The last item under any other business, "mainly railway topics and approval of paint systems" should read "mainly rail safety issues" The minutes were then accepted by those present Matters Arising None Membership An Attendance List with details was circulated for amendments and signing. There has been no further contact by any of the recent potential members who have expressed an interest. Joseph Ash resigned their Membership earlier this year with their resignation effective from the 8th August. The new member for Marshalls is likely to be Steven Smith. I have also been informed than Simon Bates has left SAPA and a replacement is being sought QA and CE Certification, the various lists are up to date. The QA Summary sheet reflecting all the members certification, ISO 9001, CE, EMS, EN and EN is available on the Web site where the latest member QA and CE certificates can also be seen. 1 of 5 Created on 09/08/ :52

2 The membership schedules are up to date and reflect current membership. They are available to view on the web site. No changes have taken place to the constitution and none have been proposed. The schedules will be updated to reflect the resignation of Joseph Ash, effective 8 th August 2016 and changes to members representing the sustaining organisations Finance Current Position: The quarterly statement as of 30th June 2016 was circulated to the members on 08/ /07/16, indicating in the bank with liabilities of to pay. The bank account balances at the end of the last quarter are and for the current and savings accounts respectively. There have been no invoices to pay over the last quarter Publicity/Promotion The site hits for April, May and June were: 7029, 7651 and 7307 respectively. These figures are down by 9% over the preceding 3 months. Changes continue to the home photograph and QA certification as the need arises. All member Certification on the Web site is now up to date. More Home Page photos would be most welcome. The LCTF entry into the HE yearbook at 185 for the Delux entry was discussed and the members agreed to proceed Editorial Statement. -Published in the April copy of the ILP Journal Highways England Specification for Highway Works (SHW) At the last meeting it was agreed to form a Committee to review the various documents. The Committee is to comprise of Phil Cordin, Chairman, with Tony Barker, Alan Jenvey, David Lodge and Harry Mason as members. For expediency it was agreed that the reviews should take place following the LCTF meetings. A Draft Agenda had already been raised by the Chairman and would form the basis for the first meeting today. A key aim of the Committee will be to ensure the various documents, EN40, BD2/05, BD94/07 etc are aligned. / Installation instructions and guidance was briefly discussed. GP considers this to be a requirement under CPR but manufactures have rather differing views, particularly with regards to the content. Foundations are a problem as the design assumption is that columns are supported adequately up to ground level but the reality is that this support often only extends up to the cable slot. GP has yet to liaise with installers to obtain their preference as reported at the last meeting. The members agreed their views would be desirable. 3 BDs and Other Issues A new draft of BD94 was circulated to the members for comment on the 4 May These were duly collated and returned to HE for consideration. We have already had some feed-bacalso made separate comments on matters relevant to High Masts. and responded with detailed proposals. He has was of the opinion that the document should state a minimum lantern area and weight as some of the values he has seen used have no practical application Sector Schemes NHSS 6 ~ Lighting Columns A meeting is to held 21/07/16 after the LCTF meeting NHSS 6 Training Scheme All points raised at the last meeting have been agreed. GP has been charged with the task of reducing the number of questions, agree with ICATS and have resolved by the end of the year. GP 59.9 Standards CEN/TC 50 ~ EN 40 There is nothing to report from Phil Plackett's communications with the French Secretariat or the outcome of their meeting held 12/05/16. has kicked this into BSI's court (The Head of Technical Policy) in an attempt to generate some action with BSI sounding out CEN. There has been no outcome from this at present but hopefully there should be something to report at the next meeting WG3 ~ Wooden Poles This working group currently has no representative. It was agreed to approach both Valmont and Marshalls regarding a representative B509/50~ EN40 See had previously raised the possibility of the UK pursuing our work items separately and is to contact Phil Plackett with a view to going down this route PD 6547 ~ NAD Document The exact review date for this document is thought to be about 2 years away. Phil Cordin expressed concern regarding the implementation of altitude factors by continental supplierss who's implementation of Eurocode 1 differs from that of the UK. The UK has a separate altitude factor whilst the continent embodies this in their map speeds. As a consequence a continental supplier applying their rules to the UK will significantly understate the wind loads. He also stated there were 16 instances in the PD document where using the altitude factor in conjunction with the map speed gave lower values than the RWF value. 3 of 5 Created on 09/08/ :52

4 EN ~ Sign Poles EN ~ Passive Safety Tony Barker has reported that Ian Thomas, formerly of Signpost Solutions, has taken up the role of Chairman. TB TB/WL CE Marking ILP Technical Board/Committee: advised the meeting that Building Information Management (BIM) is a requirement for projects with government funding as of 4 April 2016 with the government departments having the validate the data from the 3 October There was concern regarding the additional work this represents for the industry and the level of detail which may have to be inserted into the models. Lighting Liaison Group is producing a guidance note. TC needs to decide what information needs to be included in the BIM model files for products including Luminaires and lighting columns for street lighting. The Lighting Liason Group is also to produce : Guidance Paper 10 - Safety during the installation and removal of lighting columns and similar Street Furniture in proximity to HV Overhead Lines - Draft been produced. GP reports the draft has been issued to a small ILP Working Group (which includes the ILP Technical Committee Chair) for comment. It is hoped that this will be published by the end of TR26 Update. LCTF have been asked to review the Technical Report No. 26 Painting of Lightingg Columns. Matt Wass agreed to chair a drafting committee meeting to arrange the redrafting to include the information provided in the two painting documents recently published by LCTF. Lighting Column Installation Instructions and retrofitting LED Luminaires to existing columns. preparing two papers., Guidance Paper 10 - Safety during the installation and removal of lighting columns and similar Street Furniture in proximity to HV Overhead Lines - Draft been produced. 5 L&SE Technical Liaison Group: Minutes from the ILP L&SE Liaison Group Meeting held on the 22 March 2016 have been circulated to the members. WM ILP ADEPT Seasonal Decorations: raised the issue regarding the fitting of permanent attachments as the title of the document states seasonal. stated that the content deals with both seasonal and permanent equipment and that perhaps only the title should be reviewed. MW asked if recommendations were provided for the maintenance of catenary equipment. stated that this was provided Correspondence Any other business None Future Meeting dates Dates for the rest of 2017 and the 2018 AGM were agreed.
