16 City Council Report Melanie Bagby, Council Member April 12, 2018 to April 21, /12-League of California Cities Legislative Committee meeting, Pomona Attended as member of the Governance, Transparency & Labor Relations Policy Committee. The political climate throughout California and the country has been strongly affected by recent revelations and long standing and widespread prevalence of sexual harassment and assault sparking the #MeToo and #TimesUp movements. This was reflected in the sexual harassment bills that have already passed, numerous under consideration, and the Assembly Rules committee forming the Harassment, Discrimination, Retaliation Prevention & Response Committee. This committee is dedicated to creating a uniform legislative package to prevent duplication and enhance protections for victims and their families, to provide strong deterrents, and to incentivize cultural change. AB 1750 (McCarty) Elected Officials: Sexual Harassment Settlement Agreements: Liability Watch Work with the author s staff to define what constitutes sexual harassment AB1867 (Reyes) Employment Discrimination: Sexual Harassment: Records Support SB 1343 (Mitchell) Employers: Sexual Harassment Training: Requirements Support Attended Women's Caucus Reception followed by LOC members dinner meeting 4/18-Sonoma County Waste Management Board Meeting, Santa Rosa The Draft Budget, which was based on the direction given by the Board at the February 2018 Meeting s Work Plan, was presented. The draft budget maintained the SCWMA s core programs, added a fourth Waste Management Specialist to assist with organics programs, included a battery education and disposal program, and continued development of a northern county HHW disposal facility. Most of the proposed deficit in the budget was due to the uncertainty of disposal costs for organics in the upcoming fiscal year; if rate increases are necessary they can coincide with Republic s annual April 1 price adjustments. Changes to the Reserves Policy were also suggested to reflect the consolidation of multiple funds. Staff was given direction to include the Final Budget on consent at the May 16, 2018 SCWMA Board Meeting. 4/20-LOC Regional Legislative Meeting, Santa Rosa Attended as Mayor Palla's alternate. Senator Bill Dodd gave a briefing on his bills, particularly SB 1088 regarding Safety, reliability, and resiliency planning and SB 901 Electrical corporations: local publicly owned electric utilities: electrical cooperatives: wildfire mitigation plans and measures. Senator Dodd has been working closely with Senator McGuire and Assemblymember Wood and other legislators whose districts were affected by the recent fires and Insurance Commissioner Jones to address issues of under insurance (roughly 65% of of recent fire victims were under insured). Per Senator Dodd, of great concerns is PG&E's post-fire financial health. Page 1 of 2

The League is asking for Prop 69 support resolutions from Cities and asking local Chambers of Commerce for support. On April 18, the League joined The Committee to Protect our Communities: CPC...a coalition of local governments, working families, labor groups, concerned individuals and business groups, opened their committee to oppose the Tax Fairness, Transparency and Accountability Act, a misleading named and dangerous initiative sponsored by the American Beverage Association (ABA) and the California Business Roundtable. Proponents are currently gathering signatures to qualify the measure for the November 2018 ballot. Libraries, parks, medical emergency response, garbage and sewer, police, fire, streets and roads. These are the essential services that would be devastated by this proposed measure that puts corporate interests over the needs of local communities and our residents. Interfering with our cities ability to raise revenues to pay for local services is a far overreach that will hurt California s quality of life for generations to come, said Carolyn Coleman, Chair of the Committee to Protect our Communities and Executive Director of the League of California Cities. While proponents argue that this initiative is about giving more control to taxpayers, make no mistake about it, this is an attempt by Big Soda to end local ballot fights, and rig the rules to make it much harder to pass local soda taxes as well as other corporate offset fees, remarked Alma Hernandez, Treasurer of the Committee to Protect our Communities and Executive Director of SEIU California which represents over 700,000 working people across California.
