1 MEETING MINUTES * CALVERT COUNTY COMMISSION FOR WOMEN January 21, 2016, 7:00 to 9:00 p.m. College of Southern Maryland, 115 J.W. Williams Road, Prince Frederick, MD 20678, Approved 2/18/16 Call to Order, Attendance, and Approval of Agenda Chair Margaret Dunkle called the regular meeting of the Calvert County Commission for Women to order at 7:12 p.m. Please mark your calendars for our next meetings: February 18, March 31, April 21, May 19, June 16 and July 21, All meetings will be in the CSM Conference Room (PFB112, Building B). Attendance Commission Members present: Margaret Dunkle, Annette Funn, Gloria Della, Shelley Downie, Suzanne Haynes Commission Members absent: Belinda Battle, Sara Shaffer, Inez Claggett (excused), Ariane Odom (excused) Associate Commission Members absent: Colleen Pope, Brandi Tremmel, Brandy Summerlin, Linda Bracey, Isabel Mercedes Cumming, Crystal Seay Guests or Members of the Public: Lt. Sonya Butler, Lisa Serafino Approval of the Agenda Margaret Dunkle The Commission approved by consensus the proposed agenda prepared by the Chair. She explained that the main agenda items would be discussed with potential new CCCW members, followed by selection of CCCW Outstanding Award Winners for See Attachment A. Approval of Minutes Gloria Della moved and Annette Funn seconded approval of the September 2015 minutes. The motion passed unanimously. Annette Funn moved and Shelley Downie seconded approval of the October 2015 minutes. The motion passed unanimously. Approval of the November 19, 2015 minutes, as well as those from this meeting, is scheduled for our next meeting on February 18, Margaret Dunkle thanked Jacqueline McCoy for her service as Commission Secretary and in completing the minutes for September, October, and November 2015: We will miss her! In the absence of a Secretary, the job of taking minutes will rotate among CCCW members for January through June To help with this, Chair Margaret Dunkle will provide an annotated agenda to work from. Commissioner Della agreed to take minutes for this meeting. When final, the minutes are to be uploaded onto the CCCW Website by Associate Commissioner Brandi Tremmel. * Organization of the Minutes To facilitate following progress over time, the organization of the minutes reflects the CCCW Strategic Plan. That is, there are two sections Operational Activities and Programmatic Activities. Items under each are in alphabetical order. The minutes incorporate information from the approved agenda, even if this information was not orally presented at the meeting, and may provide background information for context. Special reports from guests will generally appear first. 1

2 Treasurer s Report and Financial Issues Approval of Treasurer s report was placed on hold due to the approved absence of Treasurer Inez Claggett. In response to Suzanne Hayes question for clarification of the approved budget for the 2016 Health Expo, the Treasurer confirmed through the Chair, that $ was in the approved budget. Cross-Cutting Themes The Chair asked that, at the February meeting, each lead Commissioner(s), do three things for each of her projects: Outline where they are in meeting their Strategic Planning Goals (and the timeline in the Planning Sheet; Suggest/describe, as appropriate, ways to increase involvement of girls and young women in their areas; and Suggest/describe ways to incorporate celebration of CCCW s 40 th anniversary in their areas. Operational Activities Communications and Lists, From the Desk of Margaret Dunkle The Chair reported that she has sent out two From the Desk of the Chair s on November 29, 2015 to solicit nominees for CCCW outstanding achievement awards, and on January 5, 2016, extending the deadline for nominating awardees and sending out the WOW registration flyer. She has also widely distributed press releases for the Harriet Elizabeth Brown Task Force, and articles about the Task force have appeared in the Calvert Recorder and other local publications. There were no updates to report on the status of the thumb drive of pdf s for WOW/CCCW Recognition programs with Commissioner Tremmel being absent. There were no updates to report about Facebook page with Commissioner Shaffer and Associate Commissioner Tremmel being absent. History and Documentation Gloria Della Commissioner Della gave the zip drive containing news articles on Commission activities from October 2014 through December 2015 to Associate Commissioner Tremmel. Commissioner Della would like to have these placed on the website by March The Associate Commissioner is continuing to work on layout of past CCCW event programs and news clips to be posted on the website. Leadership and Planning Margaret Dunkle Annual Report No updates to report Strategic Plan Done for Bylaws No updates to report Retreat To be scheduled for summer 2016 Liaison to Associate Members Ariane Odom Due to absence, Commissioner Odom submitted an update that stated Associate Commissioners were ed and encouraged to attend meetings and share ideas and resources when available on the committees of interest. 2

