4 RIFLE CITY COUNCIL MEETING Wednesday, March 6, 2019 REGULAR MEETING 7:00 p.m. * Council Chambers A regular meeting of the Rifle City Council was called to order at 7:00 p.m. by Mayor Barb Clifton. PRESENT AT ROLL CALL: Councilors Joe Carpenter, Joe Elliott, Ed Green, Theresa Hamilton, Clint Hostettler, Sean Strode and Mayor Barb Clifton. OTHERS PRESENT: City Manager Scott Hahn, City Clerk Kristy Doll, City Attorney Jim Neu, Rifle Community Television (RCTV) Salvador Tovar-Guzman, Chief of Police Tommy Klein, Parks and Recreation Director Tom Whitmore, Planning Director Nathan Lindquist, Public Works Director Brian Prunty and Ethan Cotter. CITIZEN COMMENTS No Citizen comments were heard. Comments were heard from Parks and Recreation Director Tom Whitmore who explained the construction of the new pool project and the amenities that were included in the project. Tom also announced the City of Rifle was awarded a GOCO grant for $217,500 for the new pool play structure. CONSENT AGENDA - APPROVE THE FOLLOWING ITEMS: A. Minutes from the February 20, 2019 Regular Meeting Councilor Hamilton moved to approve Consent Agenda Item A; seconded by Councilor Elliott. Roll Call: Yes - Carpenter, Elliott, Green, Hamilton, Hostettler, Strode and Clifton CONSIDER APPROVING VENDOR TO PROVIDE PORTABLE RESTROOM SERVICES Parks and Recreation Director Tom Whitmore stated staff recently solicited bids for portable restroom services for 2019 and Three responses to the Request for Proposal for portable restroom services were received. Staff recommends approval of United Site Services to provide portable restroom services for the years 2019 and 2020 and request the annual budgeted amount of $32,000 be approved for these services. Councilor Hostettler moved to approve United Site Services as the provider of portable restroom services for the years 2019 and 2020 in an amount up to the budgeted amount of $64,000 for two years and $32,000 per year; seconded by Councilor Hamilton. Roll Call: Yes - Carpenter, Elliott, Green, Hamilton, Hostettler, and Clifton CONSIDER APPROVING THE DONATION OF RAMSEY GULCH PROPERTY FROM RIFLE REGIONAL ECONOMIC DEVELOPMENT CORPORATION (RREDC) Planning Director Nathan Lindquist explained the Rifle Regional Economic Development Corporation (RREDC) recently obtained property through a donation from a private citizen. The RREDC offered Rifle City Council Meeting, March 6,

5 to donate to the City approximately 120 acres of that property. The property is not suitable for development due to steep slopes, utility easements and it s susceptibility to flooding because Ramsey Gulch runs through the property. However, the property is very suitable for open space and recreation purposes. As part of the property donation, the RREDC requests the City reimburse them in the amount of $1, for property taxes. Staff recommends approval of the property donation, quit claim deed from the RREDC conveying the property to the City and reimbursement of property taxes. Councilor Green moved to approve the Ramsey Gulch Property donation from the RREDC; Mayor is authorized to sign quit claim and reimburses taxes seconded by Councilor Hostettler. Roll Call: Yes - Carpenter, Elliott, Green, Hamilton, Hostettler, and Clifton CONSIDER DECLARING THE ELGIN STREET SWEEPER (UNIT NO. 0830) AS SURPLUS EQUIPMENT Public Works Director Brian Prunty noted the Elgin Street Sweeper is a backup street sweeper for the City and requires approximately $44,000 in repairs to be operable. The Elgin Street Sweeper was purchased in 2006 for approximately $112,610 and was the primary weeper for the City until a new street sweeper was purchased in Staff recommends the Elgin Street Sweeper (Unit No. 0830) be declared as surplus equipment. Councilor Elliot moved to declare the Elgin Street Sweeper as surplus equipment; seconded by Councilor Hostettler. Roll Call: Yes - Carpenter, Elliott, Green, Hamilton, Hostettler, and Clifton CONSIDER APPROVING REVISED CONTRACT & PURCHASE REQUEST WITH TS&L, LLC Public Works Director Brian Prunty explained the purchase and professional services agreement with TS&L for construction services, equipment, and installation of new equipment to upgrade the traffic signal at intersections of Centennial Parkway and Railroad Avenue was approved at the February 6, 2019 City Council meeting. It was discovered that some important pieces for the project were either missing or incorrectly identified and the revised purchase order and professional service agreement will be an additional $3000 dollars. Staff recommends approval of the revised professional service agreement and purchase order in the amount of $58,000. Councilor Hostettler moved to approve the revised contract and purchase request with TS&L, LLC. in the amount of $58,000 seconded by Councilor Carpenter. Roll Call: Yes - Carpenter, Elliott, Green, Hamilton, Hostettler, Strode and Clifton ADMINISTRATIVE REPORTS Administrative reports were given by City Clerk Kristy Doll, City Manager Scott Hahn, and Police Chief Tommy Klein. Therefore, staff recommends rescheduling its regular City Council meetings as follows: Monday, June 17, 2019 (instead of Wednesday, June 19, 2019) Monday, July 1, 2019 (instead of Wednesday, July 3, 2019)

