1 The Regular Meeting of the Beekman Town Board was called to order at 7:01PM with Supervisor Barbara Zulauf presiding. The Meeting was held in the meeting room at Town Hall. THOSE PRESENT: SUPERVISOR BARBARA ZULAUF COUNCILMAN EZIO BATTAGLINI COUNCILMAN MICHAEL DEL VECCHIO COUNCILMAN MICHAEL MORAN COUNCILMAN WERNER STIEGLER Supervisor Barbara Zulauf began the Meeting with the Pledge of Allegiance and a Moment of Silence in Honor of our Troops who have served and those currently serving. She made one administrative announcement regarding the location of fire exits. NYSEG presentation David Andrick David Andrick, Energy Service Representative from EnerPath gave a presentation on alternate lighting recommendations for Town Hall, Highway Department, Recreation and Mill House. The total cost for all four projects would be just under $47,000. NYSEG will front approximately 55% of this cost. The cost to the Town is $24,435. We would see significant savings in our annual electric bills ranging between 69% and 78% of what we currently spend on electric. The Town Board also requested an audit of the Library to see those numbers. REPORTS: SUPERVISOR REPORT reported that the Annual Financial Report (AUD) has been completed and submitted by the Comptroller and Bookkeeper. At the last meeting she referenced the Mill House being accepted onto the New York State register of historical places and wanted to clarify that we are working on getting it onto the National register of historic places. Last Saturday was road cleanup and she thanked all who assisted. She attended the Grand Opening of Congressman Chris Gibson and Senator Sue Serino s Office in Hyde Park. The Town of Beekman sponsored a Dutchess County Hazard Mitigation meeting on April 7, They are putting together a Hazard Mitigation plan, submissions were reviewed and should be coming together soon and the Supervisor will keep everyone posted. TOWN BOARD: participated in road cleanup, commented on the amount of garbage on the roads and encouraged people not to litter. He also reported that Maintenance has been getting the ball fields ready and everything is set for Opening Day this Saturday. The TCP Pavilion has settled slightly; however, it is still closed until the engineering report is completed. attended the CAC meeting. The CAC would like the Board s input on the materials that were issued and would like to set up a meeting. attended the Rec Commission meeting where all the athletic clubs were eager to begin their seasons and utilize the fields. This Saturday is the BAC s Opening Ceremony. He advised the public that the Board requested bids for structural engineers to assess the damage to the TCP Pavilion and until then it remains closed. participated in road cleanup last Saturday. In closing, he reminded the public that May 15, 2015 is the last day to receive discounted rates on summer programs at the Rec. participated in road cleanup and urged residents not to litter. He reported that Kevin from the Highway Department has been performing a lot of work to the equipment. Street sweeping has begun and is continuing. He thanked the Highway Department for doing a great job this winter keeping our roads safe. HIGHWAY SUPERINTENDENT: Page 1 of 8

2 Highway Superintendent, Tony Coviello, reported that the first pass of Town wide street sweeping is complete and they are currently working on their second pass. Six hundred yards of sand has been hauled back so far which will be used for bedding pipe and mixing with topsoil for fill. The Highway Department has been milling out sections of roads, fixing damage from the winter, repairing collapsed catch basins and removing large dead hazardous trees along the roads. They recently installed pipe and catch basins at the Fire House and will pave that in a few days. Maintenance on the vehicles has been performed and all the snow equipment has been removed from the trucks and stored for the season. In closing, he mentioned to the Board his concern with Baker Road. He would like the Town Engineer to inspect the deterioration of this road so that we can move forward with a solution. made a special announcement regarding a fund raiser at Ramblers Restaurant to benefit Hudson Valley Hero Project, founded by Tony s son, Marc Coviello. Half of the proceeds will go to the project with the other half benefiting a soldier in Pleasant Valley who has returned home and is currently battling cancer. Please come out and support this event this Sunday, April 19 th at 2:00pm. Marc Coviello spoke about the foundation he began in December upon his return home from one tour in Iraq and one tour in Afghanistan. The foundation, Hudson Valley Hero Project, is committed to helping soldiers with PTSD therapy, scholarships and much more. Please come out and support us this Sunday, 2:00pm at Ramblers Restaurant. RESOLUTIONS: COUNCILMAN STIEGLER RESOLUTION NO. 04:15:15 1 (48) RE: Approval of Past Town Board Minutes WHEREAS, Town Clerk Rachael Rancourt has provided copies of the minutes of the April 1, 2015 Town Board Meeting to all members of the Beekman Town Board; and WHEREAS, Town Board members have had the opportunity to review said minutes; now therefore be it RESOLVED, the Town Board hereby adopts the minutes of the April 1, 2015 Town Board Meeting. 