1 LAGRANGE TOWNSHIP TRUSTEES February 12, 2006 This was a regular meeting of the LaGrange Township Trustees. Harper called the meeting to order at 7:30pm with all members of the board present. Canfield motioned to approve the minutes of the last regular meeting with corrections, Burnett seconded the motion. Roll call all yes. Public Participation Three residents were present from 17404, 17425, and Vermont Street. They were inquiring if the township would proceed to apply for grants to help them due flooding in their area. They had attended a meeting in Carlisle Township regarding the Flood Hazard Mitigation assistance program and were told to contact their township trustees to proceed. They would like the board to petition for them to participate in the program. Canfield motioned to do anything they could to help the residents and start the application process. The secretary will contact Lorain County EMA to learn more about the program and get the necessary paperwork. Mayor Strauss was present at the request of Council. Allied Waste is starting the village on a new program with individual garage containers for the residents. Along with this program a large container will also be provided for any extra refuse the residents have. They would like to place this container at the old garage temporarily until the water tower is torn down this spring and the container could be placed there. Trustees saw no problem with placing this container at the old garage for a few months. Sheriff Report Deputy Lopez reported that he had checked into shooting laws in the townships and there is nothing to regulate unless they fire at the house or on property or the kill falls on your yard. There is also no distance law to regulate the distance they can shoot from the house, only if it s by a school. He presented the board with the January report for the township. He is still working on getting the speed trailer set up on Whitehead Road to remind drivers how fast they are going. He noted that the Ohio State Patrol is targeting townships due to the large number of incidents. Fire and EMS Chief Rader gave the January fire report. The radio is being installed in the new truck. He asked for an executive session to discuss personnel hiring, firing and discipline. Cemetery and Parks Klocek noted that plans for Memorial Day are in the works. This year the date is May 28. He reported on one funeral held and one lot sold. Dumpster Day dates for 2007 are April 8, June 23, and September 22. No tire dumpsters will be available as there are tire dumpsters available in Belden. Burnett motioned to approve the three dumpster days as requested, Canfield seconded the motion, roll call all yes. 1

2 Road Dept. French reported that they are doing maintenance on equipment and will be assisting in moving township records from the upstairs of the fire station to the new records room. They will make shelving which will be cheaper and better than buying new shelves for the room. Issue II paperwork for Whitney Road is being reviewed and the in kind paperwork will be filled out in association with the project due to the large amount of township work being done. The new check lists made up by the secretary for road signs, equipment and playgrounds are now being utilized. After discussion Canfield motioned to purchase a wheel kit from Newels Equipment for the plow at a cost not to exceed $ , Burnett seconded the motion, roll call all yes. French explained the need for new power tools at a profession grade not the homeowner s grade that they now use. Canfield motioned to spend up to $ for a drill and saw, socket set and wrench set from Lakeshore Tool, Burnett seconded the motion, roll call all yes. Zoning Sigmund was absent from the meeting. Discussion was held on ditch drainage. The Drainage Program was not funded for 2007 and three projects currently are waiting funding. The Mayor stated that the village will petition the Commissioners to clean the Kelner ditch however it must be cleaned further out in the township. Fiscal Officer The Fiscal Officer reported that all federal, state and local year end reports have been filed and w2 s distributed. The secretary has done the Solid Waste quarterly report and annual report for 2006 and submitted same to Solid Waste. The biannual audit of the township by the State Auditors Office begins on Monday. The Fire Chief supplied pictures of the new truck and the secretary will have these put on the web page. Burnett motioned to approve resolution ; a resolution certifying to the County Auditor that the note payments due and payable in 2007 do not exceed 10% of the projected budget for the year, Canfield seconded the motion, roll call all yes. The fiscal officer asked to attend the Annual Local Government Official Conference on April 3 and 4 in Columbus. The seminars there are much more informative to fiscal officers than the State Convention in February. Burnett motioned to approve expenses for the fiscal officer to attend the Local Government Conference; Canfield seconded the motion, roll call all yes. Financial reports were presented to the board for review for the month of January. The Fiscal Officer suggested a weekend be designated in the summer for all garage sales to be held for a community sale weekend. She suggested this after talking to the Zoning Inspector about it and also spoke to the Mayor about the village doing the same. Also all the community organizations could be notified of the proposed weekend so that other events could be held. The board thought this would be a good idea and a date will be picked for future advertising. Also the Fiscal Officer suggested that the township take out a half page ad in the Rural Urban or putting out a small newsletter announcing the dates and times of upcoming activities for the year. She has asked the Fire Chief and 2

3 Zoning Inspector to put together a short article to be printed in regards to their activities. She will contact the paper for pricing for the next meeting. CIC They are still working on getting Columbia Gas to release their right of way on one of the properties. An application fee of $ from each entity is needed. Canfield motioned to approve the payment of $ m Burnett seconded the motion, roll call all yes. LORCO Harper stated that there was nothing to report. They are still waiting for the paperwork to come back from Washington for the loan guarantee. LCRWA They are holding their next meeting this week. Trustees Comments Canfield noted that the school wants to open up their alternative road onto 303 to alleviate part of the traffic problem on 301. The Lorain County Prosecutor decided that township personnel could not help with the project without some kind of exchange for their services. She spoke to Mr. Freidt from the school and he confirmed that in exchange for the township personnel services the Fire Department would get free use of the gym for their County Music Show. The secretary will forward the paperwork to the Prosecutor for his review. Burnett thanked Mayor Strauss for approaching Mr. Freidt prior to the project and suggesting to him that the school allow the Firemen to use the building for free starting the ball rolling. Burnett noted that he had met with a structural engineer and Randy Smith, the architect that worked on the new fire station. They will write up an estimate for a written report on work needed on the old station from the foundation up. He is going to also contact Rod Seabold to see how the progress is going on applying for historical status for the old fire station. When all of the data is received a work session will be needed to discuss. The annual Health District meeting will be held on March 1. Harper will attend for the township. Harper reported on information she obtained at the state convention on crematoriums. She thought the board should think about purchasing more land or using what they had more efficiently. At 10:15 Burnett motioned to reconvene into regular session, Canfield seconded the motion, roll call all yes.