12 CITY OF RIFLE, COLORADO RESOLUTION NO. 7 SERIES OF 2019 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIFLE, COLORADO, AUTHORIZING THE CITY TO SUBMIT AN ENERGY AND MINERAL IMPACT ASSISTANCE FUND GRANT APPLICATION FOR THE CONSTRUCTION OF 3 RD STREET SEWER LINE REPLACEMENTS. WHEREAS, the City of Rifle is a political subdivision of the State of Colorado, and therefore an eligible applicant for a grant awarded by the Department of Local Affairs; and WHEREAS, the City of Rifle wastewater system is aging and in need of replacement and sewerlines that serve the businesses and residences of the community are critical to the functioning of the community; and WHEREAS, the sewerline in the alley of 3 rd Street is currently located underneath buildings where maintenance cannot be performed and relocating the sewerline within the alley right-of-way would allow for maintenance and improve the health, safety, and welfare of the community; and WHEREAS, the City desires to apply for a grant from the Department of Local Affairs Energy and Mineral Impact Assistance Fund to replace the 3 rd Street sewerline and the City is willing to commit a local match as set forth in the application. that: NOW, THEREFORE, be it resolved by the City Council of the City of Rifle, Colorado, 1. The City incorporates the foregoing recitals as findings by the City Council. 2. The City is hereby authorized to submit an Energy and Mineral Impact Assistance Fund Grant Application to construct the 3 rd Street sewerline replacement as approved by City Council. 14 CITY OF RIFLE, CO TRASH & RECYCLING/DIVERSION REPORT Mountain Waste & Recycling is proud to present our year end diversion report for Our recycling program is our commitment to the conservation of planet Earth s natural resources and by providing this report, we hope to inspire the community at large to become involved in our efforts. Community Diversion Rate A diversion rate compares the amount of material that was recycled or diverted from the landfill compared to the total waste generated by the City of Rifle. It is useful for tracking trends in the community. Mountain Waste & Recycling manages the solid waste generated by the residences of Rifle, Co. This includes the safe and proper disposal of municipal solid waste and recyclables. Mountain waste serviced an average of 2827 households weekly within the City limits of Rifle, Co. in Managed Recyclables Office paper and discarded mail Newspaper and magazines Corrugated cardboard, brown paper bags, paperboard and pizza boxes gable-top cartons, aseptic cartons Glass food and beverage containers Metal food and beverage containers #1-7 plastic bottles Rigid plastics Soft cover books Yard waste The City of Rifle, Co. saw steady volumes in all major recyclable commodities with a slightly lower diversion rate in 2018 (22.17%) compared to 2017 (23.59%). 18 MEMO RE: 7-Party memorandum of Understanding Regarding Garfield County Senior Programs for 2019 Senior Transportation: (Cost Methodology based on July 2017-June 2018) The 7-Party MOU shows cost methodology for the transportation budget. Garfield County pays 50% of the transportation costs after program Income and CSBG contributions. The remainder is paid by the participating parties based on number of rides within their jurisdiction. Rifle s obligation for 2019 is 44.38% of the remaining cost which is an increase from 40.62% in Total transportation cost of $693, for 2019 is slightly lower than 2018 of $707, Total cost to towns after the above contributions is $265, The City of Rifle s cost is $118, for 2019 increased from $108, from 2018 for a total increase of $9, Transportation rides decreased county wide by 560 showing 8,709 rides for 2019 compared to 9,269 rides in Although county wide there was a decrease Rifle had an increase of 100 rides in 2019 showing 3,865 in 2019 compared to 3,765 in Riders of the Traveler must be assessed and approved to determine if they qualify for transit service. Senior Nutrition: (Cost Methodology based on July 2017 June 2018) The 7-Party MOU shows the cost methodology for the nutrition program. Garfield County pays 40% of the nutrition program costs after the AAA Funding, NSIP Incentives and Program Income. The remainder is paid by the participating towns based on meals served at their meal sites. Rifle s obligation is 48.75% of the remaining costs. Cost after the above contributions shows a total cost of $19, compared to $6, in Increase in cost can be seen in wages and employee benefits. The City of Rifle will be assessed $9, for 2019 compared to $3, in 2018 for an increase of $6, Rifle served 7,918 meals in 2018 compared to 8,301 in 2017 for a decrease of 383 meals. We set a budget of $130,000 for 2019 for Senior Programs in the Non-Departmental Expenses for Other Purchased Services GL

45 Memo To: City Manager, Honorable Mayor and Council From: Tom Whitmore, Parks & Recreation Director Date: March 12, 2019 Re: Mosquito Control IGA with Garfield County for The City of Rifle has been working with the municipalities of Garfield County, and Garfield County since 2003, to provide a comprehensive mosquito and vector disease control program. Garfield County provides administration of the Mosquito Control IGA and conducts an RFP process every three years. The next RFP cycle will be in Mosquito monitoring and control services will be provided by Vector Disease Control International, LLC. Each town in the county pays a prorated share of the $176, project based on square miles. Rifle pays the largest share because Rifle contains the most square miles Last year there were 1012 site inspections conducted by technicians in Rifle. This has been a beneficial program for the Citizens of Rifle. Nuisance areas in Rifle are primarily at the Rifle Lyons Pond Rest area, along West 2 nd Street, Rifle Middle School and Park Avenue areas, and occasionally Deerfield Park.