3 WHEREAS, the Town of Beekman has the ability to amend local laws; and WHEREAS, the Town Board is desirous in amending Chapter 135 of Beekman Local Law; now therefore be it RESOLVED, that a public hearing to gather resident input on the Senior Exemption Application deadline will be held on May 6 th 2015 at 7:00pm at Beekman Town Hall, 4 Main Street Poughquag, NY and that notice of time and place of such hearing be posted and published once on or before the 20 th day of April in the Poughkeepsie Journal, a newspaper circulating in the Town of Beekman and that such notice be posted on the bulletin board in the Town Clerk s Office and posted on the Town of Beekman website. RESOLUTION NO. 04:15:15 3 (50) RE: Amend Auditing Resolution WHEREAS, the services of an independent auditor is required to audit the Town of Beekman s Financial records for the fiscal years ending December 31, 2014, December 31, 2015 and December 31, 2016; and WHEREAS, the Auditing services of Vanacore, DeBenedictus, DiGiovani and Weddell was approved on February 4, 2015 for Audits ending December 31, 2013 and December 31, 2014; and WHEREAS, it is no longer necessary for the Audit of 2013 due to Moody s requirements and standards; now therefore be it RESOLVED, that Vanacore, DeBenedictus, DiGiovani and Weddell, 2622 South Avenue Wappingers Falls, New York is hereby appointed to perform the year ending December 31, 2014, December 31, 2015 and December 31, 2016, at a fee not to exceed $15,000 per year in accordance with the Vanacore, DeBenedictus, DiGiovani and Weddell proposal, as attached. 4 COUNCILMAN DEL VECCHIO WHEREAS, the Town of Beekman was asked to nominate a member of the community to Women of Distinction, which will be honoring their 4 th class in New York State s 40 th District; and WHEREAS, Women of Distinction recognizes and award women who have had a profound impact on the community through their work, volunteerism and leadership; and WHEREAS, Mary Moody has volunteered for the Town for over 4 years with service to the Ethics Committee and Beekman Bicentennial Committee and currently serves on Election Inspection in the Town of Beekman; and WHEREAS, Mary has also served outside of Beekman with the American Cancer Society, Church World Service, New England Region, Dutchess Community College, New Horizons Foundation and the Dutchess County Girl Scouts; and WHEREAS, Mary s service to the Community extends well beyond her efforts in Beekman, as she currently is an active supporter of the Mid-Hudson Parkinson s Disease Support Group; and WHEREAS, her dedication to the Town of Beekman is a true asset ad serves as an example for the entire community; and WHEREAS, the Town Board is desirous of nominating Mary Moody to the New York 40 th Senate District s Women of Distinction ; now therefore let it be RESOLVED, that the Town board hereby nominates Mary Moody to the New York 40 th Senate District s Women of Distinction. COUNCILMAN BATTAGLINI RESOLUTION NO. 04:15:15 5 (52) RE: Authorize Entertainment for Community Day COUNCILMAN MORAN WHEREAS, Community Day is an annual event that is popular and well attended by Town of Beekman Residents and their families; and WHEREAS, Community Day for 2015 has been scheduled for Saturday, July 18th and will be held at Recreation Park; and WHEREAS, the 2015 Budget includes funding for entertainment for Community Day; now therefore be it Page 4 of 8

5 RESEOLVED, The Town Board accepts donations from Party Time Rentals for a giraffe and tiger belly bounce house, Southwest Sandart for Jouster and The Party Hopper for a water slide; and be it further RESOLVED, that the Town Board hereby authorizes the Supervisor to enter into an agreement with the following vendors: Legion Fireworks in the amount of $3,000 or $3,500, Emcee Tyler Conklin in the amount of $500, Aladdin Tents in amount of $750, Party Time Rentals for trackless train and climbing wall in the amount of $2,460 and Southwest Sandart for Hydro blaster in amount of $100. *** made the motion to enter into agreement with Legion Fireworks in the amount of $ *** -Aye, -Aye, -Aye, Councilman Battaglini-Aye, -Aye. ROLL CALL VOTE AS AMENDED: RESOLUTION NO. 04:15:15 6 (53) RE: Approve New Carpet for Recreation COUNCILMAN STIELGER WHEREAS, the carpet in the Gate House at the Recreation Center is in very poor condition and needs to be replaced; and WHEREAS, three proposals were received for the replacement of this carpet; now therefore be it RESOLVED, that the proposal from Louis Scagnelli be accepted, as attached, at a cost not to exceed $1,500; and be it further RESOLVED, that payment be issued with a 50% deposit ($736.00) submitted before work to be done, and the remainder be issued at completion of the carpet installation. 8 announced Gala night at the Beekman Library, June 20, 2015 at 6:00pm. GENERAL PUBLIC COMMENT: Len Jerrum, Beyer Drive, thanked the people in the audience for attending the meeting. He questioned the damaged Sherriff substation sign, thanked the Highway Department for fixing the drain at the end of Beyer Drive and questioned the Fred Knapp case. stated that Fred Knapp is scheduled to plea this Friday for the second case against him. GENERAL BOARD COMMENT: announced a Walk over Water, April 26, 2015 from 1pm-3pm at the Walkway over the Hudson to benefit Parkinson s disease. announced the next Town Board meeting is Wednesday, May 6, 2015 at 7PM.