3 Membership Annette Funn There were two new applicants and two applicants for membership renewal. New applicants included Lt. Sonya Butler, Lisa Serafino and renewal of memberships of Shelley Downie and Sara Shaffer (absent). Presentations by candidates for membership: a) Shelly Downie: The commissioner expressed interest in working with young adults and children, especially young women. In response to question from Commissioner Haynes, she indicated her biggest pressing issue for young women is getting them more involved, especially in the STEM area and looking into ways to get them to stand out. She has not submitted the formal application for reappointment to CCCW yet. b) Sara Shaffer: Absent c) Lt. Sonya Butler: This new applicant spoke on why she was interested in joining CCCW and where she could make a difference. She expressed interest in focusing on ways to get women engaged/interested in STEM and issues that affect them long-term in their lives. She is eager to jump in with existing program issues. d) Lisa Serafino: This new applicant expressed interest in getting women and girls within the county involved in issues affecting them. Two specific topics she would like to work on are: charting the job market, and GIS mapping of domestic violence and rape cases. Commissioners present voted unanimously to recommend approval of the two new applicants for CCCW membership. Chair Dunkle explained the approval process and indicated she would forward these favorable recommendations to the Calvert County Commissioners. Since current Commissioners Downie and Shaffer have not yet submitted applications for reappointment, votes on those recommendations to the BOCC were postponed. 4 Celebrate Title IX Margaret Dunkle No updates to report. Programmatic Activities Clothes Closet, Dress for Success Ariane Odom Commissioner Odom provided written summary on this project, which will include: An upcoming Clothes Closet clean-up on Feb. 20, 2016 at noon and request for all committee members to participate. Clothes Closet Open House on March 5, 2016 at Noon-3pm. A flyer was ed to all Commissioners to help promote the event. There were two individuals served by the Clothes Closet; Jackie used to report the number served monthly. Domestic Violence Awareness Ariane Odom The Live Here Love Here date of March 16, 2016 was previously announced; however, Commissioner Odom is seeking interested committee parties to attend the planning meeting Dutch Networking Events Annette Funn No updates reported. Events and Forums Sponsored and Co-Sponsored by the Commission Updates scheduled for February meeting. Financial Literacy for Girls Gloria Della No updates reported. Harriet Elizabeth Brown Commemoration Task Force Margaret Dunkle Commissioner Dunkle thanked Associate Commissioner Brandi Tremmel for organizing refreshments and registration at the October 20 hearing for the Harriet Elizabeth Brown Commemoration Task Force. She also reported that the Final Report of the Task Force has been submitted, making recommendations to the Governor, Board of County Commissioners, and General Assembly. The three Task Force recommendations are: Name the new community center in Prince Frederick the Harriet Elizabeth Brown Community Center. This recommendation has already been approved by the Calvert County Board of County Commissioners and is currently being implemented. Name Maryland Route 2, from the intersection with Maryland Route 4 to the Anne Arundel County line, the Harriet Elizabeth Brown Memorial Highway. This is a recommendation to the state. Commission a portrait of Harriet Elizabeth Brown. Implementing this recommendation requires an expenditure of approximately $10,000. The Task Force is requesting financial support from the Calvert County Board of County Commissioners, the Governor, and the Assembly, which will be supplemented by private fundraising as needed. Commissioner Dunkle also reported that a press release about the report will go out shortly, with the next steps being implementation. 4

