1 MINUTES OF A REGULAR MEETING OF THE BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT A regular meeting of the Board of Education of the Long Beach Unified School District, County of Los Angeles, California, was held in the Community Room of the Administration Building at 1515 Hughes Way, Long Beach, California, on. Present: Members Craighead, Kerr, McGinnis, Meyer, and Williams Student Member Montserrat Pineda Absent: Call to Order Closed Session Call to Order of Closed Session Hearing TALB to LBUSD LBUSD to TALB President Kerr called the meeting to order at 2:45 p.m. in Room 464. President Kerr announced that the Board would be considering Items 4, 7 and 11 as listed on the Closed Session agenda. Having completed the Closed Session, President Kerr called the Open Session meeting to order in the Community Room at 5:00 p.m. with the Pledge of Allegiance, led by Student Member Pineda. President Kerr reported that the Governing Board had been meeting in Closed Session regarding matters listed on today s Closed Session agenda and wished to announce that no reportable actions were taken in Closed Session. President Kerr announced the Hearing regarding the Initial Successor the Teachers Association of Long Beach (TALB), K-12 and CDC/Head Start, to the Long Beach Unified School District. There were no speakers and the hearing was declared closed. Call for Agenda Items/ Adopt Agenda Approval of Minutes President Kerr asked if Board Members had any items listed on the agenda for separate action. It was moved by Member Williams that the agenda be adopted as published. It was moved by Member McGinnis that the minutes of October 18, 2017 be approved as written.

2 Page 2 Communications RuMBa Foundation James Petri, Music Curriculum Leader, recognized Josephine Molina, Heather Rudy and Mark Guillen, who have supported the arts programs in the district. The RuMBa Foundation was established in 2014 and it offers art grants so that students can access the rich and vibrant arts community in Long Beach. The RuMBa Foundation has awarded 45 individual grants totaling $121,604 and any LBUSD teacher can apply for the grants. They have a long term goal and commitment to continuing the partnership with the district. President Kerr thanked them for supporting our students and teachers. DELAC Annual Martha Ensminger, program specialist, Office of Equity, Access, College/Career Readiness, shared that the purpose of the District English Learner Advisory Committee (DELAC) is to advise the district on programs and services for students designated as English learners. She is pleased to report that the attendance increased significantly this past year. Maria Teresa Loeza, DELAC president, and Dolores Yanez, DELAC secretary, shared information on the meetings held and the 11 recommendations generated by the Representatives. They also commended the District s efforts thus far. DCAC Annual Sharon Lazo-Nakamoto, program specialist, Office of Equity, Access and College/Career Readiness, shared information on the District Community Advisory Committee (DCAC). The Committee has representatives from 45 schools. The following DCAC representatives shared the eight recommendations for the school year: DJ Gibson, co-chairperson Ana Sandoval, co-chairperson Rene Woodson, vice chairperson Maria Teresa Loeza, vice chairperson Hearing of Testimony Staff Hearing of Testimony President Kerr asked if there was anyone present who wished to address the Board on matters of school district business listed on the agenda. 3 Page 3 Personnel Member McGinnis presented the Certificated and Classified Recommendations, prepared by the Deputy Superintendent of Education Services, Human Resource Services, and approved and recommended by the Superintendent. It was moved by Member McGinnis that the Certificated and Classified Recommendations of the Deputy Superintendent of Education Services, Human Resource Services, be approved and authorized. Finance Purchasing & Contract Superintendent's Items Student Discipline Member Meyer moved approval of the Finance. Member Craighead moved approval of the. Member Meyer moved approval of the Purchasing & Contract. The Superintendent of Schools, presented the following recommendations: 1. That the Board of Education approve the expulsion for Student # This student would not be eligible to reapply until after the end of the fall semester. However, Staff recommends a suspended expulsion with an opportunity to attend another school within LBUSD. It was moved by Member Williams that Recommendation No. 1 of the Superintendent of Schools be approved and authorized. Williams UCP Unfinished New 2. That the Board of Education accept and authorize staff to file the Williams UCP First Quarterly. No complaints were filed during this time period. Member Williams moved approval of the Kids Club Tuition Increase.

4 Page 4 Kids Club Tuition Increase Adoption of LBUSD to TALB Member McGinnis moved approval of the Adoption of Initial Proposals from the Long Beach Unified School District to the Teachers Association of Long Beach (TALB), K-12 and CDC/Head Start. Res A, Compensation to Board Member Williams Member McGinnis moved approval of Resolution A, Authorizing Chief & Financial Officer to Compensate Board Member Felton Williams for Absence at Board Meeting. Lease-Leaseback Contracts for HVAC Projects Alan Reising, Director, Facilities Branch Director, stated that they are bringing forth seven contracts as part of the Measure E Air Conditioning program. These contracts are for retrofits and modernizations at the school sites. The leaseleaseback process, previously established by the Board, was used in order to procure these vendors. He noted that they also looked at the strength and commitment to the district s local hiring goals, so that they can help our local community benefit from those bond dollars. Mr. Reising listed the following projects: 1. Barton Elementary, Tilden-Coil Constructors, Inc., $9,019, Burcham Elementary, McCarthy Building Companies Inc., $8,587, Lindsey Academy, Tilden-Coil Constructors, Inc., $5,102, Longfellow Elementary, Balfour Beatty Construction, $7,880, MacArthur Elementary, Erickson-Hall Construction Co., $8,675, Mann Elementary, Neff Construction, Inc. $6,761, Webster Elementary, Bernards, Bros Inc., $10,286,827 Member McGinnis moved to approve the seven Lease-Leaseback projects as listed. of Board Members Student Member Pineda stated that she is the class president at McBride HS. She shared that the school has been working hard the past four years to build a strong school culture and sense of pride among the student body. They are very proud of what they have accomplished. Ms. Pineda hopes to major in biology and become a general physician, and McBride has given her the opportunity to start her goal.
