2 Purpose The purpose of the Strike Team is the following: A. To plan and execute school spirit events B. To establish a good relations to FAMU Athletics C. To increase School Spirit Section 3 Memberships A. Chairperson Membership a. The Student Relations Committee Chairperson, or his/her designee shall be the Chair of the Strike Team B. General Membership a. Any and all enrolled student at Florida A&M University can be members of the Strike Team C. Voting Membership a. Any student with good standing with the University b. Any student enrolled in or has obtained a minimum of twelve (12) credit hours c. Any student with a minimum of 2.5 GPA d. Any student who fill out and submits the Strike Team Membership Form, the time and place of where the form should be submitted will be determined by the Committee Chair D. Ex-Officio Membership a. Ex-Officio voting membership shall be granted to the following individuals based on this position: i. The King of Orange and Green ii. The Queen of Orange and Green iii. The Secretary of the Athletics Affairs Section 4 Duties of Members The duties of the members of the Strike Team are: A. Attend Strike Team meetings B. Attend Strike Team events C. Work with officers in promoting school spirit Section 5 Officers Officers of the Strike Team shall consist of the Chairperson, Vice Chairperson, and Secretary. A. Qualification of Office a. Must be in good standing with the University b. Have a 2.5 minimum grade point average 3

4 B. Method of Election a. The officers with the exception of the Strike Team Committee Chairperson will be elected by the members of the committee with a majority vote b. Elections of the Vice Chairperson and Secretary shall take place by the second Strike Team Meeting with at least twelve (12) members present c. The Committee Chairperson shall create the rules for the presentations/speeches for the vacant positions. C. Tenure of Office The tenure of all the officers shall be one academic year. Section 5 Duties of Officers A. Chairperson a. The Chairperson shall preside over all committee meetings b. Call special meetings when needed c. Present updates to the Student Senate d. Vote only in a tie e. Establish Sub-Committee to handle the day to-day operations of committee f. Appoint Sub-Committee Chairpersons B. Vice Chairperson a. Act as Parliamentarian in Strike Team Meetings b. Serve as ex-officio voting member of all sub-committees c. Assist the Chairperson in fulfilling duties d. Serve as Chairperson in his or her absent C. Secretary a. Shall prepare and read minutes during the meetings b. Prepare the agenda wit the assist of the Committee Chairperson c. Compile a binder to present to the upcoming Committee Chairperson Section 6 Advisors The advisor of the Strike Team shall be the Student Government Association Director or his/her designee. Section 7 Parliamentarian Procedures The latest Robert s Rules of Order shall govern the Strike Team. Section 8 Limitations of Powers In no way may this document, any other document, or decisions of this committee conflict with any state statutes, policies of the University as listed in the FANG, Student Government Constitution, Student Statutes, and/or any of the decisions complaint shall take up such violations. Section 9 Sub-Committees 4

5 Sub-Committees are open to any student enrolled at Florida A&M University. Any student wishing to be apart of a sub-committee must talk to the sub-committee chair. All sub-committee chair must submit a list of members to the Strike Team Committee Chairperson and Secretary. Section 10 Meetings A. All meetings shall be open in accordance with State Statues B. Committee meetings shall be held twice a month, the official time of the meeting and day shall be voted on at the first meeting C. Special meeting nay be called by the Chairperson with twenty-four (24) hour notice D. Sub-Committees meetings must follow the same rules as the Strike Team Committee Meeting guidelines Section 11 Voting A. A quorum of the Strike Team shall consist of a minimum of twelve (12) members B. The Chairperson of the committee is only able to vote in case of a tie C. The advisor shall never be able to vote Section 12 Ratifications A. Any and all changes to this document must be in bill format and be submitted to the Student Senate for final approval with a 2/3 vote. 5
