Call to Order President Stein called the meeting to order at 9:03 a.m. Roll Call: Board Members present:, Sue Stein, President; Lynda Bushong, Vice President; Tracie Bailey Treasurer; Lisa Maxwell, Secretary; and Bevelyn "Bev" Bender, Past President. Attending Association Members: Rhonda Germinsky, incoming Secretary. Others Attending: Sandy Morari, League of Arizona Cities and Towns Office Manager. 2. Minutes a. Consideration of approving the May 18, 2017 minutes Treasurer Bailey MOVED to approve the May 18, 2017 minutes; Vice-President Bushong SECONDED the motion. Motion CARRIED Financial Reports a. Consideration of approving the May 2017 Financial Reports Vice President Bushong MOVED to approve the May 2017 Financial Reports submitted by the League of Arizona Cities and Towns; Treasurer Bailey SECONDED the motion. Motion CARRIED Region Leader/Committee Updates/Comments a. Region Leaders' updates and comments regarding clerk activities in tbeir areas: 1. Region 1 - Mary Ellen Dunn ii. Region 9 - Ashlee Coronado President Stein said she received an from Region 8 Leader Georgia Luster that she wanted to read. Region Leader Luster said in her she had nothing to report from her June 15,2017 AMCABoardMinutes Page 11

4 Draft region. She said the Clerks in her region had no interest in getting together. Region Leader Luster said she tried to organize a lunch and she did not receive any replies to her request to meet. She is retiring soon and she plans to ask someone to be Region Leader when she leaves. She does not know who will want to be the Region Leader. Vice President Bushong noted it is difficult to get participation in Region 8. Vice President Bushong reported Region 2 will have two baskets, one with a reading theme and one with a BBQ theme. The majority of Region 2 has participated in putting the baskets together. Secretary Maxwell said Region 5 does not have a Region Leader and no one is working on a basket from that region. Secretary Maxwell will be out of the office three of the next four weeks and cannot work on a basket. Deputy Clerk Kris Kingsmore has only been to one conference and does not really know about the baskets. President Stein said she will the members of Region 5 to see if someone will volunteer to coordinate a region basket. Treasurer Bailey said Region 3 Leader Eva Wilson is working on the basket for her district. Barbara Flake, the Clerk in Snowflake, will be retiring July 1. President Stein said she will be sending an to Region Leaders regarding retirees in their regions. b. Committee Chairs/Co-Chairs updates and comments regarding: i. Committee/Strategic Planning Ad Hoc Committee - Chair Darcie McCracken - President Stein (liaison)- Communication Committee Liaison assignment- Darcie McCracken Darcie McCracken, Committee/Strategic Planning Ad Hoc Committee Chair, was not present to give an update ii. Awards Committee- Chair Carmen Martinez- Secretary Maxwell (liaison)/ Communication Committee Liaison assignment- Carmen Martinez Carmen Martinez, Awards Committee Chair, was not present to give an update. iii. Communications Committee - Chair Agnes Goodwine - Vice-President Bushong (liaison) Vice President Bushong said Chair Goodwine is creative and she is doing a very good job. She hopes to get more help for her next year. iv. Constitution Committee - Chair Kandace French - Vice-President Bushong (liaison)/communication Committee Liaison assignment- tbd Vice President Bushong said there was a meeting but there were not enough committee memhers in attendance to be productive. v. Education/Conference Committee - Chair Kelly Williams - Vice President Bushong (liaison)/comrnunication Committee Liaison assignment- tbd Vice President Bushong reported the Athenian Dialogue still has room for seven more attendees. The Education Committee is working to finalize the details of the annual conference and election training. The process for election recertification has been June 15,2017 AMCABoardMinutes Page 12