5 Health Expo Suzanne Haynes Commissioner Haynes reported that CSM will be co-sponsoring the event and has confirmed availability of the facility. This year s theme will focus on breast cancer screening and awareness. Invitations to vendors and groups are to go out next week. History Fair Awards Margaret Dunkle No update reported for this event. Holiday Reception Annette Funn No update reported for this event. Legislative and Regulatory Monitoring Inez Claggett Commissioner Funn moved, Commissioner Haynes seconded and it was unanimously passed for the Commission to sign on as a supporter of the 2016 Maryland Legislative Agenda for Women. See Attachment B for the 2016 MLAW agenda. Maryland Women s Hall of Fame and Women of Tomorrow Award No update reported for this event. Applicants were scored and the final ballots were tallied for each category. The Scoring Sheet (Attachment C) was used. For each category, a CCCW Commissioner took the lead for outlining how well each applicant fit the award criteria: Commissioner Downie for Woman of Tomorrow, Commissioner Della for Service, and Commissioner Haynes for Advocacy. 6 Women of the World (WOW) Awards Luncheon Chair Dunkle did a head count of CCCW members who planned to attend the WOW luncheon. The following confirmed attendance at the March 12, 2016 luncheon: Annette Funn, Shelly Downie, Susan Haynes, Gloria Della and Margaret Dunkle. The Chair will ask Inez Claggett, the WOW Co-chair, to conduct a head count for members not present. 10 For Vote at CCCW Meeting, 1/21/16 MLAW Legislative Agenda 2016 Equal Pay for Equal Work: This bill would close various loopholes to address the fact that women in Maryland earn, on average just 85 cents for every dollar earned by men in comparable jobs, including the closing of the Employer Defense loophole, and also prohibiting retaliation against sharing salary information. Fair Scheduling Act of 2016: This bill will reform Maryland law to guarantee predictable schedules so workers can plan ahead to meet their responsibilities on and off the job; it also allows employees to be compensated for their time and flexibility. This critical legislation will incentivize employers to build stable, predictable, family-friendly schedules and prevents employers from destabilizing the lives of the lowest paid and most vulnerable workers and their families more often than not, women. Maryland Healthy Working Families Act: The proposed legislation, which was introduced for the first time in 2013, requires Maryland employers to allow workers to earn a certain number of annual paid sick and safe days. Employees would begin accruing hours from the start of employment but would not be allowed to use their paid sick time until the completion of a probationary period. The safe time component of the legislation requires employers to allow employees who have been victims of domestic abuse or sexual assault to use their accrued paid sick leave to care for their health after these incidents or to seek legal protections or new housing. Stalking, Harassment, Misuse of Electronic Communication or Interactive Computer Service, Revenge Porn: Stalking can be a very scary form of intimate partner abuse. Prosecutors indicate the way stalking is defined makes it virtually impossible to obtain convictions. Updating and revising the laws of stalking, harassment and misuse of electronic communication will assist in holding perpetrators of these acts accountable criminally and increase safety for victims of domestic violence. Rape Survivor Family Protection Act: 5% of rape victims of reproductive age (age 12-45) became pregnant as a result of rape, with the majority of pregnancies in adolescents. This bill would create a legal process for rape victims to terminate the parental rights of rapists when a child is conceived as result of rape. Victims would be required to meet a clear and convincing standard of evidence. This is the same standard used for other termination of parental rights cases no more, no less. Expansion of Maryland Vacating Convictions Law for Survivors of Human Trafficking: This bill expands the relief available to survivors of human trafficking who have been arrested and convicted for crimes they were forced to commit by their traffickers. In addition to expanding the types of crimes eligible for vacatur, the bill also explicitly extends the relief to survivors of labor trafficking, who were previously ineligible for this form of relief. This change will allow all survivors of trafficking to more easily heal from the trauma of their victimization by reducing the stigma and collateral consequences associated with having a criminal record that stems from a history of trafficking. Family and Medical Leave Act Insurance Program: The proposed legislation establishes a paid family and medical leave insurance program, which would operate, similar to unemployment insurance and social security. This program would create a state-run insurance fund that provides up to 12 weeks of partial wage replacement for those that are caring for a new child, have a serious health condition, or are caring for a family member with a serious health condition.