5 Draft finalized and it is now posted on the AMCA website. The Institnte was held last week and results will be available later. The Academy is scheduled for next week. vi. Legislative Committee Chair Michael Claspell President Stein (liaison)/communication Liaison assignment- Michael Claspell Michael Claspell, Legislative Committee Chair, was not present to give an update. vii. Membership/Mentoring/Region Leaders - Co-Chair Eva Wilson - Treasurer Bailey (liaison)/communication Committee Liaison assignment - tbd Eva Wilson, Membership/Mentoring Committee Co-Chair, was not present to give an update. viii. Nomination Committee - Chair and Liaison, Treasurer Bailey/Communication Committee Liaison assignment- Bev Bender Treasurer Bailey, Nomination Committee Chair, had nothing to report. ix. Records Committee - Co-Chair Ben Lane - Treasurer Bailey (liaison)/communication Committee Liaison assignment - tbd Treasurer Bailey reported the final meeting of the Records Committee will be next month. The Committee members will be discussing changes to the Records Handbook. The Committee is also looking for more members to join next year. x. Scholarship/Marketing Committee - Chair Joy Maglione - Treasurer Bailey (liaison)/communication Committee Liaison assignment- Joy Maglione Treasurer Bailey said the Scholarship Committee is working on their raffle baskets. The Region Leaders have been notified about the Region baskets. The Scholarship Committee discussed changing the 50/50 raffle to a daily raffle. They might try this one year to see how it works. The Scholarship Committee is also looking for more fundraising ideas. 5. Old Business: a. Follow-up discussion regarding the possibility of drafting a policy on "camping" the registration fee for clerks who are speaking at a training or conference. Past President Bender joined the meeting. Vice President Bushong said the Education Committee did not have a quorum at their meeting so Chair Williams sent an to get feedback from committee members. President Stein said she received the comments this morning. The Education Committee will draft a policy and bring it back to the Board. She does not want to give gift cards to AMCA members. Vice President Bushong asked if this would be an npdate to the current policy. The Board discussed "camping" and the Education Committee members thoughts about it. President Stein said she is not in favor of "camping." If an AMCA member is invited to speak but was not planning on attending the event they should not be "camped." Past President Bender said this may be the only time this person ever gave back to the AMCA. League of Arizona Cities June 15,2017 AMCA Board Minutes P a g ~ 13

6 Draft and Towns Office Manager Sandy Morari said if someone comes just to speak they are not charged. It makes sense if the person has already paid the registration fee they should not get "comped." President Stein said this should be in a policy. b. Discussion and possible action regarding the purchase or lease of an electronic attendance tracking system. Vice President Bushong said the Education Committee recommends the lease of two scanners from eland for $500 for the annual conference and election training. The scanners will produce a list of attendees with total number of hours attended and the points assigned for those hours. Past President Bender asked if the Committee thought this system would help them track CMC/MMC points and Vice President Bushong said it would. Past President Bender asked if a lease was the best option. Vice President Bushong said it was. The Committee would like to purchase the system from C-vent but that company does not lease out their system. All the equipment that is needed to operate the eland system is included in the rental price. Ms. Morari said the name badges will need a barcode for this system to work. She will talk with the Education Committee about how that will be done. Vice President Bushong said Chair Williams is communicating with eland and she will ask about the bar codes. President Stein said AMCA members need to know ahead of time that they will need to scan their badges at the conference. Past President Bender MOVED to approve the lease of two scanners from eland for $500 for the annual conference and election training if it is feasible, it places no burden on the League, and it is all inclusive; Vice President Bushong SECONDED the motion. Motion CARRIED New Business a. Finalize details for annual meeting, awards, parting gifts. President Stein said she has a list of things that need to be done for the annual conference. Past President Bender said Awards Committee Chair Mruiinez is working on the awards. There is a template for the meeting from last year. President Stein asked if the League provided any information. Ms. Morari said the League provides the aruma! finance report. Past President Bender said President Stein and Vice President Bushong, as incoming President, will each need to compose a message. Past President Bender asked if President Stein was receiving reports from the various Committees. President Stein has received a few and she will remind the COJlUllittee Chairs to submit their report for inclusion in the annual repmi. Past President Bender asked if Committee Chairs would receive gifts. President Stein said there was money in the budget and she will get something under $25 for each of them. There was discussion about!-shirts. Ms. Morari said the process will be simpler this year. President Stein has new AMCA pins. Past President Bender said pins were given out at registration last year. Vice President Bushong said she has completed the oaths. Past President Bender said there will need to be an exchange of the gavel. The Boru d can meet before the conference begins to discuss logistics. President Stein said this will be discussed at the next meeting. 7 Draft and Education Director Matt Lore will work with the Community Center staff on setup of the facility. b. Schedule conference call for the Board to vet the COY and DCOY applicants. President Stein reported she received two applications for each award. The applications need to be vetted and the Board needs to finalize their selection. It was decided to do that through Good of the Order/Board Comments Secretary Maxwell asked about the Region 5 basket since Past President Bender was not present for the previous discussion. Vice President Bushong said she would talk with Scholarship Committee Chair Maglione to see if someone will put a basket together for that region. President Stein suggested sending an to eve1yone in Region 5 to see if someone would volunteer to coordinate the basket for that region. Vice President Bushong said Maria Gonzalez at the Phoenix-Gateway airport has been interested in getting involved in the AMCA. Past President Bender should this would be a good project since it would only involve coordinating one thing. Vice President Bushong said she would get in touch with Ms. Gonzalez. 8. Reminders/Deadlines a. IIMC/AMCA Academy- June 20-22, 2017 in Downtown Phoenix b. Clean Elections Roundtable to be held on July 13, 2017, Hyatt Regency Phoenix c.
